end a long-running end a long-running conservatorship. captioning funded by cbs good morning. good to be with you. i'm anne-marie green. and we are beginning with breaking news in miami. part a residential building collapsed in the middle of the night. it happened in surfside, florida, north of miami beach. a witness recorded this video showing some of the damage. there are reports that people had to be rescued. the miami-dade fire rescue described this as a partial building collapse near 88th street and collins avenue. more than 80 units responded to the scene. it's unclear what caused it or if anyone was hurt. stay with cbs news and our 24-hour streaming network cbsn for latest updates. we'll also have continuing coverage on "cbs this morning" starting at 7:00. the fda plans to add a new warning to the pfizer and

moderna covid vaccines. the agency believes that the shots may be linked to rare cases of heart inflammation in teens and young adults. still, federal health officials are urging young people to get the shot as the highly contagious delta variant continues to spread across the u.s. laura podesta is in new york. laura, should parents be alarmed? >> reporter: good morning. no, parents should not be alarmed, and they shouldn't stop their children from getting shots according to expert, but they should be aware that a fraction of a percentage of vaccine recipients have developed heart problems and they should monitor for symptoms. the fda is putting a new warning pfizer and moderna vaccines. researchers found a likely connection between the shots and rare types of heart inflammation in teens and young adults. >> your heart muscle is not able to pump as efficiently as it does if it doesn't have a viral inflammation. >> reporter: there have been

tackling the destabilizing conditions that are causing migrants to leave their country. and gun violence is surging across the u.s. president biden has outlined a new strategy to fight back by targeting rogue gun dealers. natalie brand explains. >> reporter: with violent crime rising in cities nationwide, president biden outlined his administration's plan to combat gun violence. >> with the country opening back up again, traditional summer spike may even be more pronounced than it usually would be. >> reporter: in the first quarter of this year, homicide rates in 34 u.s. cities were up 24% from last year. 49% from 2019. calling it unacceptable, the president says the administration will crack down on gun dealers breaking the law. >> we'll make sure you can't sell death and mayhem on our streets. >> reporter: the white house says that will include a zero-tolerance policy allowing the atf to revoke gun licenses from dealers who fail to conduct

required background checks, and those who willfully sell weapons to anyone not qualified to have one. attorney general merrick garland announced five new firearms trafficking strike forces to focus on key trafficking corridors across the country. >> we know that an effective violent crime reduction strategy must address the illegal trafficking of firearms and focus on keeping guns out of the wrong hands. >> reporter: guns traveling across state lines is a problem cited by baltimore mayor brandon scott who is among the city leaders invited to the white house wednesday. >> on top of a pandemic that we have here, we now have folks that are -- communities that are awash with guns. we now have folks who are dying over petty conflicts, not just the normal drugs and gangs things that we continue to see. >> reporter: baltimore is also among the communities that will use funds from the recently passed american rescue plan toward hiring law enforcement and crime prevention programs. natalie brand, cbs news, the

white house. former minneapolis police officer derek chauvin will be sentenced in george floyd's murder tomorrow. he faces up to 30 years behind bars. chauvin did not testify at his trial but will have the opportunity to speak for the first time at the hearing. he was found guilty back in april of murdering floyd after he was caught on video kneeling on floyd's neck for more than nine minutes. and singer britney spears says she wants control over her life and fortune. the pop star is fighting to get out of a conservatorship that started in 2008. she made a plea over the phone yesterday in court trying to end a legal arrangement which allows her father to control almost every aspect of her life. among her claims -- she's forced to have an iud to prevent getting pregnant, and she can't marry her boyfriend, not even drive with him. she was forced to take lithium which she says made her feel drunk. the judge must decide whether

on the "morning newsstand." the "associated press" reports computer software pioneer john mcafee was found dead in a spanish prison in an apparent suicide. the 75-year-old creator of mcafee anti-virus software was discovered in his jail cell yesterday. it happened hours after a spanish court approved his extradition to the u.s. on tax evasion charges. mcafee was arrested last october in barcelona. he faced a prison sentence of up to 30 years back in the u.s. spanish authorities are investigating his death. "the washington post" says five people were injured when a pedestrian bridge collapsed on to a highway in washington, d.c. officials say a truck apparently hit the bridge over interstate 295 yesterday, knocking it off its moorings. the injuries are described as non-life-threatening. the truck was wedged beneath the collapsed bridge and leaked diesel fuel. the bridge was reported in poor condition when it was last inspected in february. and the "los angeles times"

our top stories this morning -- authorities raced to a residential building that partially collapsed in florida. it happened overnight in surfside, located outside of miami beach. more than 80 units responded to the scene. officials say this was a multistory structure. there are reports that people had to be rescued. efforts to get people out are reportedly being hampered by several noticeable large cracks in the still-standing portion of the building.
