right now on kpix5, a new lead on a massive church fire in east bay. why investigators believe squatters may be behind the blaze. should you ditch the mask or keep it on? major retailers dropping the mandate as others double down. a sign that the bay area is returning to normal. subways and streetcar service starting back up. major upgrades rolling out today. good morning it's saturday may 15. the cool weather is sticking around this saturday. let's get to darren peck with a check of our weekend forecast. you can add damp to that. look at the lens from the camera on top of the mark hopkins hotel. those are rain drops. if we look inside the clouds on high def doppler, you see a little bit rain right off the coast. there is not a lot to this. but we have gotten enough light mist over the past few hours that many rain gauges, specifically towards east bay

hills and over on the city peninsula side, have picked up about .01 of an inch. we'll look at futurecast and show you what's coming. this is not going to be a rain out but i will have the details. back to you. a search is on for three shooting suspects on the peninsula. someone was shot about 9:00 last night near san mateo high school. there was a large police presence including a k-9 unit and more than a dozen officers. this was the scene just outside the san mateo adult school located on the high school campus. so far, there is no word on the condition of the victim. also developing, investigators are zeroing in on cause of a massive fire in concord. late last night it was revealed someone was apparently living in the crawl space under christ community church nazarene. that's where the fire started. it's not clear if it was

intentional or accidental. firefighters saved the main building but fires gutted other buildings on the grounds. on the road to recovery looking live at san francisco, confusion across the bay area with many asking should i listen to cdc and ditch my mask or follow local guidelines and keep it on? the state is expected to release updated mask guidelines any day for people vaccinated. three major retailers walmart, trader joe's, costco have dropped their mask requirements but some business owners are erring on the side of caution and say they hope they require people to still wear masks. apple stores plan to keep the mask mandate. bloomberg is as still required. governor newsom promising sweeping changes after unveiling $267 billion budget.

the transit agency brought out a band for the big announcement. cars will return between fisherman's whatever of and castro and market streets seven days a week. a man died in a horrific crash while driving a tesla. now chp is trying to figure out if the computer in the car was a factor. the crash happened may 5 on the 210. hendrickson was driving the tesla when it slammed into an overturned semi. he frequently posted videos online of driving his tesla in autopilot sometimes showing no feet on the pedals, no hands on the wheel. chp says they haven't ruled if autopilot was used saying there has not been final determination as to what driving mode the tesla was in or if it was a contributing factor the crash. they're reminding drivers autopilot requires a driver's full attention. public sentimover automated technology is mixed. a recent survey of adult

each movie took seven years to make. at noon some cast and crew will be at newport mall in newark to sign the newest comic based on the movies. today, monterey bay aquarium is reopening. the aquarium is welcoming back visitors after being shut down for 13 months. online reservations are required and for now the aquarium will be open thursday through monday. the plan is to reopen seven days a week after memorial day. we've got a little bit light rain this morning. i have to stress it is a little bit of light rain. it's misting on several of the lenses in the heart of the city. it's been enough that several rain gauges have recorded about .01 of an inch of rain. we'll start with our view that looks from the top of the mark hopkins hotel. you see we've got accumulation of light rain so far there. moraga, almost .1 but it's up in the hills on the east side

of the east bay hills. most other places, we are talking about .01 of an inch. don'see a pt for . a little bit showing up behind the current bug right there. it is 52 in daly city and it's blocking a shower. there is not a lot to that. if you look here, that's where the better rain is. this system, the actual rain with this system, that has not gotten here yet. what we are experiencing is the marine layer responding to the system in advance. in other words the marine layer has gotten deeper because the storm has given more energy from afar. that's the rain we would want to watch for something more meaningful. as we put this into futurecast and watch that, there will be thunderstorms today right here in the sierra. the direction that wants to get thrown is towards us. if we put that into futurecast, by the time we get to this

afternoon through mendocino we could have a few isolated thunderstorms that work their way. that will be something to keep an eye on. watch how those fall apart as they approach sonoma county line. for the majority of us, that won't be a factor today. here is the light rain on the futurecast off the coast. that's the marine layer stuff. it does add up over time. it's just not a lot. like we have seen, a couple hundredths of an inch of rain. as far as daytime highs for today, we have seen our afternoon temperatures take a plunge over the last two days. low 70s for many inland spots which brings us back down about 15 degrees cooler than we were for daytime highs just on wednesday. it was really thursday and friday where we felt it most. in the bay there hasn't been as much of a change. the real issue for anybody close to the water or the bay

has been the wind. that will likely still be a part of the forecast though not as strong as it was the last two days. the wind we were feeling was strong on shore flow on the leading edge of the system coming through. as you look at the seven-day forecast, there is plenty sunshine. once we are passed the weekend. temperatures will not budge a lot. we'll be staying in the low to mid 70s inland and low to mid 60s in the bay for pretty much the next seven days. when i was driving, i couldn't tell if something was mist, drizzle, or rain. it was like a little bit of each. >> there is a very finely undefined transition for many of those. you probably encountered all of them. >> thank you. >> sure. tonight's 48 hours program, the sister of a modesto man convicted last year for murder of his parents speaks out for the first time. they were killed in their home in 2013. their son brandon was accused of hiring a friend to kill them

welcome back. the time is 6:29. thank you so much for joining us. let's start this half hour with a quick check of our weather. we've got light mist happening across the city, peninsula, east bay this morning. it's not heavy rain but it's been enough to measure. since we have been on for the last half hour, it's gone up a little bit. there has really been a focus as showers come in. they kind of get pushed through the san bruno and drop a little bit rain at sfo then towards ose lls. if you lo ghit's not a lot. there is really very little showing up. it's mainly marine layer. there is a chance for better rain later today in the north

fully vaccinated against covid- 19 can go mask less outdoors and in many places indoors. exceptions include planes, public transport, healthcare facilities, prisons, homeless shelters. at the white house members of the media appeared to be following new guidelines. president biden stepped outside without a mask and said he was enjoying it. after cdc unveiled new guidelines thursday, the president gave americans who aren't yet fully vaccinated something of an ultimatum. >> get vaccinated or wear a mask until you do. >> reporter: that drew complaints from congressional republicans, wrote men must be governed by god or will be ruled by tyrants. walmart and trader joe's are among first saying masks are no longer required for customers who have their shots.

