two bay area police officers fired. this morning, the accusations inside the embattled vallejo police department. a capitol police officer dead and another injured. the moments leading to the attack and the fatal shooting of the suspect. time to say good-bye to the strict travel restrictions. why cdc changed the rules and who they apply to. the state makes a surprise announcement but could it be too soon. good morning. it is saturday april 3. i am emily turner. let's start with a quick check of our weather. some changes coming. first, it is cloudy bay area wide to start the day. you see what the deck of stratus clouds looks like. here is what it looks like bay area wide. many of us will be looking at clouds until late morning.

there is no issue on the road. it's not like this is a fog issue. visibility goes for miles. it is relatively warm, low to mid 50s in many spots with mid 40s in the north bay. the way this day will end, for most spots you don't notice a difference on the temperature but that 68 for inland spots, that's 10 to 12 degrees cooler today than yesterday. i'll be back with more in a bit. new, two police lieutenants in vallejo have been fired, one for sending inappropriate e- mails and the other for disclosing information. one suggested would face action from law enforcement when he located to georgia. another lieutenant is accused of sharing information with former and retired colleagues. their attorneys are appealing

the decisions. president of the police officers' association so we contacted for a statement but we haven't heard back. a live look at the bay area airports. this weekend, travelers are bidding farewell to some of the toughest public health restrictions in history. but those looser rules only apply to those who are fully vaccinated. >> reporter: the first time kathy anderson has seen her daughter in more than a year. >> i love you too. >> reporter: kathy isn't vaccinated for covid-19. according to the state's department of public health she should get tested and self quarantine for seven days. those who are fully vaccinated

a union for nursing home and residential workers launching effort to vaccinate hundreds of its members. local 2015 hopes to inoculate 1,000 people over four days with the single shot johnson & johnson vaccine. all this starts this morning at 10:30 at the brookings ame church in oakland. it is partnering with fema and california office of emergency services. we are on the road to recovery following a surprise announcement from the state. indoor entertainment and sports venues can open up on april 15.

indoors. >> you need to be careful. going into venues where people take their masks the minute everyone turns their backs, there will be problems and that's where transmission will occur. >> reporter: realistically show time is still months away. >> as of today, i have more confidence in the fall. >> reporter: california department of health will require proof of vaccination or a negative test result and this all hinges also on what local health departments will allow. andrea nakano, kpix5. uc berkeley is the latest school affected by a major cyber attack. hackers reportedly accessed and exposed personal information after breaching a file share service used by a number of universities. it includes social security numbers, e-mails, financial information. the university says it is trying to determine just who is affected. "upon completion of our review, we should be able to better

assess data and individuals impacted. once we can identify affected individuals we will notify them and provide information regarding additional next steps ." stanford university confirmed it was hit by the same data breach and is working to notify those affected. taking a live look at capitol hill, the president ordering flags at the white house lowered to half staff. this of course following a violent attack on capitol police. one officer died and another is in the hospital. cbs has the latest from washington. >> reporter: law enforcement sources say the suspect in friday's deadly attack outside the capitol is 25-year-old noah r green. the driver was shot and killed after ramming a blue nissan into two capitol police officers before hitting a security barricade 100 yards from the building. he then got out of the car with a knife in hand. >> the suspect did start lunging toward u.s. capitol police officers at which time

u.s. capitol police officers fired upon the suspect. >> reporter: officials say the attacker managed to stab an officer before police shot him. >> it is with a very, very heavy heart that i announce one of our officers have succumbed to his injuries. >> reporter: the fallen officer william billy evans is an 18 year veteran of the force. a second police officer was injured and air lifted to a nearby hospital. police and national guard troops swarmed the area. this incident comes despite very tight security nearly three months after supporters of then president trump stormed the capitol. representative tim ryan who chairs the subcommittee that oversees the police is urging lawmakers to unite on bolstering security. >> it's a time for us to elevate the conversation, to be adults about how sensitive this is, how important it is to try to get this right and it can't fall into the other political arguments that we are having.

>> reporter: authorities are still searching for motive and say green was not previously known to police or on watch lists and appears to be a single actor. the nation grieves again and president biden ordered white house flags lowered to half staff. >> the injured capitol officer is in stable nonlife threatening condition. it does not appear to be terrorism related. one of massive companies to pay zero corporate taxes on billions in profits. that's according to institute on taxation and economic policy research group. it found 55 companies collectively made more than $40 billion in pretax income last year. that amounts to 8.5 billion at the 21% corporate tax rate. instead they got 3.5 billion back in rebates. sales force received 12 million

