house may hold it up. the sticking point that could doom the measure. good morning. good to be with you. i'm anne-marie green. we begin this morning with the stunning resignation of governor andrew cuouomo. the leader of the state for ten years announced he's stepping down. it comes after a scathing report found that he sexually harassed 11 women. cuomo says he does not believe he behaved rather inappropriately with anyone, but he'll leave office in two weeks. he'll be replaced by new york lieutenant governor kathy hochul, who will become the state's first female governor. bradley blackburn has the latest from new york. bradley, good morning. >> anne-marie, good morning. governor cuomo was facing impeachment threat with no support in the state legislature.

the announcement yesterday was a surprised. new york governor andrew cuomo is resigning in the wake of a sexual harassment scandal. >> the best way i can help now is if i step aside and let government get back to governing. >> the announcement by the 63-year-old democrat comes a week after the results of an independent investigation were released. >> governor cuomo sexually harassed current and former state employees. >> in my mind, i've never crossed the line with anyone. but i didn't realize the extent to which the line has been redrawn. >> charlotte bennet is one of 11 women who accused cuomo of acting inappropriately. >> i thought, he's trying to sleep with me. >> bennet's attorney says she is still processing the news. >> maybe this means the governor will stop denying her allegations. >> in 13 days, lieutenant governor kathy hochul takes power. >> to represent the entire state of new york is a high honor. >> she will be the state's first female governor.

>> more participatory -- >> christine quinn, of the new york city council, says hochul will govern with more outside input comparared to cuomo's wald off style. >> i think it's noteworthy that the governor's first female is being brought in to clean up the mess made by a man. >> democrats say they are still considering impeaching cuomo. and if convicted, it would bar him from future state office. governor cuomo still faces the possibility of criminal charges stemming from these accusations and, anne-marie, that threat does not go away once he steps down from his office. >> bradley blackburn in new york, thank you very much. so cuomo will be replaced by lieutenant governor kathy hochul. on social media, she said she agreed with cuomo's decision to

step down. it's in the best interest of new yorkers, she said. she also said as someone who has served at all levels of government and is next in line of succession, i am prepared to lead as new york state's 57th governor. hochul has served as lieutenant governor since 2015, has been an advocate for women facing domestic and sexual violence and she led the governor's enough is enough campaign to fight sexual assault on college campuses. turning now to the covid crisis, more americans are getting their first vaccine shot in a sharp turn around from one month ago. the cdc says there was an average of 441,000 new doses per day as of august 5th. that is a 95% increase compared to july 5th. but the battle continues over mask mandates, especially in cohos lilorida te the rising issues come as thousands of unvaccinated children return to school.

>> covid hospitalizations in florida are higher now than at any other point in the pandemic. as hospitals scramble to find other beds, ambulances are being forced to wait outside with emergency patients. in houston, texas, one hospital has erected a tent to handle the overflow. it's a similar story in nashville, tennessee, where the staff is burnt out. >> when the patients get admitted to us, almost all of them are unvaccinated. i think that adds a little to the exasperation effect. >> the american academy of pediatrics says the number of children contracting covid-19 has increased five fold since june with an 84% jump in august. >> delta is so contagious that more people in the unvaccinated community are going to get it than with previous variants. >> the latest wave comes as children head back to school and communities grapple with mask mandates.

glfr's florida's governor defended his banned mask mandates in florida schools. >> it's about parental choice, not government mandate. >> some schools say they'll require masks. the white house weighed in this afternoon regarding young children who are yet to be eligible in being vaccinated. >> if you are not interested in following the public health guidelines to protect the lives of people in your state, then get out of the way. legal local officials keep people safe. >> in dallas, children will be required to wear masks when they return next week. deborah alfarone, cbs news, the white house. breaking overnight, the taliban made new gains in afghanistan. officials say the militants have seized three more provincial capitals. insurgents now hold 9 out of the 34 territories.

still, president biden says he does not regret his decision to pull u.s. troops out of afghanistan. >> afghan leaders have to come together. we lost thousands to death and injury thousands of american personnel. they have to fight for themselves. >> according to "the washington post," the u.s. military estimates kabul could collapse within 90 days. this morning, bipartisan infrastructure deal is now with the house of representatives. the senate yesterday finally passed a roughly $1 trillion legislation. 19 republicans joined democrats to advance the measure. it includes $550 billion in new spending for roads, bridges, broadband and clean drinking water. >> we have persisted and now we

and there's a new move to arrest texas house democrats who fled the state. those are some of the headlines on the morning newsstand. >> the dallas morning news says the texas house speaker signed a warrant to arrest 52 democrats who have broken quorum. officials say the civil arrest warrants will be delivered to the house sergeant at arms this morning. a republican state representative says he hopes the threat of arrest will persuade missing democratic members to return to texas voluntarily. they fled to washington, d.c. last month to block the passage of strict new voting laws. usa today reports california's dixie fire has destroyed nearly 900 buildings and extreme heat could make it tough for firefighters battling the blaze. the state's second largest wildfire in history is ripping through northern forest lands. crews are rushing to protect rural communities from the out of control flames. the blaze has already gutted the small town of greenville. at this point, the fire has torched more than 490,000 acres

and is 27% contained. and the "chicago tribune" says meteorologists confirmed at least 7 tornados ripped through illinois monday. the twisters caused widespread destruction during a harrowing three-hour period. the tornados destroyed a barn in the town of sycamore, damaged homes and uprooted trees throughout the far west suburbs. these people tell us they rushed to their basement when the storm hit. >> we made it to the bottom of the stairs and that's when everything started hitting. the lights went out and things started hitting the house, shaking the house. calmed down and we were able to come up and see what damage we had. >> there were no reports of deaths or any serious injuries, though. still ahead, the high cost of holiday shipping. the post office plans to charge you extra for getting your packages out. we'll tell you how much you'll be paying. how much you'll be paying. shingles? oh... you . he's been a real pain. again with the bill...

york stock exchange with those stories and more. >> as if mountain dew wasn't wild enough. stock futures are indicating a flat open. stocks hit all-time highs after the senate passed a major infrastructure bill. the dow rallied 162 points mark ago fresh closing high. the nasdaq fell 72 and the s&p 500 hit a record adding 4 points. it could cost you more to ship off packages to family and friends this holiday season. the u.s. postal service has proposed to adding surge charges anywhere between 25 cents to $5. the fees would apply to both commercial and retail customers between october 3rd and december 26th. the agency said the money would help offset the rising cost of deliveries over the holidays. they did the same thing last year, but the fees only applied to commercial customers. tesla is hitting the brakes on its cybertruck. the electric vehiclemaker says
