good morning. good to be with you. i'm anne-marie green. we begin with a challenge from president biden to republican governors to either do more to help fight spiking covid cases or, quote, get out of the way. some republican leaders are resisting vaccine rules and mask mandates as the highly contagious delta variant spreads. some places including new york city are stepping up efforts to get people vaccinated. bradley blackburn has the latest from new york. bradley, good morning. >> reporter: good morning. the president says too many governors are making decisions that are bad public health policies, and he says they are preventing local leaders from making their own decisions about mask mandates. in his comments yesterday, the president called out those governors directly. president biden is calling on republican elected officials to do more to help end the pandemic. >> i say to these governors, please help. if you're not going to help, at least get out of the way of people trying to do the right thing.

>> reporter: the president singled out florida governor desantis and texas governor greg abbott. >> i believe the results of their decisions are not good for their constituents, and it's clear to me and to most medical experts that the decisions being made like not allowing mask mandates in school and the like are bad health policy. >> reporter: florida is among the southern states hit hard by the summer's coronavirus surge. desantis has said it's up to individuals to wear masks and take safety precautions. >> this has been a really negative thing throughout this whole thing with some of these, quote, experts, some in the media, somebody contracts a highly transmissible airborne virus, and they're viewed as having done something wrong. >> reporter: experts say unvaccinated people are at high risk because of how easily the delta variant spreads. but in 17 states, the vaccination rate is still below 50%. >> it's time for people to see vaccination as literally

necessary to living a good and full and healthy life. >> reporter: starting in september, anyone entering a new york city restaurant, theater, or gym will have to show proof they've received at least one dose of a covid-19 vaccine. so a little more on how that will work. people will need to either carry their paper vaccination card or download a city or state app that proves they've been vaccinated. and anne-marie, president biden says he thinks more cities should follow new york's lead and enact their own vaccine requirements. >> you may see that, bradley. bradley blackburn in new york. thank you so much. >> reporter: thank you. the cdc issued a new temporary ban on evictions to help struggling renters. it could keep more than three million people in their homes in 80% of the u.s. counties experiencing high levels of coronavirus infection. it expires, however, october 3rd. the new moratorium is a reversal for the biden administration

which let the previous ban on evictions expire last weekend. president biden had said a supreme court ruling prevented an extension. yesterday mr. biden said that he wasn't sure the new moratorium could pass constitutional legal challenges. and developing this morning, president biden and congressional leaders are calling on new york governor andrew cuomo to resign. a lengthy investigation led by two outside lawyers found a -- found, rather, that he sexually harassed multiple women and created a hostile work environment rife with fear and intimidation. the high-profile democrat denied any inappropriate behavior. michael george reports. >> reporter: a scathing independent report says new york governor andrew cuomo sexually harassed several women inside and outside of government. >> governor cuomo sexually harassed multiple women by engaging in unwanted groping, kisses, hugging, and by making

inappropriate comments. >> reporter: over five months, the independent task force interviewed 179 people, including 11 women who say cuomo made them uncomfortable or humiliated them. the 165-page report details a pattern n of substantiated and corroborated incidents in painstaking detail, including new allegations cuomo sexually harassed a female state trooper on his security detail, saying cuomo ran his hand or fingers across her stomach and her back and kissed her on the cheek. a defiant cuomo defended himself in a taped statement. >> i never touched anyone inappropriately or made inappropriate sexual advances. that is just not who i am. >> reporter: but charlotte bennett, one of cuomo's accusers whwent public, told "cbs evening news" anchor norah o'donnell she feels vindicated. >> he sexually harassed me. i am not confused. it is not confusing. i am living in reality, and it's

sad to see that he's not. >> reporter: there are calls across the political spectrum urging the three-term governor to resign. from the white house -- >> i think he should resign -- >> reporter: to the halls of congress -- >> i continue to believe the governor should resign. >> my heart goes out to the women who have come forward. >> reporter: to the streets of new york city -- >> i would hope he would resign. >> i hope he's prosecuted. >> reporter: it's now up to the accusers and law enforcement to decide whether the governor will face civil or criminal charges. michael george, cbs news, new york. now the entire new york congressional delegation is calling on cuomo to step down, but it's up to the new york state assembly to decide whether there are grounds to impeach him. ahead on "cbs this morning," we'll talk with new york city mayor bill de blasio about governor cuomo's refusal to resign and the city's new vaccine rules taking effect next month. a pentagon police officer is dead after being stabbed at a transit center outside of the building. authorities say the officer was attacked by a man on a bus

platform yesterday morning. the suspect, identified as 27 -year-old austin lanz of georgia, was shot and killed by other officers. the pentagon was temporarily placed on lockdown. investigators are trying to determine a motive for the attack. an emotional comeback, and more gold for american track and field athletes. those are some of the headlines from the summer olympics in tokyo. simone biles returned to action yesterday, a week after taking herself out of several events to focus on her mental health. biles won a bronze medal in balance beam. it's her seventh career olympic medal tying the record for the most medals won by a u.s. gist. -- u.s. gymnast. sydney mclaughlin broke her record to win the 400-meter hurdles. she came from behind at the last 100 meters to beat the defending olympic champion and american dalilah muhammad. it was victory for 19-year-old ating wo in the 800-meter race.

