peace talks virtually today as the fighti i ing rages on, including over the border in russia. two helicopters crossed the border and struck a fuel facility. this morning russian troops left the heavily contaminated chernobyl nuclear site after handing control back to ukraine. ukrainian president volodymyr zelenskyy warned that russian withdrawals from the north and the center of the country were a tactic to build up forces for attacks elsewhere. and ukraine says russian forces blocked a convey of 45 buses attempting to evacuate people from the besieged port city of mariupol. bradley blackburn is in new york with all the latest. good morning. >> reporter: good morning. about 100,000 people are still trapped in mariupol. evacuations have slowed to a crawl. ukraine's government says at this point just a few hundred people at a time are able to escape in private cars. and russian attacks on the city aren't letting up. russia's assault on the port

city of mariupol continued thursday. ukraine's deputy prime minister says russian forces seized 14 tons of food and medical supplies and prevented residents from fleeing the violence. today a team from the international committee of the red cross will try to enter the city with humanitarian aid and help with evacuations.juen lerit dior of erations. >> for the time being, we have the agreement at the top level. now we are working on getting the agreement at the bottom, the field level. >> reporter: russia says it will reopen a corridor at the behest of france and germany, but there are a lot of the unknowns. >> you will use that road. you will pass by that checkpoint. the phone number you should use is this one. we need to make sure that that works. >> reporter: russia has tried to pound the city into submission. ukraine estimates 90% of residential buildings are damaged. last month victoria and her two children were sheltering in this theater as they waited for a corridor to open up.

despite the word "children" written outside in russian, it was bombed. "everything fell on my daughter," she said. it was several minutes before the 2-year-old called out for her mother from under the rubble. ukraine's president volodymyr zelenskyy insists russian withdrawals from places like the chernobyl nuclear power plant, which it has handed back to the ukrainians, is a military tactic as russia regroups for more powerful attacks in the southeast. and ukraine's state power company says one reason the russians left chernobyl was because soldiers received significant doses of radiation after digging trenches in the forest near the closed nuclear plant. at this point, the kremlin is not commenting. >> all right. bradley blackburn in new york. thank you very much. relief at the pump could be on the way for millions of americans. president biden took a major step to fight rising gasoline prices. here's erroll barnett. i say enough.

>> reporter: president biden on an unprecedented effort to ease the financial squeeze for fuel. placing the blame for recent jumps in global energy prices squarely on russia's war in ukraine. >> our prices are rising because of putin's actions. there isn't enough supply. and the bottom line is if we want lower gas prices, we need to have more oil supply right now. >> reporter: mr. biden announcing several new efforts including accessing a third of the nation's strategic petroleum reserve until october. >> i would call it the mother of all strategic petroleum releasea consumer gas but for byproducts like jet fuel and diesel, impacting all corners of the economy, contributing to inflation. how long do you think it will take between this announcement and americans seeing the result at the pump? >> i think we get a little relief here in april and may. >> reporter: meanwhile, drivers

in maryland and georgia are enjoying a so-called holiday from state gas taxes. >> i'm glad it's going down a little bit now. >> seems to be making an improvement. >> reporter: with connecticut drivers joining friday, and more than a dozen other states debating this or offering reductions. >> we can see an uptick -- >> reporter: patrick de haan of the fuel data website gas buddy mentioned consumption jumps as a result of tax holidays and says that's a warning. >> sheltering americans from the consequences of high price could induce more gasoline consumption, and it could cause gas prices to go up more dramatically. >> reporter: experts also explained to cbs news that at this time of year, stations switch over it a summer blend of gasoline which costs more to produce. likely meaning more of this. >> i used to go where i wanted go. now i go where i have to go. >> reporter: now remember, tax rebates, if they are passed by states like california, typically come out of any tax refund you would otherwise receive. here in maryland, it's actually the station owners who benefit

from the gas tax holiday. the state expects those savings to be passed along to customers. so there is no easy fix to what continues to be an expensive problem. erroll barnett, cbs news, bethesda, maryland. deadly storms that tore through the south moved across the east coast overnight. two people were killed and two others hurt when a tornado touched down in the florida panhandle. at least two homes were destroyed. in alabama, one person was hurt after a possible tornado hit a college campus. powerful winds toppled trees and power lines and ripped apart homes. >> i heard something coming, and it got louder and louder and louder. then i heard this boom, and it seemed like the house just shook. >> in louisiana, the storms dried homes, overturned semi-trailers, and caused widespread damage. there were reports of at least 25 tornadoes across a dozen states and at one point close to 200,000 people lost power.

a 12-year-old boy in south carolina is under arrest for allegedly shooting and killing a 12-year-old classmate. it happened yesterday at a middle school in greenville. authorities say that the two boys knew each other. they're investigating what led to the shooting and how the boy got the gun. no one else was hurt. the suspect was found hiding under a deck at a nearby home about an hour after the shooting. >> i was hearing that there was a shooting in front of my son's class, and he was scared. they were hearing actually the shooting -- the shooting going on. >> more than 200 deputies and other law enforcement officers rushed to the school after the shooting. gay rights advocates filed a lawsuit against florida governor ron desantis to block the state's so-called "don't say gay" law. it prohibits classroom discussion on sexual orientation and gender identity in kindergarten through third grade. the lawsuit was filed yesterday on transgender day of visibility. critics of the florida law say that its true intent is to marginalize lgbtq people and

the "associated press" reports washington state became the first state in the nation create an alert system for missing indigenous people. the governor signed the bill into law yesterday. tribal leaders attended the signing. the system is similar to amber alerts for missing children. the law is aimed at addressing the high number of missing indigenous people, mostly women, in the state. "reuters" says jeff bezos' blue origin company made its fourth successful crude flight. the spacecraft blasted off yesterday with six people on board from its launch site in texas. the ten-minute flight soared to an altitude of 66 miles before parachuting back to earth. the space tourists were able to experience a few minutes of weightlessness. >> as soon as we got above 100,000 feet, you saw the sky getting darker, and it turned to pitch black. it was just gorgeous. >> i wanted to do somersaults and was taken back by the view. it's -- you can't put it into words. you just have to see it.

>> "saturday night live" comedian pete davidson was supposed to be on the flight but dropped out. and "the hill" says the navy is naming a ship after the last supreme court justice ruth bader ginsburg. it will transport fuel to other ships at sea. it will be in a class of ships traditionally named after those who fought for civil and human rights. other such ships have been named after congressman john lewis and supreme court justice thurgood marshall. ginsburg died in 2020 at the age of 87. and still to come, a peanut butter alert. why some types of skippy are being recalled.