if you look at the current readings, each will show you concord is clear, livermore a clear but all the rest have a cloud. we are all pretty warm. the coldest spot was in the mid 40s. even though it's relatively warm for the morning, the headline in the way today will change weather wise from yesterday is the fact that we are going to be as much as 12 degrees cooler for daytime high today for inland spots. livermore and concordyou are topping the list, 12 degrees cooler today. if we do the math, i will show you with a the daytime highs will be. how would 66 sound for the daytime high? you were in the low 80s on thursday both livermore and concord. so from the low 80s thursday to the mid and upper 60s on saturday. quite the turn around. most other locations on here are not that different from yesterday. san jose, a six degree drop to get you to 65. san francisco doesn't change, mid 60s. as we look at the daytime highs

for everybody, those are the top six representative spots. mountain view will go to 66 and so will red wood city. we'll go to 68 in pleasant hill. dublin goes to 66 today and we'll top out at 73 in fairfield, the number in the immediate bay has us in the upper 50s as we saw but we will go to 62 in berkeley, 62 petaluma, up into the mid 60s in mendocino county. there is going to be a weak storm sitting off the coast for about the next four days. you can see it on the satellite. it's far enough away this doesn't do a lot. as we put it in the futurecast, watch what happens. this takes us through the weekend. it's gotten larger, trying to throw rain our way. this is monday night, not doing it. if we put this in the long range forecast, watch what happens over the next days. it sits out there for a week and a half. the next possibility for rain

most of the bay for that matter from this high up. it's the clouds i want you to see. widespread for the bay but in the distance, there is an opening. inland, tri valley, diablo valley around concord, it is clear. most other places in immediate bay are looking at low clouds. temperatures are great, coldest number is santa rosa at 46. that's not cold. that's relatively warm to start the morning. daytime highs coast and bay are similar to yesterday. inland, that 68 is 10 to 12 degrees cooler today than yesterday was. see you with the rest of the forecast in a bit. emily. new details on a fire in oakland. crews were on the scene of a two alarm blaze at a recycling facility yard last night. this video from citizen app showing the scene on san leandro street a few blocks south of the colosseum, oak land fire department says the fire is contained and say an

california loosens covid restrictions amid declining case rates and increased vaccinations. state announced friday it will allow indoor events and performances starting on april 15. patrons would have to show proof of vaccination or test negative to attend. >> they'll have to bring their vaccination card or a result that's tested negative within 72 hours before the event starts. so we anticipate that in the future that these solutions will be digital. currently it's going to be self verification. >> reporter: experts say you should keep proof of vaccination handy but a universal system, vaccine pass ports, is far off and can be controversial. >> there is debate about what that would look like, how it can be done with technology and how we can make sure that vaccine pass ports don't create further inequities.

>> reporter: if it seems guidelines are changing faster than you can keep up with, public experts say it's part of battling a new disease. >> evidence around the protective effectiveness of the vaccines was something that was recently released at the end of the month. we didn't have that information at the beginning of providing vaccines. we are learning as we go and adjusting as we go as well. >> some states are pushing back against use of vaccine pass ports. florida's governor ron desantis signed legislation banning businesses and agencies from requiring them. happening today, a hand out of easter meals to go and more in san francisco. those include ham, mashed potatoes, greens, pie. distribution event begins at 10:00 a.m. at 164th sixth street south of market. organizers say it will probably take an hour to hand everything out. local food banks are partnering with san francisco to provide

food as well as other items including toys. tomorrow san francisco's glide memorial church holding a virtual easter celebration. this is from previous easters before the pandemic. tomorrow online celebration begins at 7:00 with live and recorded music and runs for four hours. a woman who was last seen in oakland nearly three months ago has been found dead in far northern california. the 19-year-old was reported missing on january 9 about three months after she moved to los angeles. cell phone records pinpointed oakland as last known location. her family thought she might have been headed to the county where she was originally from. sunday a hiker came across her body in a remote area. not saying anything though about how she died. we are learning more about the victims in the shooting in orange county. friends and neighbors have been

leaving flowers, candles, stuffed animals where it happened. the gunman locked the victims inside a real estate firm wednesday and opened fire. >> the lady running out thought she could get out, how terrifying that must have been to be faced with evil and death and then you can't get out. >> the woman who tried to run is the sole survivor and is in critical condition. she lost her daughter and her 9- year-old son. a female employee was also killed. a 44-year-old suspect whose wife worked there two years ago is facing murder charges and no word yet on a possible motive. in southern california, a bizarre standoff between police and an armed woman in los angeles. it happened at macarthur park west of downtown. witnesses say the woman shot at a couple ducks in a lake and when police arrived things began to escalate. at least one officer opened

fire and the woman got into macarthur lake as you can see here and swam to an island. she could be seen walking back and forth as well as harassing the ducks and birds as officers surrounded the lake. >> i was over there eating lunch and i heard shots. pow, pow, pow. by the spacing i thought it was fire crackers. >> after the officer involved shooting she jumped into the lake and as you saw with your eyes, she went back and forth in the lake going to the island, exiting, going back to the water. >> waving at people too apparently. after about three hours the woman finally surrendered and was taken into custody. first week of graphic testimony wrapped up in the murder trial of a former minneapolis police officer. jurors heard from the most senior officer in the police department about use of force and when the measures are necessary. jamie yuccas has details. >> if your knee is on a

