live from the cbs bay area studios. this is kpix 5 news. >> breaking on kpix 5 news, shots fired at a bar in walnut creek overnight, what we know so far. a massive fire near lake tahoe tripled in size in a matter of hours. will smoke from that fire make its way to the bay area? oaklands chinese area wanting to put a stop to violence against asian americans. breaking news out of walnut creek, one person is dead and three were hurt.

it happened just before osin time around 2:00 a.m. and found one person dead. witnesses say they started to go outside when they heard gunshots but were ordered back inside. this is video from the scene, you can see a victim being loaded into an ambulance and police blocked off several blocks. >> customers are running around the parking lot asking who was the shooter. no one saw anything. there was the guy with the medics trying to stop the bleeding. >> the three other victims have been taken to the hospital. it's unclear if the suspect is been located. walnut creek police are advising people to avoid north main street. the road will be closed for the next few hours. was check out the forecast

for today. the weather for temperatures in marine layer is very status quo. just like yesterday was. you can see a bit of low patchy marine layer. this it is clear in san jose, temperatures ranging from 49 degrees in santa rosa to the mid-50s for much of the rest of the bay area. we will see numbers climbing to the mid-90s for many inland locations. there is a chance of an isolated shower and we will talk about the fire weather concerns with the red flag warning. this morning a while fire ickes loaded in size in matter of hours. the tamarack fire has burned more than 10,000 acres. it took about four hours for the blaze to triple in size. so

far there and only reports of three homes being destroyed. mandatory evacuations are still underway. the dixie fire burning in butte county has spread to more than 39 square miles. this is the feather river canyon area near paradise that was decimated by the campfire in 2018. that fire killed 85 people. evacuations are now underway in a wilderness recreation area. there is a warning of these residents, the blaze is just 5% campaign come contained. there were two recent attacks against asians at the oakland chinatown area. there's a new effort to help shoppers feel safe. >> this restaurant is trying to restore safety and confidence. they installed eight cameras outside. they also added more exterior lighting.

he said what's worse than car break-ins are about violence and robberies targeting shoppers. thursday and friday robberies happened at the same location ninth and harrison streets. >> is very scary for old people and for everybody. >> many people witnessed the robberies. one man who tried to stop the robbery was pistol whipped. >> we come in pairs and carry pepper spray and then we have our heads on swivel and have a stun gun. just to make sure to be safe. >> reporter: to help residents and shoppers feel safe they are working with the company to install surveillance cameras and businesses free of charge. >> what's happening is messed up and we are tired of the, we want to do something about it. >> small businesses to fund raise to pay for the cameras.

many times groups of volunteers of took to the streets of san mateo and angry over the recent attacks on asian americans and are determined to do something about it. we met up with the volunteers to see how they plan to make their community safer. >> this event is inspired by a robbery that occurred back in april. they are still mobilizing and putting together a safety patrol. >> there was a robbery of an asian elderly woman who was just minding her own business, taking a walk, that is an experience people don't forget about. >> reporter: in response to that incident and others, community members gathered in central park today. they say they want seniors to feel safe when they step outside here. >> nobody should be having that fear to prevent them from doing that. it is so important to feel that

vibrancy and be able to go out and socialize and go about their daily lives. >> one group was handing out kits with personal safety instructions, whistles and keychain sirens. >> our goal is to create 10,000 safety kits. anywhere from fairfield, sacramento, all the way to san jose. >> reporter: there was also a training session for groups that will serve the downtown area. >> i really hope this will turn into a collaborative effort that will sustain and hopefully booster community policing efforts in partnership with our community. >> reporter: the police chief was on hand to give their support and organizers hope their efforts will ultimately need mean less need for the police. >> we want to prevent crime, we want to be able to have our presence here to deter crime. the fight against the

