live from the cbs bay area studios, this is kpix 5 news. shocking video of a man in a wheelchair getting hit in a notoriously dangerous intersection. he is making a desperate plea to leaders. clear skies are finally back in the bay area. the smoke could be back before we know it. we are monitoring the conditions. hardly strictly bluegrass may be virtual this year. today, he reached out to the bayview district to help the area with the struggle with the pandemic. that story is coming up. we

49ers took off, less than 30 minutes away from a preseason matchup between the 49ers and the chargers. good evening. thank you for joining us for this special edition of kpix 5 news at 4:00. we begin with the desperate plea the city leaders to take action before someone is killed on a busy roadway. surveillance video captured a truck hitting a wheelchair- bound man in a crosswalk. the accident is far from the only one at that intersection. we are live. >> she is in hayward at b street where she spoke to the victim. >> reporter: we watched the footage. it is difficult to watch. we want to warn viewers that it is difficult to watch. he wait several minutes for that signal to cross before he enters the crosswalk and is hit. i thought my life was over. >> reporter: arthur said he had no chance. >> that dodge ram grill is embedded in my head. >> reporter: surveillance cameras capture the moment a

truck slammed into arthur in the crosswalk. knocked the shoes off of his feet. >> it sent me flying. ended up rolling a couple times and going unconscious. >> reporter: it was alan davidson's cameras that recorded the crash, and many others. including a car hitting a man the day before this accident. >> i called the mission lamont. it is an expressway for people. i've almost been hit a dozen times. people look at you and it is like you do not like the right the right away. >> reporter: we watched one pedestrian nearly clear the lane she was in one not one, but two car sped past her. >> we will be pursuing litigation in this case on behalf of arthur. >> reporter: his attorney says that something needs to be done before someone is killed. >> this is uncle safe. is not a matter of -- there is no gray area. we are employing the city of

hayward to do something about the safety of this intersection. arthur, luckily, survived his encounter the other day. the next person may not. >> reporter: arthur, who is paralyzed after being shot by someone who robbed him for a $20 bill became a wheelchair basketball player. the footage shows him turning his chair at the last second. he believed that is what saved his life. >> being a professional wheelchair basketball player, my instincts kicked in. every time i cross the intersection or go outside and there are cars rolling by, i am traumatized. >> this guy is lucky. he is lucky he can even talk to or be alive. has anyone from the city said anything about changing that intersection? >> reporter: a spokesperson for the city of hayward says there is potential for short-term changes. nothing permanent in the books. i have to tell you, arthur is well known in the bay area. is the founder of life goes on

foundation. since his accident, his had many messages from wiltshire users about being hit by vehicles. that is what he is speaking out. he wants to be an advocate for their safety. it happened again. san jose police are investigating another hit and run crash that killed a pedestrian. latest incident happened around 1:00 am in a residential area in east san jose. neighbors watched on as police set up crimes scene tape around the intersection. the victim died shortly after he was hit. the driver took off after the crash. police believe the suspect was driving a 2006 to 2008 acura tsx sedan with possible front end damage. this marks san jose's 40th fatal traffic collision and 17 pedestrian death this year. taking a live look outside, here is something we have not seen in a while. how about blue skies?

and the fog back in the bay. the smoke may be making a return. >> our chief meteorologist is in the weather center tracking the conditions ahead of tomorrow's air quality advisory. >> the goodness is the smoke will be elevated. ground-level air quality should be okay. we had improvement this weekend. was take a look at the current air quality conditions. the green dots, especially around the bay and the north bay along the coast, that is nice to see after bad air quality for several consecutive days. still moderate further inland. as a go to the next 48 hours there is smoke offshore. it is going down from northern california. it will be swinging to the bay area. most of this will be elevated in the atmosphere. not a lot of smoke at ground- level. air quality should be good. it will be the same tomorrow as it is today with moderate air quality for the north bay, east bay and santa clara valley. things could change on a

widespread basis later this week. will take a look at that in the full forecast. hours from now, the pfizer vaccine could become the first to receive full approval from the fda. new york times is reporting that the fda is aiming to approve it tomorrow. visor and moderna vaccine's received emergency use authorization last december. the full approval could give public and private organizations more of a footing to enforce vaccine mandates. here is the latest in the fight against covid. the state record of more than 14,000 new cases. 89 deaths. there is good news. the positivity rate continues to go down. down to under 6% right now. more than 46 million doses of the vaccine have been administered. ♪ covid has once again pulled

the plug on the usual hardly strictly bluegrass festival. this afternoon, one san francisco community got a chance to hear live music again. we have the story. >> reporter: hard disk ripley blue grass draws up to 700,000 fans. today, a handful of people in the bayview district got to see what may be the only live, in- person performance of the event. rise in covid cases may have the bayview a bit depressed. this afternoon, there was rhythm to add to the blues. ♪ a group, the features tony lindsay gave a pop up concert be timed the bayview opera house. bothered by the hardly strictly bluegrass festival, which is once again. this year. the event was one of the few places people could watch a live hsb events. >> we do not realize it at first but we were like,

developments on the afghanistan withdrawal. the president says he met with his national security team earlier this morning to talk about the security situation and counterterrorism operations in afghanistan. he also confirmed that thousands of people were evacuated from the country in the last 36 hours. >> evacuation of thousands of people from kabul will be hard and painful. that is no matter when it started or when we began. it would have been true if we started one month ago, or a month from now. there is no way to evacuate this many people without pain and loss with the heartbreaking images you see. >> more than two dozen countries are helping the u.s. its efforts to evacuate and take in refugees. the president announced that he deployed fema to help with tropical storm henri. it made landfall in rhode island earlier today. it is threatening to topple trees, downed power lines, and flood streets across the northeast. bradley blackburn has the latest from long island.

