streaming on cbsn bay area, firefighters are raising to contain a fire in monterey county. high wind warnings this morning. when it is expected to end. >> an emotional plea from an oakland mother after her son was shot and killed apparently at random. we start with breaking news out of japan. i do too 6.6 earthquake has hit japan and 13 people are reported to be injured including two people in their 80s. there is damage to buildings and roads and infrastructure. good morning. it is saturday, january 22nd. we start this morning with a

growing wildfire along the big sur coast. the colorado fire grew to 1500 acres overnight. the blaze broke out around 7:15 last night. a few miles north of big sur. the flames jumped highway 1 late last night and now that road is shutdown in both directions between big sur and carmel. the red cross has opened an emergency shelter at carmel middle school. evacuations are underway along palo colorado road. strong gusty winds have not settled down yet . a high winds warning in effect until later today. the strongest winds are expected at the highest elevations. >> this massive tree came down and crushed several cars and

brought downed power lines. neighbors say it is a busy road but luckily, no one was around when that tree came down. let's get a better look what derek pack. two important ways to separate the wind advisories. it is windy in the mountains. it is basically for the north bay mountains. this will go until 11:00 this morning. it does not include the valley's. even though the map is shaded in red, it is not a red flag warning. the red flag warning would be specific to fire weather concern . this is simply a high winds warning. the humidity levels should be able to handle that. it is not a significant fire threat. and here is where we have the wind advisory . it does not include any locations in the lower elevations where the overwhelming majority of us live. it is a little bit lighter.

this goes until 7:00 in the morning. we could see gusts up to 40 miles per hour. if we watch what happens on the winds, we do have gusts hitting 40 to 50 miles per hour. as we play this ahead and once we go through the day, the winds are going to calm down. i will have the rest of our forecast coming up in a bit . in light of the fire burning in big sur, this is the primary concern at the moment. oakland police say a government randomly killed a man and shot firefighters without any apparent provocation. we are hearing from the mother of the victim. we spoke to her at a candlelight vigil last night. >> reporter: community members, family and friends celebrating the life of robert. >> he just got off work and was

talking to his cousins. >> reporter: family members say a man walked up to him and shot him. she says that community support is keeping her strong. investigators believe that thursday night killing was random. they say the victim and the suspect did not know each other. the gunman was walking in the middle of center street and screaming he was going to shoot someone. a short time later he came across ronald and shot him.'s the gunman on walking. police say he saw two firefighters outside of the fire station. police say without provocation the gunman fired four shots into the suv. luckily, the bullets did not hit the firefighters. >> what set him off, i truly don't have an answer for that. >> reporter: officers arrested the suspect. he was convicted of

manslaughter for a 1996 killing that happened two blocks away from the homicide. she heard the gunshots on thursday and ran over to try to help ronald. a homeless woman was graced by a bullet but declined medical assistance. >> should he have been under the care of a psychiatric physician? i have so many questions. butt denise forgives the suspect that once accountability and justice for her son. >> to move forward, you have to do that. i do not want to walk around holding grudges. >> reporter: he is set to appear in court next week facing homicide charges. kpix5 . police say thursday nights killing was the eighth homicide of the year. up as our crash involving a

success car thief. things of a good samaritan, that suspect is in jail. the man stole a car and return to that neighborhood hours later. he drove recklessly in a parking lot and hit several parked cars and then crashed into a tree. bystanders held him down until officers arrived. friends, family and community members have gathered together to remember michelle bell. >> michelle stood for love. >> reporter: the 40-year-old grew up in fremont and died last saturday after she was pushed in front of a subway train. close family friends had a message from her parents. >> they want people to focus on how she died and the tragedy around that.

they want people to focus about how she lived and what she lived for and the things she was doing in the community. >> she led a life of service. in her spare time she volunteered to help homeless women and children. she is an example of what we all need to be to serve our community. a 61-year-old man is in jail charge for murder after pushing her to her death. santa clarita county will give out 60,000 free at-home covid tests. residents are required to make an appointment online before picking them up. each household can receive up to four kids. it runs through january 30th. oakland teachers are threatening to take a strike vote if they don't reach a new covid safety deal. teachers are demanding weekly testing and high-grade masks.

