we begin with a showdown on capitol hill where president biden's agenda will be put to the test this week. lawmakers are trying to avoid a government shutdown and a federal debt default. laura podesta has the latest developments from new york. good morning. >> reporter: good morning, anne-marie. lots going on. while lawmakers try and stop the government shutdown, they're also trying to get the infrastructure bill finally passed. divisions within the democratic party are holding up that process. house speaker nancy pelosi announced last night that a vote will be held thursday on the $1 trillion bipartisan-crafted infrastructure bill. debate on the legislation begins today. speaker pelosi seems confident the measure will pass. >> i'm never bringing a bill to the floor that doesn't have the votes. >> reporter: the bill was supposed to be voted on today but was postponed as some democrats are still holding out. at issue is whether moderate democrats can find a compromise that will appease progressives who want to link the vote on the infrastructure bill to a more

expensive $3.5 trillion spending package related to climate change and health care. california democrat scott peters voted against that larger bill during a rare budget committee session saturday. >> concerned over how this process is being rushed. does not allow for debate and discussion the bill de. manyemocts feel they need towa >> i see us in a position where failure is not an option. it is not an option. >> reporter: it's a delicate negotiation, one the white house is following closely. >> i'm optimistic about this week. it's going to take the better part of the week. >> reporter: further complicating matters, a fight over raising the debt ceiling looms just around the corner. if lawmakers don't vote to increase the nation's debt limit by friday, the united states will default on its financial obligations and risk sending global markets into turmoil. later today senate majority leader chuck schumer will hold a key test vote on a bill that temporarily funds the government and raises the debt limit.

republicans have said they'll block any bill that links the two. back to you. >> all right. laura podesta in new york. thank you so much. investigigators and amtrak officials are in montana looking into the cause of a deadly derailment. 160 people were on board when the train left the tracks on saturday in joplin. three people were killed, and dozens injured. the empire builder was traveling from chicago to seattle. as meg oliver reports, first responders and locals from several communities raced to help out. oh, my god. it's on its side. >> reporter: social media video recorded by a passenger shows the aftermath of this deadly derailment here in the fields between chester and joplin, montana. eight of ten cars derailed killing at least three people. dozens more were injured. amtrak says more than 150 people including 17 crew members were on board the empire builder train when it careened off the tracks saturday.

>> i was laying down in my compartment on a bed, so luckily i just tumbled. >> reporter: andrew sivula was stuck in one of the cars that detached from the train. >> i heard a loud bang, and then the cars tipped. >> reporter: he and other passengers worked with first responders using ladders to reach people trapped inside the overturned cars. >> i was able to pop my window out and climb out and help other people up. and then we sat until we get some ladders and got people down. >> reporter: wayne freed was changing cars when it happened. he survived by grabbing a table bolted to the floor. >> the train tipped about 45 degrees, and i thought it would stop. i hate to think what would have happened if i hadn't been able to hold on. >> reporter: meg oliver, cbs news. new york's new health care vaccination order goes into effect today. the state has ordered all hospital and nursing home staff to get vaccinated. if they don't, they could get fired. governor kathy hochul is bracing

for staffing shortages. she said that she could call in the national guard along with medical staff from other states and countries to help out. meantime, cdc director dr. r wne annual sky is a covid booster r shots like the u shot. here's what she said on "face the nation." >> our goal is to stay ahead of the virus. we want to boost now so we don't end up in a vulnerable place. your question is an important one and one we don't necessarily have the answer for yet. we are working to stay ahead of the virus. >> last week walensky approved a cdc advisory recommendation on pfizer's booster shots. boosters are approved for people 65 and older, nursing home residents, and adults with health complications. the texas border crossing where thousands of haitian highs -- migrants recently converged will reopen to cargo traffic today. federal and local officials said

no migrants remain at the makeshift encampment as of friday. nearly 15,000 migrants had gathered around the bridge. some were allowed into the u.s. as they try to seek asylum. officials shut the del rio border earlier this month after the migrants suddenly showed up and set up camp. and mourners gathered for a memorial service for gabby petito, the 22-year-old woman who died during a cross-country trip with her fiance. family, friends, and strangers attended the viewing in new york's long island. petito's father said that he will always be proud of his daughter. >> when you leave here today, be inspired by what she brought to the table because the entire planet knows this woman's name now. and she's inspired a lot of women and a lot of men to do what's best for them first. >> meantime, authorities are expected to be out again searching for petito's fiance, brian laundrie. he has been named a person of

collapsed yesterday as the mlten lava moved through the island of la palma. more than 400 buildings have been destroyed. pope francis said he was praying for all those affected by the volcano during his weekly blessing. a cloud of ash is preventing flights in and out of the island. superstars performed at a global event in new york, and there was a tragedy at a baseball stadium. those are some of the headlines on the "morning newsstand." "the san diego union tribune" reports a mother and her 2-year-old son died after falling from the third level of petco park. it happened as thousands were heading into the stadium before the start of saturday's san diego padres game. police are investigating whether it was an accident or if the 40-year-old woman intentionally jumped with her son. they say it appeared to be suspicious. investigators say the child's father was at the ballpark at the time. the "associated press" says firefighters are making progress on a northern california forest fire that's displaced thousands

of people. lighter winds and cooler temperatures slowed the fawn fire yesterday as it moved away from populated areas north of the city of reading. it has destroyed more than 140 e though. a 30-year-old woman was arrested and d authories say she's also suspected of starting other fires throughout the state. and "usa today" says prince harry and his wife meghan, jennifer lopez, and other singers and celebrities appeared at this weekend's global citizen live event in new york's central park. ♪ lopez was one of the headliners at the concert to raise awareness about global issues such as climate change and providing equal access to the covid-19 vaccine. other performers included billie eilish, paul simon, and lizzo. about 60,000 people were there. still ahead, a historic
