forgive me. >> and east bay mayor is speaking out after being arrested for a dui. good morning, it is sunday, march 20. thank you for joining us. let's start with a quick check on the weather with our first alert meteorologist. welcome the forecast is mostly clear except for some dense fog early going on sunday morning. we have a few high clouds but in general much of monday looks dry and so does much of today. we will have early morning fog otherwise it will be sunny and the spring equinox is today. the winds pick up. the wind discovers out. we will warm to record highs on tuesday. low temperatures tonight will be in the 30s and 40s. high temperatures this afternoon will be in the 60s and low 70s. it will be warmer today and

sunny after fog. then it warms up. we will have more in a few minutes. let's get the latest on the news. a developing story this morning, a man was dead after he was killed in an illegal sideshow. at least two other people were shot. overnight officers made extra patrols to deter any further sideshows. kpix 5's don lemon has this report. >> reporter: the oakland police department has called in extra officers this weekend . they have mandatory overtime because they do not have enough officers. intelligence gathered from social media suggests that there will be another round of sideshows in oakland and east bay. multiple rounds rang out in this loud sideshows near the high street on-ramp to northbound interstate eight e. this location is known as the pet. you can hear gunshots in his instagram video. you can see a man lying on the ground. some people checked on him but he was not responsive after somebody shot him. it appears the man was left on the ground and was run over by

one car. investigators say the 24-year- old man died. police say that was one of several shootings that took place at the sideshow. two other people were shot and injured. investigators say the victims were not related. they were shot during different times at the sideshow. cell phone videos appear to show people with guns robbing spectators. the police say about 500 cars were still parked at the sideshow around 2:30 a.m. >> you could hear the gunshots. it is just bad. it is really bad. >> reporter: of the sideshow welcomed this neighbor and her husband. they have hosted sideshows for years. >> what are you going to do? >> reporter: there is a sense of helplessness. >> you got it. >> reporter: many neighbors feel the same way. >> as a resident, it is more and more terrifying. more and more crime.

>> people are focused on march madness, we have a different kind of madness that is happening. >> reporter: the large sideshow made its way into taylor's district saturday morning. >> one we have 600 cars participating in a sideshow and only four or six impelled, there are opportunities to hold more of the vehicles that are participating accountable then we have been in the past. >> reporter: things have never been this bad in oakland. this is in her 35 years here. >> my daughter moved. we plan to move as well. >> reporter: most people at the sideshow yesterday morning have not come forward to help the police. it has been hard for investigators to get good leads in the homicide that happened here yesterday morning. so far, no arrest in that killing. east oakland, i am donlon, kpix 5. nt rtto astaf ta ha it has 665 sworn officers. five or eight offices leave the department every month. there was a mass shooting at a car show in arkansas that

killed and wounded many others. it happened last night southeast of little rock. the local police chief says that children are among the victims. the police have four persons in custody described as a person of interest. the car show is held each spring to raise money for scholarships and school supplies. los angeles county sheriff's deputies are recovering following a helicopter crash. the helicopter went down about 5:00 pm yesterday evening in a national forest near the san diego dam. deputies were responding to a crash in the mountains. >> for reasons that we do not understand, and we will be investigating them, the helicopter suffered some malfunction of some sort. we do not know if it was by mechanical, environmental, they called it a brown out, wound change. six people were on board the aircraft at the time including five deputies and a ucla dr. the sheriff's department said they were on a right along. the deputies did have to be

taken to a hospital but they are expected to recover. ♪ and now to the were in ukraine. authorities in southern cities say that russia armed and art school were hunters the people had taken shelter. as many as 400 people may had been there when the building was hit. there is no word on casualties. russia says that it used hypersonic missiles as part of a series of strikes on ukrainian military facilities. those missiles reportedly can reach targets more than 1200 miles away. they travel at 10 times the speed of sound. a russian military spokesperson says that today hypersonic and cruise missiles hit a field depot near a court along the black sea. a basin the western balkans dates back to the time the soviet union was about to become a have up operations for nato and the base was going to

be upgraded in albania so that it can handle fighter jets. nato and albania will spend $55 million on renovations. there are hopes of using the site to train a new generation of pilots and technicians. the president of ukraine is suspending pro-russian political parties in the country. among the parties is a party that could overthrow the country. another party is so close to the kremlin that russian president vladimir putin countr grappling with an influx of refugees. this presents a challenge for the entire european union. >> i think that we need help out. it is about opportunity for refugees to leave poland. nearly 3 million are in europe. that is a huge crisis.

driving under the influence of alcohol. >> under the advice of counsel, i felt it was important to be open interact. although i never felt inhibited by the drink i had my dinner, i had a lapse of judgment. i hope that you can forgive me. >> reporter: his volvo which he was driving alone was pulled over near monument boulevard at 1:15 a.m. this made news when antioch issued an apology to chinese american citizens for racist policies in the past. he is the target of a recall effort by group of citizens who accuse him of violating open meeting laws and allowing climb and drug dealing to get worse. >> i do not know if anything surprises me about their behavior. >> reporter: citizens are collecting signatures to recall thorpe and a school board president. >> he is getting drunk at parties, to in trouble with the police and we have serious issues here. we have shootings everywhere. we have businesses boarded up

