good morning. good to be with you. i'm anne-marie green. well, this morning, security is ramped up at the u.s. capitol amid threats of new violence. authorities say they're aware of a possible plot by a militia group to breach the capitol today, march 4th, a day that's connected to a conspiracy theory. the house of representatives has already canceled today's session. debra alfarone is in washington. why is march 4th so significant? >> reporter: well, this is the day that presidents used to be inaugurated back in the 1930s. so it's connected to this qanon conspiracy theory, and some people who believe this believel not taking chances.rtingnowthe ' capitol hill is under heightened security due to ongoing threats from domestic streakists nearly two months after the january 6th attack. >> we do realize that the possibility of a similar

incident occurring in the current environment is a very clear and present danger. >> reporter: a bulletin obtained by cbs news warns of more violence with little or no warning. the threat is driven by a qanon conspiracy theory that former president trump will be inaugurated today. >> president trump has a responsibility to tell them to stand down. >> reporter: the acting chief of the capitol police said threats against lawmakers have almost double friday one year. >> the threats are through the roof. >> reporter: the national guard's commander was here on capitol hill yesterday. major general william walker testified that it was inaction by the pentagon that caused a three-hour delay for his troops to be sent in to stop the insurrection. >> army senior leaders did not think that it looked good, it uld be good optic -- >> reporter:ked the urgent request by the former capitol police chief. >> his voice cracking with emotion, indicated that there was a dire emergency at the capitol. and he requested the immediate

assistance of as many available national guardsmen that i could muster. >> reporter: as a precaution, the house of representatives moved a vote on police reform set for today last night. the senate will be in to debate the covid-19 relief bill. and we come here to the capitol every day, so i can tell you firsthand that the security you'll be met with today is very different from the security before january 6th. anyone who tries to come here today will be met with huge fences topped with razor wire and capitol police outside. and of course, national guard standing there armed and ready. anne-marie? >> wow. really reminiscent of what we saw right after january 6th. debra alfarone in washington, thank you. so new york governor andrew cuomo says he will not resign following allegations of sexual harassment. he spoke publicly about them for the first time saying that he's sorry and embarrassed. >> i now understand that i acted

in a way that made people feel uncomfortable. it was unintentional, and i truly and deeply apologize for it. >> cuomo's apology comes as we hear from the attorney of charlotte bennett who claimed that the governor asked her if she had sex with older men. >> she reported his behavior to his chief of staff and then spoke to his legal counsel and detailed the harassment. and it is inconceivable that he did not know that this behavior was very harmful to her. >> bennett's attorney says that she's confident more allegations will emerge against the governor in the days ahead. the u.s. senate could start debate as early as today on the $1.9 trillion covid relief bill.

as natalie brand explains, fewer americans could receive stimulus checks. >> reporter: president biden addressed the house democrats' issues meeting as the senate is set to take up his $1.9 trillion covid relief bill. >> each piece isn't just defensible, it is urgent and overwhelmingly supported by the people. it's good policy, and it's good politics. >> reporter: ahead of legislation moving to the floor, cbs news has confirmed that president biden struck a deal with moderate democrats to make the $1,400 direct payments more targeted. they will now end at $80,000 for single filers and $160,000 for joint filers. >> we're all making some small compromises. >> reporter: the covid relief vote in the senate will look different than the one in the house. there'll will be up to 20 hours of debate followed by what's known as a vote-a-rama during which amendments can be proposed. >> the last thing we need is thinking that in the meantime everything's fine, take off your

mask. >> reporter: wednesday the president and top health officials pushed back after some states including texas announced they were loosening covid restrictions such as limited capacity and mask mandates. >> every individual has the power to do the right thing regardless of what the states decide. >> reporter: the white house's covid response team has also announced a new initiative to help older, high-risk americans get vaccinated, working with health care insurance providers to help vulnerable senior citizens book appointments and arrange transportation. natalie brand, cbs news, washington. the house passed a sweeping police reform bill named after george floyd who died in police custody last year, sparking nationwide protests. the george floyd justice in policing act was approved in a $220-212 vote yesterday. it includes bans on chokeholds and establishes a national data base to track police misconduct. house speaker nancy pelosi applauded the move. >> with this legislation, let us

[ gunfire ] myanmar police opened fire on protesters who refused to accept the coup and are calling for the release of elected a n suu kyi. about 1,200 people were arrested yesterday. the united nations says more than 50 people have died since the coup started. coming up, a spacex test rocket nails the landing, but

a wrongfully imprisoned man has been ordered to receive compensation, and possible retaliation for a rocket attack in iraq. those are some of the headlines on the "morning newsstand." "the washington post" reports that the white house is warning of possible u.s. military action in response to a rocket attack on an airbase in iraq where american troops are housed. at least ten rockets slammed into the base yesterday. the u.s. contractor died from a heart attack. no group head claimed responsibility, though, and it comes after last week's u.s. bombing of an iranian black militia compound in syria. that attack was in response to an earlier attack on american forces in iraq. >> we won't preview any particular or specific response, but we have demonstrated our resolve to take necessary and proportionate action in self-defense where appropriate.

>> president biden said the u.s. is working to identify who is responsible for yesterday's rocket attack. "the new york times" reports the pentagon watchdog issued a scathing report about former white house physician ronny jackson. a nearly three-year investigation claims dr. jackson sexually harassed a woman on a white house trip, bullied staff, and drank and took sleeping pills on the job. jackson is now a congressman in texas. he drew attention in 2018 when he said then-president trump was in excellent health. he disputed the report saying he was the victim of a political hit job. and "the clarion ledger" says a mississippi judge ordered the state to pay $500,000 to a black man who was wrongfully imprisoned for 23 years on death row. 50 -year-old curtis flowers was released from prison in 2019. it came months after the supreme court ruled that a prosecutor excluded black jurors from his trials. jackson was tried six times for

and federal reserve chairman jerome powell is set to speak. investors will be paying attention to his remarks on interest rates. meantime, stocks ended lower yesterday. the dow dropped 121 points. the nasdaq slid 361 points, and the s&p 500 fell 50 points. facebook is lifting its ban on political ads starting today. that means political candidates, groups and others will new now be allowed to post on facebook and instagram. the ban had been in place since the november elections to curb the spread of potential violence and misinformation. facebook said at the time the restrictions would be temporary but didn't give a clear end date. at least 60 disney retail stores in north america will close its doors for good. the walt disney company is focused on revamping its online shopping platforms. officials say e-commerce will allow the company to offer customers a broader selection of its brands including pixar and marvel. the closures won't affect disney park stores including disney shops inside target stores.
