right now on kpix5, trouble in oakland police department. several officers crossing the line on social media. a medium-size quake shake southern california. warnings from officials about the big one. and a twist in the story of a missing woman. who else the fbi is looking for. taking a live look outside after an extremely dry year. the bay could see much-needed rain. let's turn it over to darren peck for a quick check. >> it will mainly be in the northbay. the main take away is that it will be cloudy year and a relatively cool day and then yes, after sunset, we will see light showers move into the northbay and then fall apart by the time it gets down to the

golden gate. temperatures in the mid and upper 50s. we are just calling it cloudy for today. if you look at the accumulated rainfall map, this is a significant rainmaker for northern california which is great news for the fires. we will look at us and a lot more detail. back to you. and earthquake rattled the los angeles area as well as a lot of nerves. the quake hit just before 8:00 p.m.. the quake was initially reported as a magnitude 4.7 but was quickly downgraded to 4.3. here is flaring of refineries in the area immediately after the shaking. even though that earthquake was relatively small, officials are wary. >> this is a time that

individuals need to be prepared for the big one. i pray that we don't have an aftershock. >> reporter: the la fire department has completed their survey and there are no signs of major structural damage. nine police officers in oakland are facing disciplinary action for violating the policy on social media. here is what the department is calling an unprecedented investigation. butt a third party was hired to conduct of the oakland police officers use of social media. that investigation looked into the officers and an instagram account filled with racist and sexist posts. >> it sends a clear statement that these tweets and posts are the behaviors that cannot be tolerated.

>> reporter: the oakland city councilmember introduce a zero tolerance policy to erase racist practices. he says that policy help to conduct a thorough investigation. and offensive instagram account was created by a former employee after he was fired for violating department policy. they seized 140 cell phones to see who else was involved. >> they were issued by the department and paid for by taxpayers. they don't have a right to do anything they want with these department issued cell phones. >> reporter: the positive in this case is how the city handled the investigation. nine employees from officer to lieutenant face anywhere from the 3 to 25 day unpaid suspension. they have yet to release the specifics of the investigation.

>> f officers are putting this bad stuff on social media, wouldn't you want to know if that officer was patrolling in your neighborhood? >> the community has the right to ensure the officers that serve them are being held to the highest standards possible. the discipline is enforcing that standard. >> reporter: 11 steps it will take to make sure nothing like this happens again including training and strengthening existing policies. the debate over booster shots intensifying after an fda panel recommended against them. as natalie brand explains, some americans will still get their third dose. >> reporter: after hours of debate, a committee recommended granting emergency alteration for a pfizer vaccine booster

shot for americans 65 and older and those at high risk of getting severely ill from the coronavirus. >> anyone beyond six months out should be boosted in the present time. >> reporter: the panel projected a broader recommendation of roosters for younger people will. >> i do not think a booster dose will contribute to controlling the pandemic. butt some panel members said pfizer has not provided sufficient data on the safety of a third dose for all age groups. the fda follows the recommendations of the expert panel when making decisions. >> reporter: there is a plan ready to roll out as soon as next week if they get final approval. >> the supply is in good shape for all americans to get boosters as recommended. >> reporter: the meeting focus on data from israel were

booster shots rolled out to older individuals in early august. doses were given. there's not enough data and young people. >> reporter: experts presented israeli data indicating losers are effective in reducing risk of illness in high risk age groups. there is not enough evidence to support boosters for young people at this point. a new vaccination site opens today which is one of several new sites open to public school families. shots are available on a walk- in basis in the richmond district. vaccinations will continue their every saturday. two other sites opened up earlier this week. staff and families with children in public schools will

receive priority. two of governor newsom's children have tested positive for the coronavirus. the governor, his wife, and their other two children have tested negative. maryland and breed is doing damage control. she is accused of breaking her own strict masking rules by going out on the town. that is the mayor not wearing a mask. everyone at that event did show proof of vaccination, but some experts are expressing concern. >> what does that say for the rest of the people like you and me? it clearly says, if the mayor doesn't have to do work, why should i? it undermines public health and more importantly, it puts people at risk. >> many have taken to social media voicing their opinion

about the incident. the mayor says that everything has been blown out of proportion. authorities are looking for her fiancc elise preston tells us authorities consider that man to be a person of interest. >> reporter: as authorities search for gabby petito, the attorney for her fiancc laundrie, says his whereabouts are unknown. the lawyers said in part that the fbi is looking for both gabby and brianne. police say brian laundrie's family called them saying they no longer know where he is. law enforcement including the fbi was at brian laundrie's home on friday and removed some items. on friday night, gabby petito's father talked about the desperate search for her. >> were trying to get the word out and find that one person that might have details that we need.

