we begin with one of the most shocking moments in academy awards history. what was supposed to be a night honoring hollywood's best was overshadowed by a surpri confrontation on stage. while chris rock spoke before presenting an award, he made a joke aboutl . that prompted the "king richard" actor to get up, go on stage, and slap rock. smith told rock not to talk about his wife. the show carried on, and smith later apologized for his actions in a tweet. a ceremony organizer said the academy does not condone violence of any form. we are delighted to celebrate our winners who deserve this moment of recognition from their peers and movie lovers. los angeles police said that it was aware of what happened, but at this point chris rock has declined to file a police report. danya bacchus has more on the scuffle and the awards show. and the oscar goes to -- >> okay -- "coda." >> reporter: "coda," the

its missile attacks on the country. russian forces targeted an oil facility in lviv yesterday causing a massive fire. two oil tanks were destroyed, but no one was hurt. ukrainian president volodymyr zelenskyy says his government is considering declaring neutrality and vowing to keep nuclear weapons out of his country as a security guarantee to russia. elise preston is in new york with the latest developments. good morning. >> reporter: good morning, anne-marie. zelenskyy's comments come ahead of another round of talks between russian and ukrainian officials. this time in turkey. meanwhile, the white house is trying to walk back comments president biden made last week about seeking regime change in >> mr. president, were you calling for regime change? >> no. >> reporter: president biden says he is not calling for the removal of russian president vladimir putin, walking back some of his final words in europe last week. >> god's sakes, this man cannot

remain in power. >> reporter: the president had used the trip to highlight european unity following russia's invasion of ukraine. announcing new sanctions and a plan to reduce europe's reliance on russian energy. but the last-second gaffe may have overshadowed the moves with administration officials now clarifying the u.s. stance. >> we do not have a strategy of regime change in russia or anywhere else for that matter. >> reporter: the comments are drawing scrutiny at home. >> it plays into the hands of the russian propaganda. >> reporter: and abroad -- french president emmanuel macron warned against unnecessary escalation as the west looks for ways to stop the war. ukrainian president volodymyr zelenskyy has signaled he's ready to accept neutrality to help restore peace and some russian demands are on the table, that ukraine will remain free of nuclear weapons. >> the peace agreement should include them leaving our territory, all of it.

>> reporter: one ukrainian military official believes russia is trying to split the country in two like a north and south korea. kyiv schools are reopening virtually today. officials hope it will take students' minds off the war and be a channel for psychological support. teachers have been told not to overburden students with assignments. anne-marie? >> elise preston in new york. thank you very much. the deputy white house press secretary has tested positive for the coronavirus. karine jean-pierre took a test upon returning from europe yesterday. she last saw the president during a socially distanced meeting on saturday. under cdc guidance, mr. biden would not be considered a close contact. this comes as the fda is expected to authorize a second booster shot for people 50 and older as soon as this week. approval from the cdc would likely follow suit. advocates say that this could potentially save lives. people 75 and older make up 75% of the deaths from covid in the u.s.

and in texas, three separate wildfires have merged into one massive fire burning near the ft. hood military base. it triggered hundreds of evacuations yesterday, and at last check burned through more than 17,000 acres. it's not clear what started the fires. crews are throwing water on the flames from the ground and from the sky, but it is still 0% contained. in colorado, residents got the go ahead to return home as a wildfire burning south of boulder is now 35% contained. about 189 acres burned. nearly 20,000 people have been forced to flee. the same families were chased from their homes just a few weeks ago. >> unfortunately we lost a home on december 30th through the marshall fires. and so, yeah, this is -- unfortunately -- >> feeling a little too fresh. >> a little bit of a nightmare that we're going through ight now. >> fire crews say they gained leverage on the fire through mitigation efforts during the

a teachers strike in minneapolis is over, and a magical run in march madness has ended. those are some of the headlines on the "morning newsstand." "usa today" reports the clock has indeed struck midnight for the st. peter's university peacocks. the underdogs from jersey city who became the season's cinderella story in the ncaa tournament fell quickly to north carolina 69-49 in the elite eight last night. when the dust cleared, the peacocks held their heads high. >> what we did was amazing and, you know, just the brotherhood, words can't describe what we did out there. and you know, just to be happy for each other. >> it was just a great atmosphere for us. like it's been this whole tournament. we've got a lot of support, and this is what we did is just incredible. >> the stage is now set for the men's final four on saturday. duke will take on north carolina, and kansas takes on

villanova. the "minneapolis star-tribune" reports minneapolis public schools will reopen tomorrow after the teachers union ratified a new contract with the school district last night. the union, which went on strike for more than two weeks, says that it made major gains on pay for support staff, protection for educators of color, class size caps, and mental health support. to make up for lost class time because of the strike, the school day will begin 42 minutes -- will, rather, gain 42 minutes next month. and the district will tack on two more weeks to the school year. and the "associated press" reports north korean leader kim jong-un is vowing to develop more powerful means of attack. north korea's official media quoted kim as saying a country can guarantee its security only when it has overwhelming military power that cannot be stopped by anyone. the comments were purportedly made in a photo session with scientists and others involved in last week's long-range ballistic missile test.

here's a look at the forecast in some cities around the country. ♪ the lights went out at global landmarks on saturday in honor of earth hour. 192 countries participated in the one-hour blackout. some of the monuments that went dark included the empire state building, the sydney opera house, and the eiffel tower. the campaign started 15 years ago to raise awareness about climate change. on the cbs "money watch" now, there's a new white house

proposal to tax the rich, and a rom com takes down "the batman" at the box office. diane king hall is here in new york with those stories and moe. good morning. >> reporter: good morning, anne-marie. investors will be looking ahead to key economic reports this week including the march jobs report and the latest inflation gauge. on friday the major indices closed out the week with a second straight week of gains. the dow jumped 153 points, the nasdaq fell 22, still ended the week higher, and the s&p 500 added 22. the white house is expected to ask congress to pass a new minimum tax on billionaires later today as part of its 2023 budget. the billionaire minimum income tax plan would impose a 20% minimum tax rate on all households worth more than $100 million. this is the first time a bill specifically designed to hit billionaires is being proposed. if passed the white house says the new tax would bring in roughly $360 billion over the next ten years.

thousands of california grocery workers have voted to potentially walk off the job. about 47,000 workers from big chains including ralph's, albertson's, vaughn's, and pavilions authorized the union to call a strike if they can't reach a deal. no date has been set for a potential strike. negotiations are set to resume this week. and it took a lot of star power and a pink sequinned jumpsuit, but there's a new number one at the box office. >> i enjoyed your book about the lost city, and i believe you're the one who can help me find its treasure. >> loretta -- >> "the lost city" took in $31 million in its north american debut. the sandra bullock/channing tatum comedy ousted "tatman" from the top spot it held for the last three weekends knocking it to number two. >> i like "the batman," but it's often a wee bit dark. maybe people were looking for a

authorities in colombia continue to investigate the death of foo fighters' drummer taylor hawkins. as fans remembered the beloved musician, candles and flowers were left outside the hotel where he was declared dead after not responding to cpr on friday. he and the band were scheduled to play a local festival in town that evening. colombia's attorney general said an initial analysis of hawkins' system found ten psychoactive substances including thc found in marijuana, opioids, and anti-depressants. the u.s. men's national soccer team is on the brink of punching its ticket to the 2022 world cup. yesterday the team soundly defeated panama 5-1 to clinch a spot in the world cup. they will face costa rica on wednesday. the u.s. team is expected to advance to the tournament for the first time since 2014 unless
