zelenskyy is praising his people for their resolve in the battle against the russian invasion. in his nightly address, he told his country they should be proud of surviving 50 daysru it came the same day that russian-guided missile cruiser with missiles fired by its military. the flagship of russia's black sea fleet was heavily damaged and sank. moscow acknowledged the fire on board the ship but said it was not the result of a ukrainian attack. bradley blackburn is in new york with the latest. good morning. >> reporter: good morning, diane. the ukrainians clearly see the sinking of that ship as a victory, and they are also re-establishing some real control of the northern part of the their country. so much so that we're learning the biden administration may soon send a high-level representative there. the white house is discussing sending a senior official to ukraine in a show of support. president biden telling reporters he is ready to make

gathered to observe ramadan, passoverd . the new york city subway shooting suspect remains in jail this morning. 62-year-old frank james did not enfor a plea during his first court appearance yesterday. he's facing a federal terrorism charge stemming from tuesday's attack. mola lenghi reports. >> reporter: wearing a blue mask and khaki colored prison clothes, 62-year-old frank james answered yes when asked by u.s. magistrate judge mann whether he understood the charge against him. after the hearing, his public defender cautioned against a rush to judgment. >> what happened in the new york city subway system on tuesday was a tragedy. it is a blessing that it was not worse. >> reporter: according to an fbi affidavit, james used a wisconsin driver's license to rent a u-haul in philadelphia six days before the attack. a surveillance image shows him driving the van into new york city early on the morning of the shooting. in a yellow hard hat and orange

construction jacket entering a brooklyn subway station, wielding what appears to be the same black cart later recovered at the crime scene. then inside a packed train, police say james donned a gas mask, unleashed two smoke grenades, then fired 33 rounds with a glock .17 handgun at captive commuters striking 10 and injuring approximately 20 others. as terrified and bloodied passengers stumbled out of the smoke-filled subway car, james tossed his disguise and slipped onto another train. he rode one more stop and then walked out onto the streets of new york city leaving behind a rich pile of clues. police are trying to determine his whereabouts during the 30-hour manhunt. this appears to show james the next day walking in manhattan's east village and sitting on a sidewalk bench, just hours before we called the police tip line and gave his location. >> the defense has their work cut out for them. it seems to me that the only

viable defense case here is a psychiatric defense. >> reporter: at thursday's hearing, the judge ordered james receive psychiatric attention while he's held until trial. if convicted, he faces a possible sentence of life in prison. mola lenghi, cbs news, brooklyn, new york. meanwhile, pfizer plans to seek authorization to expand its covid booster shots to children 5 to 11-years-old. the company says new research shows its kid-sized booster helps healthy kids increase virus-fighting antibodies. u.s. health officials already urge everyone 12 and older to get the shot. california is delaying a covid vaccine mandate for kids until at least the summer of 2023. california was the first state to require all schoolchildren to be vaccinated, but the mandate will not take effect until federal regulators given final approval for the vaccine to children. officials say school districts need more time to implement the mandate once it is approved.

a former british citizen and isis member faces life in prison after a federal jury found him guilty for his role in the abduction, abuse, and deaths of four americans in iraq and syria. the 33-year-old was part of a notorious isis terrorist nicknamed the beatles for their british accents. he was convicted of taking part in a plot that led to the deaths of american hostages james foley, peter kassik, steven sotlaf and kayla mueller. >> this is a small piece of justice that will help us heal a little. i don't think there will everything closure. >> he could have faced the death penalty, but prosecutors said they will not seek that. it appears that future republican presidential nominees will not be part of any debates organized by the commission on presidential debates. the rnc voted unanimously yesterday to withdraw from the commission.

the mother's life, prevent serious injury, or if the fetus has an abnormality. there are no exemptions if a pregnancy is caused by rape, incest, or human trafficking. lawmakers are reportedly raising concerns about senator dianne feinstein, and there's some relief for a truck backup % in texas. those are some of the headlines on the "morning newsstand." the "associated press" reports texas moved to ease the truck gridlock at the u.s.-mexico border over what the governor called a sense of urgency in part of his ongoing fight with the biden administration over immigration. abbott ordered trucks trying to cross into the u.s. to undergo additional inspections in texas. that's led to miles long backups and warnings that it will lead to supply shortages and higher prices in the u.s. yesterday abbott lifted the order for bridges in el paso and other cities after reaching a security agreement with a neighboring mexican state. >> chihuahua's doing more than

