good morning. good to be with you. i'm anne-marie green. we begin with some breaking news from alaska where a magnitude 8.2 earthquake hit the region overnight. it struck the alaska peninsula. about 60 miles south of chiknik. a tsunami warning was issued for parts of the state, and there's a tsunami watch for hawaii and also several strong aftershocks. the biggest one was a magnitude 6.2. and today president biden is set to announce new measures in the fight against covid-19. he's expected to say that federal workers must show proof that they've been vaccinated or submit to strict testing. the move comes after the cdc reversed its indoor mask mandate in parts of the u.s. as the delta variant continues to spread. laura podesta is in new york. good morning. >> reporter: good morning. the president is expected to announce these new rules during a speech today. they come as public health

officials worry that another deadly surge is arriving this fall. rising covid infections are prompting new mandates for people to get vaccinated and wear masks. >> we will not comply! we will not comply! >> reporter: despite a summer surge fueled by the more contagious delta variant, over 100 million eligible americans have yet to get a shot. >> the pandemic we have now is a pandemic of the unvaccinated. >> reporter: today president biden is expected to unveil new rules for all federal workers and contractors. they'll either have to get vaccinated or submit to regular testing and social distancing rules. >> please, please, please, if you're not vaccinated, protect yourself and the children out there. it's important. >> reporter: the cdc says covid hospitalizations and deaths will likely increase in the coming weeks. but the agency also noted that vaccination rates have started to rise again. >> if we get people vaccinated who are not yet vaccinated, if we mask in the interim, we can halt this in just a matter of a

couple of weeks. >> reporter: companies large and small are putting in their own restrictions. >> it's a little confusing, but i'm requiring everybody to wear a mask because we're a family business. and we have many children who cannot get a vaccine. >> reporter: starting today, apple is requiring customers and staff to wear masks inside about half of its u.s. stores, while facebook and google said employees must be vaccinated before they return to their offices. a union representing federal law enforcement officers said the president lacks the authority to force them to get vaccinated, calling it a clear civil rights violation, anne-marie. >> laura podesta in new york. thank you very much. one of the states hit hardest by the pandemic is mississippi. and one doctor there is taking on the widespread hesitancy to get vaccinated. omar villafranca reports.

>> reporter: covid patients are again filling up the rooms at st. dominic's in jackson. for the doctors and nurses -- >> i'm very concerned about ptsd. i'm worried about burnout. i'm worried about them questioning their choices of going into health care. >> reporter: mississippi continues to have one of the nation's highest rates of infections and one of the lowest vaccination rates. >> unvaccinated -- >> reporter: on tuesday there were also six more reported deaths including a child. in the past week, more than 38,000 new cases were reported nationwide, just among children. back in mississippi, the covid map now looks like this -- red indicates the highest level of community transmission. how do you not get frustrated or angry everyday coming into work? >> i think you do. >> reporter: dr. reginald martin caught covid and was a patient at his own hospital. >> two weeks before high hospitalization i rode a bike 75

miles. two weeks after my infection, i couldn't walk to the bathroom without getting short of breath. >> reporter: now he combats hesitancy. what do you tell them? >> how do you ignore or how do you logically choose to not get vaccinated? it's incredibly frustrating to know that you could have done something different, that you are potentially a threat to my health. >> reporter: 73 patients are being treated here at st. dominic's for covid. there's another issue here -- the lack of nurses. st. dominic's has about 100 openings for nurses. this was a problem before the pandemic, but many are worried that this pandemic could scare people away from the profession. omar villafranca, cbs news, jackson, mississippi. now to the latest at the tokyo olympics. american swimmer caeleb dressel took home the first individual olympic gold medal of his career. he held off the defending champion from australia in the men's 100-meter free style.

