captioning funded by cbs good morning. really good to be with you. i'm anne-marie green. this morning, relief aid to most americans is finally moving forward in the senate as debate begins on president biden's massive stimulus bill. overnight, clerks in the chamber finished reading all 628 pages of the bill at the request of republican senator ron johnson, forcing a delay. debra alfarone is in washington. when can we expect a vote on this bill? >> reporter: after all that reading, we can maybe expect to see a vote if it stretches into the weekend. even so, if the senate does get to vote this weekend, they will be under the deadline to get this passed before unemployment runs out for about 11 million people. >> section two, table of contents -- >> reporter: while most of the country slept, senate clerks were at work, reciting every word of the 628-page covid relief bill backed by president biden.

>> a23 and related activities -- >> reporter: the entire process took nearly 11 hours. wisconsin republican ron johnson requested the reading. >> all i'm trying to do is make this a more deliberative process. obviously shine the light on this abusive and obscene amount of money. >> we democrats want america to hear what's in the plan. >> reporter: the bill advanced through the debate stage thursday without the support of a single gop senator. vice president kamala harris cast the deciding vote. >> and the motion to proceed is agreed to. >> reporter: forcing the bill to be read aloud could delay the final vote until this weekend. meanwhile, many businesses are waking up to fewer and fewer pandemic-related restrictions. and that's thanks in part to ramped up vaccine distribution. the cdc says over 54 million americans have received at least one dose of a covid vaccine. >> covid has not suddenly disappeared even though we issued this executive order doesn't mean it's gone. we no longer need government

running your lives. >> reporter: more states are following texas' lead in easing pandemic restrictions as case totals drop. 16 will have no mask requirement by next week. public health experts have urged caution, though, saying more contagious new variants could result in another surge. and to be clear, the director of the cdc says now is not the time to stop wearing a mask. cases are down, hospitalizations are down, deaths are down, too. however, the current seven-day average from the cdc is 2,000 people a day are dying. that's 2,000 people we're losing and countless people who are affected by that. stilway, too man so for the first time, one of the three women accusing new york governor andrew cuomo of sexual harassment is speaking out on camera. charlotte bennett spoke with "cbs evening news" anchor and

managing editor norah o'donnell. bennett, who was the governor's former executive assistant, said that cuomo asked her intimate and inappropriate questions about her personal life. during one meeting last year she said the governor kept asking about their age difference. and she believed he was trying to proposition her for sex. >> i thought he's trying to sleep with me. the governor's trying to sleep with me. and i'm deeply uncomfortable, and i have to get out of this room as soon as possible. >> cbs news reached out to governor cuomo's office to respond to bennett's claims. they directed us to his apology from wednesday and asked people to wait for the results of the state attorney general's investigation. there's more from norah o'donnell's interview with charlotte bennett. you can watch it ahead on "cbs this morning." a judge today will hear arguments on whether an arizona man who calls himself the qanon shsefrom aw

face paint and a furry hat. he was indicted on two felonies and four misdemeanors including civil disorder. prosecutors say he should remain behind bars because he is a danger to the community. in his first interview from jail he told cbs news he regrets entering the capitol and he was trying to bring god back into the senate. pope francis is this morning kicking off the first-ever papal trip to iraq. security was ramped up in baghdad ahead of his four-day visit. there is also a curfew in place. this is the 84-year-old's first trip since the pandemic broke out. he's expected to urge christians to stay in iraq and rebuild after years of war and persecution. pope francis will meet privately with the top cleric over the weekend. tensions at an all-time high

between britain's royal family and the duke and duchess of sussex. in an interview with oprah winfrey, prince harry's wife accuses the palace of spreading lies. elizabeth palmer reports from london. there is no -- >> reporter: it's pretty clear bitain's royal family isn't going to like sunday's interview with oprah. >> how do you feel about the palace hearing you speak your truth today? >> i don't know how they could expect that after all of this time we would still just be silent if there is an active role that the firm is playing in perpetuating falsehoods about us. >> reporter: the firm is a nickname for the royal family, and their gloves are off. >> could probably only describe the relationship between the th. >> reporter: on tuesday, the "times of london" reported allegations that after meghan markle married prince harry, she bullied household staff and forced two aides to quit.