many students have been staying at home and protest demanding a temporary return to online learning. the district tells us it has reached eight safety agreements with the union over the course of paemic. a live look at the state capitol where debate got underway on friday about legislation to enable some children to get a covid vaccine without their parents permission. it would apply to kids the ages of five to 17. they can choose without parental consent to get vaccinated against hpv and hepatitis b. >> many of them do want to be vaccinated. sometimes their parents don't let them. sometimes parents are not prioritizing taking them to be vaccinated. >> these are conversations that should happen between parents and their kids and not to

isolate them and make this a conversation that happens with the school nurse. >> several other states allow minors to get vaccines without parental consent. taking a live look at san jose whether sharks are teaming up with stanford blood center. it starts at 7:30 a.m.. each donor will be entered into a drawing and dozens will win free sharks tickets. an update on the newest light rail line. testing on the central subway is going well. muni central subway will take writers from south of market through union square and into chinatown. that project is millions of dollars over budget. the director blames the trouble on the boring phase and then construction delays due to covid. as of now, all systems are a go

shut down in both directions between big sur and carmel. parts of the bay area are under a high wind warning. the national weather service says the warning will continue until later in the day for higher elevations. with that, here is darren with a full look at our forecast. in light of the fire we are seeing in big sur and the surprising nature of how quickly that fire was able to take off, we will focus on the local mountains. let's go to the red flag warning. it is a wind morning. you see a lot of read up here . here is the important distinction. it is a wind morning and not a red flag warning. while the winds are strong enough, everywhere on this map could see winds up to 70 miles per hour. the humidity levels are not critically low . they have

gotten fairly low, but because of the amount of rain we have gotten, there is not a significant fire threat here. the wind warning stays in effect until 11:00 today . that is one item. there is a wind advisory for a large portion of the rest of the bay area but only in the mountains. this is not include the lower elevations. if you live in the santa cruz mountains, the diablo range, the mountains in the coast rain, up there the delta, it is all included. it does not include the east bay shoreline, none of those locations are included in this. we could see wind gusts up to 40 miles per hour. the winds are much lighter here. go to the wind speeds. a 50 mile-per-hour gusts up here in the north bay mountains meanwhile at the most in the 20s and the lower elevations

and even at mount hamilton. the winds pretty much will turn off as we go through the late morning and early afternoon today . that is why that wind warning expires at 11:00 and the wind advisory expires at 7:00 a.m.. as far as the weather is concerned, it is warm. santa rosa, 60 degrees. it is weirdly warm. that is because you are experiencing those downslope winds coming off of the north bay mountains. they will compress and dry and warm. as they do so, 56 degrees with hayes in san jose. upper 40s for most other locations and the tri-valley. everyone else is in the 50s. we have a good-looking day with high clouds and daytime highs that go to the mid-60s. daytime highs will climb back up into

the mid-60s for most of us under plenty of sunshine today. looking ahead from here, there is not any sign at this point of any significant hope the storm track will come back to california. we will keep things quiet over the next 7-10 days and we will see that play out in the seven day forecast. sunshine across the board. you will see temperatures staying in the mid 60s. low 60s for the majority of the bay. mid-60s, san jose. north bay numbers also warming up into the mid and upper 60s for the next few days with plenty of sunshine. the focus will be the wind for the remainder of the first half today and the focus of that will be in the mountains. >> i went for a hike yesterday and the winds were really gusting. it felt like being on the outer edge of a hurricane, that is

how strong they felt. >> it is hugely different there, and that is a great example of how the topography and the microclimates will interact in significantly different ways. is not nearly that way for most of us. restaurant owners hope restaurant week will be a shot in the arm. for others, the pandemic has forced them to call it quits. how some restaurants are trying to stay afloat during this latest omicron surge. >> reporter: a busy night in downtown napa with many restaurants fully booked for restaurant week. >> it has been extremely difficult to hang on and stay alive. >> they announce their closure on facebook. they gave it their best for as long as they could. it was the pandemic that finally forced them to close their doors.

>> we were open and then we close we had to close again for indoor . it has been so complicated to understand the path forward. >> starting tonight, for the next 10 days an event to try to get diners back into restaurants again. >> restaurant week is when all of downtown napa springs back to life. >> reporter: these restaurants are taking part in the event. restaurant owner say that through costs and staffing shortages remain a huge issue. restaurant week gives businesses a big boost. we can reservations are hard to find as restaurants offer special menus at a time when some diners may be hesitant to dine out. they have had to find ways to entice customers. >> it became an opportunity to take our passion for food and

live from the cbs bay studios, this is kpix5 news. sick will come back. thank you so much for joining us. let's start this have power with a quick check of our weather with meteorologist, devon.. new video of a wildfire forcing mandatory evacuations along the monterey county coasts. cal fire says a colorado fire has grown to 1500 acres. it was first reported last night in paulo colorado canyon north of big sur. the fire jumped highway 1 and the chp has shut down the road and both directions along a 15 mile stretch between big sur and carmel. here is a view from the pg&e wildfire camera. the red

cross has opened an emergency shelter at carmel middle school. mandatory evacuation orders are in effect for those along paulo colorado road east of highway 1 . strong a potentially damaging winds are developing in the bay area. the national weather service has a high winds warning in effect until later today. the biggest gusts are expected at higher elevations. shake we will start out with an interesting temperature. it is warm outside. i will show you the wind advisory in effect for the north bay mountains and the wind advisory as well in the santa cruz mountains. in terms of what you are going to experience when you step outside, 60 degrees and santa rosa which is a direct influence of the strong winds over the mountains and descending down.

