good morning, it's sunday, january 31, i'm emily turner. let's start with a check of our weather with meterologist darren peck. >> light rain out there this morning but pretty much confined to the north bay, it looks good if you look at high death doppler but let's come in for a tighter view. you can see the showers that are working their way on shore. we've already picked up about 307 inch rain in sonoma county over the last three hours. it's not heavy stuff but it is light rain and we can watch it on the futurecast from 6:00 it sticks around to the early hour morning and then by 9:00, 10:00, the most depressive of this will be done but there's a chance you get a shower in sonoma county. so that's our top headline. north bay, shower today but rain bay area wide, tomorrow, much more impressive, in fact. we could pick up half an inch or more from the rain coming our way tomorrow. i will show you that in the complete forecast. it'll also be witty tomorrow,

particularly in the afternoon as the system comes on shore. we are not dealing with any fog out there, just a light rain in the north bay, a few clouds, temperatures are relatively warm. we will go to the low to mid 50s and even upper 50s in the highest today. emily, back over to you. it's been a big weekend so far for bay area restaurants after a break in the rain, as betty reports, the turnout is giving restaurant owners new hope for the future. >> reporter: outdoor dining brought a kind of energy and vibrancy to the streets of san francisco that people had not experienced since late last year. packed restaurants are giving owners help and a desperately needed boost in business. for the first time in nearly 2 months, outdoor dining literally lit up the streets of north beach. virtually, every corner was buzzing with activity. after temporarily closing for most of the stay-at-home order, the kitchen and tapas restaurant

pass, is busy again and customers are socializing over dinner on the sidewalk. the owner, says it's been a full house since opening at 5:30. >> we are so overjoyed to see this tonight. we really just, it feels really good. everybody that has come in tonight or this weekend has been so pleasant and so happy and so eager to be here. >> just ask frederick who came in from oakland to dine at his favorite spot period they could serve me cat food, i would eat it. with pleasure, i would eat anything, actually, the food is not important anymore, it's the people, the people around me. >> under the city's roles, tables can only see up to six from two households. and tables must be six feet apart. it was a similar scene in the eastgate. restaurants were full of diners and that is in

downtown pleasanton. and on the peninsula, there was a 20 minute wait for a table at grapevine. cooks and servers were nonstop all night. >> it's our first saturday since we opened and you know, we expect people to go out and enjoy their dinner. >> judging by the turnout, they did. >> we think the setup is really nice and we were saying we hope they will keep it this way. >> there's a social element to outdoor dining, and also just being with your family, so it's nice to do it again and it's also nice to support local businesses. >> pittsburgh police say a suspect was shot by one of their officers. it all happened outside of the business on harbor street on saturday afternoon. police say they were called to the scene on reports of a man on the roof. when they arrived the suspect

was reportedly armed with a gun in the parking lot. police say he tried to get away and pointed the gun at an officer. that's when the officer opened fire, shooting the suspect in the arm. he's expected to be okay. we are getting a first look at the man suspected in a gruesome crime in vacaville. he's 29-year-old raymond weber, he social the social media live stream led police to a housing complex. police responded to a welfare check at the rocky hill veterans apartments. the 911 caller said a man on social media live streamed himself, holding a gun with two women lying on the floor not moving. more than seven hours later, police arrested weber but not before a brief struggle after he barricaded himself inside the apartment. >> i'm sad. i'm praying for my city and i believe that god loves the city but it's really sad. >> police are still trying to figure out how the women died, their identities have not yet unreleased. law enforcement is investigating escalating threats of death and violence

against governor newsom and his family. and the businesses that he founded as well. a voicemail and emailed provided to the sacramento bee, contained graphic, abusive language about the governor and his family. one included a threat to turn down a winery owned by the governors company. that company told the sacramento bee they have received hundreds of threats to social media, phone calls and email's. the report says management has hired armed guards to protect the employees. the state has now passed 40,000 covid-19 debts. 638 of them were confirmed on friday. along with more than 18,000 new cases. but now the numbers are visibly trending downward, so that's good news. that dark line represents the 14 day rolling average for new cases.

the post holiday surge is clearly visible peaking at just over 40,000 new cases a day in late december and mid january but the average is now sitting at about 23,000. another number added in the right direction, hospitalizations. they are now down by a third from a high of nearly 22,000 on january 1. new virus strains first identified in brazil and the uk have arrived here in the bay area, unfortunately. the bay area news group reports they were detected by stanford researchers. now, there is concern that the strains will continue to mutate for enough people are vaccinated to slow it all down. >> i recommend, don't go anywhere, where people aren't wearing masks. if you enter a store, a restaurant and you see people aren't wearing masks, it's a good idea to just leave.