coronavirus, new mask mandates are popping up. this is a live look across the bay area, local health officials announced a new mask recommendations. they are recommending everyone wear masks indoors, vaccinated or not but they stopped short of issuing a mandate. >> we will see any news, i'm not going to force people to wear the mask while they are indoor dining. >> the new roles come amid rising covid-19 cases mostly among the unvaccinated as well as the emergence of the delta variant. this morning residents in los angeles county are waking up to a new mandate requiring everyone to wear a mask indoors regardless of the vaccinations that is. every state across the nation has shown rising cases caused

welcome back, a live look at the white house this morning where president joe biden says he's deeply disappointed by a federal judge in texas who ruled that the 2012 daca program was in constitutional. recipients and supporters gathered in washington dc yesterday to protest the ruling. daca stands for deferred action for childhood arrival and protects undocumented immigrants from deportation if they were brought to the united states as children. >> this is not the reality for my parents who always carried the fear of being targeted by

immigration, is not enough for just me to have permanent protection. my parents deserve citizenship also. >> happening today in oakland, immigration advocates are hosting a caravan rally and it starts at noon, the caravan wellhead through east oakland to fruitvale. the ruling also calls for the government to close daca to all new applicants. president joe biden says the u.s. justice department plans to appeal. in contra costa county they just opened a recycled water fill station. community members were given tips on how to conserve water. you can see people filling up water tanks with gallons of recycled water. >> they have asked us to cut back 15% and we are probably cut back about 25%. why not recycle water for use, our garden is loving it.

>> recycle water is free for some residents, neighboring communities are also welcome to all sign up for recycled water service but for a fee. the headline in the forecast today is how likely is a small opportunity for a few isolated showers with dry lightning? that could lead to fire weather concerns. let's start off by taking a look at the headlines. with the 20% chance between 5:00 today and 5:00 in the evening tomorrow for dry lightning, it means a few isolated showers come into the bay area, it's an interesting scenario. dry lightning means you don't get the rain reaching the ground but you get the lightning so now you have lightning without the rain to tamp down any fires that might get started. as a result we have a red flag warning that starts at 5:00 this afternoon.

it goes through monday. notice the areas included in that are the mountains, not the areas that are low enough elevation to have felt the marine layer which is giving us a pretty good influence of crwith vegetation as well bringing it up of any critical fire scenarios. right now current numbers have us in the mid to upper 50s in most locations. there is your marine layer just a little bit of cloud cover. everybody else is looking at clear skies. notice the high clouds the start to filter in later today. shouldn't have too much of an impact on temperatures, still up in the low 90s, we will top out at 92 degrees in concord, 86 degrees in santa rosa and the low 70s of the bay. let's take a look at this big picture scenario. so if we take a look at life

satellite and radar this is what's going on at the moment. already there are showers developing through the desert southwest that have crept over the california border and it is raining now at the mohave desert and around la, maybe even a few light showers. so let's put that into the future cast and play that forward. watch what happens to those showers. as they start to move north they spread out. but the focus primarily is in the sierra. that gets us to the late afternoon and most of it will stay in the sierra nevada today. what you don't see is a possibility for a few showers but they do show up right off the coast. on the one hand that is working in our favor because the way the system is coming together it does want to redirect a little more energy off the coast which means there should be less energy right over the immediate bay area. still a chance for a few isolated thunderstorms but the way things will play out, keep your fingers crossed.

most of the action will miss us. the 7-day forecast, these areas will be in the low 70s. low 80s in san jose. if we look at inland east bay compared to north bay low to mid 90s for daytime high opposed to mid 80s and on the beaches are about 60 with a few clouds. okay back over to you. a beloved summer event just made a big comeback. we have a look at the return of sacramento's famed block party. >> reporter: the early evening he didn't stop the music or the dancing at the first block party series of the summer. block party returns with a bang after the pandemic shut down some events with big crowds. elizabeth and margo say they have been waiting.

