right now in kpix 5. a deadly shooting at a halloween party in gilroy kills one and injures three others at the home of a council city's member. tensions are running high over the vaccine. people living in lake tahoe have battled drought and wild fire but there is a new threat. what scientists say is killing wildlife in the lake. good morning and happy whoever. it is sunday, october 31st, thank you for joining us i'm devin fehely. let's start with a look at the

weather with darron peck. >> there is a persistent mist. light rain falling and while it is not falling in downtown it has been on and off in the hills around the bay. close to ainch of rain on mount tam. if you look at the doppler you won't experience much rain in the immediate bay and you can see future cast brings whatever rain there's to an end. and then it is just clouds. here is the forecast for sunday. 60s. mostly cloudy and fur looking to halloween low 60s inland. i will be back including tomorrow's widespread rain. sad news. one man is dead and three others wounded after gunfire broke out in gilroy.

pp ha ar n among the injured po say two shell casings and other important items. a crime scene technician used the metal detector to look for casings that may be hidden under dirt. >> we heard gunshots. boom, boom, boom and we heard screams. >> this woman lives near the house. >> we were shocked and scared because we were hoping nobody was hurt. >> councilwoman armendo hosted a large halloween party in her yard. a neighbor across the street says about 80 people attended most of them teenagers. >> it is surprising. a good neighbor. never throws parties. >> just before 1:00 saturday morning police say that a fight

between party goers led to the shooting that killed one man and injured three others. >> most of them were running and running away and getting in the cars and going. so there was lingering a couple of people after the police were done, you know. >> and they said what? >> they said i guess it was older boy from what i understood, an older boy, some kind of altercation. >> investigators have not said what the fight was over or the exact motive. >> it is sad. it is. it is sad that people can't have more respect for one another. >> the councilwoman declined an interview and said i am thankful that my family and i were not hurt and i pray for those whose loved ones have been touched. we are giving our full cooperation to the gil boy police department and the investigation. our primary concern is for the individuals impacted and their families. the councilwoman was elected last year and before that on

the planning commission. >> she speaks on our behalf a lot with the council. i know that, with the compassion center she is involved and she helps out and that is surprise that there was any thing bad at her house. >> police have not released suspect information and very little victim information. they would only say the person killed was a man. >> not clear if the councilwoman was home at the time of the shooting. the mercury news says police are still interviewing witnesses to identify a suspect. another deadly halloween party shooting is under investigation. this one in sacramento. >> the shooting just would never stop. it just kept going. and it was everywhere. everyone was trying to hide everywhere. there is people holding the bathroom doors closed because they are trying to hide. everywhere is trying to protect themselves. >> around 400 people were at a party at a banquet home when

someone opened fire at one a.m. two people killed and five others injured. the party was promoted ia. tensions are rising over vaccine mandates workers are facing deadlines to get the shots or to possibly lose their jobs. in new york first responders say some people will not get the vaccine. sanitation workers skipping pickups to protest the vaccine mandate. angry protests broke out. police and firefighters have to prove they are partially vaccinated or go on unpaid leaves. >> response time with go

throughout the roof. >> the mayor says he has contingency plans. >> mandatory overtime. scheduling changes. >> mandate battles are raging in other cities. the los angeles police union is suing over details of the city's vaccine requirements. while in cho the ndate rkertorepo their vaccine status survived challenges in federal court and in the city council where mayor lori lightfoot made an impassioned speech. >> the people are playing russian roulette with their lives and their families and neighborhoods. >> chicago police superintendent says that fewer than two dozen officers have been placed on no pay status for refusing to comply. and on friday the fdny suspended six members for a month after they drove a fire truck to a state senator's office and threatened his staff in protest over the vaccine mandate. michael george, cbs news new york. on friday the fire department suspended six of its

own members after they allegedly threatened the state's senator staff over the mandate. a new analysis from cnn found 89% of vaccinated americans are eligible for boosters, that is of course once time passes after they got their shot. this includes everyone that received a johnson & johnson shot. they can get a booster. just two months after their original dose. people that received pfizer or moderna can get one six months after their second shot if they are older than 65 and have an underlying medical condition. vice president harris got her boos t in washington. she was eligible because she is the vice president and because of her regular travel putting her at risk to her virus. got the boosters shot and i want to encourage earn to do the same when you are eligible. and as we have said from the

beginning, the vaccines are free. they are safe. and they will save your life. so far about 17 million americans have received a booster shot. now meanwhile alabama is joining other republican governors in a lawsuit against the biden's administration covid mandate for federal contractors. alabama's governor made the announcement called the mandate outrageous. president biden elevated mandates to prevent future outbreaks but ivy says the money that they would lose if they do not comply with the ate istaggering. for how it all began a new report details how agencies assess the origin of covid-19. some areas think the virus jumped from animals to humans and one suggest that it may have come from a lab.

