even the puppets look embarrassed. >> have you ever seen a sadder model than this? it looks like he's been tarred and muppeted, $8,000. a small price to pay for something that will get you mauled outside a kindergarten. this morning's "eye opener" is presented by progressive -- making it easy to bundle insurance. >> getting a lot of press. >> i don't understand. i have no words. >> yeah, no words. we're going to keep on moving. welcome to "cbs this morning." we're going to begin with this -- president biden is revealing a flurry of new initiatives. we'll start with the breaking news on immigration. the first of some 25,000 asylum seekers at the border with mexico will be allowed to enter the u.s. starting one week from today. many of those people have been living in border camps, sometimes for years, under trump administration rules that are now being rolled back. "60 minutes" captured footage in april of one of the camps. the biden administration says

the asylum seekers will be allowed in a few hundred at a time while they wait for their court hearings. the cdc plans to unveil long-awaited guidelines today for reopening k-through-12 schools. and we have details first from a draft internal summary obtained by cbs news. nancy cordes is at the white house. nancy, what are these proposed guidelines exactly? >> reporter: well, good morning from a very festive valentine's day decked out white house. so according to the guidelines that cbs news has viewed, schools would fall into four color-cocoded categoriries. theyey would reopepen with full in-person n learning i in the schools s with low c community spreadad. thosose would bebe the blue e a yellow zonones. as lonong as therere was as mum socicial distancncing as pososs those schoolols could reopopen. schools in the orange zone where transmission rates are higher would d be recommendnded for hy oror reduced attttendance witht required distancing.

this samame guidadance goeoes f schoolols in the reded zone if y regularly test staff and students. for red zone schools that don't regugularly test, , the cdc wou rerecommend elemementary schcho have rededuced attendance with mandatory distancing and virtual-l-only classeses for mi and high schools. now these guidelines are also expected to include mitigation strarategies like e masks and h washing, resouources devoteded underresourced communities, prioioritizing teaeachers for vaccineses, and accommmmodating high-risk educators with virtual teaching or flexible schedules. nonow officials s tell cbs newet these guidelines are still being finalized and could change, and what we still don't know is what rates of community spread apply to each of these zones. we're hoping to get more details later today. >> nancy, as we heard president biden says he now has secured enough doses to vaccinate nearly the whole country? >> reporter: that's right. he says that his government has

arranged for 200 million more doses of the vaccine, and so it will have enough vaccine for 300 million americans, he says, by the end of july. the president acknowledged the logistical challenges in distributing these vaccines, blaming that in part on the previous administration. >> while scientists did their job in discovering vaccines in record time, my predecessor, to be blunt about it, did not do his job in getting ready for the massive challenge of vaccinating hundreds of millions of americans. we started on day one. we won't have everything fixed for a while, but we're going to fix it. >> reporter: later today the president is going to meet with governors and mayors to talk with them about pandemic relief. many of them have been very vocal about how frustrated they are that the vaccine keeps running out. after that the president is expected to head to camp david for the weekend. tony? >> i'll take it, nancy. encouraging news on the vaccine front.

set up a block party of sorts, and spend the whole weekend well through mardi gras. can't get there. they fenced it off. mardi gras as we know it has been shut down. >> we are not putting beads before bodies. >> reporter: that is the manager of bartonique in the french quarter. this was the moment last night at 11:00 when bars just like his were shut down in the big easy. i assumed you would be ticked off by the mayor saying shut down. >> no, man. no. the work force overwhelmingly supports this. >> reporter: there's new evidence pointing to what could happen. ♪ a single visitor at last year's mardi gras celebration could be tied to about 50,000 coronavirus cases in louisiana, according to a study released this week. compare that video to what we found when we walked bourbon street this week. isn't this unusual? >> it's very unusual. i love coming here.

it is just too quiet for me. >> lives are at stake. we've been ground zero. i do not want us to be there again. >> reporter: new orleans mayor latoya cantrell's tough stance now is somewhat a reversal from what she said in january. >> the city of new orleans will always be welcoming, always. but we ask that you do the right thing. >> reporter: the mayor says it was these social media videos taken within the last few weeks and several businesses who violated the coronavirus restrictions and had to be shut down that she says made her change her mind. >> looking again at the large crowds that we were having showing up on bourbon street, i didn't hesitate. i knew that we had to do something. >> reporter: even as the city faces an unemployment rate of more than three times the national average -- >> we are 40,000 folks unemployed right now. upward of 19%. huge. >> reporter: 19%? >> yeah. huge. >> reporter: wow. one of the last bars on bourbon street is cafe lafite in exile. the owner thomas wood hung white flags, reluctantly surrendering he says to the mayor's decision to not

let the good times roll as usual. >> the main thing is that it is not going to change any of the dynamics during mardi gras. it's just going to make a change on who makes money and who doesn't. people elsewhere will be making the money we would be making. >> reporter: how much money would you usually make over mardi gras? >> $200,000 to $250,000. >> back at -- a greater price. >> we know if we stay open to mardi gras to expect a spike that is going to shut us down. we're going to be closed for weeks after. the economics of it don't make sense either. >> reporter: what ultimately may rain on this parade -- the weather. just last night the governor of louisiana declared a state of emergency because they are expecting a heavy mix of wintry weather, cold temperatures, and even flash flooding well into mardi gras. >> makes sense that the mayor doesn't want to take any chances. i get that. and david, at least you're in your home state. that's got to be kind of nice. >> reporter: happy mardi gras. >> thank you, david.

