good morning. good to be with you. i'm anne-marie green. we begin with a dangerous heat wave roasting much of the west and midwest. tens of millions of americans have faced some type of heat alert this week. it comes as the west endures a devastating drought. jonathan vigliotti reports from california. >> reporter: from wildfires to power shortages, much of the west and m midwest deaealing wi another r day of scocorching he. tens of millions of americans across 12 states experiencing sweltering high temperatures of 100 or above. more than 200 records broken this week. even california's sizzling hot death valley reached a record high. most of the state dealing with extreme or exceptional drought conditions. it's transforming northern california's lake mendocino into a bone-dry stretch of land. the vital water source for wine country now at its lowest level ever for this time of year. >> we need water to survive. and this is -- it's scary.

>> reporter: the boat ramp now leads to nowhere. governor gavin newsom declared a drought emergency from the cracked lake bed back in april. >> i'm standing currently 40 feet underwater or should be standing 40 feet underwater. >> reporter: now the city of healdsburg is mandating the toughest water restrictions in the west or risk running out of water by fall. no lawn sprinklers or car washes and limits of 4 gallons per person daily. jonathan vigliotti, cbs news. in the south the problem could soon be too much rain. a tropical storm warning is in effect this morning for parts of louisiana, mississippi, and alabama. the national hurricane center says a system will approach the north central gulf coast as early as tonight bringing heavy rain and flash flooding. late yesterday louisiana's governor issued a state of emergency. >> will depend upon the exact track that the storm takes and

how fast it moves. but we can expect all of south louisiana to be impacted. >> forecasters say the system could dump a foot of rain beginning today through the weekend along the central gulf coast and into the southern appalachians. the supreme court rejected the latest challenge to the affordable care act or obamacare. the ruling preserves the landmark law which the white house says provides health insurance to 31 million americans. house speaker nancy pelosi called the decision historic. bradley blackburn is in new york. bradley, was this a surprise decision? >> reporter: anne-marie, this was a real test of the balance of this new court with three justices appointed by president trump in place. for the third time now the supreme court has upheld obamacare, one of two major decisions yesterday that show ideological lines aren't always so clear. the supreme court has turned back another challenge to the aca, the federal health care law

popularly known as obamacare. >> the supreme court has just ruled the aca is here to stay. >> reporter: 18 republican-led states said the entire law should be struck down because congress eliminated the penalty for being uninsured. that argument was rejected in a 7-2 ruling dismissing the lawsuit. four of the court's conservatives joined with their more liberal counterparts in deciding states and two individuals lacked the standing to bring the case. >> the justices by a strong majority have said congress decided to keep the aca, and we are not going to trike it down. >> reporter: the supreme court issued another major decision thursday -- a unanimous ruling that said the city of philadelphia was wrong to cut ties with the catholic group that wouldn't place foster children with same-sex couples. >> what i'm hopeful we will see is common sense solutions that leave room for everyone to be able to participate in the foster care system. >> reporter: chief justice john roberts wrote for the court that catholic social services, quote,

seeks only an accommodation that will allow it to continue serving the children of philadelphia in a manner consistent with its religious beliefs. it does not seek to impose those beliefs on anyone else. in that case, the catholic organization said they would refer same-sex couples to other foster groups that will work with them. city leaders in philadelphia called it a disappointing decision. anne-marie? >> bradley blackburn in new york. thank you so much. overseas now, israel launched a new round of air strikes targeting the gaza strip for the second time this week. the israeli military says the strikes come after hamas launched incendiary balloons into israel for a third straight day. there were no immediate reports of any death from the air strikes. earlier this morning, hamas militants in gaza hit back at israel, firing a barrage of bullets. these latest attacks come after a fragile cease-fire ended last

month's 11-day war. with just over two weeks left, time is running out for the white house to meet its coronavirus vaccine goal. the administration wants 70% of u.s. adults to be at least partially vaccinated by july 4th. right now the number stands at 65% as new vaccinations continue to slow across the country. meantime, health officials are becoming more concerned about the delta variant first detected in india. the cdc estimates roughly 10% of americans with the virus have this particular strain. >> the low vaccination rates in some communities is an even bigger concern now that we face the threat of a new, more dangerous variant. specifically the delta variant. >> according to a british study of the pfizer vaccine, protection against the delta variant plunges without the second shot. it's almost 90% effective with two shots. it's only 33% with one shot. the cdc estimates 10% of

americans who receive their first dose of the pfizer and moderna vaccines have missed their second dose. that's more than 13 million people. president biden established a new federal holiday -- juneteenth, which commemorates the end of slavery in the u.s. mr. biden signed it into law yesterday. he also delivered a special greeting to opal lee, a 94-year-old texas activist. in 2016, lee marched 1,400 miles from fort worth, texas, to washington, to advocate for making juneteenth a federal holiday. she said this action is long overdue. >> this is one of the ways to acknowledge our ancestors weren't free for 2.5 years after the emancipation proclamation. >> mr. biden said by making june 19th a federal holiday americans can learn from history and

mcconnell vowed yesterday to block legislation from advancing this month, rejecting democratic senator joe manchin's compromise. his pitch includes automatic voter registration, banning bipartisan gerrymandering, and voter i.d. provisions. manchin is the only democratic senator who has not signed on to the for the people act, insisting it lacks bipartisan support. the "st. louis dispatch" says the missouri couple who gained note right for pointing guns at protesters last year pleaded guilty to misdemeanor charges. mark and patricia mccloskey will pay a total of $2,800 in fines and agree to give up their weapons. the couple waved guns at demonstrators who marched in front of their mansion last june. they say the protesters were trespassing by entering their gated street. mark mccloskey says that he has no regrets. >> in other words, i stood out on the porch with my rifle and made them back up.

the dow slid 210 points posting its fourth straight session of losses. the nasdaq rallied 121 points, and the s&p 500 shed one point. get your fireworks early for the fourth of july. that's the message from phantom fireworks, the nation's largest retail fireworks company. it's urging shoppers to buy now ahead of a possible shortage for the second year in a row. sales of fireworks exploded last year as more people celebrated at home because of the pandemic. phantom managers say july 3rd and 4th are historically the busiest days to get fireworks. no more motor city blues. the world's famous north america international auto show will return to the detroit area next year. there will be changes including smaller indoor displays and more emphasis on experiencing vehicles and technology outside. this year's event is taking place at a race track in pontiac. it was canceled last year due to the coronavirus.