sources say that one agency is the fbi but officials have not confirmed that. the report says that origin of covid-19 is likely to remain a mystery unless china is more forthcoming with information. bart is offering special late night train service past 9:00 for people celebrating halloween. it will also accommodate those attending the final day of outside events at golden gate park. the tam high community in mill valley celebrated a retired employee that worked there for almost 50 years. they dedicated a building to her. this was about so much more than just renaming a building. it was a chance to acknowledge a lifetime of service by one woman and let her legacy live on long after she stopped working here at tam high school. >> barrel hall is the newest

the time is 6:13. invaders are choking the life out of lake tahoe. they are invasive weeds and being helped by the climate change. scientists are fighting back with herbicides and tried to remove the weeds each day but frankly that was not working. they hope this new plan will turn the tide. >> the objective of the tests is to not only develop better messages but to protect the lakes. i am hopeful and have a chance if we don't get started on this now it will be way too late. let's start out this day by checking in on where the rain

is. there is not a lot but there are light showers falling. at this point off of the coast and the peninsula. i showed you at the top of the newscast we have gotten a couple hundredths of an inch of rain in the hills. light rain falling. watching the last two hours of radar. you see you want to look for the bans moving there from the coast of morin and heading towards the city. localized for now. but we know it was widespread that don't be surprised if things are damp. it won't stay that way. i will show you the progression of what little showers are left and how they turn off by early afternoon. if you are making plans to be outdoors for whoever, whatever they may be, this is about forecast for the seven to eight clock hours are hour. upper 50s in the bay and cloudy. and daytime highs in the upper 60s for most locations if you are inland. and we'll see temperatures

climb to the low to mid-60s for most of the bay. so there's a little bit of rain heading from a larger system in the pacific. before i get to that a quick review on how the light showers will play out. we will let this play ahead to the early morning hours of today and i know we did this at the top of the newscast but right here between 6:00, 7:00 and 8:00 to three in the afternoon we are done and you will get a few breaks in the clouds opinion expect a little bit of sunshine today. not a lot. but you will get breaks before the next system gets here. that's it. it looks good. that monday storm is well organized and a well put together line of rain that starts monday morning in the north bay. let's get a closer look. that gets us to pretty much this time tomorrow. and that is where the rain is. it is well off of the coast. if you move this forward we will go slow wit and pull out as much detail as we can and the late morning. the best rain coming to the

north bay right here. a few showers perhaps making it down to the golden gate but the best rain there and we have showers in the heart of the city going across the bay. and it will be just widespread rain for the afternoon on monday through the early evening commute. by this point the system has weakened so it is a few scattered showers for the second half of monday. however, you got to contend with rain. most of it is confined to the morning in the bay area. that's why it looks so much more impressive with the accumulated rainfall with .6 of an inch of rain and .10 for san jose coming through the second half of the day. another system that shows up in the seven-day forecast on thursday. there's not a lot of rain with that one but light showers nonetheless for thursday, once again, you'll see that in the microclimate as well for the east bay and the north bay

valleys. rain monday and then scattered showers on thursday. and, of course, we will get the days aligned correctly. if we do the takeaway for san francisco and oakland you can see that. we will take a look at that seven day more detailed and devon back to you. the rain is coming in on monday and gone by tuesday, right? >> that's a good distinction, yes. the rain comes in on monday. it will be done by tuesday. and here is the seven-day that applies for everybody and we will see scattered showers for thursday. the spacex dragon launch is delayed because of weather. it was delayed because of a large storm system bringing wind and rain to the atlantic ocean. managers say they need favorable weather in the atlantic seaboard in case the launch has to be aborted and an

ocean splash down is necessary. it is scheduled for wednesday night and it is to deliver four astronauts to the international space station to relieve the four person crew that has been there six months. the justice department and federal interest trade commission is suing a company over a nasal spray. the ftc sent a warning letter to the company to stop making claims that are not supported by scientific evidence but they continue to publish articles and videos claim that it is nasal spray kills and or deactivates coronavirus. so far the company has not commented on the matter. president biden continues his european tour. we will hear about his first big win at the summit. good morning. how is the coffee going? before you take another sip, just kick back and just listen to me for a moment because i don't just have one sports