thank you for joining us. the status half hour with a quick check of our weather with our meteorologist. >> we have a beautiful start this morning this is looking off to the east. very typical start you can see bit of marine strata developing right there. that's what it looks like live there. clear skies in the south bay, clear skies for most inland locations. everybody's got sunshine it will be a day when we see temperatures warm up to where they are yesterday. the fine print on the forecasts each one of these locations, there is a 20% chance of an isolated shower and with that comes the possibility for some stray lightning. a headline in the forecast today is going to be this discussion on the fire weather concerns brought about by the possibility of20% chance areawide for dry lightning. we will have more with the full

forecast in a few minutes. businesses in la county are facing a dilemma this morning, should they risk angering customers and asking them to wear masks? reporter has the latest from owners in the region. >> reporter: stroll through uptown whittier and you reminded the pandemic isn't over. the masking requirements state in place even when the government previously lifted it. the owner says face coverings haven't hurt your bottom line. >> there might be a few here and there that may not come in, they will pop their head in and look around but won't command. so far everything is been pretty good. >> reporter: she supports the return of a mask mandate for indoor settings in la county but other business owners say enforcement unfairly falls on their shoulders.

>> why do i have to be the one telling them what to do or what not to do? >> reporter: la county has reported a steady uptick in new daily cases. the latest tally is about four times greater than fourth of july. >> the numbers are starting to go up in the especially in the unvaccinated population because of the delta variants. >> reporter: more than 90% hospitalized her unvaccinated. about 4 million people in la county. wellness centers held a free vaccination clinic in an effort to turn around sagging vaccination numbers. back in uptown whittier he has kept his mask requirement in place throughout the pandemic. >> we need to do it. plus i have coworkers who are high risk, pregnancy. >> la's new mask mandate went

into effect on saturday. two olympic athletes have now tested positive for covid- 19. they are the first cases among athletes at the tokyo olympic village with the game set to n athletes are from the same country but they are not saying which nation. they also say another athlete from outside the village tested positive as well. 55 people linked to the olympics have reported positive test. the olympic village will hold about 11,000 athletes along with thousands of support staff. back here in the u.s., three texas lawmakers visiting washington dc have tested positive. they are part of a group of democrats that left texas to block republicans there from passing new voting restrictions. all three who of tested positive are fully vaccinated. meantime president joe biden says like social media platforms are not doing enough to curb misinformation about

coronavirus vaccines. the only pandemic we have among the unvaccinated and they are killing people. on saturday the white house is looking for scapegoats for missing their vaccine goals. flooding across large areas in western europe is claimed that lisa hundred and 80 lives. that number is expected to rise as rescue workers dig deeper into debris left by receding water. the german town a few miles south is cut off with no communication. power and water residents are trying to clear what they can working with firefighters, police and soldiers restoring critical infrastructure is top priority in order to get the help that the town needs. >> we are trying to make this road passable you can't see it

from here there is a railway bridge completely unusable. on the side there is a lot of damage. >> the river rose so quickly it tipped over a bridge holding a railway line. neighbors also say the floods carried away at least one house. the body of the person who lived there was later found on a hillside. a trolley that overturned in florida the trolley is now back up right as authorities investigate what went wrong. police say it fell on the side while making a turn. 12 people were taken to local hospitals including one that was airlifted. fortunately that person's injuries are not considered life-threatening. people from georgia and around the country are marking a one a year since the death of john lewis. on saturday some took part, freedom ride.

they had planned. protesters took to social media flooding the owners with complaints about polarizing pair. hinting at a lawsuit over the cancellations they stirred up the crowd and left them to debate what happened with counter protesters from across the political aisle and across the street. i fully support the protesters right to stand on the corner across the street sedona tack people and suppress freeze h.r rhetoric does not belong in polite society. i think it's important that people expressed that their rhetoric should not be on their.

