i'm anne-marie green. this morning the biden administration is working to restart one of the most critical oil pipelines in the u.s. the pipeline was shut down after it was hit by a ransomware attack believed to be carried out by a criminal gang. the white house issued an emergency declaration in these 17 states and the district of columbia. the measure eases restrictions on the transport of petroleum on highways to avoid any fuel descriptions. -- disruptions. the pipeline, operated by colonial pipeline, supplies almost half the fuel consumed by the east coast. the company said friday that it was the victim of a cybersecurity attack and took down their systems as a preventive measure. the biden administration is working to calm fears of a potential oil shortage. >> an all-hands-on-deck effort right now, and we are working closely with the company, state and local officials to make sure that they get back up to normal operations as quickly as

possible, and there aren't disruptions in supply. >> experts say gas prices likely will not be affected if the pipeline comes back on line in the next few days. people close to the investigation are pointing to a criminal gang known as dark side as the culprit. the group is allegedly made up of cyber criminals who liken themselves to robin hood by stealing from corporations and giving a cut to charity. there was a surge in violence across the nation this mother's day weekend in new york city. police are searching for this man caught on surveillance video. they say that he might be connected to a shooting that left three innocent bystanders injured in times square. the frightening scene unfolded saturday. the bystanders, including a 4-year-old girl, did not know each other. they're expected to survive. laura podesta is in new york. laura, how did all of this start? >> reporter: good morning, anne-marie. well, police say that two to four men got into a fight.

one of them opened fire, and as you mentioned, shot three innocent bystanders. the nypd says the shooter is known to them for illegal vending in the times square area. a manhunt is under way in new york after a shooting in times square. >> all three are bystanders. >> reporter: all are expected to survive including a 4-year-old girl seen here being rushed to an ambulance by officer alissa vogel. >> we have a male party down on the ground -- >> reporter: in massachusetts, a man is dead after driving an suv through the doors of the lester police station. >> the man exited and immediately shouldered what appeared to be a rifle and aimed at police officers. the police officers then fired and shot the man. >> reporter: police in colorado springs are searching for a motive after a gunman killed six adults at a birthday party before killing himself. >> terrible for a lot of people in a lot of ways. >> reporter: just outside of baltimore, cops say a

56-year-old man shot his neighbors and set fire to his own townhouse. witnesses say it was possibly to lure people outside. >> there are three fatal victims. >> reporter: police shot and killed the man when they arrived on scene. in phoenix a shooting at a hotel left one dead and seven injured. >> a group of people in the hotel had an altercation prior to the shooting. >> reporter: the rash of shootings may reignite the gun debate in washington which quieted down after a string of deadly shootings more than a month ago. >> this has to end. it's a national embarrassment. >> reporter: according to the gun violence archives there have been at least two dozen shootings this month where four or more people were shot. and president biden is expected to meet with members of the congressional leadership to -- on wednesday.

rescuers hoteled the animal down and put a large yellow float around it. it was safely moved to another location where it was supposed to be examined by a veterinarian to determine if it was healthy enough to be released. a california man is accused of using covid relief money to buy luxury cars, and a boat explosion is now under investigation. those are some of the headlines on "the morning newsstand." the "atlanta journal constitution" reports six people including two teenagers were hurt after a boat exploded on georgia's lake lanier. authorities say that the boat exploded and caught fire yesterday while it was getting fuel at a gas dock. another dock caught fire after a jet ski drifted to it from the burning boat. the two teenagers and a 39-year-old woman were taken to a hospital. the incident is under investigation. the "los angeles times" says a california man was arrested for allegedly using pandemic relief loans to buy luxury cars and take lavish vacations.

components of china's planned space station, harmony of the heavens. the chinese space agency lost control of the rocket as it continued its 70,000 mile-an-hour orbit of the earth. it edged closer and closer with each pass. sky watchers caught glimpses of it as it tracked as far north as new york and as far south as new zealand. >> this is the second largest uncontrolled re-entry in the last -- the last couple of decades. >> reporter: there were fears it would send objects weighing hundreds of pounds slamming into the earth as it reentered the atmosphere. >> about nine tons we estimate will survive. and of that, that's kind of equivalent to dropping three pickup trucks on somebody's head. or crashing a small airplane. >> reporter: the military tracked the trajectory but had no plans to shoot it down. china insisted its remnants were unlikely to cause harm. >> what you have to remember is the world is 75% covered in water. the land area, while it's very vast, there's a lot more empty land for debris to flow on than there are populated areas.
