temperatures will be up to 10 degrees above normal. upper 60s and low 70s around the bay. closer to 10 degrees above average in line. closer to 80 degrees for far inland portions of the south bay. clouds towards us on sunday and monday and then we will see a big area of high pressure that presses down on us and compresses the air toward ground level. we will see temperatures well into the 80s as early as wednesday. we will take a look at the specifics coming up in just a few minutes. new video provides a sense of the scale of devastation in a port city in the southeast of the country. it has been hit hard by the russians. entire blocks are blackened with

windows blown out. cars sit on the street and tens of thousands of civilians have been trapped in that city without access to food and clean water. in the north around the capital of kyiv, ukraine's president says forces are leaving behind catastrophic situation. the russians have left minds around houses and abandoned equipment and corpses. he has warned residents on holding off on normal activity until they are sure the mites have been cleared. and there is mounting evidence that russia is retreating from towns and buildings to build up troops further east. shake troops are saying the death of a los angeles high school student may have been a fentanyl overdose . the news

came hours after santa clara county declared a war on fentanyl . the powerful truck is responsible for at least eight deaths in that county so far this year. last year there were 135 deaths. the county put together a 15 member team of experts on addiction, mental health, policy, and law enforcement. they are leading members of cartels know that if arrested they could face felony charges. >> we have a fentanyl advisement that warns dangers of sentinel and they could be prosecuted for murder if they do it again. >> the county is trying to take a compassionate approach to education to get the message out. they will be passing out testing strips to help people detective their drugs are laced for fentanyl. six years after a mother

and daughter there are a cash award for more information. >> it makes me sad because i can't see her smile anymore. it makes me angry because that was stolen. >> reporter: she is nicole's sister and she shared memories of the young mother found buried in a shallow grave at mclaren park six years ago. the body of the 32-year-old was found a plywood with the mysterious symbol spray-painted on it? >> it was rare to not see a smile on her face. even when times were hard for her. she still put on a good face. >> reporter: police boosted the wallboard to $250,000 in the homicide and search for her missing daughter. investigators

districts are out first bring break. we asked a local health expert if we should expect a spike in covid cases when all of those kids come back to school. health experts believe that covid will spike. >> i am going to california for five days. >> reporter: some families and students plan to make up for lost time this spring break. sea i am not scared of covid anymore. >> they are worried about the omicron sub variant known as ba two. >> it is more transmissible. >> reporter: this expert dr. peter hawn says what 10 states outside of california are seeing cases go up, the bay area has a relatively low case count. that is expected to change. >> we don't think it will be

huge with lots of people being hospitalized. it will be a low to moderate increase that may cause some disruptions in schools and workforce. >> california schools held out rapid tests to students and staff. it is not mandatory but bay area schools are encouraging people to use them. >> i think everyone will use them and not, if they do have it . >> i feel like my friends would not put me at risk. >> reporter: some districts have lifted the mask mandate but others require masks indoors and will reevaluate on april 15. >> if the cases start going up, i will probably put my mask back on. >> reporter: schools are saying they must be tested before

returning to classrooms on the following monday, april 11. and walnut creek, kpix5 . taking a live look at san francisco restaurant week is making a comeback. it is one of the big food events making a recovery. >> reporter: large crowds of people going out to eat and drink. perhaps a sign we are turning a corner in this pandemic. some of the biggest culinary events are returning to san francisco. >> reporter: call it a sign of the times. restaurant week is returning without restrictions since the beginning of the pandemic. >> it is great. it is nice to feel more casual. >> reporter: for restaurants like aqua lena it's a chance to attract new business. >> we see the people start making plans again for dining.

welcome back. a southern california judge has shut down a landmark state law that required courts to have members of different races or sexual orientations. the judge ruled it mandates and a similar laws requiring at least one woman on each corporate board is being challenged. happening now, traffic is finally moving along the new vanness rapid transit corridor. we tested it out. >> reporter: san francisco leaders say these new will significantly reduce congestion here on vanness. after a ribbon-cutting years in the making, muni and golden

gate transit buses are on the vanness red carpet known as the bus rapid transit or prt lanes. the $345 million project revamp vanness and how traffic operates within the corridor. >> this is going to be a meaningful change reducing the travel time by 30% and making public transportation more attractive to people. >> reporter: she was eager to see what it was like to get around with the new system. >> this is great for tourists and residents. >> they don't have to worry about pulling out into traffic and automobiles don't need to worry about getting stuck behind buses. >> reporter: the red lanes are for buses only. sea i saw a cycle is going down the red lane and a cop pulled him over and ticketed him. >> people already see the benefits.

