march 27. let's start with our meteorologist. good morning, it is mostly cloudy and by this evening, we have got a pretty good band of rain coming in. by 9:30 p.m., we have a front draped over the central bay area. first, a little bit before sunset and the rest of the bay area near or after sunset, and as we roll this into monday, more showers tomorrow afternoon. to sum it up, cloudy and mild, highs will mostly be in the 60s. later this afternoon and tonight, rain and wind move in. it will be windy near sunset tonight. a few showers on monday and a dry week. more details but first back to the news. new this morning, a fire near the train tracks in san bruno has stopped service in the area. the fire started at about 10:30 p.m.

near santa domingo avenue. that trains had stopped running from san bruno in both directions. caltrans shut down service at a train station nearby. it is not clear when the stations will reopen. a wildfire has scorched more than 40 acres in southern california. footage shows smoke billowing over riverside county. the fire is burning near oasis, northwest of the salton sea. it broke out about 3:30 yesterday afternoon and grew to 41 acres. fire crews posted video of the flames burning brush. the fire shut down a stretch of highway 86. this morning, fire crews have stopped the fire before it progressed. it is currently at 10%. we have disturbing video of a man in his 80s being attacked in bailey city. the victim was attacked from behind and kicked to the ground. kpix 5 spoke with the victim and his family. they do not think that this was a random attack. they fear he was targeted.

>> reporter: hernandez had just finished mowing his frontline on friday evening before 6:00 pm as he tried to empty the grass, a man kicked the grandfather in the back from behind. the force knocked him down against the wall. >> i thought i when i turned around. >> reporter: the 84-year-old man could not get up. his wife came over to help him up. >> i was in pain. >> reporter: he said sock and confusion turned to anger. >> this is the second time this happened to me. >> reporter: mr. hernandez is the last attack was in september, six months ago. somebody kicked him from behind while working on the yard. that was why his kids set up a surveillance camera. >> we are like not again. we are angry and surprised. when we saw the video, it was hard to see. [ crying ] it was hard to see

my dad on the floor being attacked from behind. >> reporter: the family suspect the attacks were targeted and may be it is the same person. mr. hernandez says he does not have any enemies. he has lived at this house for more than 25 years. he has a good relationship with all the neighbors. >> why? why does this guy want me? >> reporter: none of the family members recognize the attacker. they hope that somebody will. he appears to be a heavyset man in his 30s or 40s. detectives say this kind of attack is very uncommon in daly city. >> i am lucky. >> reporter: no broken bones but scrapes and bruises on both arms and his back. >> reporter: the family has a message for the attacker. >> you are a coward. i am saying this to your face right now. if you have any guts, you will

come and face me. i am not afraid of you. >> reporter: the police are asking neighbors to check surveillance footage of the attacker running away. again this happened friday evening before 6:00 pm on hiking strive. in daly city, i am donlon, kpix 5 news. a man is dead and san jose after two hit and run drivers ran him over. it happened before 2:00 am on cruiseship avenue. the police a man on a scooter was hit by a hunter. that he was hit by second vehicle as he was lying on the ground. driver sped away. this is the 23rd deadly crash of the year. fire crews used the jaws of life to rescue person trapped inside of a crashed car in byron. two cars crashed at the intersection. one of the cars was badly mangled. one person was flown to the hospital with major injuries. this morning crews in ukraine say that they have gained control over a large fire at a facility hit by russian rockets. they have been springwater on the flames since yesterday's attack. this is a city in western ukraine close to the border

with poland. security guards says they saw three rockets slam into a pair of oil tanks on saturday. there are no reports of injuries. thousands of people ukraine continue to take shelter in subway stations. these are scenes from kyiv, the country's second most popular city. some stations are living in platforms or some people use spaces inside train cars. the city in northeastern ukraine has, to frequent bombardment since russia began its attack one month ago. overnight president biden returned from europe touching down on some marine one. the president spend two days in poland. he delivered a speech in warsaw. earlier, he held talks with nato allies in brussels. the russian invasion has uprooted people in a speed not seen since world war ii. 3 million ukrainians have fled the country. i spoke with a woman who is working on the front lines of