>> reporter: she was last seen and grand teton national park. they posted highlights on social media. >> we got up and got ready, made the bed in the tent. >> reporter: he has rejected pleas from her family to help find her since her parents reported her missing after she went silent some three weeks ago. this police body cam footage shows when they were stopped by officers in utah last month after a possible domestic incident. >> we have been fighting all morning. he would not let me in the car. >> i try to distance myself from her. >> reporter: police say that brian laundrie is a person of interest and gabby petito's disappearance. detectives in utah have determined there is a connection between gabby

it is now 6:13. another smash and grab robbery in the bay area. the latest target was jewelry store. the workers are still shaken up by what happened. >> reporter: in a matter of seconds, thieves smashed display cases and made off with thousands of dollars in rolexes, rings, chains, and whatever they could get their hands on. >> even though i'm standing right there, they all came at the same time. >> i felt so violated. it is happening in front of my face and i can't do anything. i want to protect my store, but there is nothing you can do. >> reporter: the manager said she filed a police report. the robbery happened on wednesday. madison mc off witness the smash and grab. >> i heard it in the store. it sounded like a gunshot to

a whole lot. we do have light rain coming tonight. we have a chance in the south bay. that show you what it looks like. it is the clouds that will be more noticeable than anything else today. that is the main take away. cloudy and cooler. everybody gets a day where it is cooler and cloudy. there is a good-looking storm right off the coast aimed at washington and oregon where this will be significant rainfall. this will almost bring an end to the fire season for washington and oregon. ticket from now and play it forward and watch those showers fall apart as they approached the bay area. that is typical for these early- season systems. we will do that again.

there is now. here comes up first line of showers. you can see a few light showers mainly in the hills and along the coast. that is where most of this rain will be noticed. as we play it forward, the showers want to hold together. this is now tomorrow morning at 3:00 in the morning. that well organized line of brain was show rain moving across the heart of the bay. it will combo for most of us wake up. if we get rain in the south bay, it will happen when most people are sleeping anyway. if we look at the rainfall totals for the north bay, 1/10 of an inch of rain. you will notice that in santa rosa. that will be from 10:00 to 11:00 in the morning. if we do the same thing and put the totals on here, the totals are much, lower.

most of the comes in the overnight hours. and what this does for the smoke is good. it will be cloudy but there will be an onshore flow that will push most of the smoke out of here. today and tomorrow will be good air-quality days. on sunday night, once the system passes it will clear out the air on saturday and sunday but on the exiting side of at the northeast winds will start up and that will take the smoke and bring it our way. and also along with that change in direction, we have a fire weather watch that will go from sunday night until tuesday morning. it does not look like significant fire weather concerns, but there is a watch for sunday night through tuesday morning. daytime highs the day will come into the mid and upper 60s.

live from the cbs bay studios, this is kpix5 news. >> the time now is 6:29. thank you for joining us. let's get a quick check of our weather. there is some rain and the forecast tonight. the main take away is that it will be cloudy today and cooler. i will show you the daytime highs and a second. the clouds taking over the bay will be consistent for much of the afternoon. plan on the clouds sticking around. upper 50s in most locations. temperatures will be cooler today. if you take a look at the big picture, watch the accumulated rainfall. there is a lot of rain and northern california.

