in oakland, why are we seeing the dramatic increase in what police are doing about it. and standing together, how two committees in the bay area are coming together to stop acts of violence towards asians. good morning it is sunday the boy 14th, i am emily turner, happy valentine's day and let's check with the weather and meteorologist darren peck, is it the weather we will love?>> it will rain on this romantic of holidays but not until this afternoon and really the rain will not be a big deal, i should preface that. but if you look at doppler there is a lot of rain, on the far northwest coast, it will take a while to get down here, let me switch ahead of future gas. we will see plenty of clouds, bay area wide, but we don't see any rain until the early afternoon and here we are at 2 pm and you'll see if you like showers around sonoma county. around 8 pm tonight a few

showers will try to get down into the central part of the bay area but most of us will miss that. it is really tomorrow morning right here when the rain will be more noticeable. we will talk about the monday morning commute rain coming up in the forecast when i have more time but in the meantime if you have to be out the door this morning for anything you don't need the umbrella right now, not raining and temperatures in the mid-40s dilute warm considering, see you with the rest of the forecast in just a few minutes. this morning the sound of gunfire interrupts during the overnight in the south bay. guns were shot up into the air as police sirens can be heard in the distance. a vehicle spinning around as the crowd looked on and some of the crowd took off before police arrived and so far san jose police haven't released any information about what happeneded, putting g whether o not anybybody was arrested. in

an update on a story we first brought yesterday morning, police have now arrested a suspect in a double shooting near san francisco's embarcadero. remember on friday night officers found two men wounded at a hotel and one has life- threatening injuries. police of a suspect, 25-year- old tyler gangell of fresno, he was arrested in merced, now in jail in san francisco facing two counts of attempted murder a search is on for missing teenager from the area, antoine whittley was seen walking on the richmond and san rafael bridge, he took a ride share for marina way south in richmond and minutes later he called a friend from the bridge saying he was being followed and then the line went dead. gun crimes are skyrocketing

in oakland and so are the numbers of violent death. new oakland police chief armstrong has a lot of work ahead of him, now the story on the dramatic rise of the number of shootings.>>reporter: open police say in january they recovered 77 firearms from criminals. that pales in comparison to the thousands of guns that remain on the streets detectives say that is part of why 2021 is set to become another dangerous year and just last month alone 54 people were shot, 15 died. that was one murder every other day in oakland. the increases dramatic compared to one murder last january. the police department also responded to another 240 shootings last month when no one was injured. most of the shootings and the killings happened from 66 avenue all the way to the san leandro border and this area

alone accounted for 10 of the 15 homicides in january and another 20 were injured by gunfire here. this is the statute from oakland police from all the red numbers show gun crimes are way up and it went up by 147%. police say they are way too many guns, some shooters as young as 12 years old. the police department is encouraging people to install surveillance cameras and burglary alarms and they say these technologies can deter crime and help solve it after they occur.>> laurent armstrong was born in less than a week ago as oakland police chief and he will have to do more with less since the department is facing cuts due to a big budget deficit and right now the local police force has 720 officers a story that we first brought you yesterday morning,

we are now getting a first look at who could be the city's next police chief. seven candidates were introduced during an online form this weekend and four of them are internal candidates. all of them are from the bay area except for justin doll from alaska and larry sgro tow from pennsylvania, only one will replace chief eddie garcia who has been with the department for 29 years.>> i am a proven leader at a challenging time when the department needs stability and undertake a reinvention of ourselves. >> i bring a different perspective to the leadership team here, one that has never been elevated to the position of chief and 170 years.>> i care about san jose and the san jose police department. >> i will guide and support the dedicated workforce as a poor advocate our community. >> i can help more people and i believe my knowledge, skills, abilities, education and accomplishments between a very good position to be one of the

help them buy clothes and food.>> it is hard to put into words anything things are bad and it can't get worse but you come to find out it can get worse.>> the family is also missing one of their cats. fire crews are still investigating what caused the fire. this week the fremont city council will take up an idea to create so-called safe living spaces for the homeless, a proposal up for discussion on tuesday to provide designating parking places with access restrooms and trash cans. about half the fremont homeless population live in rvs or cars. a northern california brewing of any thought its own way to celebrate black history month. oak park brewing of sacramento selling four packs with images of some of the lesser-known activists from the civil rights movement and the limited- edition beer is from a collaboration with several black owned breweries in the