after the florida condo collapse. those are some of the headlines on the "morning newsstand." "the miami herald" reports police body car video taken from officers on the scene at the surfside, florida, condo collapse was released. need to figure out the collapse zone. you need to back up because [ bleep ] hit the fan. the whole side -- the whole side here, [ bleep ] came down. >> thick clouds of dust filled the air as the first officers arrived minutes after the champlain towers south condo suddenly collapsed in june. the videos show the confusion police faced as they tried to figure out what happened, cries of help from unseen victims could be heard. the collapse killed 98 people. "the st. louis post dispatch" said missouri governor mike parson pardoned the calm that pointed guns at social justice protesters as they marched past their home last

year. mark and patricia mccloskey were seen holding an ar-15-style rifle and semiautomatic pistol as demonstrators walked by on the way to protest at the mayor's house nearby. the couple pleaded guilty in june to misdemeanor charges. they were supposed to pay a fine without facing jail time. and "usa today" says flight attendants taped a passenger to his seat after he allegedly groped and punched crew members. the 22-year-old ohio man was restrained during a frontier airlines flight saturday from philadelphia to miami. he's accused of groping two female flight attendants and punching a male attendant. he was arrested by police in miami and charged with three counts of misdemeanor battery. frontier says it placed the flight attendants on paid leave pending an investigation. well, still ahead, experiencing the ikea store at home. the popular furniture chain is offering a candle that smells like its signature dish.

the smell of ikea home with you. elise preston is at the new york stock exchange with those stories and more. good morning, elise. >> reporter: good morning, anne-marie. more second-quarter earnings reports are due out today including from uber, general motors, cvs health, and mgm resorts. health care and technology stocks led gains yesterday. the dow was up 278 points. the nasdaq gained 80 points, and the s&p 500 added 35 points closing at a record high. more trouble for spirit airlines. the low-cost carrier canceled more than 400 flights yesterday. that's about 60% of its schedule. according to flight attendant aware, it's the third straight day of high cancelation numbers at spirit. a spokesperson blamed bad weather, system outages, and staffing shortages. toy company mattel is honoring six women involved in the fight against covid-19. it's making barbies of each person. one of them is 59-year-old sarah gilbert who helped develop the astrazeneca vaccine. the others include an er nurse,

the country. ♪ it's like swimming with dolphins. scientists captured some amazing underwater images of these bottlenosed dolphins. they glided along a ship diving up and down, back into the sea off the coast of florida. researchers say there was a baby dolphin who joined the group later in the swim. and one of the biggest country music stars is rethinking his stadium tour because of covid. garth brooks said he will reassess his schedule following the rise of infections nationwide. he's still scheduled to play his next two shows in kansas city and lincoln, nebraska, but he will not put tickets on sale for his stop in seattle which is next month. brooks restarted his tour last month, and he usually plays in front of a 60,000 to 70,000-people per stadium.

and don't look down. one man just climbed a 36-story building in london. 21-year-old george king thompson scaled the stratosphere tower to draw attention to climate change. the former personal trainer says he picked the skyscraper because he was shocked that flash floods had recently hit the area. >> a week ago i was in stratford station, and i saw stratford station flooded. and a photo went viral. i wanted to raise awareness to the seriousness of climate change at the moment because i think before that there's a heat wave throughout london. so i think it's a stark reminder as to the seriousness of climate change. >> back in 2019, king thompson was arrested after scaling the tallest skyscraper in the uk at more than 1,000 feet tall. ming uon "cbs this morning" now, we will speak with u.s. olympic swimmer katie ledecky about bringing home four more medals in the tokyo games. i'm anne-marie green. this is the "cbs morning news."

standard. dwight mogler runs pig hill farms and said the rules will cost around $3 million in new construction and lost revenue. he says only a small fraction of farms currently can comply with the standard. >> i am fearful that there would be an absence of supply to meet the entire market demand. >> reporter: a shortage in california would likely lead to higher prices at stores and restaurants for customers like andrew trock. >> people don't want to pay over $10 a pound for some bacon. >> reporter: saugus cafe's manager yecenia mercado already has a lot on her plate including a worker shortage and cost increases because of the pandemic. >> it is difficult because we want to keep our prices affordable, but they're making it kind of impossible. >> reporter: she says the shortage of a major staple would hurt the bottom line, forcing her to raise prices or eat the losses.
