up a u.n. appearance in scotland. he's vowed to work to reduce overall methane emissions by 30% by 2030. but there are problems foror hi own agenda here at home. we'll go to new york with more. laura, good morning. >> good morning. half a trillion dedicated to climate change initiatives in the biden build back plan but that plan still hasn't passed the senate or the house. >> we meet with the eyes of history upon us. >> speaking at the united nations summit, he called this a decisive decade to tackle climate change. >> to invest in ourselves and build equitiable clean energy future and create good paying jobs and opportunities around the world, cleaner air for our children, more bountiful oceans, healthy oceans around the planet.

the bills. the build back better is paid for by increasing taxes on the wealthy. the reverend jesse jackson is in the hospital after falling and hitting his head. he attended a meeting at howard university in washington where students are protesting living conditions on campus. jackson was kept in the hospital overnight for observation. all eyes will be on virginia today as voters head to the polls in the high-stakes race for governor. right now, a dead heat between the democratic candidate and the republican candidate. they made one final push last

>> the actual provisions in this law have prevented every woman in texas from exercising a constitutional right as declared by this court. >> there's a loophole exploited or used here. >> that loophole centers around how texas wrote the law to try to keep it out of federal courts. instead of state officials enforcing, private citizens can go to state courts to sue anyone who performs abortions. fines start at $10,000. signaling concern that the new law could be used as a law for other states to restrict constitutional rights. it could be free speech, free exercise of religion, second amendment rights if this position is accepted here. >> demonstrators on both sides of the issue gathered outside the court monday. >> we are excited to see a post rural america and provide women with the resources they need to

keep their children. >> we would be very disappointed if we went back before roe v. wade. very, very disappointed. >> monday's argument centered around legal procedure, justices will hear the case asking the high court to overturn roe v. wade and allow mississippi's 15-week ban on abortion. opening statements are set for today in the trial of kyle rittenhouse. he's charged with killing two people and injuring a third. during a police brutality protest. the jury met yesterday. he was 17 when he traveled from his home in illinois during protests of the police shooting of jacob blake, a black man. he's argued he acted in self-defense. he has pleaded not guilty. if convicted, he faces life in prison. >> the cdc advisory panel is meeting to discuss the pfizer

vaccine for kids ages 5 to 11. after the panel makes recommendations, the doctor will decide whether to give final approval. first shots could go into kids' arms by midweek. but some parents are hesitant. a survey shows one in three parents will have their kids vaccinated right away. snoerj another third will wait and see. >> for parents who say we don't know the long-term risks of the vaccine, i would say we don't know the long-term risks of covid. >> the vaccine found to be 91% effective in kids with no serious side effects detected. caught on video. a man throws molotov cocktail into a deli. how workers inside escaped the flames. >> and claws come out over the new tiger king series.

a 38-year-old man is under arrest for allegedly throwing a monthly tiff cocktail into a brooklyn deli and setting it on fire. video shows one worker running through the flames to get away. he suffered burns to his arms. video outside shows the suspect tossing it into the store. a good samaritan through the second to the ground. he was considered a disgruntled customer. some of the mornings on the news stand. >> the orange county register reports a man charged for attacking the flight attendant. on a cross country american airlines flight.

20-year-old brian shoe is accused of he punched the woman in the face. she faced a concussion. the flight from new york to santa ana. he says he accidentally bumped into her. and she charged at him and hit her nose against the palm of his right hand. the baltimore sun says raven's player harrison was hit in the calf by a stray bullet fired outside a nightclub. he was in the club when a fight broke out. people started running when they spotted someone with a gun and he heard shots fired. he was treated and released from the hospital. >> i feel bad for the situation. happy he's okay. grateful and that he's not hurt worse. anything can happen. it is a tough situation. >> four people were arrested in connection with the shooting. the detroit news says a fire on halloween at bob sieger's