bay area.>> gives people a chance to see the other people that might have been more behind-the-scenes but were integral in the civil rights movement.>> sales of those beer cans with images of activists will continue through the month of february. now to the storm watch in the sierra, it is a busy holiday weekend on the slopes. this is what it looks like it squaw valley alpine meadows yesterday with a lot of happy skiers and boarders. more snow is on the way later tonight and into the early hours of monday.>> close to 1 foot possible in some of the higher elevations. we will look at the snow forecast coming up, but first let's talk about the rain at home. high definition doppler looks pretty lit up in the far northwest part of the state. skip ahead to the future cast it will take a little while to get any rain down here for the bay area. really enjoy get to the early afternoon before we see a few light showers, it gets us to 2

pm and it shows light rain for sonoma county. then overnight may be a struggle in the evening, it could be anywhere through the heart of the bay area. but it is not a whole lot tonight. but it is monday morning with the rain will be most noticeable and you will see why i could say that. looking at 7 am tomorrow until 10 am tomorrow is when we get most of the widespread light rain bay area wide happens to coincide with whatever is left of the monday morning commute and there is plenty of people doing a traditional enough monday morning commute it is a factor to think of. that is if you have to be in the car on the road monday through the late morning. by the time we get into the early afternoon things will start winding down and you can see how we have cleared the skies out as we get into very early tuesday morning we have that now.

the skies are relatively clear to start our sunday morning but it will not last. the clouds will start filling it over the next hours and you see it happening from our vantage point on the salesforce tower looking towards the bay bridge and down towards san jose, very thin clouds over much of downtown it is kept the temperatures relatively warm. santa rosa 46 now and those are the clouds what have overtaken sonoma county, 30 around livermore with more clearing, and for daytime highs today we find ourselves right at low 60s and much less wind than yesterday so it will feel better but it will look cloudy today as the system approaches. and if we just check in on future cast for the wind speeds it will be windy near the coast, not wind advisory windy but 20 to 25 mile-per-hour wind will be enough that you will notice it in a bit of a breeze on tuesday. look at the next chance of rain come after this system through tonight and into monday morning we wait until thursday and friday for the next rainmaker

and if we look at thursday morning that is a telltale sign, is one of the atmospheric rivers and a lot of moisture pointed right at the coast of california which extends back into the subtropics. but the only problem is it is too far north. we will miss out on the bulk of it. but if we look at the rain on thursday, not much here at all, until late thursday night into friday morning. then we see the showers come through. it is not a lot. friday we get a couple hundreds of inch of rain for the next system and that is about it and that is how it plays out in the seven day forecast. you see the shower showing up there as we get to friday and if you left over showers from monday into tuesday, not a whole lot coming on with that but i have more coming up the next half hour. >> we will take the rain but at least will not kick in until later and we can get those outside picnics. all right uc berkeley students cannot exercise outside this

atat ross. yes for r less. live from the cbs bay area studios this is kpix 5 news . welcome back thanks for joining us i'm emily turner, and happy valentine's day let's check the weather without meteorologist darren peck.>> light rain in the north bay this afternoon but not a lot, a couple of hundred 7 inch of rain but since we could get light showers in the north bay, it would not happen until early afternoon and then we could see some light showers south of the golden gate this evening but it doesn't really look like much at all. however for tomorrow morning it will be a little more noticeable. the monday morning commute has one 10th of an inch of rain on

it tops. that is it from the first rainmaker but in another comes on friday. we will look at the friday system coming up in the complete forecast, doppler is reading that light rain that is trying to get her for the afternoon and if we come to a closer look, switch from live and put into future cast there is the light rain into the early afternoon and then you see if you showers trying to work their way down to the golden gate and southward after sunset. we will look at monday morning's commute as well coming up. in the meantime you can see all the clouds starting to fill the sky from the camera on top of the sales force our looking over the south bay at san jose and in the tri-valley. we'll see with more on this forecast just a bit but now back over to you. to coronavirus coverage right now as more americans are being vaccinated, the number of cases are falling, at least 42 states are reporting progress. there is huge pressure mounting

