new plan today to turn the tide in the battle against the coronavirus. his six-point strategy is expected to emphasize increasing vaccination rates, keeping schools safely open, and protecting the economic recovery. so bradley blackburn has details from new york. bradley, good morning. >> reporter: good morning. this new strategy comes as case numbers continue to grow. the u.s. average nearly 1,500 deaths a day over the last week. the white house says we are still at war with this virus. today president biden is expected to lay out a six-prong strategy to stop the spread of covid-19. >> some of that will be related to access to testing. some will be related to mandates. some will be related to how we ensure kids are protected in schools. >> reporter: u.s. press secretary jen psaki said the president will require new vaccine requirements. >> we have more work to do. we are still at war with the virus. >> reporter: three months ago president biden hoped this

summer would be free from the virus' deadly grip. >> a summer of freedom. a summer of joy. a summer of get-togethers and celebrations. >> reporter: but the delta variant and vaccine hesitancy allowed covid-19 to surge. >> how are you keeping my child safe? resign parents like lindsay harrison will be paying attention. with three school-aged kids, she's concerned about the spike in pediatric cases. 250,000 reported last week. >> we're seeing more kids in the icu needing higher levels of monitoring, intervention. >> reporter: in los angeles, the school board is voting today whether to require eligible students 12 and older to be vaccinated against covid-19 in order to attend school in person. >> that's why there isn't measles and mumps and rubella in our schools because we vaccinate, and we require it. it's a mandate. this is a mandate to save lives. >> reporter: a source familiar with the president's new plan tells cbs news it will include an update on booster shots. and on those boosters, the fda

still hasn't approved a third dose. an advisory panel is supposed to look at the data on the pfizer vaccine on september 17th. that is just three days before the administration had planned to start giving out shots. so they already scaling back some expectations. anne-marie? >> yep, already behind schedule. bradley blackburn in new york. thank you so much. tropical storm mindy made landfall on florida's gulf coast overnight. it could bring up to six inches of rain across the florida panhandle and neighboring regions. the storm is expected to head out to the atlantic ocean later today. hurricane ida's death toll in louisiana has risen to 26. the additional 11 deaths all happened in the city of new orleans between august 30th and monday. officials say nine of the deaths were from excessive heat after the storm cut power to the entire city for days. the remaining two deaths involve carbon monoxide poisoning. >>d thisorning, ther new deo of

planted pipe bombs outside the republican and democratic national committee buildings before the january 6th capitol attack. this video shows the suspect on a park bench near the rnc headquarters on capitol hill. where they placed an explosive device and another several blocks away at the dnc. the bombs were viable, including galvanized pipes, a kitchen timer, and homemade black powder. officials also say the cell phone that the suspect is seen using offers a clue. >> i think it actually says that the potential is there that someone else was on the other end of that text or that phone. now you have two people involved in this, and potentially more. >> the fbi noted the individual was wearing glasses and looking at street signs. an indication experts say they are not from the area. there is a reward of up to $100,000 for any information leading to an arrest. and protective fencing is expected to be installed around

the u.s. capitol again. law enforcement is concerned about potential violence at a rally next saturday. demonstrators intend to show support for those charged for their involvement in the deadly insurrection on january 6th. the "associated press" reported earlier far-right extremist groups including the proud boys and oathkeepers plan to attend. turning to afghanistan, the 13 u.s. service members killed in last month's bombing attack in kabul have been awarded purple hearts. they were helping screen people at the airport when the attack happened. meantime, there is word this morning that the taliban have agreed to allow 200 americans and foreigners in afghanistan to leave the country today charter flights. that's according to a u.s. official. thousands of afghan citizens are still in germany, meanwhile, waiting for flights to the u.s. some republican lawmakers are sounding the alarm about who may be arriving. skyler henry reports from the white house.

>> reporter: secretary of state antony blinken toured hangar five at ramstein air force in germany. the last stop many afghan evacuees will make before moving on to america. >> because of what you've done and because of how you've done it, you have literally saved lives. you have literally changed lives. you've literally changed futures. >> reporter: administration officials say as many as 65,000 afghans are expected to arrive in the u.s. by the end of the month. some republican lawmakers including congressman andy biggs of arizona are concerned about the vetting process. he sent a letter to dhs demanding information saying "we need to ensure that these individuals are being properly vetted and do not pose a risk to our communities." "cbs evening news" anchor norah o'donnell asked alejandro mayorkas why some afghan evacuees on the terrorist watch list are showing up in america. >> so how many people have been removed from the united states for showing up on one of these lists? >> so, our screening and vetting process is going very, very

"the richmond times dispatch" said the 131-year-old bronze statue of robert e. lee was lifted off its pedestal yesterday and to virginia governor northam ordered the statue removed last year amid the protests surrounding the murder of george floyd in minneapolis. >> we got it done. we're here. a lot of people are happy. at the end of the day, guess what -- it's down. >> the lee statue was the largest confederate statue in the country. other confederate statutes in richmond have also been removed. and "usa today" says the international olympic committee barred north korea from next year's winter olympics in beijing. the move is punishment for north korea skipping this year's summer olympics in tokyo. north korea said it pulled its athletes from the tokyo games
