nation, especially among children just as the new school year gets underway. according to the american academy of pediatrics, almost 94,000 covid cases were reported just last week and the number of cases has steadily increased since the beginning of july. meantime, students and teachers in dallas will be required to wear facemasks starting today defying an order banning mask mandates. they say it's necessary to fight off the highly contagious delta variant. bradley blackburn has the latest. >> reporter: anne-marie, good morning. hospitals across the south are being pushed to the limit. in arkansas the governor says they have only eight icu beds open in the entire state and in texas hospitals are being asked to postpone elective procedures so they can focus on covid patients instead. covid-19 summer surge continues to get worse. the u.s. is averaging over

100,000 new coronavirus cases a day, the highest it's been in six months. >> this is going to be a very long, dark period of our history. >> reporter: tents went up outside lbj hospital in houston to deal with the increasing number of patients. texas governor greg abbott has requested help for out of state health care workers to deal with the surge. >> what is really our choke point and our vulnerability now is the amount of nurses we have available to really take care of people, covid patients in our beds, as well as non-covid patients. >> reporter: in the last week the u.s. reported nearly 94,000 new pediatric covid cases, the highest since february. >> the reality is that children under 12 years of age do not have access to the vaccine yet. children 12 and above may have access to the vaccine but many have not been vaccinated yet. >> with schools starting up in the south, some districts are taking a ban on mask mandates.

dallas and austin announced monday they will require masks in defiance of governor abbott. >> he's responsible for the state of texas, i'm responsible for dallas isd. >> ron desantis said they could withhold salaries of superintendents and school board members who implement mandates. the u.s. military is moving forward with the own mandates. active duty service members have been told they need to be vaccinated by mid september or whenever they fully implement a vaccine. whichever comes first, that's when they'll have to be vaccinated. >> bradley blackburn in new york. bradley, thank you so much. the senate today is set to pass a bipartisan infrastructure bill. final votes on the roughly $1 trillion deal are expected this morning. the bill is on track to pass with some 70 democrats and publenors the wld theneusth measure will

funding for roads, bridges, rail, water and broadband. time may be running out for new york governor andrew cuomo. he faces possible impeachment over allegations that he sexually harassed at least 11 women. yesterday state lawmakers said they will decide within several weeks on whether to issue a recommendation to remove him from office. the news came as one of his accusers shared her story publicly for the first time. jericka duncan has more. >> i felt as though if i continued to go to the mansion that he definitely was going to try to do more. >> reporter: 32-year-old brittney kamisso said governor andrew cuomo groped her breast at the governor's mansion last year. last week she filed a criminal complaint and four district attorneys in new york have opened investigations into his alleged sexual misconduct. >> came back to me and that's

when he put his hand up my blouse and cupped my breast over my bra. i exactly remember looking down, seeing his hand, which is a large hand, thinking to myself, oh, my god, this is happening? >> reporter: since she broke her silence, cuomo's most trusted aide, melissa deroso, resigned. the state attorney general's report in which cuomo was alleged to have sexually harassed 11 women claimed deroso played a leading role in trying to protect the governor. according to the state attorney general's report, cap lain offered advice on a letter from cuomo's team intending to take issue of the credibility of at least one of his accuse zblers this process will be concluded very soon. when i say very soon, i'm

speaking about several weeks. >> reporter: the state judiciary committee met to discuss potential articles of impeachment for sexual misconduct. >> if the governor's watching right now, what would you say to him? >> i would say, governor, this is the truth. these are the facts. and it's your turn to do the right thing and that right thing is to resign and to tell the truth. >> reporter: the governor has denied all allegations of sexual harassment. he has until this friday, the 13th, to present the state judiciary committee with his evidence. jericka duncan, cbs news, new york. one of jeffrey epstein's long time accusers is suing brittain's prince andrew alleging sexual abuse. lawyers for virginia guiffre said prince andrew abused her multiple times when she was under the age of 18.

she says she's taking action to hold andrew accountable for his actions. andrew told the bbc in 2019 that he never had sex with her. the u.s. says that it's up to afghan forces now to defend its country as the taliban continues to seize more territory. militant fighters captured a sixth provincial capitol yesterday along with border towns and trade routes. the pentagon says afghan forces have the means to defend themselves as the u.s. focuses on the troop draw down in afghanistan. >> the secretary continues to believe that the afghan forces have the capability, they have the capacity to make a big difference on the battlefield. >> meantime, the u.s. envoy for afghan anything stand is heading to qatar where he'll press the taliban to stop their military offensive and strike a political offensive. coming up, elevator horror

took the stand in his murder trial six years after his arrest. >> did you kill susan burma? >> no. >> do you know who did? >> no, i do not. >> the 78-year-old immediately denied killing his close friend susan berman. he also denied he knew who did it. durst has been charged in the killing of berman who was murdered at her home in 2000. prosecutors say he shot her from aiding in an investigation in the 1982 disappearance of his wife. last month durst's attorney unsuccessfully lost a mistrial. the austin american states man said a texas judge signed an order temporarily blocking the arrest of houseraho quorum. the order came at the request of texas house democrats who fled to washington, d., month to prevent republicans from passing controversial new laws.

in omaha three people were up to their necks in trouble. they were trapped inside an elevator that filled with water as it reached the basement of a building during a weekend rainstorm. one man called a friend in the building for help. three rescuers managed to open the elevator doors. fortunately no one was hurt. the free britney movement suffered a small setback in court. yesterday a judge ruled against britney spears to move up a hearing on a request to remove her father as conservator of her estate. lawyers wanted the hearing to take place on august 23rd instead of september 29th, but the judge denied the motion. spears has been living under the terms of a court dictated legal arrangement for 13 years now. and the epic journey of china's wandering elephants may be over soon. the herd finally appears to be heading home after a year-long

trek into urbanized southwest china. the 14 elephants of various sizes and ages were guided across a bridge over the weekend as they got closer to a nature preserve where they previously lived. they left more than a year ago for unknown reasons and romed more than 300 miles north. local authorities deployed trucks, workers and drones to steer them away from populated areas. coming up on "cbs this morning" now, a campaign to get more younger americans vaccinated will meet teenagers who are helping the fight against misinformation about the covid shot. i'm anne-marie green. this is the "cbs morning news."