there is not a lot coming our way. we will look at our forecast in more detail coming up in a few minutes. back to you. the u.s. military is it meeting it mistakingly killed 10 civilians including seven children in an airstrike in afghanistan. previously, the pentagon insisted they killed someone from isis. the strike actually hit and innocent aid worker and his family. bay area residents are welcoming afghan immigrants into their neighborhood. they are hoping to make the transition as easy as possible. >> reporter: refugees are arriving in the united states and finding a new home right here in the bay area. e of okie and the pure joy of getting pushed on a swing set is a new life awaiting afghan refugees

landing in fremont. >> when people leave afghanistan, they have to leave. >> reporter: fremont is the largest afghan community and more are arriving. the congress and met with refugees today and says that they are welcomed and valued here. >> the afghan community is hard- working doctors and lawyers and engineers and entrepreneurs. people who work in blue-collar jobs at gas stations and uber drivers. wonderful food and wonderful music. a wonderful culture, and they and reach her community. >> reporter: afghans and afghan americans clouds their votes waiting for news from loved one still stuck abroad. she arrived in fremont in 2011 and is a u.s. citizen now. her mom is stuck at a refugee

camp in belgium. >> she wants it come here but the united states needs to help and semi-mother here. >> reporter: there is a fund of nearly $250,000 to help the refugees get settled and make their way and america. >> when so many people are trying to find a new home are get back together with their families, we want to be able to serve as a resource. >> reporter:'s office is working with the state department to continue to get those relatives out of the country along with american citizens and green card holders. this morning there is a push to reduce fire danger in the east bay hills. there is widespread tree die off across regional parks due to the drought.

that standing trees burn hotter and faster. staff has been working to clear out as many dead trees and dry brush as they can. it stretches over dozens of miles and thousands of acres. they have to prioritize as best they can. >> proximity to homes and also exits and egress and concentrations of tree die off, we have to go in there and then those out. >> and on top of that, little pieces like this you've got to come back. there is so much land and to maintain it, you've got to be on top of it. >> work like this is credited for saving entire neighborhoods. the average cost for thinning out an acre is about $2000. in oakland, help for the homeless maybe backfiring on businesses. it began with an idea for a safe rv parking not.

>> reporter: some homeless people chased after his workers with the knife and recently someone drove a truck into was building. he said is becoming much more dangerous to do business here. >> i don't feel safe here anymore, and i need the city to do something about it. butt surveillance video of an attempted break-in. two weeks ago, two men used a truck to ram in his building and steal the atm machine. >> that cost me $20,000 in damage. for a business is barely making it to shell out $20,000 is ridiculous. that same truck was found two days later, i found that truck in the rb encampment. butt he says that that is on top of harassment to his workers and customers by the homeless.

months this year. there is an illegal encampment next to home depot. dozens of rvs are parked along alameda avenue. more than 500 calls for police service in this neighborhood. >> if this continues, i will be out of business. butt we reached out to the city, but there's no call back from the city administrator. and now to the latest on elizabeth holmes. the jury will have a lot to think about after a top scientist testified yesterday saying she felt she had no choice but to resign from the blood testing startup. she told the jury that she did not think the devices were ready to use on patient samples. which he brought her concerns to elizabeth holmes, the ceo said she had no choice but to

go ahead with the launch. she tearfully recounted her decision to resign. a guilty verdict in the robert burns trial. he was convicted in the death of his best friend who was shot at point-blank range in her home in 2000. a teenage girl popular on social media was murdered in upstate new york. her killer posted images of her body online. online trolls sent those pictures to the victims family. a young man named brandon clark was convicted of her murder and got 25 years behind bars. we talk to jericka duncan about the case. >> reporter: we spoke to a behavioral scientist about this

northbay. let's watch that closer. on saturday, 6:30 in the morning. that line of showers will work its way into the far north day. many sonoma county and the coast and the kills. in the predawn hours of tomorrow morning, this is one of the more optimistic forecast models. we won't try and lock it down to specifically. it is a positive sign that we could see light rain south of the golden gate. you can see that when you look at the rainfall totals. for the nose bay, 0.10 inches

of rain. we look at the south bay. the totals are much lighter. it is doubtful we will get a whole lot that is measurable. the timing on this is from midnight to 5:00 in the morning tomorrow. this does cleared the smoke out of fear. by late sunday night, the winds reverse and the smoke coming off of the monument fire, thankfully the rain will put a lot of water on those claims. whatever smoke is coming off of that fire will come our way in the offshore winds. and offshore winds have been responsible for of fire weather watch from sunday night until tuesday. once the storm leaves, offshore winds will pick up.
