against covid is picking up pace. right now more than 45 million people have received at least one dose. more than 20 million people are fully vaccinated. a new vaccine could be on the way. the fda is supporting johnson & johnson's vaccine for emergency use. final approval could be given in just a few days. debra alfarone is in washington. so these developments come as president biden's relief package is a little in doubt. >> reporter: yeah, a little bit, anne-marie. republicans have long bristled at the nearly $2 trillion price tag for the plan. now they're counteroffering that one provision that could be a sticking point, the $15 minimum wage. president biden praised the bipartisan support for an executive order boosting america's supply chains amid the coronavirus pandemic. >> like the old days, people actually are on the same page. >> reporter: but republicans have quickly turned the page, taking aim at the president's $1.9 trillion relief package.

>> unfortunately, this bill is too costly, too corrupt, and too liberal. >> reporter: gop leaders say it's a job killer that doesn't do enough to reopen businesses and schools. >> how much time do you have, mr. president, to go through the litany of things in this bill that have nothing to do with covid? >> reporter: included in this bill is a provision to hike the minimum wage to $15 an hour. democrats need the senate parliamentarian to approve, who's a nonpartisan interpreter of procedural rules. that's if they want to pass the bill in its entirety without republican support. >> this rescue program is designed to put vaccine on the streets, emergency provisions across the board for schools, individuals, families, businesses. >> reporter: on the vaccin front -- >> we anticipate allocating three to four million doses. >> reporter: the food and drug administration may approve johnson & johnson's single-dose vaccine in the coming days boosting the nation's supply. >> you want to keep out of the hospital, out of the intensive

care unit and to keep you from dying. the moderna, pfizer, and johnson & johnson vaccine appear to do exactly that. >> reporter: more than 20 million americans have been vaccinated. texas has one of the lowest vaccination rates in the country due to the cascade of issues surrounding the last winter storm they had there. this new single-shot vaccine could really help boost vaccination rates. anne-marie? >> yep. fingers crossed. debra alfarone in washington. thank you. a declassified report is set for release today which finds the saudi crown prince approved the killing of journalist jamal khashoggi. the largely based cio assessment includes muhammad bin salman likely ordered the killing in 2018. khashoggi's "washington post" column had criticized the crown prince's policies. president biden says he had report the report and will speak with the crown prince's father by phone soon.

the report's public release is part of the mr. biden's policy to realign ties with riyadh. a former top aide to new york governor andrew cuomo has made public new details of her sexual harassment allegations against cuomo. lindsay boylin details her claims in an essay posted to the website medium. she says in 2018 cuomo kissed her on the lips without consent when they were alone in his office. boylin also said in 2017 he had joked that they should play strip poker and said he went out of his way to touch her back, arms, and legs. she first went public with allegations in december saying he harassed her for years. a spokesperson for the governor calls the claims false. and tiger woods remains in the hospital this morning recovering from a serious cras los angeles county sheriff's deputies say that the wreck was purely an accident. at this point they have appeared to rule out any potential criminal charges.

they will now look at the vehicle's black box and cell phone records to see if woods was on the phone at the time of tuesday's crash. chris martinez has the latest. >> reporter: l.a.'s sheriff's deputy was among the first on the scene after tiger woods crashed his suv along a hilly street south of los angeles. >> i'm asking him things like, hey, do you know where you are today, do you know what day it is, do you have pain anywhere. and he's able to answer me quickly. >> reporter: according to a statement posted on the golfer's twitter page, doctors put a rod in his right tibia and used screws and pins to stabilize his ankle and foot. cbs news medical contributor dr. david agus estimates it could take six months for woods to heal from his injuries. >> they actually had to put a slit in each of the muscles to allow the pressure to be relieved. it's going to take a while to retrain these muscles, to enable these bones to heal over the rod, and to enable him to walk again. >> reporter: investigators say woods' seat belt likely saved his life.

