with pepto bismol chews. >> o'donnell: all right, tonight the navy is confirming the authenticity of video leaked online showing last month's crash of a $100 million f-35 fighter jet. take a look at this. flight deck camera video shows the jet slamming into the deck of the u.s.s. carl vinson, bursting into flames and sliding into the south china sea. seven sailors including the pilot were wounded. the navy is planning to recovering the high-tech plane from the sea floor as it investigates the crash and the leak. frontier and spirit announces plans for a merger today. the $6.6 billion deal would create america's fifth largest airline. no word on what the airline will be called. prices are not expected to change dramatically. and in a bit of bad timing, a technical problem caused frontier to cancel one-fifth of its flights today. all right, heroism in action

mornings. i'm tom hanson, cbs new york. ♪ ♪ ♪ ♪ this is the "cbs overnight news". >> o'donnell: good evening, and thank you for joining us, as we kick off the week together. tonight, the first glimmer of hope in what could be life after the pandemic. three states across the northeast, once the epicenter of the omicron surge, announced time lines to end strict covid mask mandates. the governors of new jersey, delaware, and connecticut all made the announcement to end their state's in-school mask mandates as cases continue their steep decline nationwide. according to johns hopkins, the number of new cases yesterday are down more than 95% from the high of 1.4 million on january 10th. more states are expected to follow suit even as the white

house today said universal mask wearing in school still remains our recommendation. a lot of news to get to. cbs's nancy chen will start us off from new york. good evening, nancy. >> reporter: good evening to you. americans are sharply divided over restrictions but one after another state leaders are moving to a new normal, even as health officials urge caution. new jersey has had one of the country's strictest mask mandates in schools until now. >> this is a huge step back to normalcy for our kids. >> reporter: democratic governor phil murphy announcing an end to mask mandates in schools. >> we're not going to manage covid to zero, we have to learn how to live with covid as we move from a pandemic to the endemic phase of this virus. >> reporter: covid cases there are down 89%, but the c.d.c. continues to recommend universal masking in schools. deirdre birmingham, a new jersey mother of two, fears the new rules will lead to mass chaos.

what are your concerns going down the road? >> it's hard to put the genie pack in a bottle. a new variant comes along it will be hard to ask people to put mask on. >> reporter: in illinois where cases are down 73%, 143 school districts scrambled this weekend as a judge forced them to drop the mask mandate. >> the judge's decision cultivates chaos for parents, teachers and school administrators across the state. >> reporter: the ruling came after more than 700 parents sued to stop the mandate. tonight, connecticut's governor is dropping their school mask requirement. on friday, delaware's governor is lifting the mask mandates in schools next month. nationwide, covid cases are down 42% from last week but health officials warn normalcy is not here yet. what does normalcy look like these days? >> i think normalcy will be when transmission is down to an exceedingly low level. the only caveat is to make certain it goes down so you can halt mask restrictions.

state's mask manda is seto governor signaling it could be lifted entirely. norah. >> o'donnell: nancy chen, thank you. tensions over ukraine and russia were at the top of the agenda today when president biden welcomed the new german chancellor for the first white house visit. meanwhile french president emmanuel macron traveled to moscow for a sit-down with the russian president vladimir putin in hopes of building stability on the european continent. cbs' nancy cordes reports from the white house. >> reporter: another day, another show of force from russia's military, conducting joint patrols with belarus using missile-laden fighter jets. they were scoping out hundreds of u.s. troops that have just arrived in poland as pentagon officials warn if the russians invade ukraine they could topple the capitol of kyiv in just two

days. >> there's a lot to talk about. >> reporter: amid the rising tensions, president biden met with the chancellor of germany. but germany relies on russia for a third of its gas supply and, once again today, the chancellor declined to echo the u.s. threat to shut down a new russian gas pipeline called nord stream 2. president biden suggested he doesn't need germany's support. >> if russia invades, there will be no longer a nord stream 2. we will bring an end to it. >> reporter: u.s. military officials warned russia has now amassed 70% of the combat forces it would need for a full-scale takeover of ukraine. the pentagon says it could leave 50,000 civilians dead or wounded, and 5 million displaced. over the weekend, russian officials called those projections "madness and scare mongering."

cbs's imtiaz tyab is with ukrainian soldiers who are preparing for the worst. >> reporter: it must be terrifying, though, to have so many russian forces, so much russian weaponry right on your doorstep. >> it's not terrifying for us because we fight already eight years. >> reporter: russian president vladimir putin wants assurancesd to join the n.a.t.o. alliance, a demand he reiterated in a meeting with french president emmanuel macron in moscow today. president biden said it would be a good idea for americans living in ukraine to leave. >> i hate to see them get caught in the crossfire if in fact they did invade. and we have some breaking news. it was chaos at a grocery store in washington today after a man opened fire killing one person and injuring at least one other. we get more from cbs's jonathan vigliotti. >> reporter: tonight the town of richland is on alert as police

search for a man who opened fire inside a fred meyer grocery store and then fled. >> white male armed with a handgun. please do not contact him. >> reporter: photos from surveillance show the alleged gunman wearing a shirt and down vest pushing a shopping cart moments before pulling out a handgun and shooting. two people were hit, another killed, a store employee is treated at an area hospital in critical condition. >> the suspect and the deceased male from inside had some sort of interaction inside the store. we don't know to what extent that was. >> reporter: the shooting happened this morning when the store was busy. one witness reported hearing multiple shots fired. it is believed the suspect may have left in a vehicle. >> we're pursuing all investigative leads in order to find that individual and get him taken into custody. >> reporter: and the f.b.i. and a.t.f. are now assisting with the investigation. police have identified a person of interest. his motive remains unknown.

this is the "cbs overnight news." a warm welcome back to the overnight news. i'm erol barnett in washington. major protests against covid restrictions and vaccine mandates are growing larger in canada, bringing some cities to a standstill. in canada's capitol, ottawa, the mayor has declared a state of emergency. thousands of truckers and others have been blocking streets for more than ten days that left downtown ottawa paralyzed. the unrest is spreading to other cities. cbs is going to bring us the latest. >> reporter: what started as a protest against u.s. and canadian rules requiring truckers to be fully vaccinated to enter either country has erupted in to a movement of thousands against the candien public health system. >> we don't need the government to tell us what to do. >> unvaccinated for two years, i've been shamed and -- off in a bus. >> reporter: the protesters took to the streets for the second week in a row with a convoy of semitrucks blocking conspire sections. they brought downtown ottawa to a halt, disrupting businesses and flooding police with calls from everything from honking to threats and assault. >> we are in the midst of an emergency. >> reporter: the mayor declared a state of emergency, asking for outside help as authorities say they are out numbered and the police chief described being under siege. the protests have drawn praise

we all know that san francisco bay is one of the most beautiful natural harbors and cleaning it and keeping it safe is a big responsibility. >> at the crack of dawn, this captain and his crew get out on the water. they are aboard the john dillard, civilian members of the army corp of engineers the mission is to keep the bay safe. >> i have been doing it for 12 years, that is true. i like it because every day is different. >> reporter: typically that is collecting debris and removing navigational hazards like this from the bay, on this day, it involved a special operation. helo-ops with the u.s. coast
