omicron pandemic. states announced plans yesterday to drop mask mandates in schools by the end of february and march. the move comes as the average number of cases in the u.s. continues to fall. the nation is averaging 291,000 cases a day, the lowest since the end of december. and laura podesta is in new york with more on all of this. laura, good morning. >> reporter: good morning, anne-marie. here in new york, the indoor mask mandate still stands, though, the governor is expected to have an update tomorrow. there's an announcement to the end of masking already being made, and the decisions are mostly being met with smiles. >> reporter: from coast to coast, a number of states are ending mask mandates. >> this is a huge step back to normalcy for our kids. >> reporter: new jersey is lifting its school mask mandate next month. phil murphy says the likely approval of a vaccine for children under 5 is likely

factored into the decision. >> it's a combination of cases, hospitalizations, positivity rates of transmission all going dramatically in the right direction. >> reporter: students and teachers were happy to hear the news. >> i teach 7-year-olds, so i'm constantly telling them to keep their masks up. i think it's something they would be looking forward to. >> reporter: in neighboring delaware, the school mask mandate is set to expire next month. connecticut governor ned lamont is recommending the legislature to allow the mask mandate to end on february 28th >> 90%-plus of our folks have some sort of immunity. >> i'm over it. i think a lot of people are. >> reporter: over in california, vaccinated won't have to wear a mask indoors unless the local government has an ordinance. >> i'm 69 years old. may be one of the holdouts. i let the general public come into my store, elect to wear a mask or not. >> reporter: oregon is also ending its indoor mask

requirement next month. many other republican-led states like texas and florida ended their mask mandates early last year, anne-marie. >> all right. laura podesta in new york. laura, thank you. breaking overnight, president biden's top science adviser has resigned. eric lander, the author of science technology and policy, turned in his resignation yesterday. this comes hours after the white house confirmed an intern investigation found credible evidence that he bullied and mistreated his staff. before the resignation, the white house said it had reprimanded lander but indicated he would be allowed to keep his job. when he took office, president biden said that his administration would fire anyone who shows disrespect to others. and also breaking overnight, police in washington state have arrested a suspect in a grocery store shooting that left one man dead and another wounded. authorities say they arrested 39-year-old aaron christopher kelly on a highway without incident. they released surveillance images of him yesterday at the fred meyer grocery store.

that was in richland. investigators say the man who was killed interacted with kelly before the shooting, but there is no word on a moe active. store employees said they heard shots. >> we heard a couple of pops, thinking, okay, it might have been a couple of balloons popping somewhere. then we heard another few and people running, saying, shots fired, shots fired, ducking and running out the doors. >> a store employee was also shot and is in critical condition. diplomatic talks will continue today over the russia/ukraine standoff. french president immanuel macron will meet with ukrainian leaders in kyiv. idea president biden vowed to block the nord stream 2 pipeline. the biden administration has expressed more concern about the threat of war in recent days. nancy cordes has the latest. >> reporter: another day, another show of force from russia's military, conducting joint patrols with belarus using

missile-laden fighter jets. they were scoping out hundreds of u.s. troops that have just arrived in poland as pentagon officials now warn if the russians invade neighboring ukraine, they could topple the capital of kyiv in just two days. >> we have a lot to talk about. >> reporter: amid the rising tensions, president biden met in the oval office with the new chancellor of america's largest european ally, germany, but germany relies on russia for a third of its gas supply, and once again the chancellor declined to echo the u.s. threat to shut down a new russian gas pipeline called nord stream 2. president biden suggested he doesn't need germany's support. >> if russia invades, there be no longer a nord stream 2. we will bring an end to it. >> reporter: u.s. military officials have warned that russia has now amassed 70% of the combat forces it would need for a full-scale takeover of ukraine.

