right now, the omicron variant has quickly become the dominant strain in california. we've got just how many new cases have been confirmed. san francisco moves forward with the plan to crack down on drug use in the tenderloin. local businesses have been struggling during the pandemic. we will see of the holiday season has helped their bottom line. good morning, merry christmas and happy holidays. thank you for joining us. let's start with a quick check of our weather. >> right on cue to start off this christmas morning. there is rain moving into the bay area. a well organized front going to the heart of the northbay. out in front of that right now is a good up to and rain going over the send rough elbridge right now. and just through all of those

communities through southern moran we are seeing decent rain. if you've got ticket the roads early, expect those windshield wipers to be going. if we look up stream, here comes the more prolonged rain that will start here on the future cast. you will see the outline, a cold front where you will find persistent rain. by the time we have gotten into the early morning, it will be in the heart of the bay. everybody is going to get in on the action today, but it will take longer for this line of showers to marches way southward. we will play this throughout the whole day. back to you. we begin with the coronavirus. in california over the course of the pandemic, nearly 5 million people have tested positive for covid-19.

omicron has catapulted over other strains of the virus. it is being blamed for up to 70% of new cases in california. three counties have reported that 70% of new cases are omicron. the variant has been detected in wastewater and the variant is accounting for 73% of new cases. marin county had an encouraging word about the spike. >> there has been an uncoupling of case rates and that is probably because of our high vaccination rates. we have some of the highest vaccination rates in the nation and across the bay area. that will protect us as we come into this surge. >> one of the items in high demand is a covid test. in the east bay, people were trying to get tested yesterday,

but dozens were turned away. we report on how it's bringing down the holiday spirit. bay area drug stores are sold out and most test sites are closed on christmas eve. >> this is a line in front of friendship christian church in west oakland. 50 to 60 people waited for the church to open. this was one of two locations opened for testing starting at noon. the problem was, it was bad information. the church was closed. >> it is really disappointing. >> standing in line on a cold day with a bunch of people is not what you want to do. >> reporter: their babysitter spent three hours in their home and tested positive for covid. >> we will quarantine and see if there is any symptoms and try to attempt to get a pcr

test. definitely had to cancel plans for any family gatherings. >> any people in this line also plan on canceling. >> it looks like we will be doing drop buys. better to be safe than sorry. >> this test center was her last hope. >> everything has been sold out. i have been calling walmart and cvs. we are kaiser patients and the first test available was december 29th. >> i am frustrated because there is a rise in cases. there is no place to get the test. >> many people say it doesn't make sense. karen says she has a headache and was exposed to an infected person. >> we will probably have to cancel or keep away from everybody. >> i went to drugstores and

four different cities today. those test kits are all gone. most test sites are closed today. >> reporter: and alameda, kpix5. if you are worried you may be exposed , experts say go ahead and test twice a week. what do you tell if you don't have one of those tests? >> let's ask who is gathering together. are the grandparents healthy, or do they have underlying illnesses? will and susie be there with her diabetes? let's gather together and wear a mask and keep social distancing. >> if you are lucky enough to get your hands on a rapid test, follow those instructions closely. >> if any of those variables

are not exactly right, the test >> the pcr is the golden standard if you are able to find a clinic near you. we have a vaccine and testing resource guide at https://sanfrancisco.cbslocal.c it took thursday night but with an 8-2 vote, the board of supervisors signed off on the mayor's emergency declaration for the tenderloin. the mayor wants to move addicts toward a new treatment facility. >> over the course of attend our meeting, a lot of people with both sides of the boat made a point to it knowledge the situation here is unacceptable. with the vote of the board it is official that this neighborhood is in a state of emergency. no one is sure what will happen next >> i think that they are so figuring that out.

the director has been tasked with making this work. she and her people have done an amazing job during the pandemic. they are trying to take on this new public health emergency and try to serve up to 100 folks initially and get those folks off of the sidewalk and indoors. >> he was one of the eight yes votes this morning >> the bureaucracy is hard to figure out how to do this legally and bring the departments together. >> we have a united group on our incident management team that different views about how to approach these problems. >> supporters of the mayor's plan say in some respects the challenge is not impossible. randy shaw's head of the

committee. >> i think it makes things more complicated than it really is. arrested drug dealers and not the homeless people or drug users. you will see a vastly improved tenderloin. >> the initial push will last 90 days and is expected to start in mid-january. if nothing else, the mayor has compelled some kind of action on what everyone agrees is a crisis. for a lot of people, that alone is a significant start. >> we have never had the entire city riveted on the tenderloin. i have never seen the tenderloin trending on twitter. >> now she has said that she is going to make change. i think people will hold her to it. it raises the expectation level. >> the mayor put a lot of chips down without speech and several

