we begin with breaking developments regarding the coronavirus vaccine. overnight, the fda approved a booster shot for people with severely weakened immune systems. the announcement applies to millions of americans including organ transplant donors and cancer patients, but it does not include healthy individuals. bradley blackburn has the very latest from new york. bradley, what's happening next? >> reporter: anne-marie, goes to the cdc which is expected to sign off on a booster today clearing the way for a third shot. the data shows that some people need that extra dose of protection. the fda has authorized third doses of pfizer and moderna's coronavirus vaccines for some people with weakened immune systems. >> an additional dose could help increase protections in these individuals, which is especially important as the delta variant spreads. >> reporter: the booster is meant for organ transplant recipients and others who are similarly immunocompromised.

>> we estimate it to be less than 3% of adults. >> reporter: the cdc is expected to recommend the additional shot later today, allowing them to begin immediately. the fda made no mention of johnson & johnson's one dose vaccine. >> i didn't feel that. >> reporter: transplant recipient keith received a third dose in a trial with johns hopkins medicine. >> let's just hope we get good results because other people are going to need antibodies in their systems too. >> reporter: transplant systems take medications that impact their responses to vaccines. >> they don't work as well because we're putting you on things to prevent you from rejecting your liver transplant, your lung transplant, your hip transplant that's specifically designed to sort of quell your immune system. >> reporter: the u.s. is averaging more than half a million shots a day for the first time since june. white house says vaccination rates are up most in states where the virus is rapidly spreading. in mississippi, alabama and louisiana, vaccination rates all quadrupled in the last month and anne-marie, on that question

about the booster, dr. fauci says more people may need a third dose in the future depending on how the vaccines perform. >> interesting. bradley blackburn in new york. bradley, thank you very much. san francisco will become the first major city to require proof of full vaccination against covid to enter certain venues. starting next friday, it will be needed at indoor restaurants, bars, gyms and entertainment venues. san francisco's mayor says the mandate is needed to protect the health of workers and customers. she says businesses won't be fined but city officials will be looking for compliance. >> we're leaving this in the hands of our small businesses, but we do have members of the department of public health that are out and a member from the san francisco police department dealing with compliance-related issues. >> the rule is tougher than the one in new york city where

people will need proof of at least one dose for indoor activities. it takes effect august 20th. and developing this morning, the pentagon is rushing 3,000 u.s. troops to the capital of afghanistan to help evacuate some staff at the u.s. embassy there. the move comes as taliban fighters rapidly gain more ground, seizing ea provincial capitals in the past week. the u.s. officials fear the militant group could soon take over the country. roxanna reports from kabul. >> reporter: with stunning speed, taliban fighters are sweeping across afghanistan. they took their biggest prize yet, the second largest city, kandahar, dealing another moral and strategic blow to the afghan government and their forces. the country's third biggest city also collapsed. and after seizing gazny, the taliban now control a city only 90 miles southwest of kabul.

the group's rapid victories are overwhelming afghan troops, triggering the u.s. to announce a significant staff draw down at its embassy in the coming days. >> we intend to continue the enduring partnership with the people of afghanistan and the goth of afghanistan, so this shouldn't be read as any sort of message to the taliban. >> reporter: but as the u.s. prepares to complete its military withdrawal by the end of this month, this latest move is sure to embolden the taliban even more. in the city, this video shows insurgence dragging the dead body of an afghan security force member shouting god is great and elsewhere the taliban are showing off military and police equipment they've seized from american-trained afghan forces. the violence has pushed hundreds of thousands of people to flee in recent months, many are coming to kabul seeking safety. they've left behind their homes, their belongings and even loved

ones killed in the fighting. this gentleman's parents were among the victims. he says shops were set on fire and whole families perished. state department spokesman says the decision to draw down staff at the u.s. embassy here is, quote, not abandonment but for many afghans it certainly feels like it. tropical storm watches are up in parts of south florida as tropical depression fred approaches. crews in miami beach have begun preparing for the storm. temporary pumps have been installed to assist existing pump stations to alleviate potential flooding. canals have also been emptied all across south florida. fred is expected to dump up to 8 inches of rain through the weekend. one resident says she is not too concerned. >> there are different spots on the beach that flood more than others. but in general, the city has done a very good job about trying to control the flooding the best way they can.

the u.s. supreme court has weighed in on a vaccine mandate for the first time. yesterday the high court rejected a request by students at indiana university to block a covid vaccine mandate.he mandatolatesheir constitutional right to bodily integrity. the ruling now clears the way for school officials to require students and faculty members to get a covid shot. a major league baseball game captured some hollywood drama and a doctor issues a covid verdict for a megaconcert event. those are some of the headlines on the morning news stand. "the chicago tribune" reports 200 cases of covid have been linked to lollapalooza but chicago's top doctor says there are no signs it was a super spreader event. the four-day music festival drew about 385,000 people. attendees had to show proof of vaccination or a negative covid

jamaican hurdler who won a gold medal at the olympics is going viral for an amazing deed. he shared a story how he almost missed the semifinal race. the 31-year-old said he took the wrong bus and ended up at the wrong venue but a woman there was nice enough to give him money for a cab to get to the right location on time. two days after he won gold, he tracked down the woman and posted video of their meeting on instagram. he showed her the gold medal, repaid her for the taxi and gave her a team jamaica shirt. the woman is also receiving an official invitation to jamaica from the minister of tourism. the world's most decorated female swimmer took a victory lap at the empire state building in new york. katie ledecky had two gold and two silver medals draped around her neck following her victoes he t olymps. the 24-year-old said she's enjoying every moment. >> i was very happy.

is calling on congress to help lower prescription drug prices. and experts say his proposals could make a major difference. natalie brand reports from washington. >> reporter: analysis shows americans currently pay more than twice as much for prescription drugs compared to other developed countries worldwide. >> these prices put the squeeze on too many families and stripped them of their dignity. >> reporter: now, one month after president biden took executive action aimed at lowering drug prices, he's calling on congress to do more by allowing medicare to negotiate drug prices. the administration would also like a cap on the amount that medicare beneficiaries have to pay out of pocket for drugs each year and the administration says that drug companies that raise their prices faster than inflation should have to pay a
