good to be with you. i'm anne-marie green. we begin with renewed concern about the coronavirus, not just here in the u.s. but across the globe. the world health organization says the number of deaths went up last week for the first time in nine weeks. and the fast-spreading delta variant is expected to become the dominant variant globally in the coming months. here in the u.s., the white house teamed up with singer olivia rodrigo to encourage young people to get vaccinated as new cases increase in 48 states. bradley blackburn is in new york city following the very latest for us. bradley, good morning. >> reporter: good morning to you. the biden administration is focusing on that 12 to 27-year-old age group where vaccination rates remain low. they believe getting more young people to take the shot is crucial to protecting the entire population. from texas to california, there's no question who is still getting sick from covid-19. >> over 99% of our covid

admissions have not been vaccinated. it's dramatic. it's stark. it is undeniable. >> 99% of all the cases occurring in the u.s. right now, hospitalizations and deaths, are among unvaccinated people. >> reporter: driven by the delta variant, new cases in 48 states are up at least 10%. in 32 states, they are up 50% or more. pop star olivia rodrigo visited president biden at the white house and encouraged younger americans to get their shots, just a quarter of the country's 12 to 15-year-olds are fully vaccinated. >> it's important to have conversations with friends and family members encouraging all communities to get vaccinated. >> reporter: dr. joseph chang says those conversations are the best way to reach skeptics. >> find our friends and family because we all have them, tell them how good you feel about being protected. >> reporter: in missouri, beauty salons and barber shops around st. louis will soon be places

nassar's case with the utmost seriousness. the fbi first learned of the accusations against nassar in july of 2015 but did not open an investigation in michigan where the abuse occurred and where nassar was still working at michigan state university until more than a year later. >> had they done that job, over 100 women at michigan state wouldn't have had to suffer what they had to suffer. >> the fbi says the conduct by some of its employees in this case are inexcusable. ahead only on "cbs this morning," we'll talk with former team usa gymnast and three-time national champion jessica howard about her reaction to the watchdog report. authorities detained a man they say was heavily armed as he tried to enter a parking garage at a federal building in downtown los angeles. it happened yesterday at the edward r. roybal federal building. security officials say they stopped the man when they noticed a firearm in his car. were also found in his vehicle.

no motive was given. it was exactly three weeks ago this morning that a condo building collapsed in surfside, florida.s in the immediate aftermath. >> i can't see nothing but smoke. >> half the building's gone. >> okay. are you able to get out through the staircase? >> no. no. the staircase is closed. >> the emergency calls started pouring in shortly after the building collapsed after 1:15 in the morning. some of the callers were survivors who were trying to make their way out of the rubble. at least 97 people died in the collapse. a handful of others are still missing. a cause has not been determined, but there are several previous -- there were, rather, several previous warnings of major structural damage of the

40-year-old building. more than 35 million families will start receiving payments today under the new child tax credit. it's part of the american rescue plan signed by president biden in march. as elise preston reports, some parents may have to pay back some of the money. >> reporter: memphis real estate agent evelyn mitchell irby saw business drop dramatically when the pandemic started, then life-changing news hit the mother two of. during the pandemic you battled both lupus and breast cancer. >> i've been battling lupus since 2017, and i had breast cancer surgery february 25th. so that was a huge undertaking just taking the time off and the recuperation. >> reporter: she had to stop working for months of recovery, and the bills piled up. now mitchell irby and millions of parents are get something extra money from the government. the child tax credit is up from $2,000 to $3,600 for kids under 6, and $3,000 for older

children. half the money will be paid out over six months. parents will have to claim the rest on their tax returns, and families have to make under a certain amount to qualify. for a married couple filing jointly, that's $150,000 or less. the irs will send out money based on last year's tax return. so people who started making more money this year and no longer qualify for the credit need to go to irs.gov and opt out. >> because if you get it and you don't qualify, you have to pay back that money to uncle sam next tax season. >> reporter: mitchell irby is now cancer free and working again, but the extra money is welcome after months of last -- of lost wages. >> everything has increased so at least putting a dent in bills will be great. >> reporter: a financial boost helping her move forward as she puts the past year behind her. elise preston, cbs news, new york. check your cabinets. johnson & johnson has voluntarily recalled five

