toward the city. as we look at the top of the sales force powers looking over the bay bridge, you do not see a cloud. no issues with fog either and the temperatures are kind of mild you can call it. livermore is 36 but most everywhere else on here is mid- 40s, which for late february, is not that bad. here is the wind, you don't see a is looking at sustained winds. the gusts are 25 miles an hour in the north may. that will increase. watch the colors brighten up on the screen into afrnoon. once we get into the middle of the day, you will notice it is a bit breezy. we will talk about the wind advisory for solano county and our next chance of taking a live look to $1.9 trillion coronavirus bill late last night.

this stage is set for a senate fight over president joe biden vision for battling the pandemic . >> the yays are 219, the nays r22 12, the bill is passed without objection motion to consider is laid upon the table. >> the package includes $1400 stimulus checks for people earning less than $75,000 a year . and boost federal unemployment payment to $400 a week. it includes funding for school reopens, assistance for rent and food with money for vaccine distribution and aid for state and local governments. the bill will head to the senate next week. democrats want that on the president in desk before employment benefits expire which happened on march 14th. governor gavin newsom says california will start using the johnannavaccine wnel of exreen

single dose and has a rate of efficacy of about 86% against severe forms of covid-19. 72% as against moderate to severe illness. the pfizer and moderna vaccines were roughly 95% effective in trials. a ucsf epidemiologist professor says the difference is minor. >> these vaccines prevent death and they are all the same. there are zero deaths or serious illness acroth. that is the bottom line. >> the approval of the new vaccine is prompting varied reactions from people who hope to get immunized soon. i think it is great to have a choice but for myself, i think i will stay with moderna. >> i think it only has one shot, i'm all in.

sweeping through one of the city's most iconic neighborhood. shots rang outth night as pedestrians tried to stop a car burglary. the thief opened fire before getting away but luckily nobody was injured. is the latest incident leaving local merchants fearing for their safety. kpix 5's andrea connor spoke with store owners 51 who feel like they are under attack . >> it is getting tougher and tougher, every blow that we get , sorry i feel like i'm going to cry. every blow we get, it is a lot that we have been put through. >> reporter: this is hayes street, she survived the pandemic. now, she is the latest victim of a rash of burglaries occurring in san francisco. >> we have been opened maybe four weeks now and we stopped the whole salon so we can get back to work and then it was all gone.

>> reporter: according to the san francisco police department that has seen roughly a 62% increase in burglaries and the city through the first month and a half, footprints in the sunset district on 27th and tear about, was hit twice. >> i feel so bad for my employees and the community for them to see this is happening in the sunset. you don't expect that, but it is becoming a reoccurring theme. you are not safe in any district in san francisco expect footprint owner michael hsu shared these images. the first break-in happened at 4:00 in the morning. the thieves knew how to break the window without tripping the alarm and went straight for the jackets. an hour later, michael hsu said a looter came in. cio business owners say they barely recognize the city they love. >> we are in a pandemic. everyone is hurting. we want to be back to normal whatever that means. >> before i was not afraid, now

i am afraid. >> that was andrea nakano report and all of the footage from those burglaries have been given to the police. say they are stepping up enforcement this week against illegal sites activity including additional e ficers will be ready to issue citations, make arrests and have vehicles towed if necessary. happening today, a distribution event in oakland where people can pick up food and other essential supplies. the event called oakland all in start 9:00 a.m. on edgewater drive near the airport. residents can pick up packages of fruit and school and sanitation supplies. a group called volunteers of america is teaming up with several companies including target and safeway. looking at the state capitol, a family of a redwood city high school volleyball player is suing the state and county. kpix 5's katie nielsen spoke with the player an askia to altl

>> one the last games stella buch play before restrictions went into play on youth sports almost a year ago, sports team is severely. >> volleyball has been a key part of my life. it has shaped me as a person. >> reporter: a freshman in high school, stella started playing volleyball in fourth grade. >> i was looking forward to playing volleyball for a long time. i would be so happy if i could get a season >> reporter: when she and her mother saw restrictions lifted on some outdoor sports, they could not help but wonder why our indoor high schools when indoor college and professional sports are not? >> there is no answer or explanation that we have gotten about why the warriors can play, why college can play at those levels but not at high school. >> reporter: that is why stella and her mom found this lawsuit at san mateo county asking the courts to decide the very issue. their attorney wrote, if a sport is safe for professionals

san jose's largest school district has set a target date to reopen school for all grade levels. officials say in person resumes april 21st. that date is contingent on the county moving into the orange tear. starting tomorrow, educators in santa clara county can book appointments for vaccinations. lady gaga's two french bulldogs have been returned nearly 2 days after a shocking kidnapping.

