well, good morning. good to be with you. i'm anne-marie green. breaking overnight, hurricane nicolas made landfall along the texas coast as a category 1. nicolas packed winds of up to 75 miles per hour. it's bringing potentially life threatening floods, storm surge and destructive winds. the storm's wrath was felt ahead of its landfall around midnight. you can see the magnitude of nicolas's intense winds. as much as 18 inches of rain could fall across the upper texas coastal areas through tomorrow. some people didn't waste any time. they went to stores to stock up on groceries and lined up at gas stations. authorities urged people to take precautions. >> most dangerous time on any storm, when it's flooding, is at night because you can't see. we say it all the time, turn around, don't drive. definitely don't move a barricade. everybody in the city, let's just be safe and let's be good

houstonians. stay at home. >> the texas center is going to move over louisiana. it will be west of where ida hit two weeks ago. the state's governor has already declared a state of emergency. this morning polls appear to show that most voters in california want to keep gavin newsom as governor. the outcome of today's recall election could have national implications for both democrats and republicans heading into the 2020 mid term elections. anthony pura is in los angeles with the very latest on this. anthony, good morning. >> good morning, anne-marie. polls are set to open in six hours here in california and there are only two questions on the ballot. the first whether or not to recall the governor. the second is who should replace him if he is recalled. there are more than 40 candidates on the ballot. on the eve of california's recall vote, president biden hit the campaign trail to stump for

governor gavin newsom. >> the decision you're about to make, is this going to have a huge impact on california? it's going to reverberate around the nation. >> reporter: the president said larry elder is a follower of president trump. can you imagine him being governor of this state? >> reporter: the recall effort has focused on newsom's handling of the pandemic. elder says if elected he would abolish the state's mask and vaccine mandates on the first day in office. >> he can't defend his record on how he shut down the state on science and homelessness. >> reporter: it shows newsom's popularity of 57%. a simple majority is all that's needed to oustst him. newsom's advisers told cbs news they're confident that he won't be ousted. they believe early voting has provided newsom with an insurmountable lead. >> we have 24 more hours to vote

no on this republican recall. >> reporter: only two u.s. governors have ever been unseated by a recall vote. the last time it happened was in 2003 in california when demoaseb blic arn schwarzene. political experts say that the outcome of this election will likely depend on voter turnout as registered democrats out number registered republicans two to one here in california. anne-marie? >> very interesting. anthony pura in washington. thank you so much. so capitol hill is on high alert ahead of a rally on saturday. demonstrators plan to show support for people charged in the january 6th insurrection. the top intel is concerned about more violence. schuyler henry reports from washington, d.c. >> reporter: u.s. capitol police officers responded to a suspicious vehicle outside the democratic party headquarters on capitol hill. they found the truck with swastikas and no license plate.

they arrested the driver when they found a bayonet and machete inside. security isn capitol hill. ahead of a planned rally this saturday. >> protesters overcome the police. >> reporter: in support of people arrested for storming the capitol on january 6th. intelligence suggests several hundred people, including far right extremist groups, are planning to attend. capitol police chief tom manger briefed both parties monday morning. >> they gave us a good briefing. they're handling it in a professional, thorough way. i think they're much better prepared than things were january 6th. >> reporter: capitol police will be able to utilize the newly installed security cameras which are on loan from the military. it provides a 360 degree view both day and night. they're bringing back the security fencing which was put in place in the aftermath of the january 6th attack. >> the fence will go up a day or