how and why he lost control of the vehicle remains a mystery. the accident was the latest setback for woods after a decade of injuries, personal struggles, and multiple back surgeries. >> his impact is -- is profound. his impact is perpetuand we're excited to help him overcome his injuries, to help him recover. >> reporter: the pro golf community and the world are now rallying around woods as he faces one of the greatest challenges of his life. chris martinez, cbs news, torrance, california. texas lawmakers today are set to hold their first public hearing into a deadly winter storm that knocked out the state's power grid leaving four million people shivering in the dark. executives from ercot, the electric reliability council of texas, will be in the hot seat along with officials from the icn private electric and gas companies. governor greg abbott says that there is no excuse for the blackouts.

area of a new jersey beach last november. he told the judge that he would pay a $540 fine which included court fees. prosecutors admitted that springsteen's blood alcohol level was far below the legal limit. millions of dollars are needed to repair the capitol and south dakota's attorney general is under new pressure to resign. those are some of the headlines on the "morning newsstand." "the rapid city journal" reports investigators say south dakota attorney general jason roundsburg should have been able to see a pedestrian when he hit him with his car and killed him. governor christie nome released two videos of investigators questioning roundsburg last september, days after the crash. he appeared unsure of how he swerved on to a highway shoulder striking the 55-year-old pedestrian who was walking with a flashlight at night. the attorney general said that he was not on his phone at the time and never saw the man until he found his body the next morning. >> and then quite frankly, wham.

>> okay. >> i hit -- you know, the incident happened. i never saw anything until the impact. >> roundsburg said he called 911 seconds after the impact. detectives pressed him about how he did not know he struck the man when pieces of the man's broken eyeglasses were found inside his car. the governor is calling on the attorney general to resign. "the new york times" says that the architect of the u.s. capitol told lawmakers more than $30 million is needed for repairs following last month's riot. during testimony yesterday before the house appropriations committee, bret blanton outlined the costs of repairing damage, cleaning up graffiti, funding increased security, and providing mental health services to staff. he said experts are needed to clean and repair the damage to artwork and statues. the "associated press" says now that jimmy carter and his wife have been vaccinated for the coronavirus, they have

6-0 last night in orlando. the u.s. became the first team to record three shutouts in a row in the tournament which is in its sixth year. they shut out canada and brazil earlier. the mount us strng nounce it vi actor kelsey grammer will again play dr. frasier crane. he began playing the character in 1984 on "cheers" and went on to star in the spinoff which ran for 11 seasons. grammer won four emmy awards for the role. now word on when the show will start. country music star trisha yearwood has contracted the coronavirus. her husband, garth brooks, says she is experienced symptoms. he says that he tested negative. brooks said they've been quarantining together in their tennessee home after they were exposed to the virus by a member of their team who tested

positive. brooks called his wife a fighter. and to say camden, arkansas, police officer elsie bookshot smith is experienced would be a huge understatement. smith continues to patrol the streets of camden at the ripe old age of 91. he is the oldest police officer in the state. smith worked for a county sheriff's office for more than 46 years before retiring. he did not stay retired for long, though. four months later, he went to work for the camden police and has been there for almost ten years. >> i feel like i live longer at my age to keep on working. everybody asks me when i'm going to retire, and i tell them when the good lord says so. >> smith is showing no signs of slowing down. he works his eight-hour shift four days a week. coming up first on "cbs this morning," we're going to speak with malcolm x's daughter about a recently released letter that

tiger woods crashed near los angeles tuesday. the luxury suv does have modern safety features including multiple airbags. two other cars were tested and g70 ich performed well in the e roof strength test. authorities say that is key in a rollover accident like woods'. >> the interior was more or less intact, which kind of gave him the cushion to survive.17 awards, the most of any automaker. mitsubishi was the only manufacturer that did not receive a single award. general motors earned just two for the cadillac xt6 and chevy equinox. >> for the large number of vehicles that they produce and the models that they produce, we only had a couple of award winners for them. so we would like to see them step up their game. >> reporter: the iihs continues to test new models as they are released which means more vehicles could soon be joining the list. nancy chen, cbs news, new york. coming up on "cbs this
