right now on kpix 5 and streaming on cbs news bay area, suspicious fires pop up in contra costa county overnight . we have the latest. fire season looming. homeowners in fire prone areas can't catch a break. the ballooning cost of insurance that could force him to leave. striking oakland teachers getting support from workers. they are not crossing the picket line. we tell you what it means for those in the bay area. good morning this saturday april 30th. thank you so much for joining us. those stories in a moment. we start with new developments out of contra costa county. investigators are examining two suspicious fires overnight. one fire shown here broke out near a ramp between 680 on the northbound side. minutes after another fire broke out on the other side of 680 a cruise were especially concerned about protecting

nearby buildings. >> they were able to make a good stop there a bunch of camels with dogs and they were not affected. the buildings on the other side of this ravine also were not affected. we threw a lot of resources at a pretty quick. this is going to be happy season is already. >> firefighters don't think a passing car sparked the fire since it happened but seems somewhat suspicious. two additional fires were stir in the same area in the past couple of hours. .com start to set it to the winds will pick up especially this afternoon and be stronger offshore wind means temperatures may be a couple degrees cooler than friday. the friday highs recall degrees above average. so we should be close to normal warmer temperatures takeover sunday. then the onshore breeze returns on monday going back and forth on the mini roller coaster right. monday is breezy then tuesday and was a really warm up. in the forecast for a while.

the next hint of rain in the forecast is not headed our way until thursday and thursday night. some of the forecast model so lit up until friday. really i am more skeptical whether or not the rain chances even will happen as opposed to the timing. we will keep an eye on it it but it does not look like any significant rain is heading our way anytime soon which means is nothing to wash pollen out of the atmosphere. pollen count climbs in the wind picks up. today and again monday, the pollen count will be in the high category. high temperatures today reaching to the 50s on the coast, 60s around the bay with the 70s for them. all of the numbers almost exactly normal for the last day of april. in a developing story, barry holmes in fire prone neighborhoods could be forced to leave. they say a glaring problem makes it hard to stay residential. wildfire areas already have to worry about planning for evacuations but as wilson walker explains, the cost of insuring homes may be the final straw for homeowners just trying to keep a roof over

their heads. >> reporter: the very northern end of napa county. this is the ridgeline community which is one of the places in california threatens by fire again and again and again. even for the folks that have not lost homes, the cost of the fires is now making living here almost impossible. >> we have in here from the north and the south and hid from the east. they say the most dangerous place to live in the town is because of the fire these days. >> reporter: recent years brought serious evacuations in a number of close calls. while she has not lost her hope, it has become increasingly expensive to say. >> it is going up often. i have been canceled once by one company and aaa kicked me out a few years ago. my insurance now is $3000 a year. >> reporter: for many of her neighbors it is four dollars up to $6000.

many cannot afford to pay. >> a lot of people are just selling and moving. >> we had an insurance crisis now for a number of years. certainly after 2017. >> reporter: they make the issue the centerpiece of his campaign for state insurance commissions. traveling around the state talking to people who have been affected by wildfire and insurance problems. for one, he would like to see policies and prices reflecting the work homeowners have put into fire safety. >> people are trying to get insurance and doing everything right. home burning for business. doing defensible space. yet, there has not been a solution to help make sure everyone doing the right thing is recognized and rewarded for that. struck in 2020, more than 200,000 californians had insurance policies dropped. a man so desperately 2017 deadly stabbing of a little

league coach. he will serve 16 years to life in prison. he was convicted for 2nd degree murder along with two other men last fall. they were found guilty of killing a 35-year-old, frank navarro. he was stabbed to death for confiscating a drivers license working as a security guard at a nightclub in downtown san jose. the judge pushed back sentencing for the other two men until may 13th. two suspects accused of kidnapping a baby from a san jose home had a judge deny bail yesterday. he's accused of snatching the baby on monday after ramirez brought the infant from a shopping trip here we spoke to his attorney. >> she is not someone who has been necessarily used to the incarcerated life. when you go from working three jobs all day long every day to being placed in handcuffs and held in custody without bail i think anyone would be terrified. >> reporter: both the suspects

