russian commanders have received their orders to attack and they are getting ready for battle. today, russian military exercises in belarus near ukraine's northern border were scheduled to end. but now, they have been extended. and late today, president biden held an emergency meeting with his national security council at the white house. at the nearby lincoln memorial, ukrainian americans rallied in solidarity with families and friends back home. many of them demanding vladimir putin face punishing sanctions now for his aggression. cbs' nicole killion is at the white house tonight and with europe on the brink of its worst war in decades. nicole, good evening. >> reporter: good evening to you, jericka. president biden spoke briefly with french president emmanuel macron following a meeting with his national security team. the administration is still hoping for a diplomatic off-ramp, warning russia could pay a steep price if it chooses war. president biden convened his national security team behind

closed doors at the white house to discuss the escalating crisis between ukraine and russia. >> everything we're seeing tells us that the decision, we believe president putin has made to invade, is moving forward. >> reporter: secretary of state antony blinken on "face the nation," not ruling out a last-ditch effort at the diplomacy. >> president biden has made it very clear that he's prepared to meet president putin at any time in any format if that can help prevent a war. >> reporter: while russia denies it will attack ukraine: >> there is no invasion. there is no such plan. >> reporter: it continues a buildup along the ukrainian border, amassing as many as 190,000 troops and extending military drills with neighboring belarus. a u.s. official also confirms to cbs news, intelligence shows russian units have received orders to proceed with an invasion. >> i think it is assembled the right kinds of things that you would need to conduct a

successful invasion. >> what are you waiting for? >> reporter: ukrainian president volodymyr zelensky wants sanctions imposed now. but the biden administration reiterated, it will likely hold off until russia invades. >> the purpose of the sanctions has always been and continues to be deterrents. >> duncan: and nicole, this new warning to american citizens from the u.s. embassy in moscow about the threat of potential attacks. what more are we learning? >> reporter: well, jericka, this alert cites possible threats to shopping centers, metro stations and other public places in russian cities as well as the heightened tensions along the ukrainian border. it stopped short of telling americans to leave the country but urges them to have an evacuation plan. jericka. >> duncan: nikole killion at the white house, thank you. now to ukraine, where russia's massive military drills in neighboring belarus are raising tensions. tonight cbs' charlie d'agata is in the capitol of kyiv with the

very latest. >> reporter: the announcement that russia and belarus are extending those joint drills comes at a time when moscow's military machine has been on display like never before in this crisis. ( gunfire ) by land, sea and air. from the black sea to belarus, e to the border with the ukraine. the elaborate and choreographed show of power comes amid two days of intense and sustained shelling from russian backed separatists in eastern ukraine. ( explosion ) >> reporter: for ukrainian forces here on the front lines they have been lost in a battle with russia for years but they have seen a huge up-tick in shelling in recent days like nothing they've seen for years.

the low-intensity fighting has now become a flash point, setting the stage for a wider conflict. russian separatists had claimed that ukraine is planning a large military offensive in the area and have ordered the evacuation of women, children and the elderly to russian territory. they say, for their own safety. residents turned refugees, now used as weapons in the propaganda war. the intensity in fighting, the increase in propaganda and now, the extension of these russian military drills in belarus all add to the anxiety that an invasion might be looming. >> duncan: charlie d'agata in kyiv for us, thank you. to britain now, where tonight, 95 year old queen elizabeth is in isolation aftti castle. ian, good evening to you. >> reporter: good evening, jericka. queen elizabeth is in isolation tonight here at windsor castle, after palace officials confirmed today she tested positive for