members of the board of supervisors have done the same. the hard work starts and we will see what that looks like early next year. and san francisco, kpix5. both directions of 680 are back open after a tanker truck overturned near automall parkway. it caused a gasoline spill and hazmat team spent hours cleaning up the mess. how is -- you can see the damage done to the sidewalk. crews were on the scene into the afternoon. looking live at our bay area bridge, the chp has begun the christmas maximum enforcement period. all available officers will be out on the road. last year the chp made 573 arrests and that period. this officer had to channel his inner bullfighter with an

angry old charge him there susan fell yesterday. right now, a family is searching for surrogate grandparents. she has no extended family in the area. which you put an ad on next- door entitled searching for grandparents, lots of responses poured in. when the pandemic is preventing in-person visits, she has gotten to know a lot of her neighbors on zoom. >> i have been grateful to meet lots of different people that say they've never had family nearby or they are missing their grandchildren. it has been amazing to meet incredible people. >> work tells her she wasn't fishing for a babysitter, just the love and the wisdom that only a grandparent give.

coming up next, small businesses tell us whether the holiday season is making up for a rough couple of years. darren peck breaks down but whether we can expect the rest of the holiday weekend. we will be

we spoke with businesses in san mateo county about how business is going during the holida season. >> reporter: this holiday shopping season retailers found inventory to be a challenge. for small businesses on the peninsula, it was there advantage. >> reporter: they hope to stand out from big box stores. even with the unique focus, the past 18 months has not been easy. >> it has been a struggle. >> reporter: the source has 40,000 books and by selling and buying books at low prices, the businesses going even as the pandemic brings on new setbacks month to month. >> as long as there is some light at the end of the tunnel, i am willing to keep going. >> reporter: at all that glitters, a similar story. the

store sells vintage items and from designers who sell only to their shop offering a variety of products at low prices is a way to keep the store open and invite customers on a budget to shop.. >> if we have survived the last two, i am grateful. >> reporter: whether it is books, jewelry and hats, or clothing, stores are relying on repeat customers. >> it is heartwarming to see so many support local business. >> reporter: soap, surviving for now. >> the model that we are following is one that works in this environment. >> reporter: the small businesses are looking forward to the final week of december trying to get customers to come back and shop again after christmas. kpix5 . struck a covid safe celebration in the tenderloin returned yesterday. the annual christmas eve prime

rib brunch for people in need. the house of prime rib owner donated 3000 pounds of prime rib. >> it is one of the things we have been doing for 28 years now. we and showing it very much. >> it is nice we are able to do this again this year. our guests really enjoy it. we get to be with each other. >> glide will deliver dozens of meals to homeless encampments across the county. here is a live look outside. clouds are returning and we will get more rain in the forecast according to darren peck. we will start out with a close-up view where we saw more noticeable rain right here on the richmond san rafael bridge. you can see as the cars move

across. we have seen the rain and the city as well. we are looking back toward the city skyline. temperatures are in the low 50s for most places. it is relatively warm, but where is it raining and where will it be raining over the next few hours. let's take a look at high def doppler. we are going to come back and look at the more impressive rain of the last 45 minutes. pretty much outlining san pablo bay at this point. we have had decent rain coming through marin and this is one of the areas we spotlighted at the top of the newscast. and then as we come back out for a wider view, very subtle, but can you see that organized line moving through north county and stretching all the way out? that is our cold front. the future cast model shows us

how that progresses through the day and will march across the entire bay area. there will be organize rain that moves through in a timely fashion and you can watch a progress throughout the day. as we just saw from high def doppler, this is a most impressive part of the rain. we have seen the system develop out in front of this. that gives us an idea of the progression through the rain gets down to the south bay by noon. on the back edge of the front, showers will redevelop in the cold sector of the storm. those will come in the form of an isolated pop-up storm. most of that will be rain but some of that will be isolated thunderstorms. if you happen to get one, a brief downpour, small hail and a rumble of thunder. temperatures out there are in the 50s.

if he wanted to see how much rain we get from this, we will pick up about 1 inch from the heavier spots in the northbay. perhaps .5 inches for the rest of the bay. our morning lows have bottomed out around the low 50 degree mark. we we'll top out in the mid-50s for daytime highs which is not a lot warmer than where we are now. the snow just keeps falling in the sierra. we have already gotten several feet of new snow. over the next three days, we will double down on that with heavier snow particularly with the system today. the next one is coming in sunday night to monday which will give us colder air, lower snow levels, more snow in the sierra. that is why we have a winter weather watch over here moving through parts of mendocino and lake county. we could see snow levels

dropping to 1000 feet by the time we get into monday and tuesday. maybe light accumulation's down to that level. it is not likely we would see much. okay, as we track the next couple of systems, here is the one for sunday night into monday. another one will come in for tuesday night into wednesday. and just timing out the rain, that is the next system for sunday night. there is a monday night system, and then we have another one on tuesday and wednesday. we will see chances of rain going across the whole thing. there is even sunshine by the time we get to thursday and friday. we still have several more days to go with this pattern that we are locked into with a chance of rain. and noticeably colder, especially for those morning lows by the time we get to

monday and tuesday >> it seems i could get some pretty good accumulation over the course of several storms. >> that is a good point. this is not a trenching storm, but the ground is already saturated. we might see some flooding near the areas that tend to overflow. nothing significant, but something to be aware of. thank you. we will keep an eye on it.