>> security concerns cause the cancellations at a private venue in anaheim. the owner made the decision, not the city. >> we had concerns about a high profile event like this that what is in our city, relatively smaller event venue and the impact that would have for public safety for the public in general. >> reporter: experts say that's the reason even for a public arena to pull out. it is less clear why the riverside convention center bailed and there is a complication that could gives them a leg to stand on. the convention center is managed by a private company but owned by the city.

demonstrators gathered outside disneyland after some former employees say they are still unemployed and want to return to the park. >> enough with the corporate greed it's important that workers have seniority rights expected and called back to be able to get back on their feet. >> 20,000 workers were laid off and thousands more were furloughed. disneyland said is bringing hundreds of cast members back every week and continues to pay the benefits of furloughed workers. the company released a statement saying it is been bargaining with the group and says we have a long history of

successful negotiations and what can you do have directed conversations and negotiations with the union to reach a fair and equitable agreement. all bets are off after police busted an illegal casino in oakland. tips led police to an illegal gambling spot. when officers arrived they discovered $76,000 worth of drugs including methamphetamines and heroin. they also found several assault rifles and ammunition, $21,000 in cash and at least eight teen casino machines. taking the live look at oakland, city fire station is closed because of a broken water here. the shutdown of station 25 comes just as a red flag warning takes effect. firefighters had relocated temporarily to another station. public works officials are promising to fix the problem

tomorrow. speaking of the red flag warning let's get into the details. here is the headline in terms of the fire weather threat. it's a relatively small one but it is a big enough issue considering how dry the landscape is that we've got to really pay more attention to it. read flack warning until 5:00 this evening and 5:00 tomorrow p.m. there is a chance of dry lightning, we will have a few weak cells moving through california today. it is so dry down here the rain will most likely evaporate before it reaches the ground but lightning would be able to reach the ground so you have dry lightning where you get the lightning strike without the reins. red flag warning today and tomorrow. only in the mountains. it does not include any of the areas at lower elevations to feel the marine layer, the valleys, humidity levels have

been high enough for much of the summer that the fuels on the grass have gotten enough moisture that they are not so critically dry but the higher elevations of not gotten any help and they are at record levels of dryness. look what's happening in southern california. you can see the initial wave with a few lightning strikes. that's what we are concerned about heading our way. it will be that impressive by the time it gets here. this will be nothing like the august lightning storm we had last year. this won't be anywhere near this kind of intensity. if we take a look at how this is coming together? is coming from the southern monsoon from the southwest where thunderstorms happen every year during the summer. if they get pushed far enough west they head into california. this is a typical scenario but there's nothing unusual about this. a few isolated thunderstorms by the time we get into early evening. moving off the coast and then watching another wave of

thunderstorms. how close do we come to thunderstorms in the bay area? here we are again, as we go through sunday evening you barely see if you showers off the coast. thunderstorms s, the focus for little farther to the west out there will be a smaller chance today we may have to deal with it but even a small chance in itself is a big enough concern considering how dry the landscape is. second half of today into tomorrow morning a few isolated thunderstorms move on and off. current temperatures mid-50s. daytime highs today after the marine layer burns off should be right where they should be this time of year and yesterday low 90s inland, mid to upper 70s, 7-day forecast shows you temperatures right on the mark

for where they should be this time of year. a big difference between the warmer inland valleys of contra costa and alameda counties in the valleys of sonoma. no significant changes pretty status quo looking forecast. yesterday we were talking about the threat of dry lightning overnight into the early morning it's a big red bow wider window? talk they extended it into tomorrow. when we were on the air yesterday the concern would've taken us into monday morning. still fingers crossed. this next story comes to us from the stupid and inexplicable file. a man climbed the tower setting off a tense situation about 90 minutes last night.

park staff and first responders cleared the perimeter while keeping the rest of the park open, he finally climbed back down around 9:00 he is now in police custody. an epic search for a lost son, here's the best thing about it. it has a happy ending. >> reporter: a remarkable reunion after decadesof heartache. to parents were reunited with her son who was kidnapped 24 years ago. he was just two years old, stolen while playing outside his home. his father never stopped searching for his kidnapped son. he crisscrossed china on a motorbike chasing down clues and handing out flyers. over the years he traveled more than 300,000 miles, a banner with the boys face waving in the wind behind him.

we have a time for look at this morning's top stories. gunfire erupted outside of a bar in walnut creek, killing one person and injuring three. witnesses heard gunfire just before 2:00 a.m. please of now closed down several blocks on north main street as they investigate. no word yet on a possible suspect. a wildfire has expanded to 21,000 acres.
