captioning funded by cbs good morning. good to be with you. i'm anne-marie green. after a devastating year for this country, president biden is offering a roadmap to normalcy. in his first primetime address to the country last night, mr. biden set a may 1st deadline to make all adults in the nation eligible for vaccines. he said if americans do their part, families can hold small celebrations for the fourth of july. debra alfarone is in washington. what else stood out in his speech? >> reporter: so many things stood out, but two things you just touched on right now -- those dates, those things to look forward to that really offers people a sense of security. in addition, mr. biden talked about creating a website where people could find vaccines instead of what they're doing now which is visitation patchwork of websites, essentially going vaccine hunting. president biden delivered his first primetime address as the nation marked one year since the first coronavirus shutdown. >> no one could have imagined

what we were about to go through. >> reporter: the president said there would soon be enough covid-19 vaccine available for anyone who wants it. >> i'm announcing that i will direct all states, tribes, and territories to make all adults, people 18 and over, eligible to be vaccinated no later than may 1. >> reporter: mr. biden announced a goal of a return to some semblance of normal life by the summer. >> if we do this together, by july the 4th, there's a good chance you, your families and friends will beably to get together -- be able to get together in your back yard or neighborhood and have a cookout or barbecue and celebrate independence day. >> reporter: the speech came hours after the president signed a nearly $2 trillion coronavirus relief bill into law. >> this historic legislation is about rebuilding the backbone of the there country. >> reporter: the american rescue package includes funding for vaccines, schools, and state and local governments. it also provides for another round of stimulus checks of up to $1,4-00 for most.

>> people can expect to start seeing direct deposits hit their bank accounts as early as this weekend. >> reporter: the bill made it through congress without the support of a single republican in either the house or the senate. the gop opposed the measure on the grounds that it contains too much unnecessary spending. and coming back to the president's speech, he also said that he would double the number of mass vaccinations sites and get lots of people certified to be able to deliver shots into arms, anne-marie. >> all right, debra alfarone in washington. thank you so much, debra. well, more democratic lawmakers are urging new york governor andrew cuomo to resign as he now faces an impeachment investigation over alleged misconduct. at least 121 members of the state assembly and senate have said that they believe cuomo can no longer govern and should quit office now. he is facing misconduct claims from six women. in the latest allegation, an

unidentified aide says cuomo groped her last year. cuomo has denied touching anyone inappropriately. for the first time, we are hearing from britain participates prince william since oprah's interview with prince harry and meghan. he responded to allegations the racism in the royal family. tina kraus has the latest. sir, have you spoken to your brother since the interview? >> no, i haven't spoken, but i will do. >> reporter: the first on-camera comment from a senior royal since prince print and his wife meghan exposed claims of racism in the royal family. >> the royal family a racist family, sir? >> very much not a racist family. >> reporter: the denial comes several days after harry and meghan told oprah someone in the royal family was concerned about what color their unborn son archie's skin would be. >> how dark your baby is going to be? >> potentially and what that would mean or look like. >> reporter: the queen issued a statement from buckingham palace on tuesday saying the race allegations are concerning and will be addressed by the royal family privately.

>> that conversation -- >> reporter: prince harry told oprah the racist remark did not come from queen elizabeth or her 99-year-old husband prince philip who remains in a london hospital after a heart procedure. >> it leaves a big question mark as to other members of the family. very senior members of the family. so it's a very serious charge. >> reporter: prince harry also accused uk tabloids of bigotry and created a toxic environment of control and fear. a group of female british lawmakers says the powerful papers should be held accountable for attacking meghan. >> there's a real sense that she was an outsider, that she wasn't good enough for our royal family. >> reporter: the politicians are expected to demand a royal reckoning, calling for a public debate on racism in the media at britain's houses of meghan and harry tonight at 8:00/7:00

central on cbs. a judge called a third-degree murder charge against derek chauvin. he tried but failed to get appellate courts to block it. the additional charge gives prosecutors another avenue for conviction. chauvin already faces second-degree murder and second-degree manslaughter charges in floyd's death last may. he has pleaded not guilty to all three charges. water has been restored to most customers in mississippi's capital more than three weeks after a powerful winter storm caused a majority of taps to go dry. still problems remain. officials warn thousands of people in jackson will stay under a boil-water notice until next week. one resident says that some people continue to deal with dirty water. >> water is not clean. and as some areas it's even more so where sewage has been backed up into the water system. so when people turn on their

water faucet they're getting brown water. >> residents have had to rely on city-run water distribution site set up at local churches and schools. after years of inaction by congress, the house yesterday passed two measures on gun control. one would expand background checks to people buying weapons over the internet, at gun shows, and through private transactions. the other would give federal background checks ten days instead of three to vet people flagged by the national instant check system before the gun sale can be completed. both measures which were passed largely along party lines face a tough battle in the senate. and coming up now, grammy preview. which music artist might take home the top trophies and why one singer is boycotting the awards. and a netflix crackdown. your days of sharing a netflix password may be over. this is the "cbs morning news." ♪ that's "black parade" from beyonce. she is up for the most grammy awards this weekend with nine nominations. that includes record of the year for "black parade." and this year's ceremony will have a different look because of the pandemic, and there's already controversy ahead of sunday's show. chris martinez explains. >> reporter: it's music's biggest night, but in a way we've not quite seen before. this year's grammys will look different because of the coronavirus pandemic, including no live audience and a lot of precautions. still, first-time host trevor noah promises a show full of surprises and live performances. >> there's going to be stages that are intricately designed to be socially distanced but at the same time engaging with the people. it will feel like you're there at some sort of music festival meets awards show meets special concert just for you at home. >> reporter: the show will also