i storm watch now, and historic arctic blast is hitting parts of the country with snow, ice and power blackouts, or than 8 inches of snow fell in the seattle area yesterday causing over 300 flight cancellations at the region's main airport. saturday snowfall was the largest for single day in seattle more than 50 years. in oregon the same storm system prompted the governor to declare a state of emergency to mobilize state police and the national guard snow and ice combined with high wind, knocked down power lines they travel nearly impossible and the national weather service is reporting up to 6 inches of snow and ice in some areas and in the southeast icy road conditions nashville

caused a 21 car pile up. a dozen injured people were rushed to local hospitals, several vehicles were crunched against the median on interstate 24 one driver told a local newspaper when she hit the brakes that her car did not stop and instead it skidded along the slippery asphalt. luckily not so cold here or snowy. >> that is part of the story that i want to pick up on, all of the snow we were looking at happening in the pacific northwest, there has been a lot of storm action going on going on up here and look at the next week and half this relates back to the story at home. if we play through the forecast from now through fairbury 25th, in other words a week and a half, it is going to rain a lot again for washington and oregon, they will get way more than they typically would on average for this time of year. they will get a lot more than typical and we will get far less than we need there is one

quarter of an inch falling here for san francisco for the next week and a half, that is it, and for half inches falling in portland which is very classic for a la niña winter which is what we are in, and the pattern has held for much of this winter where we are missing out on the bulk of these storms, getting some but not as much as we need. and for the next week and a half that pat will be in place and we needed it for february to help us out as we are well below average. light rain is showing up in the far northwest coast and in fact more than light rain, decent rain. if we come back home and play it forward in the future cast, we mentioned this a few moments ago at the bottom of the hour, we will see light rain in the north bay this afternoon but again very light stuff, and then pass sunset we will see some light showers worked their way down through the rest of the bay area. it is monday morning right here and that is when we get the

most noticeable time of rain from this particular system. it is a monday morning commute rainmaker, not a lot of rain but the timing brings it three just in time for anybody still doing the traditional monday morning commute. plenty still doing that. it will be wet on the roads for monday morning and looking at the totals it is about 1/10 of an inch of rain for the north bay and that takes in the whole timeframe from this afternoon or tomorrow morning and if we look at the east and south bay, the totals here are pretty similar, one quarter of an inch of rain for oakland, preps less than 1/10 of an inch of rain, a little bit of rain shadow down in san jose. and then things turned off by monday night. we will get more so in the sierra, close to another foot of snow at donner pass at higher elevations at the resorts which is good news. if you look at the issue for travel, maybe not the best news for anyone traveling in the area of the sierra on monday, a winter weather advisory that day. plenty of clouds giving us a

nice sunrise over the last 20 minutes with the clouds drifting by. as we put on the numbers and we check the current numbers for this morning, we are relatively warm thanks to all the clouds keeping temperatures pretty well behaved. these are the current numbers if you're about to step out. 40s for most spots and a few low 40s around hayward in san jose. wednesday the next chance of rain, and we will go to daytime highs in the low 60s today and plenty of clouds. next chance of rain after tomorrow morning's commute shows up on thursday but really friday. it is a friday through the morning and afternoon when we will pick up another couple 107 inch of rain but the friday rainmaker not a big deal. san francisco experiencing a shortage of foster parents. we spoke to michelle foy, a pediatric nurse and foster

parent and we asked how the pandemic is playing a role in the current shortage.>>reporter: unfortunately we do not have enough foster parents in san francisco and some of our kids need temporary placement are being placed outside the county which is difficult to maintain continuity for them and to have them attend their same daycare and see their doctors and have parent visits with the birth parents. so we really need to expand the numbers of resource parents that we have in san francisco. >> what is your advice to those considering becoming a foster parent but have concerns about money or having a full-time job maybe?>> well just like any parent, you come across challenges. but the rewards are just so great you make it work. you know it does take a village. we help one another.