the refugee crisis. >> they are very resilient. >> reporter: they cross the border into poland by the dozen. >> you can see them. >> reporter: sometimes they cross by the hundreds. this is a ceaseless tide of human suffering in ebbs and flows like a war in their native ukraine. >> many of them have seen the bombings themselves. many have seen the windows being you know, shattered because of the pressure of a bomb nearby. >> reporter: the refugees who arrived at their camp across the polish border about 25 miles outside of the area are mostly women and children. men of fighting age stay to defend. they arrive with their luggage and what little they can carry and the weight of worry for those they leave behind. >> they have such strong faith in their people and their country, they are sad because some of them have lost people. more than that, they are very optimistic that they will win. >> reporter: the santa clara resident is volunteering with a nonprofit group

they camp is a way station, the first stop on a much longer journey, away from the dangers of the war zone. the goal is to provide the refugees with at least some momentary comfort, a hot meal, a place to rest, recuperate, and plan their next step. >> the children, women and grandfathers and grandmothers and it is the weirdest thing to see that many people walk across with no men around. >> reporter: she will stay as long as she is needed helping the women and children displaced by the war survived. the fathers, brothers and husbands will fight for the country. they will fight for survival. >> for more information on how you can help the people of ukraine, we have provided a link at the top of our website, sanfrancisco.cbslocal.com/. oakland families and students took to the streets with a message, do not close our schools. they rallied outside one of the school set to close in a matter of months. kpix 5 spoke to parents

fighting to reverse the school board 's decision. >> reporter: parents we spoke to hear tell us that their focus remains on providing a quality education to their students in a safe place. they are worried that there is too much interest in bringing charter schools to the district. taking to the streets of oakland, the cost for this community remains keeping schools open more than one month after the board decided to close them. >> my children would potentially have to walk through a very very dangerous area to get to a further away school. it would mean that the community that we built over the years would be torn apart. port oakland unified school district did not get back to us on saturday about this rally. in the past, leaders have explained financial challenges are inhibiting keeping schools open. >> we must keep up the pressure. >> reporter: the school board says it is facing a deficit around $40 million. there are too many schools after losing thousands of students over two decades. >> i just hope that they you

know, really take into consideration what they are doing to our children and our communities. >> reporter: the district argues that other bay area communities have less schools with the same number of students. >> they just want to take us away from the things that we love. >> reporter: parents question the figures presented by the district and they worry that their student's schools will become charter schools in their own neighborhoods but they may not be able to attend. >> we deserve to have that type of private school feel and private school type of education in a public school for our children in deep east oakland. >> reporter: the closures are set to take place at the end of this school year. reporting in oakland, kpix 5. this is a live look at chase center where he trip to the final four is on the line. the tournament is bringing in customers for local businesses. we have more.

♪ welcome back, the time is 6:15 a.m., san francisco customers can anticipate receiving higher bills. the public utilities commission will start levying a drought search has next week. as we explained, if people use a free service, they could end up paying less. >> a lot of the water is going straight out. >> reporter: andrew howe is a technician with the san francisco public utilities commission. his task helps san francisco homeowners fine-tune sprinkler systems to improve water conservation. >> i will put a flag right here. >> reporter: >> reporter: he signed up for a water wise evaluation, a free service the san francisco public utility commission provide for customers. >> we want to make sure that customers are saving is much water and money as possible. >> we have definitely seen some

homes that could achieve 10 or 15% water savings based on their usage. they could potentially be even more. >> reporter: despite having normal water storage levels, the water conservation manager says that they have to plan ahead. >> we are at the end of the water year, we are not looking at much. it is a very dry year despite this winter rains. >> reporter: on april 1, customers will start to see a 5% drought surcharge on their bills. >> it was built in to help us recover revenue from lost sales that go down during a drought. we are not making any profit off of it. >> reporter: it is temporary and will expire once the water shortage emergency does. we are told that he is eager to conserve more but his motivation is not to save a few bucks. >> the point really is about saving something that we cannot get any more of, there is no magical press a button and we get more freshwater in the state, we have a we have. >> the cyclical drought in california is one drought ends and another one is around the corner. it really is a way of life here. >> reporter: the water utility continues its call for

customers to conserve with a goal of a 10% reduction systemwide. >> we think that we can get there from everybody coming together and doing what they can. we can keep the ask voluntary. >> reporter: if you would like to set up a free evaluation with a technician, call or email the public utilities commission. in san francisco, kpix 5. san jose residents can see higher water bills. the san jose water company is asking the state to approve a 13% rate hike. this would apply retroactively to the first months of 2022. the utility also wants to change why the customers are charged. san jose water serve the million customers in the south bay. good morning, rain on tap later in the day today. we will have to wait until sunset for much of the bay area to get rain, especially east

