round of peace talks between russia and ukraine begin today in istanbul. in the city of mariupol, drone footage shows the destruction. half the population of more than 400,000 people has fled the russian shelling. one resident said people are starving to death in their apartments with no help. yesterday president biden said he would not apologize for his remarks over the weekend saying russian president vladimir putin cannot remain in power. mr. biden said he was not calling for regime change but expressing his moral outrage. elise preston is in new york with the latest developments. elise, good morning. >> reporter: anne-marie, good morning you do. today's peace talks comes as the united nations calls for a humanitarian cease-fire, hoping to give aid to millions of civilians caught in the war zone. three days into negotiations between ukrainian and russian delegations begin today in turkey. after more than a month of war,

ukrainian officials are hoping a cease-fire can come from this round of talks. in his nightly address, president volodymyr zelenskyy said his forces have recaptured some areas around kyiv. the russian forces are now focused on areas in the south. ukraine's military intelligence chief says it's part of russia's new goal to split the nation in two. >> the situation in mariupol is so dire we needed to get out. >> reporter: she fled last week with her mom but hasn't heard from her dad. >> i don't have a home to go back to because it was bombed and it collapsed. >> reporter: for those who remain among the hollowed out buildings, every day is a struggle for survival. >> number one, i'm not walking anything back. >> reporter: noting the brutality he's seen, president biden says he has no regrets for calling for the removal of vladimir putin.

>> i want to make it clear. i wasn't then or am i now articulating a policy change. i was expressing the moral outrage that i feel and i make no apologies for it. >> reporter: to bolster snavl readiness, the pentagon announced they are sending six growl airplanes to germany. the planes will not be flying over ukraine. anne-marie? >> elise preston, thank you very much. the house committee investigating the january 6th attack on the u.s. capitol has voted to hold two former trump advisers in contempt of congress for they ongoing refusal to comply with subpoenas. the committee charges that former trade adviser peter navarro and former deputy chief of staff dan scavino have been uncooperative in its investigation. the criminal charges now goes to the full house for a vote. a referral would then be sent to the justice department, which

has final say on prosecution. and a ruling by a federal judge included some harsh words about former president trump. the judge said it is, quote, more likely than not mr. trump committed crimes in his attempt to stop the certification of the 2020 presidential election. the ruling ordered the release of more than 100 emails from trump adviser and attorney john eastman to the january 6th house committee. eastman was trying to withhold documents from the committee on the basis of attorney/client privilege. at least three people were killed and more than two dozen injured in a massive pileup involving 60 vehicles in central pennsylvania on a highway. >> watch out, watch out, oh, god. >> heavy snow and poor visibility are being blamed as cars, tractor trailers, and other vehicles lost control yesterday and slammed into each other. some drivers attempted to pull off the road for safety, but people left stranded on the highway had to jump out of the way as other vehicles kept crashing.

>> i couldn't see three feet in front of me. and then i knew i was getting close to an exit. i went over to the right lane, and by then my car slid off into the bank. there was no visibility. i could only hear cars around me hitting each other. >> we got hit from that side, pinged on that side, pushed, ended up in the ditch, and ended up getting hit again. >> several vehicles including a tanker truck burst into flames. the accident caused interstate 81 to be closed for miles in both directions. well, it was a slap seen across the world, but actor will smith is now apologizing directly to chris rock. last night on instagram smith said in part, i'm embarrassed, and my actions were not indicative of the man i want to be. there is no place for violence in a world of love and kindness. on sunday at the academy awards smith walked onto the stage and slapped rock for making a joke about his wife. as dana backus reports, the academy is also investigating

what happened. >> oh, wow. wow. will smith just smacked the [ bleep ] out of me. >> reporter: nearly 24 hours after the televised slap to chris rock by will smith at the oscars, smith apologized. he posted a statement on instagram saying in part violence in all forms is poisonous and destructive. my behavior last night was unacceptable and inexcusable. jokes at my expense are part of the job, but a joke about jada's medical condition was too much for me to bear. he goes on to say, i would like to public aapologize to you, chris. i was out of line, and i was wrong. the shocking oscar moment came after chris rock made a joke about smith's wife jada pinkett-smith who shaved her head because she has alopecia.

rescued. her dog slipped away and continued down the river. at one point a good samaritan jumped in and grabbed the dog but he lost his grip. the man who was bitten by the dog had to be rescued as well. they finally rescued the animal to the cheers of bystanders. well, queen elizabeth could make her first public appearance in months. and a controversial bill was signed into law in florida. those are some of the headlines on the morning newsstand. florida governor ron desantis signed the don't say gay bill. into law. surrounded by children, desantis signed the bill yesterday. it prohibits teaching sexual orientation or gender identity in kindergarten through third grade. it also potentially protects similar instruction from older kids. parents not teachers should be discussing that with their kids. >> in the state of florida, parents have a fundamental role in the education, health care, and well being of their children. we will not move from that. i don't care what -- >> the parents who think a

teacher is violating the new law can sue school districts. reuters says queen elizabeth may join the royal family today to pay tribute to her late husband prince philip. the family and other dignitaries will attend a memorial service for the prince at the westminster abbey in london. he died at the age of 99, but only certain mourners were able to attend due to strict covid rules. it would be the queen's first public appearance in five months after falling ill last month, testing positive for covid. the senate judiciary committee scheduled a vote on jackson's nomination for next monday. it's expected to advance to the full senate. if confirmed, she would become the first black woman to ever serve on the supreme court. jackson is expected to continue her one-on-one meetings with senators today. still ahead, a breakfast lover's dream.

endless breck fft for those hit hard by inflation. naomi ruchim has more. stock futures are pointing to a flat open this morning. yesterday all three major indices posted gains led by tech stocks. tesla jumped 8% after saying it will seek shareholder approval for another share split. the dow went up 95 points. the nasdaq added 185 and s&p 500 added. there's a credit card catering to rent-paying customers. among the draws payments can be made to any rental property in the u.s. without any transaction fees. customers can earn rewards for simply paying their landlords. there is no fee for using the card, but it does carry an interest rate. wells fargo says it is looking to develop lasting relationships

with renters who want to buy homes. walmart's is washing its hands of selling cigarettes at least in four states. it's taking a page from places like targets and cvs pharmacies. health officials say cigarette smoking causes about one of every five deaths in the u.s. each year. and restaurant chain denny's is appealing to americans impacted by inflation with a new endless breakfast promotion. the all-you-can-eat buttermilk pancakes, cheesy scrambled eggs, and crispy hash browns will cost you $6.99 to help you get the most for your money. the endless breakfast is $8.99 in some states. the service is for dine-in only and runs through the 21st. i feel like when we do this, it's loaded with a ridiculous