a stefanik supporter says it came down to message. >> i respect congress woman cheney's conservative record but if you are leader of a company and weren't delivering on the message that the majority of the company wanted you would make a change. that's what we are seeing here. >> reporter: nikole killion, cbs news, the white house. governor newsom is hoping to clean up california and says the state is too dirty. friday the governor announced aggressive proposal on statewide clean up and beautification. waste companies saw 40% increase in waste during the pandemic. officials call the proposal a huge shot in the arm and hope the effort will actually last. >> when you get it clean, you need to have the preventative measures. it is not just as simple as picking it up. >> the proposal will create 15,000 jobs d aims to clean up 21 tons of trash. officials hope the effort will encourage the community to do their part as well. >> once people see what we are

doing, they'll say i want to take care of my community even more than i currently do because look at what the public sector is doing. look at what the government is doing to take care of the places. >> the proposal includes $75 million that will go to art grants as part of the beautification efforts. this has to pass legislature. an east bay city trying to put end to a natural gas pipeline. it runs through brentwood. it transports natural gas in a richmond refinery. city leaders are declining to renew with the energy company responsible for the pipeline. the city is citing safety and environmental concerns for the move. >> i think it's a hazard. we saw what happened in san bruno. i have been looking at a lot of pipelines do explode. i guess it's not often. but when they do, they flatten houses. >> i don't think it is worth

it. it's a risk people take. they think oh it can never happen. i am sure those families thought that too. >> they say the pipeline is safe. the city may not have the final word on the lease. the company can go to the state to overrule local authority. the white house says supplies of gasoline in south and mid atlantic region should be back to normal early next week. the fuel crunch came after a ransomware attack shut down a major pipeline. >> our current expectation based on conversations between the company and experts at the department of energy is the vast majority of markets in affected regions are receiving fuel at gas stations for consumers and will continue to receive more fuel throughout the weekend and early next week hence getting us closer to return us back to normal. >> in atlanta gasoline continues in short supply and prices at the pump are climbing more than 60% of gas stations in atlanta area are running on

empty. that's prompted many people to change their weekend driving plans. >> absolutely not. i am not wasting money. we don't know what the next surprise is. >> i think i will stay in. this gas, can't really afford it. >> georgia's governor extended state of emergency until next saturday. during the period there will be no tax on gas. the order allows fuel trucks to speed up their driving times for deliveries. the deadline to file taxes without penalty is getting closer and closer. monday may 17 is tax day this year. after the irs extended april 15 deadline. that means you need to file and pay anything you owe by monday or face fines. luckily there is still time to file an extension and that gives you almost october 15 to file. irs is offering options for people who can't pay the full sum they may owe at the time of filing. >> we understand unexpected

don't get any closer than you are. >> nature and civilization don't sometimes get along. a drought emergency across much of california, another example of just how dry things are getting. fulsome lake about 30 miles north east of satisfy, is standing at one of its lowest levels and those conditions are prompting possible change to how the sacramento area gets water. there is now a push by regional water authority with providing more than 20 providers serving more than 2 million people to shift towards using more groundwater and less surface water. change would relose reliance on fulsome lake and lower american river. >> what's happened with surface water supply this ys been probably going to water maybe half the time that we normally do. >> city of roseville is already making move to use more

far coast of, off santa cruz. that's where the system is. there is actually even lightning having been detect of if we put this into futurecast and watch where that goes, there is the possibility for some showers here mixed with these thunderstorms which will be over the sierra by this afternoon to get thrown back around our way right here. that gets us into the afternoon and if we get this, the focus will be primarily mendocino, ukiah. this is mainly a focus for you guys. showers fall apart as they cross sonoma county line. maybe a few hold together as they work their way down 101. maybe towards santa rosa. it will be really light by then. what we looked at a moment ago, that's light mist sprinkles

from marine layer which has deepened in response to the fact that we have an area of low pressure moving through the state with the storm. there are two different kinds of rain and totals harvery low with this first phase that we've gotten. still, it's enough if you will be out windshield wipers will likely be needed. daytime highs today go back to the low 70s most inland spots. we'll be in the mid to upper 60s for much of the day. as we look across seven-day forecast, the only thing we've got on here in addition to maybe light rain near the coast would be a few clouds that hang on for the coast and bay for the next days. look at how we will see temperatures rebound a bit if you are inland. we will climb back to the mid t early rt of couple degreesabove average for this time of year. it's not like we've got

last night near san mateo high school. dozens of officers were on the scene including a k-9 unit. there is no word this morning on the condition of the victim. investigators are zeroing in on cause of a massive church fire in concord. someone was apparently living in a crawl spice under christ community church of the nazarene. that's where the fire started. it's not clear if the fire was intentionally set. three major retailers, walmart, trader joe's, costco have already dropped mask requirements. this is after cdc said fully vaccinated can ditch their mask. california is expected to release updated mask guidelines any day now. today san francisco's beloved street cars are returning. cars will run between fisherman's whatever of and castro and market street seven days a week. muni metro subway service will be back in action and there are changes riders can expect with clean stations, new
