filmed in san francisco. the film's stars returned to the city for a premier last night. we will take you there. good morning, it is sunday, december 19. thank you so much for joining us. let's check the weather with our meteorologist. >> it is cold out there. nothing is different. the temperatures are what we have done for the last several days. it is low to mid 30s. grab the jacket. the good news is while it is just as cold as it has been, there is less fog today than there was yesterday. visibility readings are up and down from the north bay through the south bay. they are about a mile. we are doing okay on the fog. the rest of today is fine. it will be sunny in the low to mid 50s. meanwhile, look at the doppler. do you see the edge of the rain off the coast? that is the start.

we do not see the rain get here. watch it take its sweet time. this is until we get to tuesday. this is what we will look at in more detail coming up in the forecast. we will time-out the rain first. i will show you why tuesday is the only day that has rain. i will see you with the holiday forecast. tag to you. we begin with breaking news in the southbay. one person is dead after a pile up. around 1:00 am on northbound 101 near the truman road exit, five cars were involved. video shows a mangled silver sedan. a minivan had major front end damage. all lanes work closed for two hours. the roads have reopened. people are rushing to get boosters. holidays are around the corner. there is a dangerous new variant. despite that, one of the busiest vaccine sites is shutting down. kpix explains why. >> reporter: cars lined up throughout the day at the san mateo county event center filled with people eager to get booster shots. >> it has been a while. i think i need the booster.

>> the latest rush is propelled by holiday celebrations and growing concerns over the omicron variant. >> it feels like there is an urgency now to do it. >> reporter: whether through confirmed cases or the presence in wastewater, health experts say the variant is here in the bay area. it is spreading rapidly. >> omicron was identified in a few cases and it is growing. this is the tip of the iceberg. >> reporter: this dr. at ucsf says omicron appears to be more transmissible than prior variance. it is not more severe. vaccinations and boosters will help get us through what is to come. >> we will emerge from this. folks have been really really down about the recent chain of events. the boosters will give you the best armor against what is coming. >> i am seven months out from my second moderna shot. i wanted to get it in.

>> reporter: margaret got into the clinic on saturday. the county is shutting it down for two weeks so they can transition to a walk-up site. the plan has been in the works for a while. a health spokesperson says the shift will give them flexibility for administering shots. there will still be several other vaccine sites open throughout the holiday season. in san mateo, kpix 5. 34% of eligible residents have received a booster shot so far. the stay's positive test rate is 2.8%. that is up a half a point. 80% of californians have received at least one shot of the vaccine. this is a look at two of the bay area's airports. hundreds of thousands of travelers will pass through next week. the numbers are up. this is compared to last season. covid cases are up. we report from sfo. we have travel tips amidst an

increase in omicron variant cases. >> reporter: this came at the worst possible time this holiday season. travelers are hopping on planes to visit family and friends around the globe. a busy holiday weekend at bay area airports. friday was one of the busiest days in the here. on friday alone, they saw 55,000 passengers. officials say about 16,600 passengers went through the oakland airport on the same day. tsa officials say 15,000 at the san jose airport. national airlines sought a 184% increase from 2020. the new variant was not enough to convince people to stay local leading up to christmas. they will be taking extra precautions. >> we use masks. if there is too many of us, for the most part, we are concerned about the latest variant. >> reporter: officials advise travelers to rely on a layered

approach. get vaccinated. get a booster shot. wear a mask. use rapid testing after the trip. >> be careful. where your mask. wash your hands. you hear all of the recommendations. >> reporter: for those opting to drive, aaa predicts over 100 million americans will be hitting the road this year. pack your patients along with masks and christmas gifts. i am don lynn, kpix 5. rules have changed for international travel. passengers regardless of status must show a negative test result with in one day of heading back to the united states. a los angeles music festival was cut short after somebody was stabbed. it happened before 9:00 pm at the once upon a time festival in los angeles.

