>> well, good morning. good to be with you. i'm anne-marie green. we begin with president trump's final full day in office. he's set to depart the white house tomorrow morning before joe biden is sworn in as america's 46th president. security is at unprecedented levels in washington ahead of the inauguration ceremony with up to 25,000 national guard troops protecting the area. as authorities search for people connected to the u.s. capitol attack, the fbi is focusing on paramilitary and extremist groups that may have trained for an insurrection. debra alfarone is in washington. debra, it's going to be quite a day today and tomorrow. but what is on the president's schedule for today, before he leaves tomorrow? >> reporter: anne-marie, you're absolutely right. it is going to be a heck of a week here. but, you're right.

president trump, he has as he's said for many weeks now on his official schedule, that he has many meetings and many calls and will be working from early morning to evening. an official is telling cbs news that you can expect for him to issue up to 100 pardons and commutations today. cbs news has learned mr. biden will use his inaugural address to appeal to trump supporters in a push for unity. >> on wednesday, we're ready to work. >> reporter: 200,000 flags have been placed on the national mall to represent the people unable to attend amid the coronavirus and security threats. >> yeah, washington is looking very different than it normally does. >> reporter: 25,000 national guard troops will be in the city for the inauguration following the january 6th attack. >> it is going to be an unprecedented affair both for security reasons and because of pandemic concerns as well. >> reporter: nearly two weeks after the mob stormed the capitol, authorities continue to arrest those involved.

seen here directing traffic, 22-year-old riley june williams is charged with illegally entering the capitol and disorderly conduct. court papers say she stole a laptop from house speaker nancy pelosi's office with plans to get the device in the hands of russia foreign intelligence service. president trump is expected to spend his final full day in office issuing pardons and commutations for up to 100 people. and usually, there is a big parade that goes down pennsylvania avenue, this year it will be different. the president and vice president will end up walking to the white house. there will be drum lines. there will be performances and it will all be live-streamed, anne-marie. >> debra alfarone in washington, thank you so much, debra. now, to the impeachment proceedings, rudy giuliani will not represent president trump at his second impeachment trial in the senate. the former new york city mayor said he is a potential witness since he gave a speech on january 6th.

initially, giuliani said he would take part. it's still unclear which lawyer or law firm will represent mr. trump. and we are learning new details about president-elect joe biden's sweeping immigration bill that he plans to introduce tomorrow. the measure provides an eight-year path to citizenship for an estimated 11 million people living in america without legal status. the legislation does not include ramped up border security favored by republicans. so, its passage in congress is uncertain. mr. biden's other day one priorities include rejoining the world health organization, signing an executive order on climate change to achieve 100% clean energy by 2050. and repealing the transgender military ban. president-elect biden does not intend to end pandemic travel restrictions for europe and brazil. his incoming administration had

to clarify after president trump signed a proclamation lifting the ban effective next monday. the order prevents citizens traveling to the u.s. from the infected regions. meantime, california has become the first u.s. state to report more than 3 million coronavirus cases. this comes as hard-hit los angeles county plans to open five mega vaccine sites today including this one at six flags, magic mountain. chris martinez reports. >> wow. didn't even feel it. >> reporter: maryland governor larry hogan got vaccinated in front of the cameras monday morning, encouraging people in his state to sign up. >> the only way that we're going to return to a sense of normalcy is by these covid-19 vaccines. >> reporter: mass vaccination sites are opening up like this one in washington state. >> we feel so grateful. wow. >> reporter: but many states are struggling to obtain and administer vaccines. >> we have enough tests for everybody. be patient. we're doing it for everybody.

we're giving everybody vaccines. >> reporter: new york's governor said new york raised expectation by expanding availability but didn't follow up on supplies. >> now, you have 7 million new yorkers chasing 300,000 vaccines a week. at that rate, it would take six months. >> reporter: over the weekend, l.a. county became the first to surpass 1 million coronavirus infections. another new variant of the virus has been identified in several large outbreaks in california. >> it just reiterates how important again that we continue to do all of the things we've been asking the public do which is watch your defense. wear a mask. stay home and away from mixing with others. >> reporter: health experts say new vaccines from johnson & johnson and astrazeneca need to be approved as quickly as possible. >> j. & j., astrazeneca, there's no 15-minute waiting time. it's not frozen. very easy to distribute at doctors' offices.

>> reporter: some estimates put the toll to 1.5 million by february. chris martinez, los angeles, cbs news. a day to mark martin luther king day turned violent in new york city. hundreds of people marched over the brooklyn bridge yesterday and were met by police. the tense standoff turned violent near city hall in manhattan. the new york police department said that there were about 30 arrests, some for obstructing traffic. ten officers were injured in the altercation. so, coming up on the "cbs morning news" now, a russian opposition leader is calling for mass protests over his imprisonment. and hiding out, a man was found allegedly living at o'hare airport for three months. this is the "cbs morning news." this is s the "cbs m morning ne" unusuaually high e energy, even w when depresessed.

"the washington post" reports alexei navalny is calling on russians to hold mass protests in the streets after a russian court ordered him jailed for 30 days. navalny was arrested sunday after returning from germany following his recovery from poisoning. he fell into a coma during a domestic flight last august. he was transferred to germany

where it was determined that he'd been exposed to a soviet era nerve agent. navalny blamed the poisoning on president vladimir putin's government. calling for his immediate release. rutgers said the director resigned nearly a year head of schedule, steven dillingham announced he will resign tomorrow the day president-elect joe biden is inaugurated. his term was supposed to end at the end of the year. last week, a government watchdog questioned whether dillingham questioned employees to question a report on undocumented immigrants there are in the u.s. before mr. biden took office. the census is used to determine how many congressional seats and electoral votes each state gets. and the "chicago tribune" reports a california man was arrested after allegedly living at o'hare international airport for three months. authorities say the 36-year-old man was taken into custody saturday after two united airlines employees discovered him in a terminal and alerted

janet yellen testifies for her confirmation hearing today and waffle crisp cereal is back. naomi ruchim in new york with the stories. >> reporter: anne-marie, good morning to you. wall street is back in session today after yesterday's holiday. stock futures trending higher as investors look to bounce back from a rough week ahead of joe biden's inauguration. treasury secretary nominee janet yellen is calling on congress to do more to combat a deep recession fueled by the pandemic. in her confirmation hearing today, yellen feels without additional hem now the u.s. faces long term scarring of the economy later. if confirmed yellen would be the first woman to lead the treasury department. the nfl will not allow in-person workouts for the scouting combine due to covid. the annual week-long predraft player evaluation won't be taking place at a central location like lucas oil in indianapolis where it's happened in the past. the league says the entire evaluation process will all happen virtually.