pay tribute to live music venues that the pandemic has greatly impacted. employees from shuttered spots like the troubadour in los angeles and the apollo theater in new york city will present awards for various categories throughout the night. the list of this year's live performers is a who's who was music's hottest acts from billie eilish and more. >> people are going to have fun. it reminds you of being in the club. >> reporter: as for who stands to take home the most trophies, it's beyonce at the head of the pack with nine nominations, including two nominations for record of the year. roddy rich, taylor swift, and dua lipa go into the ceremony with six nominations each. >> i'd probably be lying if i said it wasn't scary to be like, okay, i have to come up with interesting tv performances or i have to sing from my kitchen, but it makes you think outside the box. >> reporter: this year's nominations aren't without controversy. most notably the lack of nods for the weekend who was shut out entirely.

a fair, level playing field in public school sports. >> mississippi's republican governor tate reeves made those remarks while signing a bill yesterday banning transgender athletes from competing on girls or women's sports teams. mississippi is now the first state this year to enact such a ban. it's set to become law on july 1st. a legal challenge is possible. on the cbs "money watch" now, ride-hailing companies are promoting safety, and a warning to people sharing netflix' passwords. diane king hall is in new york with those stories and more. good morning. >> reporter: good morning. let's start with this -- you would never believe it, but a year ago wall street had fallen into a bear market. and now a record-setting rally during yesterday's session after the president signed the latest coronavirus relief bill. the dow gained 188 points setting record day and closing highs. the nasdaq soared some 329 points, and the s&p 500 added > er and lyft are joining

forces to create a data base to exposure dangerous drivers. the ride-hailing companies will release complaints about drivers fired for sexual assault and other crimes. the action is being taken to ensure those individuals are banned on both platforms. other transportation and delivery companies in the u.s. will also get the chance to contribute and access the data base. and the covid relief package will temporarily protect tens of thousands of airline workers from furloughs. the legislation provides much-needed payroll support for the airline industry. american airlines and united airlines told its employees they could now ignore furlough notices they recently received. the airlines were set to carry out the furloughs at the end of this month when an earlier round expired. the new bill extends assistance through september. if you share your netflix password with your best friend, uh-oh, listen to this one -- the world's largest video-streaming service is cracking down on

here's a look at the forecast in some cities around the country. ♪ ♪ a drone dropped in at this minneapolis bowling alley. the nearly 90-second-long video called "right up our alley" was shot in one continuous take last week. it's a viral hit with more than 600,000 views on youtube.

the studio behind the video said that the goal was to remind people of local businesses like the bowling alley that need support during the pandemic. the producers say it took about 12 attempts over two hours before they had the perfect take. four former presidents are encouraging people to get the coronavirus vaccine in a new psa. >> right now the covid-19 vaccines are available to millions of americans, and soon they will be available to everyone. >> george w. bush, barack obama, bill clinton, and jimmy carter appear in the ad along with their wives. they are all seen receiving their shots. the former presidents also talk about what they're most looking forward to. mr. obama said he wants to hug his mother-in-law. mr. clinton said that he wants to go back to work and move around. as more americans get vaccinated, they're celebrating reunions with family members that they haven't seen or been

able to hug for months. video of one such reunion between a 3-year-old pennsylvania boy and his grandmother is melting hearts across the country. the video shows the little boy running to embrace his grandma. his mother says that he hadn't seen him grandmother since christmas, and his last hug with her was in october. and another little boy had his own reunion with a beloved toy. southwest airlines says the boy accidentally left his buzz lightyear doll on a flight that landed in dallas. by the time the boy's family realized what happened, the plane was on its way to arkansas. an airport worker in little rock spotted the toy, saw the boy's name written on the bottom of the boot, and tracked him down. the doll was returned to the boy with photos of buzz on the tarmac and a note signed to infinity and beyond. coming up on "cbs this morning," in our "road to the grammys," we're going to take you to los angeles where kevin frazier of "entertainment tonight" shows preparation for music's biggest night.

potentially have a major impact on poverty in this country. natalie brand explains. she just turned 1 -- >> reporter: isabelle and her husband have four children and have struggled to make ends meet during the pandemic. >> yes, very hard. very hard. >> the motion is adopted. >> reporter: millions of parents are about to get more money after the new covid relief bill is signed into law. individuals making up 75 and couples earning $150,000 will receive $3,600 per child under the age of 6 and up to $3,000 for children ages 6 to 17. an increase from the previous $2,000. there's also a unique change for parents like sierra. she previously did not make enough to receive a child tax credit. >> i didn't qualify. >> reporter: the new benefit does not require parents have a job or earn a minimum income. >> it's the biggest single action toward reducing poverty that's been taken in a long time. >> reporter: elaine mod from the urban institute is among the

experts who believe the new money could help lift at least four million children out of poverty. the legislation aims for payments to be made monthly and start this summer. right now the measure only lasts a year. >> what happens after that, it's unclear. we do have a history of it being very difficult to take away benefits in the tax system once we have them there. >> reporter: democrats are expected to push to make the credit permanent, while republicans are offering their own proposals. the payments could add up to more than $13,000 for sierra on top of the new stimulus check. >> it will help out get them clothes, whatever they need, save money for the future. >> reporter: she says it could also help her afford childcare so she can work more. natalie brand, cbs news, washington. coming up on "cbs this morning," an investigation has been reopened in the case of a georgia teenager who was found dead in his school gym more than eight years ago.