thousands of people packed the indoor venue and thousands more could be seen streaming out soon after thousands of hip-hop stars were performing including stupid dog, ice cube, the game, and $.50. reports claim that the victim was also a performer. they were taken to the hospital. we do not have details on the severity of the injuries. the police have put up pictures of a man who is left in critical condition. a shooting happened before 9:00 am along international boulevard. authorities released a picture of a suspect. crime stoppers is offering a $10,000 reward for information leading to an arrest. if you see the suspect,ca he is armed and dangerous. the victim was 21 years old. he was taken to the hospital. a macy's employee in the southbay was assaulted during a robbery. it happened in oakridge mall in south san jose. six to eight men tried to rob the store and assaulted a worker before running from the area. no arrests were made but two

people were detained for interfering with arrests. there is no word on whether the crooks got away with merchandise. we look at union square where the health department is cracking down on food cart vendors. one set up was carted away. the health department says it is doing permit checks. vendors who lack paperwork will have cards confiscated. they will be held for 30 days pending a hearing. vendors will not face fines or citations. the health department says that a warning which says consumers should purchase food from a vendor that has a permit sticker. the castro theater held the premier of the matrix movie. the film was shot in the bay area. kpix was on the green carpet. we spoke with the film's biggest stars. >> reporter: what would the kiana reads today tell you from

disney and espn channels have gone dark on youtube tv, one of the nation's largest in our tv services. negotiations between the companies have been going on for months but the deal fell through. the sports world was upset to find out that they could not watch the nba or college bowl games. disney will work on an agreement with youtube tv which has 3 million subscribers. as businesses in chinatown try to recover from the pandemic, the neighborhood hosted a winter wonderland day to bring the community together. as kpix reports, it is part of an effort to revitalize chinatown. >> reporter: in its second year, this celebration helped chinatown showcase its community and culture. this is a reminder of the numerous businesses working to stay open and the challenges that families have faced over

fog like we did yesterday. we have more on temperatures and currents. it is low to mid 30s wherever you go. there is the next system out here. the way this is going to work and the reason what this forecast is so busy is because that is the first one. this is kind of the set up. we are going to see low pressure off the coast. it is not just for tuesday but all the way until monday. system after system, we will get caught up in it and keep regenerating the possibility for rain. here is the first one. that is tuesday. we are coming for a close-up look. look at tuesday as we turn to midnight. let that play forward. tuesday morning's commute, for all of us who are still doing a commute, pandemic and holidays combined, there will be people who need to deal with this on tuesday morning. 8:00 am, the north bay, this is the rain right through the heart of the commute. we will see showers shift south. by the middle of the day, it

will be in the south bay. this is by late afternoon and early evening. once we get toward tuesday night, we are mostly done. we do not turn it off completely. that is going to be a theme for most of that six day period. we do not ever really turn the rain off completely. you will see that there will be particular points in time where the rain is perhaps a little bit more likely. we take the first system, one at a time. tuesday's rain, how much do we get? an inch and a quarter for the northbay. it is less in san jose. that is storm number one. here comes the rest. here is wednesday. remember, there is a stationary trough. these systems keep rotating. wednesday we see this. thursday is another one. let's get into friday. there is a possibility for rain. saturday, sure. sunday, okay it is still there.

by the time we get to monday, it clears out. if you just looked at that you think it is going to rain nonstop. it will not rain nonstop. it is because of the resolution of the model. at this point, other than tuesday which is close enough now, we can get specific in the details. from wednesday on, we have to come away with this general idea of rain in the forecast each day. as we get closer to that specific day, within 48 hours of that day, we will be able to nail that like we did for tuesday. in terms of the snow in the sierra, there is a lot. there is more coming. this is more than what they got from the last storm. they did really nicely in the last storm. omfrom esday,ing rough can see aps a for many cities and communities. that is for the whole six day timeframe. that is a manageable amount of rain to get over six days. daytime highs today, mid 50s. as we look across the seven-day

