good morning, i'm tom hanson in for anne-marie green. we begin with breaking developments in the fight against the coronavirus. the biden administration could recommend as soon as this week covid booster shots for all eligible americans. people regardless of age would need it eight months after they received their second dose. the move is being taken to protect against the highly contagious delta variant which is fueling the spread of new cases across the country. right now more than 168 million americans are fully vaccinated against the virus. that's roughly 5151% of the u.s popula population. one of the states hardest hit by the virus is la l. since the start of the weekend, more than 13,000 covid cases have been recorded with nearly 3,000 people currently hospitalized. that's the highest since the beginning of the pandemic.

>> how close are we to medics refusing to transport patients because there are no hospital beds left? >> we're days away from that happening right now. less than a week. >> the governor has no plans to mandates across louisiana. president biden is standing by his decision to pull troops from afghanistan even as taliban militants seize power in the war torn country. he called scenes like this one gut wrenching as afghans ran alongside a u.s. military jet including some who frantically clung on the aircraft. it grounded military flights but they resumed this morning continuing to evacuate diplomats and civilians. this dramatic picture shows hundreds of people crammed inside a military plane yesterday as they escaped afghanistan. bradley blackburn is following the latest from new york. bradley, good morning to you.

>> reporter: tom, good morning. president biden is facing more criticism over the way this has unfolded. while the president is defending his decision to withdraw troops, he also acknowledges the taliban moved far faster thanu.s. expected. dspite the chaos unfolding in afghanistan, the president said pulling the military out was the right decision. >> after 20 years, i've learned the hard way. there was never a good time to withdraw u.s. forces. >> reporter: the president admitted being surprised by the speed of the taliban takeover but insused the u.s. won't be pulled back intnto the conflict >> american troops cannot and should not be fighting in a war and dieing in a war that afghan forces are not willing to fight for themselves. >> reporter: on tuesday the taliban began consolidating its control over kabul. the airport was over run by thousands of civilians desperate

to leave the country. some tried to climb aboard the outside of the transport. at least seven people were killed in the chaos. >> what we have seen is an unmitigated disaster, a stachb on the reputation of the united states of america. >> reporter: republicans and some democrats expressed dismay on the return of the taliban. >> i'm going to be asking tough questions about how and why the taliban triumph was so much speedier than anyone anticipated. >> reporter: roughly 6,000 u.s. troops have been deployed to afghanistan. the pentagon said the primary mission is to keep the kabul airport open. so many people will not be able lanesnd th says8lieople areeed u.n. military assistance. that is half of the country.

teams are desperately digging through mountains of debris looking for any signs of survivors. good samaritans use their bare hands to pull this woman and young boy to safety after they were buried under this collapsed building. the epicenter of the 7.2 magnitude quake struck near les cayes. this young woman is being treated for two broken legs. she was injured by falling debris as the earthquake hit. she said she started to run when broken concrete fell on her and a man by her side who was killed. this is just another major set back for a country that hasn't fully recovered from the 2010 earthquake that killed an estimated 220,000 people and a nation still reeling from the

assassination of its president just over a month ago. they say there is hope. >> we understand the dire situation we are in but we will come out of it. >> reporter: the storm could dump enough rain in the quake zone where hundreds of thousands of survivors are sleeping out in the open and that could potentially bring disease and hunger. they're promising to increase relief efforts by ten fold. vladimir duthiers, cbs news, port au prince, haiti. flash flood warnings as fred threatens heavy rain. there are wind gusts of 60 miles an hour. right now the storm is barrelling no flood alert stretches as far north as virginia. up to a foot of rain is expected in some place joos coming up, historic declaration.