the pentagon said it could leave 50,000 civilians dead or wounded and 5 million displaced. over the weekend russian officials called those projections madness and scare-mongering. cbs's imtee yas tyab is with those soldiers who are prepares for the worst. >> reporter: it must be terrifying, though, to have so many russian forces, so much russian weaponry right on your doorstep. >> it's not too terrifying for us because we fight already eight years. >> reporter: russian president vladimir putin wants assurances that ukraine will not be allowed to join the nato alliance, a demand he reiterated in a meeting with french president emmanuel macron. that was in moscow. president biden said it would be a good idea for americans living in ukraine to leave. >> i would hate to see them get caught in a crossfire if, in fact, they did invade. >> reporter: putin said on monday he's open to more

diplomatic talks, but he also touted his new military stockpile, around as recently as this weekend, he was still sending more russian forces to the ukrainian border. nancy cordes, cbs news, the white house. the navy said video leaked online of a crash of a fighter jet is authentic. footage of the "uss carl vinson" shows a $100 million plane slamming onto the deck last month and bursting into flames. it then slid i south china sea. seven sailors including pilot were hurt. the navy said it's working to raise the wreckage from the bottom of the sea. it is investigating the crash and the leak of the video. and coming up, airline reshuffling. two budget airlines may be merging to compete against bigger carriers. and later an american figure skater pulls out of the olympics due to covid. his tearful message. this is the "cbs morning news." . this is the "cbs morning news." most bladder leak pads were similar. until always discreet invented a pad that protects differently.

a possible airline merger could shake up the industry and tragedy on a florida bridge. those are some of the morning headlines on the morning newsstand. the palm beach port posts a woman fell to her death from a rising drawbridge. west palm beach police say an unidentified woman was walking off the bridge sunday with a bicycle when the bridge began opening before she could reach the other side. she was within ten feet of barrier arms that stops traffic when the bridge starts to rise. a bystander tried to pull her to safety but lost his grip. the woman plummeted more than 50 feet. an investigation is under way. the "associated press" said frontier airlines bid $2.9 billion to buy rival airlines spirit. if the deal goes through, it would be the fifth largest airline. if it's allowed to merge, it would create routes not created by low cost carriers. >> i think the winner will be travelers because we will have a larger, stronger, deep discount

airline that will be better able to compete against the larger carriers. >> yesterday on the day the merger was announced, frontier canceled more than 100 flights because of what it calls an automation issue. and the "las vegas review journal" says a man relocated after he left the casino not knowing he won a jackpot. he played the machine last month at the treasure island hotel and casino and a communication glitch occurred. it prevented anyone from realizing he won. officials say when they found out what happened t man was already home in arizona and they did not know how to identify him. but after an extensive investigation, they were able to track him down. still ahead, closing time. what's believed to be the oldest pub in england has served its last pint of beer.

lawsuit frivolous. on the "cbs moneywatch" now, the irs ditches a system over privacy concerns, and it's last call for a historic pub in england. diane king hall is in new york with those stories and more. good morning, diane. >> good morning, anne-marie. stock futures are pointing to a flat open after an up-and-down day on wall street yesterday. shares of peloton rallied nearly 21% following reports that big name brands like amazon, apple, and nike are considering buying out the fitness company. peloton is one of the company's reporting quarterly results today. yesterday the dow rose a point while the nasdaq lofst 82, and the s&p 500 fell 16. the irs is scrapping the idea of face recognition technology. the agency wanted taxpayers to use it when they created online accounts at irs.gov. users would have to upload a face i.d. it received backlash. they were concerned hackers could steal personal information.

the irs said it will move away from the technology and will come up with something else that won't require face recognition. samsung is taking on ocean pollution. the electronics giant is repurposing discarded fishing nets for new galaxy devices that will be unveiled tomorrow. there's no word yet on how the material will be used and for which products. according to a u.n. report more than 640 tons of fishing nets are left in the ocean every year. and after more than 1,200 years in business, england's oldest pub is shutting down. ye olde fighting cocks, which opened as early as 793 a.d. had to close because of the coronavirus. on their facebook page the owner said they tried everything to keep the pandemic open but the pandemic was too much. there could be some hope though. the people who owned the brewery said they were going to try too reopen the gathering spot. >> fingers crossed. the owner said it was like a funeral serving that last pint of beer.

here here's a look at today's forecast in some cities around the country. american figure skater vincent zhao is out of the winter olympics. the 21-year-old announced yesterday he tested positive and dividual competition which started last night. joe tested positive on sunday, the same day he competed in the men's team free skate. he posted a video on social media yesterday confirming his positive test.
