good morning. good to be with you. i'm anne marie green. we begin this morning with breaking developments from capitol hill. the senate has voted to raise the debt ceiling, helping avoid economic disaster in the u.s., at least for now. wmpassheeaarty lines, 50-48. but it's only a temporary fix, allowing the u.s. to pay its bills through december. the house will take up the measure next week, before sending it to president biden. and protection from covid could be on the way for roughly 28 million children in the u.s. pfizer has asked the fda to approve its vaccine for kids ages 5 through 11. the dosage would be much lower and the first shot could go out in just weeks. laura podesta has more from new york. laura, good morning. >> reporter: good morning, anne marie. yes, the aim is for kids to be able to start booking appointments by thanksgiving. this is great news for school districts overwhelmed by cases and great news for the biden

administration, which has repeatedly said vaccines are the way to end the pandemic. 11. pfizer has asked the fda for an emergency use authorization for that age group. pfizer's pediatric covid vaccine is a low-dose version of its regular shot. it contains just a third of the amount given to adults and teenagers, but in tests, it offered similarly strong protection against the virus. >> you want to maximize protection with the fewest amount of side effects. >> reporter: experts welcome the announcement, saying while most children can tolerate a covid infection, not all do. >> sometimes we're not able to predict well who will suffer severe consequences. >> reporter: the fda's vaccine advisory committee will discuss pfizer's request on october 26th. the shots could be approved the next month. >> these requirements are already proving that they work. >> reporter: president biden says that vaccine mandates will help end the pandemic. >> reporter: vaccination

the new report. >> i think we were barely a half step a away from a full-blown constitutional crisis. >> reporter: the democrat-written report highlights a january 3rd oval office meeting where mr. trump weighed firing act attorney general jeffrey rosen and replacing himh a l fraud, allegedly tling n't eveei'm ght, ane ent plan. you'veadt clear you're going too nothing. white house council pat cipollone warned that he and other white house officials would all resign if trump fired rosen, calling it a murder/suicide pact. the former president abandoned the idea. >> this moment was spine-tinglingly, chillingly close to shredding the constitution. >> reporter: republican chuck grassley, who is expected to rally with mr. trump in iowa this weekend, defended the former president. >> he decided not to do it and it was the right decision. >> reporter: mr. trump was not relenting, declaring the real insurrection happened on

november 3 raird, the president election, and not on january 6th, and former mike pence is downplaying the violence, even those some rioters wanted to hang him. >> the house committee investigating january 6th has issued new subpoenas, these to organizers of a stop the steal rally that took place here on k capitol grounds on january 6th. we've also learned that facebook whistle-blower frances haugen will meet with that committee. kris van cleave, nbc news, washington. this morning, eight former nba players are facing charges in a $4 million health care fraud scheme. they include glen "big baby" davis, who won a title with the celtics. memphis grizzlies' defensive star, tony allen, and sebastian telfair, who was drafted 13th overall back in 2004. an indictment alleges that day took in around $2.5 million of nearly 4 million bucks in fake

claims. >> one former player, terence williams, was the scheme's linchpin. he provided the other former players with false invoices for medical and dental procedures that they never received. >> terence williams was the 11th overall pick in the 2009 draft. the former athletes were charged with conspiracy to commit health care and wire fraud. and the death toll from severe flooding in alabama has climbed to four, including a 4-year-old girl. torrential rain lashed the northeast part of the state on wednesday. roads were impassable, trapping people in cars. some even had to be rescued from their homes. forecasters say as much as 13 inches of rain fell and one woman tells us she was caught offguard by the storm. >> it really happened so fast. i didn't even have time to think about it. you just had to react and seek safety. >> reporter: all four of the victims were killed when water swept away their vehicles.

new video has surfaced nearly a week after that devastating oil spill in california. the coast guard released its footage of them examining the fractured pipeline. evidence suggests a ship's anchor snagged and dragged the pipeline for more than a hundred feet. how much oil leaked into the pacific ocean is still unknown at this point, but authorities yesterday say no more than 132 gallons of oil leaked into the water. they say that is the maximum scenario and it hasn't been confirmed. so, coming up, a little boy vanishes in texas. what happened right before 3-year-old christopher ramirez disappeared. and later, a new look for spare change. how the quarter will soon be honoring extraordinary american women. this is "cbs morning news." you try to stay ahead of the mess but scrubbing still takes time. now there's dawn powerwash dish spray. it's the faster way to clean as you go.