cbs's chris martinez has the story. >> somebody returned lady gaga's stolen dogs to the los angeles police department friday evening. police say the french bulldogs were unharmed after being abducted this week by armed robbers who shot and injured their walker in hollywood. detectives are working on the case and seeking information into the shooting captured on video obtained by tmz. lady gaga was in rome working on a film during the wednesday night attack that stunned the neighborhood and captured the world's attention. police say a woman who appeared to be unrelated and uninvolved in the incident dropped the dogs off. lady gaga's representatives were caring for the dogs friday night. is martinez, cbs news, los angeles. >> lady gaga offered $500,000 for information that led to the dogs safe returned with no actions asked. we have a couple minor issues in the weather, which is

mornings like this where you can keep the temperatures moderated. the inland valleys are called. it will be windy. i have a 23 mile an hour wind gust of santa rosa and 22 at the coast. those two places are feeling this. as we watch futurecast, we see winds pick up in the afternoon for mostly everybody. not too bad, but you will notice the breeze i bit. probably being an issue of blowing around. mid-40s, daytime highs today will come into mid-60s. we will top out at 64 for oakland and fremont. 65 in san jose, 67 in fairfield, factoring in the breeze. ifok first, watch the college brighten up into early afternoon. this is when you would be most likely to notice the wind. they turn off for the most part as we go through the remainder. you might notice a bit of a wind increase in the overnight hours tonight into sunday. i think we will see that for the south bay.

20 mile an hour breeze, that is bay area wide. take a look at the time to 2:00. it is not bad enough for a wind advisory in the bay area for the majority of us. on sunday morning, went to pick up but it will be focused on the mountains. it will be offshore wind events that gets the wind whipping through the east bay hills. here is the wind advisory 11:00 this morning until 6:00 this evening but look where that is. you have to get into solano county. no other areas are shaded, we do not anticipate any issues. as far as daytime highs, we will go to 65 and we will hit 63 in the east bay, 64 in danville, dublin is 62, 62 in vallejo. the northbay tops out in the mid 60s and warm spots to the warm edge of the sonoma county. temperatures are into the mid- 60s.

current wind speeds are about 50 miles an hour in the lower locations. the gusts tell the story. santa rosa is 23 miles an hour and half moon bay is 80 miles an hour gust. we have a wind advisory today but it is only for solano county. 11:00 this morning until 6:00 tonight, that is where we notice the strongest winds. when we check with the company forecast, i will show you what the winds look like for your bay area. even if you are not under the wind advisory, it will get breezy, like sustained winds into mid-20s into the early afternoon for most locations. other than that, daytime highs are good. low to mid 60s, a little warmer than average this time of year. i will see with the forecast in a few minutes. back over to your. oakland this morning, a prayer vigil will be held tomorrow at a community park where a father was shot dead this week during a little league football practice. with 25 homicides in oakland this year, kpix 5's startling

reports on the latest two heartbreaking feelings. >> >> reporter: police made arrests in both murders. it was because of the community coming forward with information. this mother, her body shaking barely able to stand up straight, family members say someone shot and killed her 18- year-old son at this corner building of macarthur boulevard and greenacre road. the grandmother says the victim was 18-year-old john andre. police chief leronne armstrong said they have 25 homicides so far this year compared to six in the same period last year. >> this is all hands on deck. we all need to step up and speak to people in our community about putting down guns and ending the violence. the police will not be able to arrest their way out of this. >> i am mortified and trying to shock this. >> coach walte orr knows what this family is going through. he noticed a shooting of his

enou for wind advisory but at least strong enough to talk about it and that is the main thing. sun has been up for close to an hour. pretty views from the top of the sales force tower. two areas are feeling the wind. santa rosa has 23 mile-per-hour gust and it's windy out the coast. that is where things stand at the moment. it is later in the afternoon when we noticed winds picked up more intensity. as we advance this through the 3:00 hour, colors are brighter, when speeds are sustained and the wind speeds are around 20 miles an hour and stronger in the mountains and it relaxes into the overnight hours in general for most places but it will be stronger in the mountains tonight. it will not impact most of us or have impact on our lives if you live , if you are watching certainly as you but if you are in the