and you yourself should always wear a mask and stand back from people, they say six feet but the further the better, especially if the variant is more contagious, even outside if the variant is more contagious. you want to be far away from people. >> one mass vaccination clinic on the peninsula could serve as a model for others going forward. wilson walker shows us the facility and east palo alto. >> state is trying to tackle two problems, get more vaccine into people and number 2, get the vaccine into communities that need it the most. >> we have patients that have medi-cal, some have no insurance or are underinsured, people who are undocumented and have no other access to care. >> when the county finally got them a supply of modernity

doses, they decided they had no choice but to invite anyone in the community who was eligible. >> we would be okay running out, that means we were vaccinating over 1100 people today. >> we received a call yesterday and we were thinking it was going to be a crazy line and hours of waiting, it went well. i'm surprised it went so fast. >> but while the light moved fast today, getting the vaccine clinic into this community, that was another story. >> we know where covid has had the biggest effect, we know which communities it's affecting the most and we have to get the vaccine to those communities. >> the state senator said counties are trying to get more control over how and where vaccine supplies get distributed. he calls it his clinic a model example. >> this is the first mass vaccination that they've had here. you can see from the turnout, it's been well received by local community. >> as for why it took so long here -- the magnetic it was a mixture of the county and state just trying to get things

organized. >> it made for a celebratory atmosphere here today, you can tell people were relieved, even excited to get their shot, and take a big shot toward the end of the pandemic. >> i am excited that i got my first one. i can't wait for my second one. >> it's some type of relief. relief that we are able to get something done. >> congratulations. >> thank you. >> we mentioned they open up to everyone and a lot of people have been showing up here late into the day, you can see the line of traffic. now what happens to these folks if they run out of the vaccine inside? i'm told they will be given an appointment at the next round of vaccinations. they're hoping to keep doing this at least once a week, depending on vaccine availability. thousands of people who signed up for the vaccine in sonoma county found out it's not going to happen anytime soon. the press democrat reports about 85% of appointments were canceled because the applicants were not old enough.

the 1978 mass suicide of more than 900 members of the people's temple religious cult at jonestown. there is another push to remove a controversial statue in san jose. the chronicle reports that several people called into the mayor's forum on friday night, urging him to get rid of it. here is video of the thomas fallon statue what was that lies back in june. many people have called it a symbol of oppression since fallon raised the american flag over san jose two months after congress declared war on mexico. the mayor said it will cost about $400,000 to have the statue removed since it's considered a permanent piece of public art. the artist and the city council could have a say in the process. coming up, fresh snow in the sierra draws big crowds and forces some ski resorts to turn people away. >> the earliest i've ever seen us reach capacity in my 10

welcome back, the most recent winter storm has transformed the sierra, take a look at this photo from the national weather service. it shows the blanket of snow across the region right now. compared to just 10 days ago, that's the one on the left, what a difference. that means the slopes are packed. reporter heather jansen tells us summers resorts are having to turn people away. >> it was a packed snow day in the sierra with many people heading up the mountain to play in this fresh powder. gliding into the weekend, with many turning to tahoe to unwind. hector chavez and his family heading back to sacramento after a day on the mountain. >> i think people are hungry to

get out of the house and enjoy and do an activity like this. >> the mindset of many, the fresh powder from this week's snowstorm, a big draw. >> we have fresh powder, it's the best. especially when it's sunny. >> these perfect ski conditions, his wife the tahoe resort had to turn people away hitting capacity before 9:00 a.m. the ski resort limiting how many people hit the slopes because of the pandemic. it's part of the reason they get their limit so fast. but more snow means more space and other areas are open able to open up. >> we are hoping we can open up more so we can allow more people to, then recreate with us. >> skiing and snowboarding not the only popular activities. >> we hopped on the truck and left. >> francisco and his family met a enjoying the perfect scenery by sliding and throwing snowballs near strawberry. mario figueroa coming from berkeley to ski said he's not

done yet. >> we will be coming back tomorrow. >> this area will likely be busy again tomorrow and possibly even through next week, with even more snow and snore. ski resorts if you are heading up, come early. >> let's get a review on how we did, just to show you where we are now with our snowpack compared to average. after that great week that we had, we will start up in the northern sierra, numbers appear, 64%. it may not sound like much but these are big improvements over where we were. it was really the central sierra, think yosemite national park. we were at 41% of average last sunday. today, 71%. that's a good jump and we are at 55% down here in the southern sierra and yes we will get more. watch the futurecast show the snow pile on, this is from the monday and tuesday storm that will bring rain here at home, we will look at that in the second but first here's what

it'll do to announce. about a foot and a half of new snow. as far as the rain goes, the doppler is lit up, plenty of rain on the coast but if we come back home, it's really focused on sonoma county, this is where we saw some of those bands of rain on the coast. it looks good, there's not going to be a whole lot measurable from santa rosa southward, you will have to be like north of santa rosa to get much rain but if you look, we pick up a couple hundred seven inch of rain appeared today. we've already gotten a couple hundreds of rain over the last three hours. let's look ahead, here comes monday's rain, time of here is tonight at 8:25, there's a much better band of rain sitting out there. we will bring that one on shore and this one, he gets here as we get into monday. in the afternoon, starting in the north bay, it's got a really well organized cold front that will march across