>> to have the convenience on a regular basis to go up and down vanness is priceless. >> i am not sure. hopefullly thbuses move faster down the road. i don't know if it will help the cars on the road. >> kpix5. from bus lanes to bike lanes, the city of san jose wants to make it easier for people to get around those record high gas prices. they are trimming back vegetation and shrubs, restriping trails and taking care of any hindrances for a safer ride. >> we need affordable and reliable ways of getting around the doesn't have the high gas prices associated with it. >> there is no quick fix for some of the biggest obstacles.

there are tents and property blocking their path. the city is working to bring that situation back in the balance with sensitivity to both groups. california is sitting on recycling money. the governor's office wants a temporarily double recycling return rates on bottles and cans as an incentive for people to bring more of them back. the program could start after july 1. researchers are trying to conduct the final sierra snow survey. there should be about five feet where they were standing over her role and snowpack. it is the worst it has been in seven years. sake san francisco was implementing a 5% drought surcharge to cover lost revenue from people using less water. this is just a temporary charge.

as we head through the weekend, the storm track is going to stay to our north once again. all of the moisture and energy will be going into the pacific northwest. we will see passing clouds overhead tomorrow and that will linger into monday. there is an outside chance of a sprinkle on monday. we will see plenty of sunshine and passing clouds will be with us this afternoon. we will be dry. we will have increasing cloud cover on monday with a few showers trying to make their way into northern and western sonoma county. we are talking about a 10% chance of moisture there and it does not look like we will see any other rain chances headed our way anytime soon. in the six to 10 day outlook, there are signs of hope which will take us all the way through the middle of the month.

a weak signal, but it is still a signal toward above average rainfall for the bay area. average rainfall is around 4/10 of an inch of rain if we get even closer that i would be elated. it is a long way down the line at but is od to see some sign we will it will be a warm day today. temperatures above average today and 10 degrees above average further inland. temperatures on the coast will reach into the upper 60s. low 70s down the peninsula with mid-to upper 70s in the santa clara valley. temperatures in the mid to upper 70s. the warmest spots at or above 80 degrees. it will be warm but not that warm with temperatures in the upper 60s to 70 degrees and then low to mid 70s for portions of the north bay. it will be warmer and warmer

the further inland to go. temperatures will dip about 5-7 degrees and there will be passing clouds overhead. warm weather will kick in wednesday, thursday, and friday. it will be upper 70s in san francisco and 80 degrees in oakland. upper 80s for inland portions of the east bay and the north bay and touching 70 degrees along the coast. the cardinal and the final four meet a familiar foe. that they have enough to get by the huskies?

el dorado county previously closed are once again open to the public. with engine campgrounds and rv areas have reopened. there is a warning for returning campers. dangers include ash pits and landslides. visitors may run into a rude awakening upon arrival. >> it is not going to look like it did before the fire. visitors need to be prepared to see something very different than they have experienced ins handy as they will have to navigate trails without signs or even visible trails. the storm track is going to stay to our north once again. there is another storm system making its approach to the coast but it will send all of his energy into the pacific northwest. we will see passing

we will keep an eye on the long- range data. it is nice to see at least some sign we will get some rain. in the short-term, 5 degrees above average and close to 10 degrees further inland. those temperatures along the coast will reach up into the low 60s. upper 60s but low 70s around the south end of the bay. temperatures will stay in the mid to upper 70s. the warmest spots at or above 80 degrees, fairfield. temperatures in the upper 60s to around 70 degrees. warmer and warmer the further inland you go. same thing for inland mendocino county and lake county as well. temperatures will dip about 7 degrees tomorrow. we start

warming up on tuesday and warm weather kicks in wednesday, thursday, and friday. the heat wave will be on friday with highs in the upper 70s and 80 degrees in oakland. upper 80s for in the portions of the east bay and the north bay. a north bay structural engineer notice a shortage of skilled workers in the construction industry. he crafted a solution that will give back to the community. we are introduced to this week's jefferson award winner. >> all of the pieces we want painted, let's have them here. >> reporter: he teaches participants with no construction experience how to build a 24 by 8.5 home from scratch and eight months. >> everything that you see here they have touched. we started with a metal trailer and a pile of sticks. they got to try everything.

>> reporter: he founded big skills tiny homes in 2016. they are working on their fifth house in three years. he trains four participants at a time five days a week learning everything from carpentry and cabinetry to electrical and roofing. graduates get career counseling and follow-up for five years. >> everyone that has finished the program has been offered a job in the trades. >> reporter: most of the tiny homes have gone to those in need like wildfire survivors and the homeless. >> it is a win/win situation. >> reporter: he knows the project he's working on will go to a family of three to a family that lost everything in a wildfire. >> we are building a sanctuary and own home. >> reporter: he is partnering with the tiny pine foundation

that constructs homes for wildlife survivors. >> anytime i called him and ask if he can build one more, he is always so willing to see if they can come alongside and help. >> it costs $40,000 to build one tiny home. he relies on donations and nothing is wasted. >> the word use for the master bedroom comes from donated office furniture. these closets used to be desks. >> he has fielded questions from as far away as korea on how to replicate his project. >> it makes me feel fantastic. if you build builders, the builders will build. >> this week's jefferson award goes to sean ticknor.

strict we are starting up this first weekend in april with near normal temperatures. we will end up above average this afternoon. close to normal temperatures on sunday. passing clouds on sunday and monday but we will remain drive . it will be almost hot by the middle and end of the next work week. let's take a look at today's high temperatures. low 60s along the coast. closer to 10 degrees above average further inland. closer to 80 degrees for far inland portions of the east bay . the system passing to the nordson the clouds toward us on sunday and monday. we will see high pressure taking over in the upper levels of the atmosphere. it will compress the air toward ground- level and it will warm up with temperatures into the 80s.