hurt when a 5.9 magnitude earthquake shook the tokyo area. yesterday's quake caused buildings to sway, but there were no reports of serious damage. trains and subways were still being delayed this morning, though. one commuter train partially derailed when it made an emergency stop. officials say that there were no problems at nearby nuclear power facilities. kyrie irving will miss tonight's preseason game. and a little boy in texas is missing. those are some of the headlines on the morning newsstand. the "houston chronicle" reports authorities in texas are searching for a 3-year-old boy. christopher ramirez disappeared from his plantersville home wednesday after running into a wood area while chasing a neighbor's dog. plantersville is about 60 miles northwest of houston. yesterday, the grimes county sheriff said that more than 150 people searched for the boy overnight. >> there's been no tips, there's been no rumors.

there's been no facts come up to give us anything to go on. we're staying here until we find h him. >> the sheriff said there's been nothing to indicate foul play, but he would not rule it out. the associated press says that president biden will restore environmental protections to three national monuments that were cut by former president trump. mr. biden is expected to reinstate the original boundaries of two monuments in utah, involving about 3 million acres, including the bear's ears national monument. he is also expected to restore protections covering the atlantic ocean's first marine monument off the new england coast. mr. trump reduced the size of the three monuments, opening them up to mining and drilling. and espn says the brooklyn nets listed kyrie irving as ineligible to play in tonight's home preseason game against the milwaukee bucks. the move is a strong indication that irving has not met new york's coronavirus vaccination requirement. professional athletes in new

futures are pointing to a higher open as investors anticipate the release of the labor department's september jobs report. meantime, the three major indexes extended gains yesterday with concerns over the government debt ceiling pushed off, the dow rallied 337 points. the nasdaq gained 152 and the s&p 500 added 36, logging a third straight session of gains. tesla is moving its headquarters out of silicon valley. ceo elon musk said he's transferring the main office from palo alto, california, to austin, texas, where he currently lives and where a new tesla factory is being built. musk threatened to move the company's headquarters last year amid a dispute over coronavirus restrictions. but he insists the electric car maker will keep expanding its manufacturing capacity in the golden state. it's not clear when it will happen. the u.s. mint says quarters are getting a makeover. it's to pay tribute to trailblazing women. author and civil rights activist maya angelou will be featured on the coin.

an argument after harrelson asked the man to delete photos. harrelson told police that the man tried to grab his neck and he punched the man to defend himself. no charges have been filed. and a week before the release of her new music, adele is gracing the covers of both british and american "vogue." the magazines published ed th editions simultaneously yesterday. that is the first time that has happened in the magazine's long history. she's wearing a green dress on the american cover and a yellow dress on the british cover. she told "vogue" that her 100-pound weight loss was not about losing weight. she said it was due to working out to help deal with anxiety and mental health struggles. and british tennis star andy murray is breathing a sigh of relief after temporarily losing his wedding ring. murray had placed the ring attached to a pair of sweaty tennis shoes under his car this week in a california hotel parking garage. he says that he put the shoes under the car to dry out, and

americans won't. 61% of those surveyed believe the flu shot offers the best protection against severe illness. 44% say they are either unsure or won't get the vaccine. and they cite reasons, like not believing the flu shot works very well. concern about possible side effects, or say they never get the flu. >> for both flu and covid-19, vaccination is critically important to protect ourselves, our families, and our communities. >> reporter: for those who still haven't been immunized against the coronavirus, health experts now say it's safe to get both your flu shot and covid vaccine on the same day. and though doctors are warning this could be a challenging flu season, they see the pandemic changing personal habits for the better. >> there are many people now who when they encounter influenza in their communities, will put back on their masks. they know how to use those. they'll do a little bit more social distancing. >> reporter: leaving many americans more prepared for this flu season, as long as they get