face up to 11 years of prison on kidnapping conspiracy and burglary charges. >> the core needs and understanding how this could have happened. that a young baby could have been removed from their home in this premeditated fashion. it is very unusual. i think the one off nature of the case is keeping these two in custody. strike a warning for parents this morning after an lsd best in venetia. they caught a 15-year-old with the drug over the internet from overseas tucked inside of an ordinary -looking pack of magical gathering trading cards. officers were able to intercept the order. a canine sniffed out a big bust at the oakland airport. deputies recovered an assortment of drugs from ketamine to meth and lsd along with more than $190,000 in cash. a live look in oakland where a one-day teacher strike disrupted schools and also

teachers blocked longshoremen's from working the night shift by picketing. port workers told us they understand where the teachers are coming from. >> we want justice. >> reporter: sunup to sundown. hundreds of people protested against the oakland school closures spike it's not cool they are doing this. >> we want justice for our students students deserve these schools. truck aside from rallying in front of schools for closure, the oakland unified school district office, some teachers and supporters picketed in the area forcing port workers to cancel the nicer. >> we will go home and lose a days pay, but, it is worth losing a days pay for the cost per call >> reporter: a fellow longshoreman uttered the process and supported the teacher saying they have a common goal. stop privatization of public resources. the teachers want to stop school closures and prevent more charter schools from

opening. longshoreman want to stop the oakland a's from building at the howard terminal. >> united we stand divided we fall, you know? it is a solidarity issue. >> reporter: it's part of public land like osu d property. it is public land. >> reporter: oakland unified will close 11 schools in the next two years. the district says they are facing a multimillion dollar budget deficits because they have too many schools in the district says it has lost 15,000 students in the last 20 years. they have about 80 schools serving 33,000 students. fremont for example has roughly half of the schools and more students. san jose unified is 41 schools. stockton, 48 schools serving 35,000 students. >> most of the schools are in our neighborhoods. you close them down and students have to walk miles to new schools. the majority of the schools are black schools.

>> reporter: many people question if the strike will reverse the school board decision, this sends a strong message. >> i hope this will teach usd they should not mess with us. a pair of bay area counties in the wrong direction when it comes to covid cases. the cdc moved to marin and san mateo to the medium level from low based on the overall case comes for the number of people in the hospital in the icu. a new offshoot of the ba.2 variants could cover half of the california cases within the coming days. that is according to the l.a. county director of public health. ba.2 is considered more contagious than omicron. so far it is showing no sign of causing more serious illness. a live look at oracle park where the giants are dealing

when we come back. it is 6:14. affordable student housing is hard almost impossible to find. people living in one of the most affordable complexes near the campus can see rents go way up for retrofitting. andrea nakano explains there staring down a 55% rent hike. >> reporter: affordable student housing is externally hard-to- find around the berkeley campus. now, hundreds of units may be going off of the market with a

safety issue. >> if we do not do what they ask us to do, we are at high risk of losing the land. >> reporter: the berkeley student cooperative holding a rally tonight. they are about to use its lease where hundreds of students reside. >> basically if we find and retrofit. we estimate it will cost $20 million. >> reporter: the berkeley student cooperative says 80% of the residence in these units are first-generation, low income college students. if they have to pay for the seismic retrofit, rates go from $2700 a semester to $4200. >> the fact it was cheap rent and was the cheapest in the area helped me get through college in a mildly sustainable manner. >> reporter: the university hopes they will pick up the cost of the retrofit at the university says that is not part of the long-standing deal to operate the housing complex.

>> a term of the lease again as it goes back over 50 years is that we basically provide them the land at no cost. so, all of the operation and maintenance of the buildings is fully the responsibility of the berkeley student cooperative. >> reporter: both sides are hopeful they can come up with an agreement so they can continue to offer affordable housing to students. uc berkeley just needs to make sure it is safe for students to stay. >> it is the responsibility of the university that the buildings on its land meet seismic standards. seismic standards are systemwide. not sent by the berkeley campus. we do not have an ability as our campus to waive those. a federal appeals court is allowing caltrans to clear homeless encampments on highways. tony lopez looks at what happens now. >> this is the worst it has been. >> reporter: a cruise swept homeless from the state property before. they had to pick up their belongings and move somewhere else. >> maybe a week to a month at