the entire bay area monday afternoon through the evening. it'll get hung up in the santa cruz mountains a little bit as we get into early tuesday, watch the rain continued to fall on the santa cruz mountain there, for a good part of tuesday, like the first half of tuesday. and then it'll move off into the sierra where it drops the foot and half of snow, let's watch the rainfall totals. from monday through tuesday, and we pick up perhaps as much as three quarters of an inch of rain. not bad. we could use it, and this won't be like the last storm, it won't be anywhere near that intense but it will get windy, watch the wind speeds pick up as we go through monday, these are gusts in the 30s and 40s through monday afternoon and evening. so the wind is also going to be a factor in this one as it comes on shore. and it does have just enough of a tap here, look at the stream of moisture coming our way. it's not a terribly powerful atmospheric river but nonetheless, it at least has a

connection to a week one, which tells us, it'll help with the rainfall totals, so you can see the seven-day forecast, we will keep the rain around on monday and tuesday and then we will get a break going into the end of next week. emily, back over to you. a new study from the cdc suggest the virus is not easily spreading in schools. researchers studied two undisclosed schools that are following proper cdc protocols. they found fewer than 10% of the students contracted the virus in a semester. and the majority of those cases, were linked to people not wearing masks. researchers also say they didn't find any evidence in this very small study. teachers and students pass the virus on to each other. the san jose public library is helping to bridge the digital divide during the pandemic. it's extending its laptop donation drive to help provide students access to technology. >> we can work with hp to refresh and repurpose those laptops and give them back to community members that don't have access to a laptop or

live from the cbs bay area studios, this is kpix 5 news. welcome back, it 6:30, thanks for joining us. let's start this half hour with the check of our weather with meterologist darren peck. >> light rain falling in the north bay, emily, their main event will happen tomorrow. much more widespread rain throughout monday afternoon and tuesday. but, let's talk about sunday morning, look at the showers coming into the north bay. we've already gotten a couple hundredths of an inch, things are already down in sonoma county. watch what happens today, we will take it from now, play through the next hours, by the time we've gotten to 9:00 in the morning the majority of this is done. and it'll be cloudy and there could be the threat of a sprinkle throughout the day in sonoma county, so northbay showers today but rain monday,

attacked other workers. neighbors say they are seeing a rise in burglaries as well. >> home depot has once again challenged us if we don't clear this they are leaving oakland. >> this councilman said he was frustrated with a lack of enforcement in basic parking loss, he has asked a city administrator to solve the problem but it keeps getting worse. >> there's no excuse, it comes to incompetence, basically. >> public works cleaned up the site to a city run rv lot in december 2019 but neighbors say now the problem is even bigger than before. >> we have asked for the city to do the right things and try and help these people. helping these people in return, it'll help the businesses. >> councilman guiles said the councilman has not offered a solution to fix this. a live look now at capitol hill, former president trump has lost much of his impeachment legal team a little more than a week before the trial. five lawyers have left according to the new york times including lead attorney butch bowers , a source tells the

times. his departure was a mutual decision partly because he and trump had no chemistry between them. there also disagreements over strategy, with trump reportedly wanting to focus on his baseless claim of election fraud. trump is set to stand trial in the senate on february if, accused of inciting the riot at the us capital. president biden is pushing to get new stimulus relief into the hands of struggling americans with or without republican support. >> reporter: president biden spent the week doing what he could to convince americans to get on board with his covid relief plan. >> the covid relief has to pass . >> reporter: the almost $2 trillion package includes $20 billion for national vaccination programs. $15 billion for grants for small businesses, and a third round of direct payments. $1400, to most americans. the white house once republican

by and for the package but so far, it's been a tough sell. many gop lawmakers including louisiana senator cassidy say they've got sticker shock. >> republicans can be there but it can't just be spending $1.9 trillion, pulled out of the air with no justification. >> reporter: with new figures showing 2020 was the worst year for the american economy since 1946, senator warren says democrats will go forward, with or without the gop. >> it's the republicans if they're not going to do it, then democrats got elected not just to stand around and debate in washington, they got elected to deliver, and that is exact what we should do. >> reporter: with those temporary fences still standing around the capital, lawmakers are also struggling to agree on how best to handle their own security. yesterday the fbi offered $100,000 reward for information on the person seen in this washington post video, planting

pipe ponds near the capital. the night before it was overrun by an angry mob. the officer killed in the rights will lay and honor at the capital dividing a rare opportunity for divided lawmakers to come together to honor his service and sacrifice. president biden is working the phones himself, to try and build bipartisan support for the covid relief plan but face the nation host margaret brennan confirms he will make his move with or without republicans if necessary. he is saying this is must pass legislation, he's trying to get republican support, he ultimately has not closed the door in comments today, to muscling it through, using this process known as reconciliation, this would be controversial because it would be a way to do it with only democratic support and president biden campaigned on his promise to govern from a place of bipartisanship.

