airport leading police on a chase across two runways. captioning funded by cbs good morning. good to be with you. i'm anne-marie green. we begin with breaking developments in that deadly condo collapse in florida. president biden issued an emergency declaration overnight freeing up more resources in the desperate search for survivors. surveillance video captured the moment when part of the building crumbled to the ground just over 24 hours ago. at least one person was killed. 99 others are unaccounted for. google images show the before and after. and you can see just how much of the property is no longer there. search efforts continued overnight as crews dig through the rubble in the hopes of finding survivors. and laura podesta is in surfside, florida. has there been any progress when it comes to finding the missing? >> reporter: good morning, anne-marie. well, this morning there has been a constant stream of emergency personnel and vehicles

carrying heavy machinery to the site of the partial building collapse right behind me here. as you can see, spotlights are blazing, creating near-daylight conditions so the search and rescue effort can continue through the darkness of the night. rescue crews are working around the clock in hopes of finding survivors of the building collapse in surfside, florida. >> they are so motivated to bring people out safely and restore them to their loved ones. >> reporter: search dogs scoured the rubble for any signs of life. one miami-dade fire rescue team used heavy equipment in the basement garage. >> it is a slow process. every time we start breaching parts of the structure, we do get debris on us. >> reporter: surveillance video captured the moment the building buckled. one section teetered before also giving way. floors were left pancaked on top of one another. entire apartments cut in half. >> this was a picture that you

see in magazines from terror attacks. >> reporter: the tower has a mix of seasonal and year-round residents. officials say 55 of the 136 units in the building were involved. >> oh, my god! >> reporter: friends and family can now only wait and hope. >> god is the one who saved them. >> we've been trying to locate them since around 4:00 in the morning. there in is -- this is a nightmare we can't wake up from. >> reporter: not long after a boy's hand was waving in the rubble. >> we were letting him know we were there. he said, "please don't leave me." i told him we wouldn't leave. >> reporter: amid the search and rescue effort, engineers are also searching for clues into what brought the building down. a study by a florida university professor found the building which was constructed 40 years ago on reclaimed wetlands has been slowly sinking for decades. so that very well may have contributed to its structural integrity failing.

anne-marie? >> oh, laura -- laura podesta in surfside, thank you so much. well, today is sentencing day for derek chauvin. the former police officer convicted of killing george floyd faces up to 30 years in prison. floyd died in may, 2020, after chauvin knelt on his neck for more than nine minutes. michael george is in minneapolis. who is expected to speak in court today? >> reporter: anne-marie, good morning. we know attorneys from both the prosecution and the defense will make their case. we also know that george floyd and derek chauvin's families will be begin a chance to speak. what we don't know is whether chauvin himself will make a statement before the judge hands down the sentence. charlene vasquez brought her preschool class to george floyd's memorial. the minneapolis teacher sharing a lesson about the struggle for justice. why was it important for you to bring the children out today?

>> i think that we're standing in a piece of history right now. and it's great to make the children aware of it. it's something that, you know, will stay with them for the rest of their lives. >> reporter: floyd's killer faces a minnesota judged to to hear his sentence. derek chauvin's attorneys are asking for probation instead of jail time, citing a lack of criminal history, and that he could be at risk behind bars. state guidelines recommend 10 to 15 years, but prosecutors are calling for a 30-year sentence for the former police officer who kneeled on floyd's neck for more than nine minutes, ignoring his pleas for air. >> all that was required was a little compassion, and none was shown on that day. >> reporter: but here in minneapolis, the city still working to heal after george floyd's murder, many say the fight for justice doesn't end with the sentencing. the debate over police reform continues as activists work to address the root causes of systemic racism.

for vasquez, the important thing is shining a spotlight on injustice. >> i think us continuing to come together, to be aware of what's been happening because that can of worms has been opened now. i mean, this something that's been going on forever, but we're aware of it now. >> reporter: chauvin's sentencing may bring this case to a close, but the movement for change is still far from over. and during the trial and verdict, the courthouse here was surrounded by barbed wire fences, there were national guard troops on the streets of downtown minneapolis. but today, all of that is gone. the tension in this community has decreased quite a bit since chauvin's guilty verdict. anne-marie? >> michael george in minneapolis. thank you. so stay with cbs news and our 24-hour streaming network cbsn for continuing coverage. we will bring you a special report when chauvin is sentenced this afternoon.

a driver was arrested after a security breach at los angeles international airport. the suspect through a fence at -- the male suspect broke through a fence at drove across two runways, forcing them to shut down. the driver's car had the letter sos written on the head. police eventually caught up with him and detained him. the runways have since reopened. a motive has not been released. the white house and a group of bipartisan lawmakers announced a deal on infrastructure. the bill's price tag -- $973 billion over five years. now it provides new money for bridges, airports, train stations, and public transit. it will also expand broadband internet or rebuild power grids. president biden and some lawmakers are celebrating the deal which took months of negotiation. >> this bipartisan agreement represents the largest investment in public transit in american history.

hitless. it ties the record for most no-hitters in a single season since 1900. there was a horrific discovery at the site of a former school in canada. rudy giuliani reacts to his latest troubles. those are some of the headlines on the "morning newsstand." the "associated press" reports an appeals court suspended rudy giuliani's new york law license. the panel of judges said former president trump's personal lawyer made false statements about voter fraud while fighting to overturn the results of last year's presidential election. an attorney disciplinary committee said giuliani had violated professional conduct rules. giuliani said the suspicious violates his first amendment rights to free speech. and "usa today" reports leaders of indigenous groups in canada say they have found 751 unmarked graves at the site of a former catholic residential school in saskatchewan. the groups say the graves were once marked, but the roman

here's a look at the forecast in some cities around the country. ♪ on the cbs "money watch," an eviction ban is extended, and ferrari unveils a speedy new hybrid, but it won't come cheap. diane king hall is at the new york stock exchange with those stories and more. good morning, diane. >> reporter: good morning, many marie. stock futures are trading higher signaling a higher open on wall street. markets hit a record high after word of bipartisan infrastructure deal. the dow rallied 322 points yesterday. the nasdaq gained 97, setting a new closing high. the s&p 500 added 24, also closing at a fresh record. the nationwide ban on evictions has been extended for one month to help millions of people unable to make rent

during the pandemic. the director of the cdc said the moratorium will now stretch from june 30th until july 31st. this is likely the last time they will extend the ban. the biden administration says a multiagency campaign is underway to prevent a wave of evictions. microsoft has unveiled the latest windows software called windows 11. the program has a new start menu, a new windows store. the tech company announced it won't force developers to pay fees to microsoft for using its app store. and google's android apps will run on the new system. windows 11 is expected to become available later this year on new computers and devices and as a free update for those with windows 10. and a luxury carmaker is adding another hybrid model to its lineup. ferrari unveiled the 296 gtb, the third hybrid to go to series production which excludes limited edition vehicles. the two-seater can reach speeds