it will get warmer and dries out. that is why it feels so warm and santa rosa. 60 degrees at this hour of the morning is odd. everybody else is relatively warm too. it will feel nice when you step outside. it is windy in the mountains. it is a high winds warning different from a red flag warning. wind gusts to 70 miles per hour in the north bay mountains. when we look in the santa cruz mountains, there will be an advisory here. that will be in effect until 7:00 this morning. it will be breezy but not terribly bad. a closer look at where that fire is burning down of big sur coming up in your complete forecast. vice president kamala harris and is in san bernardino announcing a plan to release money for fire production,

prevention and recovery. >> we are committing $1.3 billion to disaster relief funding, including $600 million for california. we are working with this funding to make sure we are putting the resources where they are needed to address the unique challenges that fires present. >> some of the money will go to clean hazardous waste. shake we are hearing from a woman suing facebook's parent company over the murder of her brother in the bay area. and extrema shot and killed patrick underwood in 2020. his sister told tony dokoupil that underwood would be alive today if not for facebook. >> reporter: on the ninth of may 29th, 2020 not far from protests over the murder of

george floyd, a surveillance camera saw this white van in oakland, california. the vehicle pulled forward as the door slid open and someone inside opened fire wanting one federal security officer and killing another. >> and assassin cowardly shot two federal protective services contractors as they stood watch over a protest. >> reporter: robert justice jr. drove the van while stephen carrillo pulled the trigger using the protests as cover for an antigovernment attack. both men have pleaded not guilty. and yet, -- >> the world is a little less better with him not being in it. >> reporter: she is the sister of the murdered officer, pat underwood. she says there was a third accomplice that tragic night, facebook. >> reporter: if not for

facebook do you think your brother would be with us today? >> i do. i believe is facebook acted with the information they had privy to, of course. of course i do. >> in a new wrongful death lawsuit she alleges justice and carrillo had never met in person and had no reason to cross paths until a facebook group brought them together. the suit claims a social media network recommended justice join groups dedicated to the movement with the two men connected and hatched and planned the attack. >> they have the information that could have stopped all of this. they sat on it. they choose to not handover the information to authorities. >> if facebook were monitoring that, what makes you comfortable with them determining what is just people talking and what is a crime? >> they know through their actions of bringing these extremist groups together the bad things are going to happen.

they know through their own algorithms that there are code words these groups use. and so i don't think anything that was happening amongst communications of these groups was unknown to facebook >> he knowledges lawsuits of this kind have never succeeded against social media groups because of a broader internet law which protects internet platforms from being held liable for content posted by users. leopold says that law should no longer apply to facebook. >> they don't fit within the guidelines of section 230. >> reporter: everyone thinks they are protected by section 230. where you sit, their behavior is so outside of what that section is intended for that we are in a different world. >> that's right. they provide the content and drive people to various groups.

he lost his. >> reporter: cbs news. a new revelation has emerged in the gabby petito case. her fiancc confessed in the notebook he was responsible for heard death. the fbi believes he wrote the note before he took his own life. the notebook was discovered where laundry's remains were discovered. the couple set out on a road trip in june but he returned alone in december. her remains were found in wyoming and her death was ruled a homicide. the fbi is now closing its investigation. strike a gel announced on instagram she will be postponing her highly anticipated weekends with adele concerts in las vegas. >> everything we did to put it together in time, but we have been destroyed by delivery

wildfire in monterey county is continuing to grow this morning and is facing, forcing evacuations. it broke out and paula colorado canyon. this morning cal fire says that fire has burned 1500 acres. the flames jumped highway 1 last night. the road a shutdown of both directions between big sur and carmel. we are taking a live look outside. parts of the bay area are under

a high wind warning. the biggest gusts are at peaks and hills. the warning will continue until later today. a massive tree came crashing down during high winds and san jose crushing several cars and knocking out power to the neighborhood. it happened near the intersection of east julian. one person from their truck totaled. luckily, no one was around from that tree came down. drivers had to dodge this giant tumbleweed in dublin. the chp is warning people to watch out for debris on the roads. i wanted to start out with perspective on the fire we have been telling you about burning in monterey county. the majority of us would know that this is a popular spot and big sur. the most recent pictures coming to us. it's a developing situation and we are getting updated reports. i wanted to