forecast, it is just a chance of rain every day. we know better now in terms of the details. it is not going to rain nonstop. it will not be five degrees for our inland communities in the east bay on thursday. it will be more like 55 degrees. you can see the trend playing out across the rest of the seven-day forecast as well. there is going to be a lot to keep track of. this is starting tuesday. we go all the way through the holiday weekend. >> i ask you about christmas. now, saturday is in there and it looks like rain. >> if you noticed on the big picture, the low-resolution model where we are watching these systems come in, by the time we get to saturday and sunday, they lighten up. fingers crossed, we will watch that. christmas day and new year's eve, the real focus is it about 48 hours before each one of those days if you really want to pull out more specifics. >> thank you. of the big win for the

across the globe, covid cases are searching. it is not how we wanted to end the year. several cities in europe have cantered new year's celebrations. health officials are worried about post christmas spikes. our reporter has the latest on the pandemic. >> reporter: as millions of americans are leaving home to celebrate the end of 2021 with family and friends, covid-19 concerns are on the rise. >> the cases are going to surgeon the next few weeks. we all ready at 100,000 daily cases. we could get to over five or 600,000 daily cases if delta and omicron coexist. >> reporter: the world health organization says omicron cases are doubling within a 1 1/2 to three day period. >> i had a niece that was going to visit. we cancel that. i had friends that were going to have a gathering. >> i am not to worry. i got the booster shot. i am about to travel.

that is a requirement. >> reporter: health officials say there is unanswered questions about omicron and how much of a potential threat it poses. >> even if it is a little less severe, you will have people in the hospital. hospitals are already really stretched with alta. >> reporter: they stress vaccination and a booster provides the best protection against the virus. >> we are seeing people come in with covid. this means they are quickly deteriorating. we put them on ventilators. they are languishing on ventilators and as best as we try, we are unable to do more. we are seeking needless death. this is death that could be avoided by vaccination. this is a look at the white

house. the president plans to address the nation about the variant on tuesday. his press secretary says that the president will unveil a plan to respond to case numbers and give a warning about what the winter could look like for the unvaccinated. the naacp has won a battle against the postal service to ensure timely delivery of ballots. the election was heavily dependent on mail in ballots. there was concern that ballots might not be delivered in time. under the terms of the new agreement, the naacp will be able to meet with officials from the post office in the months leading up to every election. if you are thinking of calling solar, you better act fast. the state's commission gave approval to a plan to reduce incentives for rooftop solar systems. it is not in stone. the final vote is set in january. as we discovered, there are powerful interests on both sides of this issue. >> reporter: this woman believes in saving planet

earth. she drives an electric car and has solar panels on the roof of her home in walnut creek. >> what made it possible for us to do it was that we would be able to recoup our investment by having reduced energy bills and being able to sell some of our energy back into the grid. >> reporter: this is a win-win for everyone, clean energy and savings for her family and locally produced clean energy for her neighbors as well. >> on a good day in the summer, we are producing probably three times what we use in our house. we are powering our house completely and we are powering two other houses locally. >> reporter: her beliefs in the future of california's renewable energy goals are under attack. cpuc wants to reduce incentives for rooftop solar. >> if they change the structure, it will make it expensive for people to install rooftop solar. it has got to have a completely chilling effect on the industry. >> reporter: something called energy metering where the utilities calculate the bill for solar customers could

happen. here is how it works. when solar panels produce more electricity than you can use, the excess is sent to the grid. the utility buys your electricity and your electric meter spins backwards. at night, when there is no son, you by electricity back, spinning the meter forward. under a new system, utilities include pg&e, they would cut the rate that they pay for the excess power. this would be $.25 a kilowatt hour. this is as little as six cents. they want to add a fee. >> it is important to put solar equity first. >> reporter: mark tony is the director of turn, a consumer group that supports reducing incentives for solar. >> solar comes from two different places, from large- scale operations, that is three cents per kilowatt hour. the solar rooftop, we are