floodwaters. it happened yesterday after pounding rain slammed the city of flagstaff. more rain is expected in the area today into tomorrow. severe storms also hit south in tucson. rescue crews rushed to save a man and his two daughters after their car was swept away in the floods. the severe weather also knocked out power to thousands of people. former seahawk richard sherman makes a court appearance today, and there's a new development in the britney spears case. those are some of the headlines on the "morning newsstand." the "los angeles times" says a judge is allowing britney spears to appoint her own lawyer in her conservatorship case. a judge allowed the singer to hire former federal prosecutor matthew rosengart to represent her. the pop star who joined the hearing by phone broke down during her remarks. spears accused her father jamie of being abusive and called on the judge to remove him from the conservatorship immediately. she also said that she intends to press charges against him. and "the seattle times"

reports former seahawks corner back richard sherman was arrested after an investigation of domestic violence burglary. sherman is expected to be in court today after authorities say he crashed his vehicle in a construction zone, then he tried to break into his in-laws' house in suburban seattle. police say the 33-year-old resisted arrest, so they subdued him with a police dog. sherman was treated at a hospital for cuts to his lower leg caused by the dog before he was booked into jail. his wife tells the paper that no one was injured. sherman is currently under investigation for drunken driving and a hit and run. still ahead, outfitting team usa. we're going to show you the look that american olympians will be sporting at the opening ceremony in tokyo. sporting at the opening ceremony in tokyo. a warning for people who drive certain chevy bolts. gm wants you to park your car outside because of a potential fire risk. the automaker says do not charge the vehicles overnight after two of the electric cars caught fire after recall repairs were made. this applies to 2017 through 2019 recalled due to several fires in the battery. gm is working quickly to solve the problem. carnival cruise line is making passengers who aren't vaccinated against coronavirus buy travel insurance. the new policy starts july 31st and applies to ships leaving florida. unvaccinated travelers will have to provide insurance at the time of check-in. it must cover $10,000 in medical expense coverage and $30,000 for million medical evaluation. no word how long the policy will be enforced. and prince harry and his wife meghan are working on their second netflix project. families have to make under a certain amount to qualify, though. mr. biden plans to speak about the tax credit today at the white house. car buyers and dealers are scrambling from coast to coast. a limited supply of sedans and suvs is driving prices sky high, and cars are flying off the lots. anna werner explains. >> reporter: the lot looks full at this ford dealership in walnut creek, california, but general manager cameron sevaroni says most are used. just a handful are new. your stock of new cars is not going to fill this last. -- fill this lot, is it? >> correct. >> reporter: amazing. >> it is. something we haven't seen before. >> reporter: inventories are depleted, and demand outpaced supply in the second quarter this year. the primary cause -- shortages of microchips, batteries, and steel. so manufacturers are making fewer cars. through may this year, ford's output dropped by 325,000 cars. gm's went down 278,000.

and stelantis, 252,000. everything's selling fast. and buyers are paying more. average car prices spiked more than $2,000, up over 7% from a year ago. suvs cost roughly $3,800 more. up nearly 10%. >> dealers are not making the deals that they used to make. >> reporter: industry analyst todd turner -- >> they're becoming basically order-takers. customers are going in, they're waiting for whatever car shows up, and they're rushing in to get it before someone else does. >> a lot of them are, you know, basically pre-selling, where customers are putting deposits on them before they get here. >> reporter: were you surprised? >> yeah. i was. we're thinking we may take that this now. >> reporter: i'll buy this one, they said no? >> no. the only one on the lot. and there's 50 people that want to buy the car already. >> reporter: when will the shortage ease? analysts expect car buyers to return to normal at the end of this year maybe early next year as chips are produced and auto