just lend a little bit of context and show you where this is. there is two things to take note of here. you can see where the icon is for the fire. this is just south of monterey. you can see carmel and salinas. you can see the red perimeters on their and that shows you where the most recent fires of burnt. this fire is burning through terrain that has not experienced a fire recently. that is why it's been able to take off. we will switchover now to a life updated map using satellite data. the fire footprint will look difficult to pick out as we come close in. if anyone knows this part of big sur, we can highlight where the fire is burning on here. that is the bixby canyon up there. probably the most well- known location is the bixby bridge. this puts a little

context in terms of where this fire is burning this morning. we will have updated information as we go through the morning. it is not a very populated area, but there is no reason to believe the bridge will be compromised at this point. >> back here at home, it is warm because of the same winds fanning those flames . winds moving over the mountains and coming downslope . 60 degrees right now. if you look across the bay area, it is generally warm for everybody. we do not have any fire weather concerns in our local mountains. we do have a wind warning for the north bay mountains. we could see wind gusts to 50 miles per hour and maybe a little stronger through about 11 a.m.. this is where we've got a wind advisory. not as intense.

not including the areas where we all live. anybody in the mountains will experience winds up to 30 miles per hour. when you look at the winds, you can see why. they are gusting up to 50 in the higher elevations. we see a sign that the winds are about to die down. once we get into this evening, it is barely even breezy. the rest of the day shows us some high clouds and daytime highs in the mid 60s. 67, san jose. 67, santa rosa. fremont, 64. looking across the seven day forecast, there is no change in that pattern. mid-to upper 60s for some of our warmer valleys. when we take a look at the microclimates, we see the same

story across the north bay. low to mid-60s everywhere else. no rain coming our way. i want to underscore a couple of things that you said. the area where that fire started is somewhat sparsely populated. i think the concern is a good push into the car merrill valley where there are more homes and more people. probably about five years ago there was a fire. >> a lot of things to watch on that when. water levels around the bay area are expected to rise to -5 feet by the end of the century. highway 37 will likely be underwater by mid century if not earlier. highway 37 is along the northern shore of the san pablo bay. it is a vital link between counties. caltrans says this stretch of

highway is extremely vulnerable to flood related closures due to sea level rise. the agency is in the process of trying to come up with a long-term solution. it is preparing a study to identify what the best options are. the ultimate answer will likely cost billions of dollars. >> this money is going to be spent in a way that should be congruent with what the public wants. there are bumper stickers out there that say 37 socks. those are the people we want to come to these meetings because they drive it every day. >> for more information head to our website, www.kpix.com . anti-of portion protesters showed up in washington on the 49th anniversary of roe v wade. a conservative leaning supreme

court is considering a challenge to that legal precedent. it comes from a mississippi law banning abortions after 15 weeks. states cannot ban the procedure until the fetus is viable around 24 weeks. a decision is expected in june. the dc march is not the only one bigger than the one here in san francisco. today's walk for life west coast will fill market street starting at 1:30. if you have asthma or an ear ache, you probably don't go too far to see the doctor. in some countries, there is no clinic thereby. a north bay doctor is changing that in guatemala. >> reporter: she travels to northern going to model two to three times a year to improve healthcare in remote rural

villages. >> people can live as much as four hours away from a clinic and eight hours away from a hospital. it is a grueling volunteer experience. >> reporter: k practices family medicine at kaiser permanente but she founded a nonprofit that trays community health workers in guatemala so they can afford emergency care. they treat ailments from dental and asthma to diabetes and fractures . >> it is a rural farming area. there is lots of injuries. they show up lacerations all the time. >> reporter: she built a new clinic that serves 6000 people last year. the center includes dormitories the house visiting professionals who teach and students who train to become community health workers. the retired physical therapist

volunteered and 2019 to give orthopedics instruction for a week. >> it was a phenomenal experience with these very highly motivated students that want to learn how to help people. >> reporter: so far they have trained health workers like miguel who can improve and save lives. sometimes we never thought we would have the ability, but we are becoming more experienced. this health worker says appreciative parents have told her u arral. -- you are an angel. >> reporter: family residence cannot wait to experience the joy of giving through her training program. >> h is so focused on caring for others. it is the most rewarding thing

that is at elevation. it does tell us something about the strength of these winds. there was a wind advisory in the south bay but the focus is entirely in the mountains. there is an important distinction between a red flag warning which applies specifically to an imminent threat of a fire. we do have strong winds, and that is something we will watch closely over the remainder of this morning. coming up, a fire raging in the off-season just north of big sur. we've got the latest on the size of that fire.