paying $.25 per kilowatt hour. that is a huge difference, three cents per unit versus $.25 per unit. the solar rooftop owners are being overpaid for their solar. >> they are using lousy math to increase the costs. >> reporter: rad says that cheaper energy from solar farms actually costs a lot more when you factor in transmission all the way from the desert to the cities. >> rates have gone up a lot. the reason rates have gone up is because of wildfire costs and because of the cost of transmsion loss. is e r and the solar customers that are causing rates to go up. >> this is where solar likes to try to avoid talking about the cost shift. >> reporter: this coalition is called affordable clean energy for all. >> the problem with energy

metering is that the program could disadvantage californians in a situation where they are paying for costs to operate the grid that people with rooftop solar should be paying but they are not paying it. the subsidies are so generous. >> she points to a study commissioned by the utilities that found non-solar customers are paying $240 more per year to make up for what solar customers are not paying. this is to maintain the grid. >> the net energy metering program is outdated, 25 years old. the world has changed. solar panels are 70% cheaper now. the program has been updated to recollect that. >> back in walnut creek, it comes down to common sense. >> encourage as much as possible solar rooftop generation locally. this is to avoid having to use a long-range grade two transport energy over

birds. wildlife officials say the population is threatened by mice. they were first introduced more than a century ago. in recent years, the population has exploded. the plan has received praise and criticism. critics say other wildlife could be poisoned. jane goodall spoke out against the proposal at the hearing. she says the poison will cause pain and suffering for animals. salmon have returned to the south a. they have been helped by the recent rains. >> the salmon have come full circle returning to the waters to spohn. >> we are seeing the late fall run of the salmon. this run goes up into the guadalupe watershed in the south bay. this is a seasonal thing. we see this each year. >> reporter: steve holmes led guided tours to witness the final leg of this amazing journey.

the fish are traveling dozens if not hundreds of miles from the open ocean back into the bay. >> they are coming from the pacific under the golden gate bridge. then they are swimming south into the bay and they are coming up into the guadalupe watershed. then in this case, one of the tributaries is this creek. >> reporter: after years of >> the fish were moving from lower sections along the guadalupe and they were moving up into the creek. behind me, we have about a dozen fish that are swimming around. >> reporter: the coalition is witnessing the annual right of pat such. they are also caretakers of the areas where the salmon spohn. >> there was a lot of trash. there has been a lot of cleanup. we have done over 300 cleanups. we have recently eclipsed the 1 million pounds of trash removed

from in and around the creek. >> reporter: kpix 5. >> it goes to show you what a lot of rain can do for the salmon runs. let's talk about the rain. before i get to that, it is called. let's look at the numbers. we are in the 30s. that is going to feel familiar. bundle up. there is less fog out there. that is nice to see. all right, big picture shows us a large trough having developed off the coast. that trop is going to be a fixture for the next six days. within the trough, several storms are going to be able to wehavethe best clarity and tha impres over e whe week is on da e shows in predawn hours in the northbay. when we get to the heart of the morning commute on tuesday morning, for those of us who are doing a commute during the pandemic, there will be people who have to deal with this.

it is raining good for the tuesday morning commute. this will be through the middle of the day. then we will see showers get down to the south bay as we get to the late afternoon and early evening. notice how while we finish the rain, the showers never turn off completely. the main event really is done by tuesday night. if we just look at tuesday's rainfall, we pick up an inch and a quarter. an inch for many other locations, maybe 3/10 of an inch in san jose is still number one. the trough remains. within that, several more systems developed. there is the possibility for rain on wednesday. you can see what happened on thursday. there is another system on friday. even though this looks less and less oppressive as we get to friday and saturday, christmas eve and christmas day, it is still there. there is a chance for rain. the take away from that is you have to plan on the chance of