it's another to actually effectively police the areas under control. spending money to clear them out and it is not going away. >> reporter: governor newsom released a statement supporting the courts decision saying in part this is a welcome ruling confirming that we do not have to let dangerous conditions continue without taking urgent action. >> caltrans says it will give at least 72 hours notice before forcing people out of and cabins. the agencies says they will try to work with local providers to find another place for the campers to live. strike a stronger onshore breeze is going to result in cooler temperatures this afternoon compared to a storm system passing to the north. it is too far away for any of the welcome rainfall to make its way towards but close enough to squeeze the atmosphere and produce gusty wind. that was fiber and landon high- pressure takes over on sunday which means, conditions and warmer weather before the next parade of the storm systems. it will squeeze the atmosphere again resulting in stronger onshore wind again monday.

was taken into custody wednesday night. she is charged with grand theft organized schemes to commit fraud and fraudulent use of personal information. the city of alameda is stepping in to curb rising rents on the water. 66 residence of the marina facing a huge rent increase after a new property owner took over the dock space. many people are seniors who lived there for decades. many are on fixed incomes. >> i went from 29% at the low- end to 170% or almost 3 times at the high-end. >> basically we would have made a large bunch of us homeless in a very short period of time. >> the city council voted earlier this week to include floating homes in the stabilization ordinance giving them the same legal protections as other renters. we reached out to the property owner to see if they claim to appeal. so far we have not gotten a word back. big news for the open police department this morning.

a new group of cadets from the police academy graduated. the women and men who say they are ready to serve. >> we those things where you wake up every morning and see a lot of change. >> reporter: he knew he wanted to be a police officer. a dream ever since he was a child. the concorde native of is a valedictorian of the latest graduating class from the oakland police academy. >> mentally and physically it is challenging. definitely attests your soul. >> reporter: alongside of the ceremony men and women ready to serve in oakland in the city of alameda. the oakland academy trains six officers to join the alameda police department. the oakland mayor acknowledged the difficulty of the job, especially right now with negative images of police department across the country.

the warmest temperatures tuesday and wednesday inland in the east bay and the north bay. a middle valley woman created a special place for people with developmental disabilities. it is a place where they feel like they belong and can have some fun. we are introduced to this week's bay area jefferson award. >> reporter: players score runs but they don't keep score. no one strikes out and answers can get helping hands. dozens of participants with physical and developmental disabilities get to play baseball in the mill valley challenger league founded in 2008. >> i am open to whatever works for people. >> reporter: her son was diagnosed with qualities of autism and baseball became a place to grow and belong. >> we had some players who when they first came did not talk. they were very uncomfortable with language. they found a voice. >> reporter: the program was a heads. >> parents kept asking for

more. what about basketball? what about tennis? >> reporter: she added more sports and even summer camp in the nonprofit she cofounded with her other son, tyler 12 years ago. it is called project witness in special porch. they participate for free. >> change their lives. >> reporter: her 12-year-old son played sports here four years and it has been a game changer. >> it allows him to be a participant and be just like everybody else. had provided him friends and events every weekend for him. it really was amazing. >> reporter: also it created a community for players families and volunteers who say the experience has opened eyes and hearts. >> it may be more compassionate. also more flexible.

a comes down to saturday morning but the winds are going to pick up especially this afternoon and the stronger onshore wind means temperatures will be a couple degrees cooler than they were friday. the friday highs were a couple degrees above average so close to normal. warmer temperatures take over sunday. then the onshore breeze returns monday. going back and forth in a mini roller coaster ride. monday is breezy then tuesday and wednesday a really warm no rain in the forecast for a while. the next hint of rain in the forecast is not come our way until thursday and thursday night. some of the forecast models hold off until friday.

really, i am were skeptical about whether or not the rain chances will even happen as opposed to the timing. we will keep an eye on it but it does not lick we are looking at significant rain chances heading our way anytime soon which means washing pollen out of the atmosphere. the pollen count climbs with the winds pick up today and again on monday the pollen count will be in the high category high temperatures today reaching to the 50s on the coast. 60s around the bay with low 70s fiber and then. almost exactly normal for the last day of april.
