i'm tom hanson, cbs news, new york. it's wednesday, october 13th, 2021. this is the "cbs morning news." breaking overnight, pandemic progress. the u.s. will open the canada and mexico borders for vaccinated travelers. how soon the new policy will go into effect. gabby petito autopsy. a coroner says the 22-year-old died by strangulation. what else was revealed about her death. explosive wildfire. flames shut down a major freeway in southern california as it threatens more than 100 homes and ranches. well, good morning. good to be with you. i'm anne-marie green. we begin with a breaking announcement from the white

house. the u.s. will lift border restrictions for vaccinated travelers beginning early next month. the department of homeland security says it will begin allowing travelers from mexico and canada who are fully vaccinated to enter the country for nonessential reasons. vehicle, rail, and ferry travel into the u.s. has been restricted to only essential travel since the pandemic began in march of last year. restrictions on air travel into the country are also being eased next month. we now know how gabby petito died. yesterday a wyoming coroner said the 22-year-old woman was strangled. her body was found last month in wyoming after a cross-country trip with her fiance brian laundrie. he has been called a person of interest in the case and is the subject of an intense manhunt. laura podesta is in new york with the latest on this story. laura, good morning. >> reporter: good morning. the coroner released few details, for example he didn't say if gabby's body was buried or give insight about the

markings on her that led him to believe she was strangled. her fiance brian laundrie is still nowhere to be found. police say his family told him he was last headed to a nature preserve in florida. a wyoming coroner says gabby petito was strangled. >> nothing is obvious in a situation like this, so a detailed analysis was used to determine manner and cause of death. >> reporter: the report from dr. brent blue revealed her body was outside for three to four weeks before it was found in bridger teton national forest. >> who committed the homicide is to be determined by law enforcement. >> reporter: attorney greg skordas says the details could move the investigations forward. >> in effect they have a murder. now they need to make the decision as to who they're going to charge. >> reporter: petito's fiance, 23-year-old brian laundrie, is considered a person of interest but has been missing since last month. he hasn't been charged in connection with petito's death

but is wanted for the unauthorized use of a debit card. >> good morning -- >> reporter: the two had been on a cross-country trip and spoke to police after reports of fighting. liz sollis with the utah domestic violence coalition is not surprised by the coroner's resultlts. >> a lot of times strangulation isn't used to kill. it's used to indicate power and control. >> reporter: though the story has gained national attention, the coroner noted that petito's case is not unusual. >> this is only one of many deaths around the country of people know who are involved in domestic violence. >> reporter: by law dr. blue couldn't release many more details about what the autopsy found, though he did note that petito was not pregnant. and as i mentioned in the report, unfortunately gabby petito's case is far from unique. the national crime information center says there were 90,000 active missing persons cases at the end of last year. >> wow.

disturbing number. laura podesta in new york, thank you so much. firefighters in southern california are battling a fast-moving brush fire that's forced the evacuation of hundreds of people. the alisal fire erupted on monday along the coast north of santa barbara. it's burned more than 13,000 acres and is threatening more than 100 homes and ranches. it has also shut down the only major freeway in the area. the fire is being fueled by strong winds. >> couple that with 40 to 50 mile-per-hour winds, extensive drought, and steep topography, it's just a perfect storm of a fire that's going to be very challenging to contain and to control. >> dozens of horses had to be evacuated from ranches throughout the area. the fire is only 5% contained. a potential economic crisis in the u.s. has been avoided at least for now. the house passed a measure to increase the debt ceiling until december 3st. president biden just needs to sign it. he's still facing an uphill

battle on his top priorities. skyler henry has more. >> reporter: the house has dec a mretemporarilbt cng by $ >> thets be paid. >> you want to continue to take more money from working class americans by putting in debt their kids and grandkids. >> reporter: last week the u.s. senate approved the measure along party lines after mitch mcconnell and democrats negotiated a short-term fix. a temporary increase gives democrats more time to focus on moving the bipartisan infrastructure bill and the much larger social spending measure across the finish line. president biden has lowered his price range on the build back better act from $3.5 trillion to around $2 trillion. >> i'm disappointed that we're not going with the original $3.5 trillion. if there is fewer dollars to spend, their choice is to be made. >> reporter: the move is to win

over moderates, but the chair of the progressive congress pramila jayapal tweeted people across america delivered us the house, the senate, and the white house. we should be doing everything possible in this moment to deliver for them while we still can. skyler henry, cbs news, capitol hill. congressional democrats continue to push for a bipartisan long-term solution to raising the debt ceiling, but republicans say democrats should do so on their own using the process of reconciliation. the fbi and other government agencies are investigating a deadly shooting at a postal facility in memphis. two u.s. postal service workers were shot and killed inside the distribution center yesterday. authorities say the suspected shooter was also an employee and died from a self-inflicted gunshot. there is no word on a motive, but this is the third high-profile shooting in the memphis area in recent weeks. a commuter train derailed in

virginia forcing the evacuation of hundreds of passengers. the washington metro train partially went off the tracks in a tunnel near arlington national cemetery yesterday. service was suspended in the area as first responders escorted people off the train and walked them down the tracks. >> it just felt like a typical metro bump. like it didn't feel like a derailment. it did smell. and the cars were hazy. >> no one was hurt. the cause is under investigation. "star trek" actor william shatner is getting ready to blast off into space for real. the man who played captain kirk along with three other space tourists are scheduled to lift off this morning from a launchpad in texas. they'll be on board blue origin's shepherd rocket for the ten-minute flight. this is the second crew flight for jeff bezos' spaceflight company. shatner, who is 90 years old, will be the oldest person to ever go into the final frontier. coming up, time out for nba star kyrie irving.

be running closer to normal after three tumultuous days. by midday yesterday, flight aware says southwest canceled fewer than 100 flights or 2% of its schedule. that's after the airline canceled n the previous three days. southwest says bad weather and air traffic control in florida on friday triggered the cancelations and delays. "the new york times" says the brooklyn nets have barred star player kyrie irving from all games until he's vaccinated for covid. the new york mandate requires professional athletes on city teams be vaccinated in order to play or practice in public venues. the nets announced that irving would not play until he could be a full participant even though he is eligible to play on the road. >> right now what's best for the organization is the path that we're taking. and i don't want to speak for kyrie, at the right time i'm sure he will address his feelings and, you know, what the path may be for him.

in an interview yesterday, netflix said the fictional drama is the biggest original series ever to launch on its platform. more than 111 million accounts have watched the show since it came out on september 17th. netflix says the sho currnumber top-ten list in 94 countries. the series is about people in financial debt who play deadly children's games to win money. think i added to those streams. in fact, i know i did. on the cbs "money watch," new guidance on taking daily low-dose aspirin and a wyoming ranch owned by a famous rapper is on the market. diane king hall is at the new york stock exchange with those stories and more. good morning, diane. >> reporter: good morning, anne-marie. stock futures have been pointing on a mixed open as there will be a slew of earnings reports and data. jpmorgan and delta are among the companies reporting third quarter results.