let's start this half-hour with a quick check of our weather. starting off this christmas morning with a round of rain. we are working its way down to the golden gate. high def doppler shows you some areas near southern marin and going across to san pablo bay. that will head over to napa. plenty of rain working up the american county and working its way to fairfield. we see good rain to the east bay hills and extending to the bay bridge. a little bit of rain on the south side of the city. that line is the focus of this. that is the cold front and what we will watch march across the entire bay area throughout the rest of the this morning and into the early afternoon. by noon and will move across the heart of the bay and get down into the south bay. we will take another look at

this coming up and two more rainmakers over the next few days. we are sitting right around 50 degrees. back over to you. in los angeles, community members are demanding answers after police shot and killed a 14-year-old girl in the dressing room of a burlington coat factory. police were called with reports of a man assaulting a woman. police opened fire and killed a man and here is the tragic part. one of those bullets came through the wall and hit a 14- year-old girl. the la police department chief is promising to release body camera video by monday. a 31-year-old man was killed and a shark attack at morro bay. the surfer found his body. the beaches will remain open,

however authorities have ordered beachgoers to stay out of the water in the morning just to be safe >> everybody was sleeping when we came. there were tons of cars driving out and everybody walking off of the beach. the sign said to go when the water at your own risk. >> there has been an occasional shark attack over the years, but it has been decades since a person was killed in california by a shark. there were hours of debate that stretch from thursday into friday. the san francisco board of supervisors signed off on the mayor's emergency declaration for the tenderloin. the mayor wants to use the police to move addicts toward a new treatment facility. here is what happens now.

their zero omission goal. here is a live look across the bay area. it looks like rain off and on for much of the day. let's head over to darren peck for a look at our forecast. this is the richmond bridge. you can see how wet the road is there. there is a little bit of a break in the clouds above. this has gotten rain drunk quite noticeably in the last 30 minutes since we have been on the air. if you go straight to high def doppler, a couple of areas to point out. we will track this through the morning. we will show you when it should rain for your part of the day here. the rain has been along the north edge along highway 37 and then up towards fairfield. as you get it. into sonoma county, that organized line is moving toward santa rosa. this is the leading edge of the

cold front and where the best rain of the morning will be found. we contract out on future cast right there. we will watch that line of showers work across to the heart of the day. by the middle of the day once we get towards the early afternoon, it starts a work its way down the peninsula and down into the south bay by late afternoon. what happens once that initial line passes are the follow up isolated scattered showers. some of which will come in the form of an isolated thunderstorm. there won't be many thunderstorms, but if you do get one of them, it is a brief heavy downpour, small hale and a rumble of thunder. that is the possibility for the second half of this saturday. you see that light snow falling on mount hamilton. and then more up here through

mendocino county. mainly up on the hills. it will look pretty. by the time we get into sunday morning, a light dusting of snow. we will get perhaps up to .5 inches and that will range a bit sporadically with this throughout the bay area today. if you're getting ready to step outside, right around 50 degrees. we will climb up into the mid- 50s today. the snow in the sierra will just keep falling. we will get a breaks in the rain and be on-again and off- again, it will snow consistently. especially when this next system comes in on sunday night into monday and then again for tuesday night into wednesday, it interjects more colder air. we will get down to the 3000 foot level. back here at home, as we get

into lake county and mendocino county there is a weather watch. we can see it playing out saturday night where we get snow down to 1000 feet. there are two more systems coming. the next one sunday into monday will take us into monday morning. the next system comes in late on tuesday into the first part of wednesday. we will time those out with much more in the way of timing specifics. the rainfall is taking us just through sunday. we pick up a quarter inch of rain there. if we add the rainfall from monday and then again tuesday night into wednesday, we've got a good week of rain to go. it will be noticeably colder. morning lows will be falling down into the mid-30s for most locations. and then we get a break. by thursday and friday those

are actual sun icons. we will get out of this pattern. while we have to, we will take it. thankfully the rain is spread out and it's not like we will have to deal with the media concerns for flooding. because the ground is already saturated, it will be enough to cause more localized flooding and maybe some ponding of water. >> some of the local peaks, mount hamilton? >> yes, it showed up with the bull's-eye. let's not forget that winter storm watch as for the mountains of mendocino and lake county. the snow level could be down to 1000 feet by the time we get to monday morning. >> it will look real pretty. treacherous conditions at the reno tahoe border.