crew, and some help from clouds, sent to clara firefighters are putting out a fire that involved a vacant 72,000 square-foot office building in campbell on friday morning. >> they are pulling down walls of the building so that we can get in there and try to get further into the building with our hose lines to extinguish the fire. >> reporter: people are fascinated by the situation. >> i was working over there this morning when i rolled through at 6:00 am and it was still smoldering. pieces were on fire. >> it is unbelievable the amount of damage and destruction. >> reporter: people took pictures and videos, strangers shared bewilderment. some could not do anything but stare. >> oh my! just the damage, it is so surprising that it went wned wi for the water tothcreed far ev

low temperatures tonight, we see them in the 30s and 40s. santa rosa is down to 34 degrees. and in the forecast for today, 63 for matthew, 65 in cupertino. morgan hill is 66 degrees. sunshine for the east bay this sunday afternoon. 67 of pittsburgh and 66 important livermore. in the north bay today, the numbers are in the mid-60s as well with plenty of sunshine after some tense valley fog burns off. it will be all the way up to 71 and winter and 70 degrees at st. helena. in the extended forecast, there is no rain in sight. there is a warming trend tuesday and wednesday. the numbers will be in the 80s. as we look at the bay area regions, east bay, inland will be in the low 80s tuesday and wednesday. that is the same for the north bay. the coastline remains cool but the big story this week will be the 80 degree reading that we will achieve by tuesday and wednesday. in the meantime, have a great sunday. today is river day at the natural historical park. it is meant to honor women who helped build ships during world war ii. the starts at 11:00 am with a beautifying event at the wall

of honor. there are screenings of a documentary called living history which portrays the rosy ambassadors who used to work at the park. a community screening is set at 6:00 pm on canal boulevard. we are looking live at oakland, the city's restaurant week is underway. the event features more than 90 restaurants offering special menu items and deals. local restaurant owners say that usually restaurant week is about pulling in new customers and growing businesses. this year it is about getting old customers back as many of the businesses are climbing out of a pandemic drought. >> the chefs are really putting some amazing specials on their menu to bring back people and to celebrate that we are out, we are eating and we are ready to show up locally again. >> before covid, i used to dine out a lot.

into the keyport city in ukraine. they are battling in the streets. the ukrainian president urges his russian atour cbs news corr michael george have the latest. >> reporter: ukraine process president vladimir zelinski renewed his appeal for more talks with moscow aimed at stopping the war. in his nightly video address president zelenskyy said russia will take several generations to recover its losses from the devastating assault on his country. russian president vladimir putin's forces remains stalled outside the capital of kyiv and they are inflicting destruction around the nation. on friday putin held a large rally in moscow. now he says russia will prevail in the weeks long conflict. the defense secretary lloyd austin spoke about the war from bulgaria.

building in campbell to go up in flames. the 72,000 square foot structure caught fire on friday. yesterday crews used heavy equipment it has is to put out occasional hotspots and smoldering debris. firefighters plan to keep a close eye on the building for the next few days. people who live nearby say that they could not believe the amount of damage and destruction. >> oh my! it is so surprising that it went down. >> it is great that nobody was hurt. >> we have worked with fish and game for the water runoff and everything has been okay. >> investigators say it is too soon to tell how the fire started. soe may have been torched for for insurance reasons. oakland fire crews brought down two fires yesterday morning. a two alarm vegetation fire broke out in a park near the sequoia arena.

first responders came to a report of smoke in the morning. it took an hour to find the fire burning in thick vegetation. before crews contained it, the fire burned an area about 100 square feet. in another incident, thick black smoke from an rv fire was visible in west oakland. video shows the flames shooting out of the vehicle. the fire broke out at a homeless encampment. no word on the cause of the fire. and oakland nonprofit organization is featured on hd tv billed for it series. the show is teaming up with organizations across the country who are helping others in their community. for more than 20 years, they have led ariel outreach mission, a nonprofit has been providing safe spaces for women and children without homes. hdtv gave the nonprofit's east oakland facility a makeover. >> all of these women live together as a community. we wanted to feel like home, a place where they can restart

their lives. >> the organization has served over 450,000 people since it launched in 1982. ukraine is receiving billions of dollars in military aid from the u.s. and western allies. the country's president says that it needs more. we talked with margaret brennan, the host of face the nation on cbs. >> what president asked congress for and begged president biden for during his address to congress earlier this week was to close the skies over his country, to stop the russian planes from brahmin civilians and to do that, he says that he needs service to air missiles to shoot down jets. he needs fighter jets of his own and he says that he would like a no-fly zone. no country is yet providing any of those things. and we will talk about that

the bay area got rain, not a lot but some.'s much of northern california was disappointed by another dry day. our reporter says that some might want to get used to seeing small amounts of rain. >> reporter: some parts of sacramento got this, blue skies but overcast. others got this. there was a little rain on the windshield. up in palisades tahoe, cbs13 viewers sent us a fresh falling snow. >> we are trying to be optimistic. >> i talked with robert over the phone. the national weather service meteorologist explained why at nearly 15 inches of rain reported since october, it is still very dry.

it is 6:50 6 am. a man is dead and two others are hurt after a wild oakland sideshow. local officials say the current wave of sideshows is the worst they have seen. so far most people have not come forward. the police are having a hard time getting leads. several county sheriff's deputies are recovering after a helicopter crash. it happened yesterday as they were responding to a car crash in the mountains. six people were on board and they are expected to recover. lamar thorpe of antioch is under fire following an arrest. the mayor took to social media to apologize for his actions. people want to recall the