>> senior presidential advisor richmond will join margaret today to discuss that issue. face the nation starts at 8:30 a.m., right here on kpix 5. a reminder, that you can still be vulnerable to the virus, even after being vaccinated. that's what happened to massachusetts congressman stephen lynch, who just tested positive. the democrat had recently received a second dose of the pfizer vaccine. this week he was exposed to a staff member who tested positive. he is reportedly asymptomatic, health officials say covid-19 vaccines prevent illness but do not necessarily prevent infection. adding, that if someone test positive and doesn't get sick, the vaccine has worked as it was intended. still to come, people in marin county are enjoying a brand-new trail, nearly 3 decades in the making. meet a local tech savvy student with big dreams to help her community.

trail in berrien county. four acres of marshland just reopened. crews have been working to clean up the area for about three decades, since the dredging at the larkspur ferry terminal in the 80s. they removed about 2000 dump trucks worth of mock. we talked to some locals who were getting their first look at the new space. >> i think it's important for continued survival of sacred space, which is lived and worked in, you know, a tremendous amount of pride, that's an important quality about being a californian. >> in addition to recreation, the land will provide vital habitat for words and animals. let's switch gears now and get you ready for the weather today. i showed you the light rain falling now, we will do that again in a second. it's mainly in the north bay but first take a look at the

views. lots of clouds out there, this, the view from the top of the mark hopkins hotel, looking over towards the salesforce tower, that is the scene from the top of the sales force tower , looking down to the south, just beautiful early morning light and it's cloudy, sure, in the south bay we are looking at blue sky. in the tri-valley, you can definitely see the clouds that have gotten much of the bay area covered but it's up in the north bay where it's raining, so let's go to high death doppler, and you can see the showers here, which are working their way up into the far northwest corner of sonoma county, we will continue to see that happen over the next few hours this morning. showers will continue. there's a potential you to get a drop of rain in the afternoon, primarily it's a morning thing and if you look at the totals there's not a whole lot on there. let's look ahead to monday, starting sunday night, taking all that rain out there,

bringing that onshore, this is for monday. and monday afternoon, we see a very well organized line of rain march its way across the bay area, starting in the late afternoon. it hits to the heart of the bay by early evening, gets down to the santa cruz mountains overnight and watch what happens, it kind of stalls out over the santa cruz mountains once again. there's a steady rain getting funneled tuesday morning, and up into tuesday afternoon, right over the santa cruz mountains, there we are at 2:00. so it has the potential for more rainfall, for sure but it doesn't have the same kind of tap to the deep layers of atmospheric moisture that the storm did of this last week. so, bottom line is, this will be a good rain but it won't be anywhere near as intense or with numbers this high, as what we just saw but still, we could pick up three quarters of an inch of rain in san jose, probably closer to an inch in the mountains, and you can see

that trail, that pattern left from the rain that kind of sets up shop from say like the highway 50 corridor in the sierra. good snow up there. and it'll get windy as well. not as windy as the last storm but still, windy on monday, so that we see 40 mile an hour gusts, we have 60 miles an hour of wind last tuesday. how are we doing for rainfall so far this year? you go back to last saturday, last weekend. san jose had only gotten 17% of the amount of rain it should have got. if you look at today, a big jump, thanks to all that rain. san jose really did better than most of the bay area with the storm, here's the comparison with san francisco. we were at 26% last saturday, now we are at 41% and that's more representative of most of the bay sitting right around that 40% range in terms of where we are on rainfall. let's get into the seven-day

restaurants at each scented employee here to assemble fresh meals to sell to the public. the trailer itself is similar to what fema roles into disaster sites when they have to feed hundreds or even thousands of people. >> it is a little tight when you start putting all the restaurants in there so we had to maneuver and think of ways to do it so it all works out correctly. >> but the food sales come with a twist. in addition to the people employed here, for each meal sold, the chefs also create a meal for a load hospitality worker in the area. and they do it at no extra cost to the customer. the chefs know how to stretch even a gourmet meal into two. >> we are utilizing our skill set and going back to our younger days where where you use everything, you make your own stock, every part of that carrot you are using, so we do everything we can to stretch everything. >> it may sound a bit crazy to operate five restaurants out of one trailer but josh highland, whose sushi restaurant participated in the chefs market, says it's not the nuttiest thing he's ever done. >> i actually opened in the middle of the camp pandemic. so a lot of people told me i