bay in south bay. it will be a little bit before sunset in the north bay and in the central bay area. it is because of this, low pressure is spinning off sure. as it gets closer, the winds will not really pickup this afternoon, this is especially along the shoreline. we will get rain tonight, spreading from north to south, about three quarters of an inch in the north bay down to about a half an inch in the south bay. not a bad rainmaker. it will clear late on monday and we will get a dry week ahead. the future classed lays it out. we have fun around sunset. by around 9:45 tonight, we are all getting wet from fairfield in solano county and back through alameda county, san mateo county down to the south bay. we will all get wet. first in the north bay than in the south bay.

then monday's commute in the morning is dry. by tomorrow afternoon, a few showers, mostly south of the golden gate. it is kind of a one two punch, the second pond is anemic and confined to the south bay and confined to monday afternoon. is tonight when we really get wet. terms of chances, it is an 88% chance tonight. that it will ease up on monday. in the south bay, a little bit later arriving to san jose, the probabilities are monday. than the rest of the week is dry. in general, the real spike for the rain is looking like this. this is for sunday, for tonight and for monday. that is when we will mostly get wet. the rest of the week, more on the way. cloudy and mild today, highs in the 60s, rain and wind move in there sunset tonight. and then a few showers tomorrow afternoon, mostly in the south bay. highs, mild. most of the day today is dry. it will be cloudy but dry. temperatures in the upper 60s. it will be much cooler on monday. in the east bay, dry day, will be cloudy, it will be after sunset tonight when we get rain. up in the north bay, before sunset it will begin to get wet, temperatures before then in the mid-60s. it will be dry until then, it is forecasted to be dry until then. and even earlier rain arriving for ukiah and in clearlake.

and as it gets closer, the winds will really pick up this afternoon. this is especially along the shoreline. we will get rain tonight, spreading from north to south, about three quarters of an inch of the north bay down to about a half an inch of the south bay. it is not a bad rainmaker. it will clear late on monday. that we get a dry week ahead. the future cast lays it all out there. here comes the front, by 9:40 5 pm tonight we are all getting wet. from fairfield through alameda county san mateo county, down into the south bay, we are all getting wet. first in the north bay, then in the south bay, then it clears out. monday's commute will be dry. by tomorrow afternoon, a few showers, mostly south of the golden gate, it is kind of a one, two punch but the second punch is anemic. it is confined to the south bay and confined to monday afternoon. it is tonight when we really get wet. in terms of chances, 88% chance tonight. then it begins to ease up on monday. and in the south bay, a little bit later arriving to san jose, the probabilities are monday. than the rest of the week is dry. in general, the real spike for the rain is looking like this. this is for sunday, for tonight, and for monday.

that is when it will mostly get wet. the rest of the we, a little more on the way. cloudy and mild today, highs in the 60s. rain and wind move in there sunset tonight. and then a few showers tomorrow afternoon, mostly in the south bay. forecast high, mild. most of the day today is dry. it will be cloudy but dry. temperatures will be in the upper 60s. it will be court monday. in the east bay, dry day, cloudy. it will be after sunset tonight when we get rain. in the north bay, before sunset, it will get wet. temperatures before then will be in the mid-60s. it will be dry until then. it is forecast to be dry until then. and even earlier, it will be quiet in lakeport. clearly, probably afternoon, mid afternoon for that part of the area, there will be rain. in the extended forecast, it gets wet later tonight, there

aquatic park this supports local special olympics programs. >> we want to support our athletes with intellectual disabilities. this is a mission we believe in. we are glad to be out here with the whole family. >> the special olympics of northern california is a nonprofit that offers for year around training and competition programs. this is for more than 26,000 athletes every year. an 83-year-old sailor has left emphasis go for a solo trip across the pacific to japan. he first came from san francisco to osaka when he was 23 years old. now he is doing it in this year. he said so yesterday. when he first arrived in the city without a passport on the he was released and they let him out of jail. the mayor at the time george christopher ended up giving him a key to the city. his first ship was called the mermaid. it is on display at the san francisco maritime national historical park. he does not do any special training for these trips. ea he just tries to eat well and stay in shape. we are taking a live look at the cisco.