safe travels to you. we've heard from the prosecution in the second impeachment trial of former president trump. now it's time for the defense. this is after two days of very intense arguments by house impeachment managers linking mr. trump to the deadly violence at the capitol on january 6th and suggesting he may still be dangerous. three republican senators, ted cruz, mike lee, and lindsey graham, met with the trump legal team yesterday. now that is very unusual. why? because they are also jurors in the trial. nikole killion is on capitol hill. the last time the ex-president's lawyers spoke to the senate on tuesday, it was not well received at all. so what do you expect today? >> reporter: well, the president's legal team will argue that this trial is unconstitutional and denies him due process. they described that meeting with republican senators as friendly, even though technically those same senators are supposed to be impartial jurors.

last night three of the trial's jurors, senators ted cruz, lindsey graham, and mike lee, met with former president trump's legal team to talk strategy. >> we were discussing their strategy for tomorrow. we were sharing our thoughts in terms of where the argument was and where it should go. >> reporter: when asked if he was comfortable with the team's legal strategy, cruz said the end result of the trial is already clear -- mr. trump will be acquitted. but other senators are keeping an open mind. >> you don't make a decision as a juror until you have both sides, period, end of story. >> reporter: house impeachment managers rested their case, declaring the evidence against former president trump is clear. >> if you don't find this a high crime and misdemeanor today, you have set a new terrible standard for presidential misconduct in the united states of america. >> reporter: the managers allege the former president had a pattern of inciting violence, pointing in part to his lack of condemnation after supporters swarmed michigan's state capitol and the later uncovering of an

alleged plot to kidnap the governor. >> we got to get her -- i don't think she likes me too much. [ cheers ] >> reporter: and ask senators if they would risk giving mr. trump the opportunity to incite violence again. >> would you bet the lives of more police officers on that? would you bet the safety of your family on that? >> reporter: today former president trump's legal team will counter by showing video of prominent democrats allegedly making inciting statements to bolster their argument that the language mr. trump used during his rally is protected. >> we fight like hell. >> it's a powerful speech. when he uses the word fight most of the times, it's clear he's talking about legislators fighting for our rights. >> reporter: mr. trump's lawyers are only expected to take a few hours for their presentation and could wrap their case today which means it's possible there could be a vote in this trial as early as this weekend. anthony? >> thank you. an ice storm in fort worth,

texas, left big trucks slamming into cars yesterday in a massive highway pileup involving 133 vehicles. six people were killed, and dozens hurt. an investigation is under way. we expect more dangerous conditions this weekend with 65 million people under winter weather alerts. let's bring in cbs news meteorologist and climate specialist jeff berardelli. good morning. >> reporter: good morning, anthony. and good morning, everybody. this is about as extreme a pattern that i can remember in years during the wintertime. an incessant parade of storm after storm and brutally cold, arctic air. let's show the pattern now. what we have across the nation is the polar vortex. think of it as a catapult. and it is catapulting storms across the nation, one is in virginia, north carolina with ice. watch out, it will be like a skating rink very dangerous there. the next storm is a whopper. banging into the west coast,

seattle, portland, 6 to 12 inches of snow. could be the biggest snow in seattle in 35 years. that dips into texas, heavy snow dallas, ice to houston. this is going to be a big and dangerous ice storm for the deep south. then that ice moves into new york city. north of that it's all snow and heavy snow across the great lakes. and then last but not least is the cold air. look at those windchills. negative 40 in places like fargo, could see 300 to 400 record cold temperatures by early next week. so tony, be like a bear and hibernate is my advice. >> all right. we'll find a cuddle puddle somewhere. jeff, thank you very much. this week "60 minutes" investigates one of the most sophisticated cybersecurity breaches in american history. investigators believe russia is behind the massive hack that hit several federal agencies including the treasury, commerce, and justice departments. 18,000 organizations were affected globally by a cyberattack that's gone on for months.

