on ukraine's border. during a white house address yesterday, president biden said russia has now amassed a staggering 150,000 troops, many of which cbs news has learned are in attack positions. cbs news has also learned russia is setting up field hospitals and bringing in blood supplies. mr. biden said if russia invades it will be met with strong international condemnation. >> if russia attacks ukraine, it would be a war of choice or a war without cause or reason. i say these things not to >> laura podesta is in new yth. with thepm >>orr: good mornin tom and this morning russia is trying to prove that it is withdrawing from ukraine's border. the country's foreign minister showed this video of tanks and other military vehicles leaving crimea across a railway bridge. the u.s. has not yet verified those claims.

the u.s. and nato remain locked in a standoff with russia over ukraine. >> our analysts indicate that they remain in a threatening position. >> reporter: yesterday russian president vladimir putin said he's open to talks aimed at averting a war. putin said russia is pulling back some of the soldiers it had deployed along the ukrainian border. u.s. officials said they could not verify that claim. >> right now russia has more than 150,000 troops encircling ukraine and belarus, and along ukraine's border. an invasion remains distinctly possible. >> reporter: mr. biden said the u.s. would continue to look for a peaceful end to the crisis. >> as long as there is hope of diplomatic resolution that prevents the use of force and avoids incredible human suffering we would pursue it.hi would likely trigger sanctions against moscow that could drive oil and gas prices even higher. >> if russia decides to invade, there could be consequences here

at home, sending democracy and liberties never without cost. >> reporter: ukraine said hackers targeted its defense ministry and two state banks on tuesday. the source of the cyberattacks is still unknown. russian president vladimir putin has said he wants nato to stop its expansion into eastern europe, and he says the growth of the alliance poses a threat to russia's national security. >> laura podesta in new york. thanks. coming up on "cbs mornings," we'll talk with state department under secretary for political affairs victoria nuland about all the tensions surrounding russia and ukraine. a settlement has been reached in the sex abuse lawsuit againsnst britain's prince andr. andrew has agreed to a deal with virginia giuffre who alleges she was just a teen when andrew had sex with her. she claimed she was trafficked to the prince by jeffrey epstein. andrew denies the claims. chael george has more. >> reporter: in the brief one-page settlement, virginia

giuffre agrees to dismiss her sexual abuse lawsuit after prince andrew makes a, quote, substantial donation to her charity in support of victims' rights. it comes weeks after a new york judge rejected the prince's attempt to dismiss the case. >> when two parties particularly in high-stakes litigation such as this make such an extraordinary announcement, it suggests that they want to resolve it with finality. >> reporter: giuffre accused him of sexually abusing her when she was 17. >> he knows exactly what he's done, and i hope he comes clean about it. >> reporter: prince andrew denied the accusations and said he can't recall ever meeting her, despite this photo of them together with convicted sex trafficker ghislaine maxwell. maxwell was a close companion of sex offender jeffrey epstein. the settlement says "it is known

that jeffrey epstein trafficked countless young girls over many years. prince andrew regrets his association with epstein." that association cost queen elizabeth's son his honorary military titles as well as positions with various charities. he can no longer use the title his royal highness in official settings. >> prince andrew has taken one for the team. he's prevented any further damage to the wider royal family. >> reporter: in the settlement, prince andrew goes on to say he never intended to malign joy gieffre's character and accepts that she suffered as a victim of abuse and from unfair public attacks. the prince also pledges to, victims.ight against t the e ofs york >>ei and forever changed by the sandy hook school shooting. now nearly a decade later the families of several victims reached a settlement with the maker of the gun used in the massacre. nikki battiste has the details. i'm very hopeful that this creates precedent. >> reporter: after the murder of

her 6-year-old son dylan at sandy hook elementary school, nicole hockley fought for change. she's among nine victims' families who took on remington, manufacturers of the semiautomatic ar-15-style rifle used in the massacre. >> they will tell you this is made for hunting, but where's the animal in this? >> reporter: attorneys representing the families were able to navigate around a law designed to protect gun companies from litigation arguing that remington chose profit over safety and deliberately marketed the ar-15 to troubled young men. >> i know the headlines today are going to be a lot about the $73 million. that is just not really on my radar. it's more about the process of what we can do with what we've discovered and how we can share that. >> reporter: in december, 2012, the 20-year-old gunman entered the school and began a shooting

rampage killing 20 first graders and six teachers before taking his own life. >> vicky was incredible -- >> reporter: jillian and matthew soto are siblings of 27-year-old victoria soto, a teacher who died trying to protect her students. why was it important for your family to be a part of this lawsuit against remington? >> we are sending a message to gun companies and to insurance companies that your products are dangerous, and you can be held liable for the deaths that come from these products. >> it gives us hope that people are going to remember who died at sandy hook, who vicky is, and the fight that these families have put up to see this not happen again. >> that was nikki battiste reporting. cbs news has reached out to remington for comment but has not heard back. the family of the cinematographer accidentally shot and killed on the set of the movie "rust" is suing actor alec baldwin and the other producers.

baldwin was holding a prop gun during rehearsal in october when it fired killing halyna hutchins and wounding the director. baldwin claims he did not pull the trigger. lawyers for hutchins' family blame her death on, quote, reckless conduct and cost-cutting measures. baldwin's attorney said any claim the actor was reckless is entirely false. arizona's republican-led senate has approved a ban on abortions after 15 weeks of pregnancy. yesterday's vote comes as the u.s. supreme court considers a similar mississippi law that could impact the landmark 1973 roe v. wade decision which made abortion legal nationwide. the arizona bill is expected to be passed by the gop-controlled house and then signed by the state's republican governor. there's new information on the doping scandal involving 15-year-old russian figure skater kamila valyieva. she tested positive in december for a banned drug and blamed it on contamination from her grandfather's heart medicine. reported a medical breakthrough. those are some of the headlines on the "morning newsstand." "reuters" reports the first woman has been cured of hiv after a stem cell transplant involving umbilical cord blood. the u.s. patient received the transplant from a donor who was naturally resistant to the virus that causes aids. she received the transplant to treat her leukemia. two men had earlier been cured of hiv after receiving adult stem cells. "the new york times" says former alaska governor sarah palin lost her libel lawsuit against the newspaper. yesterday a federal jury rejected palin's claims that the "times" maliciously damaged her reputation when it published a 2017 editorial. it incorrectly linked her political rhetoric to a 2011 arizona mass shooting which killed six and wounded gabrielle giffords. the "times" published a correction later. "the washington post" says the senate narrowly confirmed president biden's pick to head the fda.