"the san francisco chronicle" reports california democratic senator dianne feinstein says she won't step down after colleagues raised concerns about her ability to continue to do the job. eight people including four senators told "the chronicle" that the 88-year-old senator's short-term memory is deteriorating. feinstein said no one had raised concerns to her directly. her term runs through the end of 2024. and "usa today" says prince harry and his wife visited queen elizabeth for the first time in two years. the couple saw the queen yesterday at windsor castle during a stop in britain on their way to the invictus games in the netherlands. harry and meghan moved to the u.s. with their children and stepped down from royal duties

here's a look at the forecast in some cities around the country. ♪ on the cbs "money watch," elon musk explains why he wants to buy twitter, and peloton announces a price hike. elise preston is in new york with that and more. good morning, elise. >> reporter: good morning, diane. u.s. stock markets are closed today for the good friday holiday. yesterday four big banks, citigroup, wells fargo, morgan stanley, and goldman sachs reported steep profit declines in the first quarter of the

year. the dow is down 113, the nasdaq fell 292 points, and the s&p 500 dropped 54. this morning, twitter's board is considering elon musk's offer to buy the social media company and make it private. the world's richest person put in a $43 billion bid to take over the social media platform. musk explained why he wants control of twitter during a ted talk in vancouver yesterday. >> i think it's very important for -- that it can be an inclusive arena for free speech. it's important to the function of democracy. it's important to the function of the united states as a free country. >> musk, who is currently twitter's largest shareholder, said if his offer is not accepted, he would need to reconsider his position as a shareholder. fees are going up for peloton subscribers, but new

of the world ♪ >> listen to that. people in new york uniting in song. commuters banded together at the times square subway station yesterday hugging and singing "we are the champions." the show of strength took place just two days after the subway shooting attack in brooklyn. love conquers all, even in the face of war. a russian man and ukrainian woman married in tijuana, mexico, this week. they fled ukraine and made the long trek to tie the knot. since the war started, only ukrainian nationals can seek asylum in the u.s. the borders are closed to russians unless they can prove they have a relative in the u.s. >> we never expected the war to come. no one expected that. because of this, i mean, we're lucky and really grateful to be here at this moment, to the people surrounding us right now.

>> the couple said they never thought they would get married outside of ukraine. one tom brady fan can breathe a big sigh of relief this morning. the sale of what was supposed to be the ball brady used to score the final touchdown of his career has been voided. the fan won the ball at auction for $518,000. that sale happened just hours before brady announced he was coming out of retirement after just 40 days. luckily the fan said he hadn't fully paid for it yet. and 75 years ago today, history was made on the baseball diamond. on april 15th, 1947, jackie robinson became the first african american to play in major league baseball. robinson debuted for the brooklyn dodgers and took the field against the boston braves scoring the deciding run in the game. in honor of jackie robinson day, all major league players today will wear number 42 in dodger blue regardless of a team's colors. coming up on "cbs mornings,"

our top stories this morning -- ukrainian president volodymyr zelenskyy told his people they should be proud of surviving 50 days of russian attacks. it came the same day that ukraine said it struck the flagship of russia's black sea fleet with two missiles. the ship sank, but russia says it happened while it was being towed during a storm. and the man charged in the new york city subway shooting remains in jail this morning after a judge denied him bail. 62-year-old frank james did not enter a plea yesterday. ten people were shot and wounded in tuesday's attack. james is facing a federal terrorism charge. his lawyer cautioned against a rush to judgment.

there are calls for accountability after the deadly police shooting of an unarmed black man in grand rapids, michigan. the man was shot in the back of the head while on the ground following a traffic stop earlier this month. >>stoppi you.reports. do you have a license? >> reporter: the fatal encounter between the unidentified officer and 26-year-old patrick lyoya began as a traffic stop over a license plate that didn't match the vehicle's registration. lyoya appears to walk away from the officer and then resists before running. >> stop. >> reporter: multiple videos including from the officer's body camera, his dash cam, a cell phone, and a security camera captured what happened next. >> stop -- >> reporter: the two appear to wrestle over control of the officer's taser. it deploys twice into the ground. then as this video shot by the car's passenger shows, while on

top of lyoya's back, the officer fires a single shot, striking lyoya in the head. [ gunshot ] the grand rapids police chief released the video despite an ongoing investigation saying the community needed to see what happened. >> a taser is not per se a deadly weapon. the taser is what would be known as an intermediate weapon. >> reporter: under michigan law, an officer can use deadly force to prevent death or bodily harm. the department is not identifying the officer, but the seven-year veteran is on paid administrative leave pending the investigation. at a press conference, lyoya's parents cried. his family attorney, ben crump, demanded the officer be fired and face charges. >> this officer failed to follow the basic training. what was so wrong about him calling for back up? >> reporter: the michigan state police are leading the investigation. when it's finished, it will be up to the kent county prosecutor to decide if charges are warranted. adriana diaz, cbs news, grand rapids, michigan.
