good morning. good to be with you. i'm anne-marie green. president biden is back in washington, d.c., this morning after his first trip overseas since taking office. he arrived back at the white house last night fresh off his meeting with russian president vladimir putin. mr. biden described the tone of the historic summit as positive and good. ian lee is in london. what were some of the biggest takeaways from the meeting? >> reporter: good morning, anne-marie. you know, both presidents kept expectations low going into the summit. this wasn't an attempt to overhaul relations as we saw with previous u.s. administrations, but both men did say that the talks were productive. president biden is back on u.s. soil after an eight-day european trip. >> i did what i came to do. >> reporter: the president ended his tour in switzerland with a 3.5-hour summit with russian president vladimir putin. >> the bottom line is i told

president putin that we need to have some basic rules of the road that we can all abide by. >> reporter: in the wake of high-profile ransomware attacks, mr. biden gave putin a list of 16 infrastructure sectors that need to be off limits to hackers including health care, food, and energy. >> pointed out to him we have significant cyber capability, and he knows it. he doesn't know exactly what it is, but it's significant. >> reporter: the summit began with a handshake and smiles but ended with few commitments. >> this is not a kumbaya moment. >> reporter: each ambassador wll return to their posts, and the leaders agreed to the creation of working groups for arms control and cyberattacks. >> i think that both of these sides showed a willingness to understand one another. >> reporter: during his post-summit news conference, putin seemed to brush off other key issues like human rights and americans imprisoned in russia. >> what will change the behavior is if the rest of the world reacts to them and diminishes the standing in the world. i'm not confident of anything. >> reporter: russia expert fiona

hill, who attended president trump's summit, said putin acted differently this time. >> he was a lot less cavalier, and he did seem that he was genuinely trying to move the dial forward somewhat to next set of meetings. >> reporter: president biden said it will take a few months to see if putin commits to change. anne-marie, president biden also said the success of the meeting isn't from the statements afterwards but rather if both countries follow up on those initiatives that the two leaders agreed upon. >> so here's the thing, we already knew that the two men were going to be going into the meeting with a lot that they did not agree on. what are some of the areas that the two did not see eye to eye on? >> reporter: yeah, anne-marie. this is a longer list. president biden brought up human rights in russia, the detained opposition leader alexei navalny and russia's invasion of ukraine. putin brushed those issues aside or deflected. when it comes to human rights and navalny, russia sees those as internal matters, although

president biden did say if navalny dies in prison the consequences would be devastating for russia. and finally, moscow views ukraine as in their sphere of influence. so no one really expected any progress to be made, at least on those fronts. >> all right. ian lee in london. thank you very much. well, an extreme heat wave is baking the west, and there's no relief in sight yet. temperatures are expected to hit 122 degrees today in needles, california. 117 in phoenix, and las vegas could see 114 degrees. yesterday temperatures clocked in at 129 degrees at the death valley visitors center. tourists posed for pictures next to the thermometer and at the sand dunes. we have more on the scorching heat. >> reporter: nearly 50 million americans are roasting under heat advisories and excessive heat warnings. >> i got a bunch of wet rags in my freezer.

when i go out, put them on my head. >> reporter: a dome of high pressure is hovering over the southwest and west coast along with utah, montana, and wyoming. >> in the morning you got to get out early so you can -- you don't have to be worrying about heatstrokes and all that stuff. >> reporter: as people head inside to cool off, there's a strain on the power grid. >> at this time we are asking texans to reduce their electric use until further notice. >> reporter: californians are being warned about possible blackouts. the scorching heat is also complicating fire-fighting efforts in montana and utah. heat relief stations are open across the region. >> heatstroke tends to be the most extreme heat illness there is. >> reporter: here in santa monica, people are taking the heat in stride. some are flocking to the beach for relief. >> dealing with it. loving it. breathing it. taking in the sun and wiping my brow. >> reporter: the extreme temperatures stretch as far east as st. louis. >> i'm hoping at least to go to the 90s, 80s.

it feels really hot when it reaches triple digits. >> reporter: relief isn't expected until the weekend. cbs news, santa monica. texas governor greg abbott is reviewing details on how he plans to fund his proposed border wall with mexico. he said that he would use $250 million in state money and announced plans to crowd fund the wall, asking people to send in donations. right now it's still unclear just how much it would cost to build more barriers along the 1,200-mile border. despite it all, abbott says this is not a political stunt. >> anyone who thinks this is politics doesn't care about american citizens or texas residents. anyone who thinks this is politics doesn't care about the lives of people who had a gun stuck on their head by someone who came across the border. >> the specific details of the project are unclear along with the project's legality. abbott's border plan will be in direct opposition to federal immigration policy.

china launched a crew to the country's new space station. the three astronauts blasted off this morning for a three-month stay in space. once they get to china's new space station, they will carry out experiments and prepare the station for expansion. a fresh three-member crew and cargo ship with supplies will be sent in three months. this is china's first crude mission in five years. and later today, president biden is expected to sign a bill making juneteenth a federal holiday. the legislation sailed through congress, passing the senate by unanimous consent yesterday. earlier the house passed the legislation in a 415-14 vote. juneteenth, which is on june 19th, commemorates the end of slavery in the united states. so coming up, calls for an investigation after police in maryland are caught on video

shooting in austin. those are some of the headlines on the "morning newsstand." the "austin american statesman" reports a police affidavit reveals last weekend's deadly mass shooting began as a confrontation between teenagers. the exchange of gunfire in austin's entertainment district killed a bystander and injured 13 others. police say it all began when two groups of teenagers began arguing. 17-year-old jeremiah tabb was arrested on monday and charged with aggravated assault with a deadly weapon. another person younger than 17 was also arrested. the rockford, illinois, "register star" says officials lifted an outdoor mask mandate for people within a three-mile radius of a chemical plant fire. the remains of the plant in rockton were still burning yesterday after it was destroyed in a fire that started on monday. officials say the air quality around the plant remains stable, but an evacuation order for those living with one mile is still in effect.

here's a look at the forecast in some cities around the country. ♪ on the cbs "money watch," a bipartisan infrastructure plan gets a boost, and google opens its first retail store today. diane king hall is at the new york stock exchange with those stories and more. good morning, diane. >> reporter: good morning, anne-marie. well, stock futures are indicating a lower open after the federal reserve indicated it might raise interest rates earlier than previously projected. and the three major indices ended down yesterday. the dow skidded 265 points. the nasdaq fell 33, and the s&p 500 lost 22. republican senators now back a bipartisan plan on infrastructure. that's enough for a potential bill to get through the chamber if all democrats back it. in a statement yesterday, 21

democratic and gop senators endorsed the roughly $1 trillion deal. the plan would revamp transportation, broadband and water, but does not include anything -- everything, rather, democrats want like clean energy. the president says he hasn't seen the deal yet but remains hopeful a compromise will be struck. peloton says it has fixed a security flaw allowing hackers to spy on users and even control their exercise machines. security software company mcafee identified the problem and warn someone with physical access to those products could gain control of the devices through a usb port on the interactive tablet mounted on the machines. peloton issued a mandatory software update to prevent hack attacks and urged members to log in and download it. and google's first-ever retail store opens its doors in new york city today. the store will be filled with google products including its pixel phones and chromebooks and fitbits for customers to try