dressel has won three gold medals in relay races. one in tokyo and two at the 2016 rio games. katie ledecky and the u.s. women's team won a silver medal in the four by 200-meter freestyle relay. china set a new record. the u.s. women earned a gold medal in the debut of three-on-three basketball at the olympics. the americans took an early lead and held on to it to beat russia 18-15. meantime, gymnast simone biles will not compete in tonight's individual all-around competition. she removed herself from the event in addition to the team finals to focus on her mental health. overnight, she expressed her gratitude on twitter saying, "the outpouring of love and support i've received has made me realize i'm more than my accomplishments and gymnastics which i never truly believed before." it's still unclear if she will compete in individual events

next week. turning now to the wildfires burning in the western u.s. governors gavin newsom of california and steve sisolak of nevada toured the damage that's been done by the devastating tamarack fire. it's one of dozens of fires that have burned more than three million acres in the west this year. the two governors are pleading for more federal assistance. they spoke exclusively to cbs news. >> it just can't happen soon enough because the consequences of what we're all experiencing all across the western united states. >> these fires do not recognize state borders. they burn across, they jump across highways. that's just the way it goes. >> the flames are being fueled by unprecedented heat waves and ape severe drought. those conditions are making it tough for firefighters to contain the blazes. the senate is moving forward on a $1 trillion infrastructure bill. 17 republicans joined democrats, 67-32, to begin debate on the measure which funds projects like roads and bridges. the plan calls for $550 billion

coronavirus outbreak. and a suspect in a movie theater shooting is in custody. those are some of the headlines on the "morning newsstand." the "los angeles times" reports a 20-year-old man was arrested in connection with a deadly movie theater shooting. joseph jiminez faces several charges including suspicion of murder in monday's shooting at a southern california theater. an 18-year-old woman was killed, her 19-year-old frenetic tock star anthony barajas of critically wounded. they went to the theater to see "the forever purge," which is about a night of lawlessness and killing. police say six people bought tickets including the suspect. employees cleaning the theater found the victims. it appeared to be an unprovoked attack. >> there's no information the suspect and victims had any prior contact before these crimes took place. we're really sure that he has acted alone, like 99% sure that he was the sole suspect in this

crime. >> there's no motive -- no word, rather, on a motive. the "philadelphia enquirer" reports the phillies-nationals baseball game was postponed due to a coronavirus outbreak in washington's clubhouse. four nationals players and eight staffers tested positive for covid-19. washington's manager says all but one was vaccinated. the postponement was announced about 90 minutes before the scheduled game time. the game has been rescheduled as part of a double header today. and the "associated press" says a bear cub burned in a california wildfire is on the mend. the injured animal was rescued and is being nursed back to health at a lake tahoe wildlife center. the homeowner called for help sunday after returning from an evacuation and finding the cub walking on its elbows because of burns on its paws. officials say the cub will loyal -- will likely stay at the

the aid. >> reporter: lavita harvey is well aware of the federal moratorium on eviction that ends saturday. >> i'm terrified. job offers are coming in, but they're coming in very slowly. >> reporter: the las vegas mom of two teens lost both her jobs during the pandemic. unable to pay her $900-a-month rent. when you walk up to your door and see an eviction notice -- >> it's the hardest thing to see in the world when you know that you're a single mother, and you have no one to turn to. you'll be homeless. >> reporter: harvey has been approved for more than $9,000 in federal rent help through a local program. the money hasn't come through yet. more than 8,000 other renters in nevada's clark county are still waiting for an approval. despite billions in federal dollars available, some counties and states have been slow to dole it out. like nevada, which has begin out more than $3 million, of almost $125 million available. >> tenants really have no idea where e to turn toto for help.p.

they don't know if they're protected, if they're not protected. so a lot of tenants are just kind of frozen. >> reporter: even with the moratorium in place, property owners across the country have filed almost a half a million eviction petitions. the treasury is now promoting a website of resources at consumerfinance.gov. >> the tool allows you to go on line and to find out where in your local community you can go to apply for rental assistance money if you're behind on rent, if you're close to being evicted. >> reporter: lavita harvey like so many has found the path to rent relief a complicated road. >> it was very hard. but this is the time to educate myself. i felt like the more i read and educated myself, the better i could protect myself. >> reporter: why a holdup in getting the funds out? well, the program is federally funded. it's up to counties and states to distribute the money, and there's no uniform program in place to do that.
