intentions after it pledged to scale back some military operations in ukraine as a sign of goodwill while peace talks continue. ukrainian president volodymyr zelenskyy agrees. he said that there is no reason nortrn ukrainesia's announcemen as russia keeps bombarding his country. those peace talks continue today in turkey. michael george is in new york with the latest developments. good morning. >> reporter: anne-marie, good morning. ukrainian and russian negotiators sat face to face for the first time on tuesday as the kremlin announced a major shift in russia's brutal invasion. but their claims are being met with skepticism. russia is pledging to drastically reduce its military activity around the ukrainian capital of kyiv. negotiators saying they want to build trust as peace talks continue in turkey. >> i don't read anything into it until i see what their actions are.

the war, ukraine's delegations agreed to a russian demand that their country would declare itself neutral and abandon any hope of joining nato. putin's ground forces have been taking heavy losses in ukraine. one estimate is 15,000 russian troops have been killed in a month of fighting. >> michael george in new york. thank you. the house committee investigating the january 6th assault on the u.s. capitol is now looking into an almost ay.'s white e in then-president cbs news and "the washington post" obtained white house records of mr. trump's activities on january 6th. there was no record of calls from a little after 11:00 a.m. to about 7:00 p.m., including the time of the violent attack. the house panel is investigating whether the president and top aides used disposable burner phones to avoid scrutiny. >> are you frustrated, congressman, about the gaps in the record? >> yeah. i'm puzzled by the gaps in the record.

booster shot against the coronavirus. the fda authorized the optional jab yesterday for people who are 50 and older. as meg oliver reports, federal funding for covid is running out. >> reporter: in a rare move, the fda did not consult with its vaccine advisory committee before authorizing a second booster from pfizer and moderna for people 50 and over. dr. celine gounder is an infectious disease specialist. >>i'm skeptical that giving everybody over the age of 50 a fourth dose will have a real impact in the long term on reducing severe disease, hospitalization, and death. >> reporter: the fda has authorized the optional second booster shot for individuals 12 and over who are immunocompromised. upenn immunology john wherry supports the idea for that group. >> now we're seeing more waning of that ability to stay out of the hospital should you get infected. for the immunocompromised, clearly there's benefit of a fourth dose. >> reporter: this comes as

vaccination rates are lagging. only half the people over 50 are boosted. this super site in new york is closing friday due to lack of ndng. federal funding is also running out. the biden administration has already stopped accepting claims for testing and treatment and starting next week will no longer support reimbursements for vaccinations. >> this really does beg the question where should we focus our limited resources. i it on providing fourth doses, or is it on other measures, for example making sure we vaccinate people who may not have even had a single dose yet. >> reporter: for people over 50, boosters are now available at sites like this if you received your first booster at least four months ago. next week the fda will meet to possibly discuss authorizing boosters for a larger population in the fall. meg oliver, cbs news, west orange, new jersey. the u.s. is condemning a shooting rampage in israel that left at least five people dead.

the families of the victims of the sandy hook elementary school shooting have rejected a settlement offer by info. wars host alex jones. court filings show that jones offered to pay $120,000 to each plaintiff who filed a lawsuit claiming jones defamed them by saying that the massacre never happened and was a hoax. 20 children and 6 adults were killed in the 2012 shooting in newtown, connecticut. overtime rules are changing in the nfl playoffs, and a historic bill was signed. those are some of the headlines on the "morning newsstand." "the washington post" reports president biden signed a bill making lynching a federal hate crime for the first time in u.s. history. mr. biden signed the legislation yesterday during a ceremony at the white house. it is named after emmett till who was kidnapped, tortured, and

tax preparation and then hitting millions of turbotax customers who do not qualify for the free service with charges when it's time to file. intuit denies the claim and says it will fight the lawsuit. a warning this morning for verizon customers about an increase in so-called spoof texts. the carrier says customers are receiving spam messages that look like they're coming from their own phone numbers saying they paid their bill with a link to a free gift. verizon urges everyone to not click on any links and delete any of these texts. the company says it is working to block these messages. and drum roll, please -- we now know which four-legged cutie will hop into the role as this year's cadbury bunny. with thousands of votes therapy dog annie rose from ohio is the winner of the fourth annual year's cadbury clucking bunny

efforts in ukraine. and the band foo fighters will not be playing their remaining tour dates after the sudden death of drummer taylor hawkins last week. they said in a statement we're sorry for and share in the disappointment that we won't be seeing each other as planned. instead, let's take this time to grieve, to heal, to pull our loved ones close, and to appreciate all the music and me. taylor hawkins died in his hotel room in bogota, colombia, after emergency crews were unable to revive him last friday. he was 50 years old. about tiger woods possibly playing at the masters. if the golf great decides to play next week, it would be his first official tournament since the 2022 -- rather, 2020 masters. now woods was seen arriving at augusta national yesterday, and reports say that he was with his son charlie and a close friend. just 14 months ago he was involved in a serious car wrack. woods does not have to decide whether or not to play at the masters until the tournament