couple hundredths of an inch of rain. it ranges anywhere from 51 on the cool side in san jose to temperatures around 56 for concord and oakland and there is some light rain to be seen on the doppler. we will look at that later in the forecast. i will leave you now with the take away on today with temperatures in the low 60s for daytime highs and by the time we get to halloween we will be in the 60s we will talk about widespread rain coming up. infections are falling and tensions rising. workers are facing deadlines to get their shots or lose their job. cbs's michael george is in new york where some first responders are saying that they will be the last to get the vaccine. garbage in

they use that same view the of it, not a lot but consistent mist since midnight and mount tam is looking at .2 of an inch of rain and that is only on sunday technically. that is since midnight we picked up that much. there is this steady persistent mist and far more noticeable in the north bay or on the berkeley hill that we got .200 of an inch. you can see what this looks on doppler. you got to watch the bans of green and there's one just about to come back into mount tam and through the bay. if we watch this over the next few hours we can't rule out the pocket for a few more spotty showers and we will turn the rain off. for the rest of sunday and going to halloween a cloudy day. and the clouds will come back in tonight.

no more rain this evening. the rain in the forecast is tomorrow. that's monday. we are going to look at that in more detail in one second. there's the forecast for taking the kids out or if you got your own plans heading out this evening. in the low 60s around 7:00 to 8:00. gets cooler past there. low 60s for the 8:00 hour and to start out and mid to upper 50s. there is the rainfall total for monday. what i want you to see first is how that system comes together. we will get about a half-inch of rain for the north bay. today's daytime highs in the upper 60s with those clouds. here is the system that brings us monday's half an inch of rain. you can see it well organized. futurecast reads the leading edge will bring that towards home and come in for a closer look and slow it down and pull out as much resolution as we can. here is the time frame. not until late morning we notice the best of the showers beginning in the north bay. that well organized line and once we get to the early

afternoon we will see it bay area wide. noon or 1:00 down to the heart of the bay. first take away. monday morning commute in the north bay raining. and most other locations for the commute should be okay and if we get rain it will be light. in the afternoon more noticeable and for the drive home scattered showers will stay with us. so it will be the evening commute home on monday. that likely has the more noticeable impacts from any rain and slowing you down and once more the review on how much rain we get. definitely better in the north. .6 of an inch of rain for the north bay and maybe tenth of an inch for san jose. the rain will impact the drive. this next one gets us ahead to thursday and let's bring the next ban of showers for northern california and for thursday another round of light rain. there is the seven-day

forecast. rain on monday and scattered showers by tuesday and done by tuesday morning's commute for sure. and in the next chance an rain thursday. thursday's rain won't be as impressive. a few light showers for the seven-day forecast mainly in the first half of the day and that covers our next two opportunities for rain. we will take ever drop of rain that we can. and i feel like the more we have the better i feel. >> that's a good point for fire season. i mean that actually is a significantly important point. that atmospheric change made a small difference inment drought but ended fire season up here thankfully. >> and i love had the green sides turn green. college can a struggle for first generation students. kpix's elizabeth cook shows us there's a determination to navigate higher education. alberto feelo is looking

country was hard. >> it was a cultural shock. the rigor of the classes were different. urban found himself in two worlds back in guatemala the american kid and in the u.s. the kid that showed up to junior high school dressed in a suit. >> i had a cardigan and shiny shoes. and you know the pants and that look. just the very first day i'm like that is not how you do it here. >> with support from family and community and students rising above urban figured out how to fit in and excel at high school, college and graduate school. eventually landing at burlingame high school where students like alberto find his commitment a comfort. >> he is very calm and patient and also kind. he is always there to help me. >> for urban seeing his students succeed is a source of pride.

the space x crew dragon launch has been delayed for three days because of weather. the launch was supposed to happen and scratched because of a large storm system. stirring up winds and waves.

spacex need tamer weather. the flight is now tentatively scheduled for wednesday night delivering four astronauts to the international space station to relieving the four person crew that has been there for six months. we are getting video out of taiwan. costumes in an annual parade have been inspired by skid game. some kids wearing them are not old enough to watch the show. if you can't get to the local library, the library will now come to you, that's the idea behind the new program. hundreds of families dressed in halloween costumes as they celebrated kirby, the new neighborhood bookmobile. the library director hopes it will encourage people to read books and say it is environmental friendly.