covid. a statement from buckingham palace says the 95 year old monarch is experiencing mild cold-like symptoms and is currently receiving medicalntio. and in t attention. and in the spirit of her nation, she's carrying on with light duty. >> i'm here. >> reporter: last week the queen met members of the military, while keeping her walking stick close by. >> how are you? >> well as you can see, i can move. >> reporter: queen elizabeth's diagnosis comes just weeks after prince charles and his wife camilla both caught the virus. although it's uncertain how she contracted it, the queen is believed to be triple vaccinated. she has been a beacon of strength for the nation during the pandemic, rallying her people in its darkest days. >> we will meet again. >> now it is her turn to receive support, british prime minister boris johnson wished the queen a rapid return to vibrant good health. queen elizabeth is currently celebrating her platinum jubilee, marking 70 years on the

throne. but it hasn't been all cake as a covid diagnosis caps off a stressful week for the royal family. prince andrew settled a sexual assault lawsuit with virginia giuffre for an undisclosed amount. and now british police are investigating prince charles' charity for allegedly offering favors in exchange for donations. there has also been speculation about the queen's health. last october, she spent a night at a hospital in london for an undisclosed condition. her doctors told her at the time, to rest and slow down. even today's diagnosis couldn't keep the queen down, she sent her congratulations to the british curling teams after the women won gold and the men silver in the beijing winter olympics. >> duncan: ian lee, thank you. today both australia and israel announced their countries will reopen again to foreign visitors after being closed by covid nearly two years ago. 56 flights are scheduled to touch down across australia

tomorrow alone. visitors must be fully vaccinated. u.s. travel is also taking off. last week, the t.s.a. recorded the highest number of screened passengers traveling to airports since the thanksgiving weekend. as for covid it remains in steep decline, daily infections last week tapped 105,000. that's down nearly 40% from the previous week. well, tonight in california, residents are mourning the death of a 14 year veteran of the huntington beach police department. he was killed in a helicopter crash. it happened last night nearby newport beach. another officer was injured. cbs' lilia luciano is there, lilia, good evening to you. >> reporter: jericka, good evening. i think you can still see the helicopter dripping with water right behind me. it was just pulled out of the water a few minutes ago, after something like 20 hours of divers working around the area,

in the water, trying to piece together what could have caused this deadly crash. >> reporter: home security video captured the police helicopter spinning out of control, hitting the water and almost instantly sinking in newport beach. right away a frantic rescue began with locals, firefighters and lifeguards trying to save the two huntington beach police officers trapped underwater. one officer made it out. witnesses say he was distraught after emerging from the wreckage. officer nicholas vella, a 14 year department veteran died. in honor of officer vella, first responders lead a procession with his casket draped in an american flag as crews tried to determine what made the flight go down. across the country, hours earlier, another helicopter owned by a private aviation service, plunged into the water

in miami beach. dangerously close to crowds on the shore. two of the three aboard were injured and hospitalized. the n.t.s.b. is investigating both crashes, we have seen some agents here at work throughout the day today. now the officer who survived this crash here, made it out of the hospital. he is safe. and officer vella is survived by his daughter and his wife. jericka. >> duncan: that is a sad story, lilia, thank you. the winter olympic games in beijing wrapped up today. there was no covid disaster but that success was overshadowed by a doping scandal. overall there were 109 medal events across 15 sports. norway, with a population of 1/70th the size of the united states won the most medals, jamie yuccas is in beijing. >> reporter: the final day and the final chance for mikaela shiffrin hoping for that elusive medal. she raced well in the team parallel slalom but team u.s.a.

finished fourth. a disappointing couple of weeks in beijing for shiffrin. >> dashing towards a new level. >> reporter: meanwhile this was the face of celebration as american, jessie diggins struck silver in the grueling 30k mass start, a remarkable effort after she was hit with food poisoning a day before the race. >> i didn't know how i was going it to feel when i woke up today. i was surprised to feel like myself because you don't know until you start racing. and in a 30k, you really don't know. >> reporter: diggins received her second medal of the games at tonight's closing ceremony. the american flag bearer was bobsledder elana meyers taylor who was sidelined from the opening ceremony after a positive covid test. beijing celebrated in somewhat muted fashion before handing off the olympic mantle to milan, italy, which will host the winter games of 2026. but these games will likely be most remembered by two things.