welcome pack to cbs this morning. nascar fans are heading to florida for american racing's biggest event, the daytona 500 is all set for this sunday, valentine's day, could be the largest in-person sports crowd since the start of the pandemic. nascar faced a number of challenges in 2020, including navigating both covid and racial inequity. mark straussman looks how the sport is adapting to the new normal and they're also looking forward. >> lots of businesses think they run 200 miles an hour, nascar

this morning's "eye on money" tax filing confusion caused by the pandemic. now, tax season traditionally starts in the last week of january, but this year the irs begins accepting and processing individual tax returns today. now, the agency says the delay is caused by late changes in the tax law. the deadline to file is the same, though. that is april 15th.

cbs news business analyst jill schlesinger joins us now. good morning to you. a lot of different categories of filers. one particular comes to mind. 160 million americans or there abouts got a stimulus payment last year. is that taxable? >> that is not taxable. so, good news, right. if you got $1,200 or 500 per kid, maybe you were one of the few people who got that extra $600 at the end of december. that's not taxable. but here's what's really important. a lot of people said they were missing their stimulus payments or they got less than they thought. they had a child and the irs didn't know that. if that's the case for you, you're going to file your taxes and you are going to focus on, ready for this, line 30 of your form. because that's the recovery rebate credit. if you think you are due money, focus on that. make sure you fill that out and be sure that you get the money you're due. >> very good to know. stimulus payments not taxable.

what about the 22 million americans unemployed at some point last year and they got unemployment money. is that taxable? >> that is taxable. unemployment benefits whether it came from the c.a.r.e.s. act or your state of residence totally taxable. some people had withholding, that is good. on the federal level, unemployment benefits are taxable. here's something else to remember. there are actually 15 states that do not levee tax on unemployment benefits. check to see if you're on this list because then you might be able to avoid it. abu but unfortunately, tax is income and the only good news is you didn't get taxed in the fica sense, you didn't pay into social security on these dollars. >> if you were lucky enough to keep a job many, many americans have been doing that job from home since basically march of last year. does that mean they can write off the portion of their home they're using as an office? >> this is probably the most frequently asked question that i got last summer when people were

filing their taxes for an extension. here's the deal, in 2017, we had a new tax law and it basically said no office deduction for anyone who's an employee. if you're a w-2 wage earner. you can deduct a portion of your residents or your rent if you're self-employed. you have to use one room or a part of your house on a regular basis and you can't have another office somewhere else. so, the rules are pretty tight. again, if you are a w-2 wage earner, sorry. you paid for that stand-up task and the new chair all on your own. >> jill, the irs is warning about some kind of unemployment tax scam. i got a fishy call the other day and as i was giving my zip code i wondered if i was being scammed at this particular moment. what is the scam you're talking about? >> this is an awful scam. it's basically fraudsters stealing your social security

insists that she has no idea what happened to jennifer dulos. erin moriarty spoke to the family for this week's "48 hours." >> reporter: these are the pictures that turned the jennifer dulos missing persons case into a murder investigation. the victim's estranged husband, fotis dulos, with his girlfriend, michelle troconis, caught on surveillance cameras as he dumps evidence in hartford, connecticut, containing jennifer's dna. >> not every day someone throws out bloody evidence, bloody clothes cut up. who does that? >> reporter: someone trying to get away with murder, says connecticut state police sergeant kenneth ventresca. >> we shifted gears and turned this into the homicide investigation. >> reporter: fotis dulos was later charged with the murder of his missing wife, and michelle troconis with conspiracy to commit murder. three weeks later, fotis dulos took his own life. where does that leave michelle troconis? >> well, i think the right

what you have is you have michelle troconis facing charges in the death of a woman she never met whose body has not been found. as her attorney says, she was left holding the bag. >> there were several children involved in this case, four or five. i kept thinking at the time, i really felt for the kids. now they don't have either parent. does it -- is it believable that the other woman doesn't know anything? you're looking at your boyfriend allegedly throwing away bags of something. it's just sort of defies logic that you don't have any idea what is happening here. >> i think that's going to be a problem at trial. i should point out that the night that those bags were being thrown out is the night that jennifer dulos is reported missing. and it's possible michelle troconis did not know. she thought he's a contractor, he doesn't want to pay to dump trash, and he dumped trash. so it's possible. it's going to go down to this trial. >> very interesting case.

republican senators, all well-schooled lawyers, i should say, went in to talk to the defense team. what about the propriety of that meeting? >> reporter: sure. it's a reminder what we have been watching all week and what we will continue to watch today is a unique arena in american politics. it is not a legal trial. the senators, ted cruz, lindsey graham, and mike lee conferred with the president's defense team for a little while last night. in this case, in this kind of impeachment trial, senators are not only serving as jurors-- they were, of course, eyewitnesses to what happened on january 6, and in this case they're advisers to the defense. it's important to remember what we're likely to hear from the president's defense team throughout the day today is more of a process argument, that his due process rights were not afforded to him as this process began. but, remember, the supreme court has ruled the house sets the rules of an impeachment trial-- they did-- and they're continuing to play out. one other thing to keep in mind. you're going to hear them inf