>> reporter: henri slammed into rhode island's coast with high winds and lashing rain as it made landfall sunday afternoon. storm slowed down but continued pouring rain on a wide swath of the northeast. >> we are taking it seriously. the size and the storm surge and the rainfall it is producing. >> reporter: andrew cuomo warned new yorkers about storm surge and flooding, especially in coastal areas, like long island. please take percussion. >> reporter: this hurricane barrier was deployed to help prevent flooding in downtown providence. from massachusetts to new jersey, it is flooded homes, toppled trees and knocked out power for thousands. >> it is coming through. it is deep. >> reporter: one new jersey resident is trying to take in the damage. >> it is upsetting. there will be a lot of damage. basements are what's. >> reporter: on long island,

people were fearing this could be a super storm sandy. parts of new york are still recovering from it nearly 9 years later. >> we are used to hurricanes out here. it was not as bad as we thought it would be. >> reporter: outer bounds of henri hit new york city last night, as seen in this time lapse video. rain made into the city subway's and put an early end to an all-star concert in central park, just as barry manilow was about to say i made it through the rain. back at home, we finally got a little relief from the smoke. >> we did. it continues the rest of today. with some smoke blowing back in tomorrow, there will not be a lot of at ground-level. overall, the southwesterly wind is putting the smoke plumes and fire burning in the northern half of the state further to the northeast. the problem is, when you have the option once got some of the smoke blew out over the ocean.

that is what swings over the bay area over the next 36 to 48 hours. let's track the service level smoke. that service level smoke is what impacts the air-quality. there will not be too much of it as we had through monday and monday night. just enough to keep us in the moderate category for him in parts of the bay area. even when it is that is most dense we are at the lower half of the spectrum in terms of how much server smoke will be out there. of the onshore trees strengthens we should be able to push it out of here. air-quality will be, at worst, in the moderate category. the northbay inland and the santa clara valley should be in the eight good air-quality on wednesday. on thursday, it will be moderate across the board. winds will will shift again and blow the smoke into the bay area. we could see unhealthy air quality levels later this week, friday and saturday. let's enjoy the blue skies for now and below average temperatures. 70 in oakland with mid-70s for san jose and santa rosa. 80 degrees for concord.

it is normal to be close to 90 or 100. that is later the week. the fog will spread out as we had through tonight. widespread fog tomorrow. it should back up close in the morning. we should see plenty of sunshine in the afternoon. it will be the hazy sunshine with the smoke in the atmosphere. temperatures will drop to the low to mid 50s. slightly below average for the middle of august. a couple of days below average ahead of us. monday highs are reaching in the mid 60s for san francisco. low 60s along the coast. upper 70s for san jose. low to mid 70s for most of the northbay. low to mid 80s further inland in the east bay. enjoy the nice temperatures. have a big warm up its war by the time we hit the end of the work week. you will notice in san francisco. the middle of the 70s on friday and saturday. low 80s for oakland.

a look into 49ers quarterback, jimmy garoppolo warming up before kickoff against the chargers. he is scheduled to start it off for a series. tray lance will get a shot for a couple of series with the 49er starters before yielding back to drop below. before we get to that, what the giants and a spay bridge finish. the giants placed both of end and -- on the disabled list. have you catch with this guy likes? rubber met with the giants their scoreless on the bottom six. he drove in 20 -- and opened

august. that is what i dreamed about doing as a kid. i am living my dream. it is hard for me to be upset. i can have a bad rep or a mistake here and there, but as long as i do not make the same mistake twice and i get better the next day i am living my best life. let's talk about your boy, number 10. new and improved? >> he is never new. he is always improved. why? >> the thing i said about jimmy is consistency. he is always trying to get better every day. he works on something every day. he is one of the first guys in the locker room. i walk in and jimmy has already done his warm-up and is watching film taking notes. you can always tell he is doing something better every day. the guys see that and a follow that. taxing you know, we have 20 guys trying to be better the next day. it keeps going and going. he is leading by example. >> what about your relationship? he's wearing your teachers and you're wearing his. >> you have to be playful.

it seems like a good idea, at the time. the dramatic rescue in the north bay after a group of teenage boys got stranded on a 400 foot cliff. >> cruise at muir beach use flashlights to host the boys into the helicopter. one of the teenager said scaling the clip with friends was the worst decision he has ever made. >> there were points where lovably all of us grabbed the rocks, slid down, and were falling on a cliff side. 100 feet above sharp rocks. it was the stupidest things we have done. >> they learned their lesson. luckily the teenagers were not injured. that is it for us at 4:00. the news at 5:00 is on cbsn bay area and kpix.com. 49ers kickoff against the chargers just minutes away.
