good morning. i'm diane king hall in for anne-marie green. new covid cases are spiking across the country even as millions of people get vaccinated against the virus. president biden visited a vaccination site in alexandria, virginia, yesterday. he wants states to open vaccine eligibility to all adults by april 19th. almost two weeks sooner than first announced. meantime, california hopes to lift most restrictions on businesses and workplaces by june 15th if enough people get vaccinated and hospitalization rates stay low. naomi ruchim is in new york. where do vaccination numbers stand right now? >> reporter: you'll remember when the vaccine first came out, there was a lot of frustration the process was going going quite slow. people wanted the shot and couldn't get it. weeks and months later, as of this morning, one in four adults in this country is fully vaccinated. when you look at that group 65

and older, more than half are fully vaccinated. still though, there is concern over these new variants. president biden is speeding up the timeline for covid-19 vaccine eligibility. >> by no later than april 19th in every part of this country, every adult over the age of 18, 18 or older, will be eligible to be vaccinated. >> reporter: about one-third of all americans, 108 million people, have already received at least one dose. the white house had previously announced that all adults would be eligible by may 1st. >> the virus is spreading because we have too many people seeing the end in sight think we're at the finish line already. >> reporter: the change comes as coronavirus variants continue to spread. nine states recently reported at least a 20% increase in cases. >> we're really on the brink of a surge. >> reporter: dr. anthony fauci says the pandemic is at a critical stage.

>> pulling back on mask mandates, they're pulling back on restrictions on capacity for restaurants and bars, it is premature to declare a victory. >> reporter: next week fema will begin to reimburse families for covid-19 victims' burial costs. the agency will cover up to $9,000 in funeral expenses. and just this week a dozen more states opened up eligibility to everyone to get the vaccine 16 and older. diane, that doesn't mean it will be necessarily easier to get because with more eligibility, the lines will only grow to get the shot. just because you're eligible, keep in mind it doesn't mean you can just get one tomorrow. you still have to go to your state's website, refresh and refresh again until you can get a slot. >> good advice. and be patient. naomi ruchim in new york, thank you. developing this morning, the

fbi is searching for a motive after a navy medic shot and wounded two sailors at a military facility in frederick, maryland. last night, investigators took evidence from the apartment of the 38-year-old. a witness says police escorted the shooter's wife and two children from the apartment. earlier in the day police say the suspect shot the sailors before heading to the nearby army base of ft. detrick where security forces shot and killed him. >> before he was able to be searched, he sped past the gate, made it about a half mile into the installation. he was pursued immediately by the ft. detrick quick reaction force. they were able to stop him in a parking lot. >> one of the shooting victims is in the hospital in critical condition. the other has since been released. new video has surfaced of the man who killed a capitol police officer last week. noah green is the man in the

white sweatshirt and wearing a blue face mask. he bought a $300 knife minutes before friday's attack. the 25-year-old rammed his car into two officers outside the capitol before he was shot and killed after lunging at officers with a knife. officer billy evans, an 18-year veteran of the capitol police department, died in the attack. the 41-year-old dad will lie in honor next week in the capitol rotunda. the trial of a former minneapolis police officer charged with george floyd's death will resume this morning. yesterday a lieutenant who trained derek chauvin in 2018 took the stand. he said officers are taught not to use their legs or knees on someone's neck and are told to avoid neck pressure when possible. >> was this is an mpd-trained neck restraint? >> no, sir. >> has it ever been? >> not to my -- neck restraint? no, sir. we don't train neck/leg

restraints with the officers in service. as far as my knowledge, we never have. >> chauvin's lawyer has claimed chauvin did what he was supposed to do when he pinned his knee on floyd's next for more than nine minutes. turning to the border crisis. more than 19,000 unaccompanied minors are in u.s. custody this morning. last night, city leaders in long beach, california, approved a plan to turn its convention center into a migrant holding facility. it's expected to house up to 1,000 children. some of the kids make the dangerous trek to the u.s. border all the way from central america where they flee dangerous conditions. our manuel bojorquez reports from guatemala. >> reporter: even though their own government hasn't deemed it safe to return, students have started to trickle back into class learning in the few classrooms spared by back-to-back hurricanes last fall. raise your hand if you want to -- all of you would like to go to the united states? 12-year-old kendall is one of

a senior official later said that a boycott had not yet been talked about. china has denied allegations of human rights abuses. there was a dramatic rescue at sea, and an update on that florida wastewater pond. those are some of the headlines on the "morning newsstand." the "tampa bay times" reports evacuation orders were lifted for hundreds of homes near a leaking florida wastewater reservoir. the 77-acre pond holds millions of gallons of toxic water from an old fertilizer plant. there had been concern it might flood the surroundining area. pumps were used to drain an estimated 165 million gallons of wastewater. state lawmakers say the problem should have been dealt with long ago. >> we are really paying for the sins of our fathers. when i say that, i mean our former elected officials who turned a blind eye to what's happening here. local officials and local

residents have complained for ages about what's happening at piney point, but no one paid attention. >> officials say there are still about 300 million gallons of wastewater remaining in the leaking reservoir. and "reuters" says a dutch cargo ship is adrift off the coast of norway after the dramatic rescue of its 12-person crew. video shows crew members being hoisted on to helicopters. some had jumped from the sinking ship into the north sea where they were rescued from powerful waves. the ship is carrying more than 400 tons of oil and diesel in its tanks. emergency response teams are trying to prevent the ship from capsizing and causing an oil spill as it drifts toward land. still ahead, flipping out. a college gymnast nails his landing, and his coronavirus vaccine message. landing and his coronavirus vaccine message.

orlando's disney world is rolling out a new mask rule starting tomorrow. guests will be able to remove their face coverings temporarily for outside photos. it updates a current requirement that all workers and visitors age 2 and up wear masks except when eating or drinking when at least six feet away from others. on the cbs "money watch," why amazon's jeff bezos is supporting a tax hike, and where he stands on a new list of the world's richest people. elise preston is in new york with that and more. good morning. >> reporter: good morning, diane. well, stock futures are indicating a mixed open after a relatively mild day on wall street. investors this week have been digesting a wave of better-than-expected economic data. the dow dropped 96 points, pulling slightly back from

record levels. the nasdaq lost seven, and the s&p 500 shed three points. amazon founder and ceo jeff bezos says he supports a corporate tax hike to help pay for president biden's massive infrastructure plan. in a blog posted yesterday, bezos says mr. biden's plan will require concessions from all sides. his words come after the president singled out amazon for criticism about how much it pays in federal taxes. mr. biden is proposing increasing the corporate tax rate to 28% from 21% to help pay for his $2 trillion infrastructure proposal. taco bell is going on a hiring spree. the fast food chain is aiming to hire at least 5,000 workers in a single day on april 21st. the company plans to convert restaurant parking lots into job fairs where on-the-spot interviews will happen. they're hiring for positions including cashiers and general managers.

estimated to be about $40,000. prince harry and meghan markle have announced their first project for netflix. they're producing a docuseries about the invictus games through their company. the heart of invictus will look at people training to compete in next year's games to be held in the netherlands. the invictus games is a tournament for wounded veterans that was founded by prince harry in 2014. and a college gymnast used his perfect landing in the vault to send a powerful message. 20-year-old university of illinois gymnast evan manavang stuck his landing in a meet last month against minnesota. he tied his career high on the vault, but he wasn't done. he then pulled out his coronavirus vaccination card and held it up for the crowd. the video has been viewed more than a million times. his teammates said he's become a role model for getting the vaccine. coming up on "cbs this morning," we'll speak with dr. anthony fauci for the latest on the covid vaccine and the surge in new cases.