right? >> correct. >> it would not be within your normal role or job duties to do such a use of force analysis, right? >> that's correct. >> in this video, we hear from chauvin justifying his actions while on a call with his supervisor shortly after floyd was taken away in an ambulance. >> had to hold a guy down. he was, was going crazy. >> it's been an emotional week for prosecution witnesses, many weeping on the stand expressing feelings of helplessness and guilt. >> do you feel that the prosecution has the upper hand in the case? >> the prosecution has burden of proof beyond a reasonable doubt and they have gone a long way to satisfy the burden. they should recess over the weekend.

how much more they need. an influx of thousands of asylum seekers allowed to stay in the u.s. is leading to complaints from locals. >> reporter: migrant families across the border from mexico to seek asylum in united states are currently being cared for in riverside county. >> i think it was grossly irresponsible. >> reporter: kelly morehart thinks government should focus on fixing the coronavirus ravaged economy first. >> i don't know how they can afford it. will they just print up more money? >> riverside county which has seen large protests against accepting migrants is on the hook for the cost. >> our resources are strained and it is not just the financial cost but also available motel space. >> reporter: county spokesperson brook fred says in march over 171 asylum seekers. hundreds have been processed at

border patrol stations. then the county has to pay to pick them up, test them for coronavirus, secure a hotel for any people who test positive so they can isolate. >> in 2019, it was about 75,000 a month. so far for march we can say it was about $270,000. so it's about $200,000 more this time. >> reporter: the county reached out to the federal government who assured them most of the costs will be reimbursed. >> just i guess the change in administration opened the channels of hope again for them. >> reporter: the cofounder of the gal lee center, main nonprofit sheltering asylum seekers who test negative for coronavirus. she says they only stay for a few days with a temporary permit before they can connect with sponsors. it is important for americans to understand why they're asking for help. >> to be in a safe place, to

neglect heart health during the pandemic. a doctor says he has seenen man patients recently who have had very large heart attacks. >> i have been seeing patientst turning up who haveve had large heart attacks but inin the two three weeks proceeding their visit to the hospital. this makes treatment difficult and they can end up with more problems if they don't attend the hospital when needed. >> some patients are missing or cacanceling cardiovascular studies as well. how much of a problem hahas tha been? >> what we are seeing right now is a large e backlog of studies bebecause initially when the pandemic hit, there was s good reason. we had a lot of concern. there was a lot of concern about how bad this was going to be. people canceled follow ups, canceled studies. what's intnteresting is we are now seeing thehe patients comin back into ththe system. one thing i want to get across is we have soso many great ways to take care of patients. we have been working on getting

virtual visits up and running. also healthcare woworkers are vaccinated. we haveve excellenent protocols studies to keep socicial distancing and reducing people's risk of transmission of virus. it's important that we get on and treat the cardiac issues that have been festering in the background for the last year. >> video of a prowler making aggressive attempts to break into a home in the sacramento area. i love this. luckily high tech home security prevented a more terrifying outcome. >> camera recording. >> that screeching noise is what the ring camera calls a deter tone. it clearly worked in this case. police say the victim was inside the home while this was unfolding. once the sound was triggered the suspect had second thoughts and quickly walked away. in the last 30 minutes oakland has begun rolling out a plan to deal with crowd control at lake

merit. every weekend between 6:00 a.m. and 10:00 p.m. the city will have parking restrictions. there will be a separate area for vendors. the hope is that the new rules will help mitigate spread of covid. a couple things are different about today in the weather world. one is we are starting out with a pretty widespread blanket of stratus cloud pulled over much of the bay. one of the best vantage points is to go to the camera on the top of sutro tower. you see how widespread this is. if you look in the distance, you see a little bit of an opening. you are not seeing these inland. those the view over the tri valley. this is at dublin and over concord. you aren't seeing it either. if we look at the current right now, everyone on here has a cloud except livermore and concord. 46 for our coldest number. livermore is our coldest at 44.

nobody is in the 30s. that's kind of nice, a relatively warm start in comparison. so often we are down to the upper 30s but we are to the time of year where it will be less and less. if we look at the daytime highsthese are pretty much on the mark for average for this time of year. you miss the whole story if you just take one snapshot of daytime highs. you need the perspective. you have lived through what i am talking about. last two days were much warmer than this. when we talk about temperatures in upper 60s in places like livermore and concord that is 12 degrees cooler than it was just yesterday. we don't all cool down the same. it's going to be identical in san francisco to what it was yesterday. oakland, only three degrees cooler, doubt you will notice much of a difference. there are the numbers for comparison. as far as any rain coming our way, if you look off the coast, you can see a system out there, futurecast picks up on it. watch that thing just spin its wheels in the pacific all