a dramatic rescue along the arizona/mexico border. a border patrol agent risked his life to save an immigrant father and child from drowning in a canal on monday. agents say the father strapped his 2-year-old son to his back and tried to swim across the canal near yuma. they got caught in the current and were pushed downstream. the agent removed his uniform and jumped into the water. all were pulled to safety. florida's governor faces pressure over vaccine distribution, and top aides in new york are accused of altering nursing home deaths. those are some of the headlines on the "morning newsstand." "the new york times" reports top aides to new york governor andrew cuomo rewrote a report to hide many people -- how many people died from the coronavirus at nursing homes. the report from state health officials last july showed more than 9,000 pandemic nursing home deaths in june. that put the death toll about

50% higher than the figure that earlier this year the state attorney general revealed that thousands of nursing home deaths had been undercounted. minnesota's "star-tribune" says jury trial begins monday in the trial of derek chauvin. he's charged with second-degree murder and second-degree manslaughter in the death of george floyd last may. prosecutors say chauvin pressed his knee into floyd's neck for about nine minutes while he was handcuffed and pleading that he could not breathe. demonstrations are expected in the area. fencing and barriers have been placed around minneapolis city hall, police precincts, and other government buildings. "the miami herald" reports democratic officials in florida are calling on the u.s. justice don't investigate how republicans governor desantis handled coronavirus vaccine distribution. the officials claim desantis directed vaccine doses to communities in the wealthiest

zip codes in exchange for campaign contributions. yields surd and the chlati will. the dow slid 345 points, the nasdaq plunged 274 points, and the s&p 500 dropped 51 points. people in alabama will have to wear their masks for an extra month. the mandate was set to expire today, but the state's governor, kay ivy, extended the order after hearing recommendations from medical experts. she said she wants to get past easter and get as much vaccine distributed as possible. the order is set to expire now on april 9th. alabama is breaking with other southern states that already lifted their mask mandates. americans who bought new homes or refinanced their mortgages over the past few months may have done it at a really good time. the average rate on a 30-year fixed rate mortgage rose to 3%. the first time since july. rates remain near historic lows as the economy strains toward recovery during the pandemic.

sleep with her. the 25-year-old former staffer said it happened during a meeting in his office last year. bennett said he implied that she was old enough for him, and he was lonely. so while the pandemic kept americans at home, the number of miles driven in the u.s. dropped 13%. safety experts hoped that that would mean a silver lining of fewer accidents. as michael george reports, it was the exact opposite. >> reporter: police say the driver may have been drag racing before this deadly crash on a los angeles highway. near boston, two teenagers died last year when their speeding pickup truck lost control. even as the pandemic emptied roads, the number of deadly crashes spiked. >> we knew 2020 was going to be bad because of the trend lines we had seen. we didn't realize it would be this bad. >> reporter: preliminary estimates from the national safety council show more than 42,000 motor vehicle deaths in 2020.

that's up 8% from the year before, and marks a 13-year high. with fewer cars on the roads, drivers got reckless while police begged for caution. >> we are imploring drivers on the streets of los angeles, please slow down. >> we took open roads as an open invitation to speed, drive recklessly. there are reports in some states of increases of impaired driving. >> reporter: in addition to the spike in death rates, 4.8 million people were seriously injured in crashes last year. safety experts are calling for action. >> instead of raising speed limits, we really should be thinking about either keeping them what they are or lowering them. we need seat belt laws, and then we need distracted driving laws. >> reporter: texas was at the top of the list with nearly 3,900 driving deaths last year. the numbers reveal that during the worst public health crisis in a century, there was also a crisis on the roads. michael george, cbs news, new
